  1. Waiting for the missing appointment in Azerbaijan, we have all "high ranked" Category 1 and two Elite referees, this is a very good signal for Kavanagh, in this context one can surely say that committee has indeed big plans for him. I don't look to much at the names of the teams involved, but the fact that so far he is the only Category 1 without previous experience (recently promoted) getting such a game in this stage, is surely something very remarkable.

    2. Not seen it, but media reports, that the RC (DOGSO) and the penalty for Germany (pulling) were correct, but the penalty for Belgium was wrong (foul outside the box).
      Furthermore a possible penalty for Germany (pushing) in 5'
      YCs given for the first penalty, reckless foul (50' - reported as harsh), for the second penalty (borderline SPA/DOGSO), late tackle (66') and an unspecified foul (86')

      So sounds like an interesting match for the Italian.

    4. In 5' it is a quite clear penalty, since the push is with both hands and the attacker is there to reach the ball, so a very clear infringement.
      RC for DOGSO is correct, the penalty for GER as well (only doubt in this case, it is not clear whether the ball had been already kicked or not),
      The foul of the penalty for Belgium was outside, very difficult for referee because the action immediately changed, here AR should have helped. If I'm not wrong, watching video, cameras are on the other side than benches, so AR2. Significant mistake for sure as it was a decisive goal for Belgium win.
      One could say a so-so performance, given the difficulty but for sure we always expect more... at moment you can understand why his careeer seems to be quite in danger, too many mistakes in all games he officiates.

    5. After the missed PK (min 5.14) there is a clear foul by Belgium n.8 (stamp on foot) for which Uefa wants all the time the YC.
      About the 60' PK, the defender is all the time outside the penalty area. How the referee didn't recognize it is incredible.
      He watched wrongly the attacker, but the foul is made by the defender...

    7. As they use to say, sometimes its not good to be too close to the situation. Nevertheless, hardly to explain both mistakes, especially in the 60' that the assistant didnt see the foul is not inside. I have a theory that Fabbri was maybe tricked by penalty arc line because he was far from the situation, but that doesnt make the mistake different of course.

    8. By the way, for me one of the best examples of faultless foul detection regardless of the distance was Alireza Faghani at 2018 WC in Russia. It was a joy to watch him. Too bad that he didnt come to some European league after he left Iran.

      18` First foul committed by the attacker, clearly pulls for the jersey the defensive player, with that the attacker gained an advantage and a better position in the fight for the ball. Serious mistake.
      30` Very debatable, because if we really want to see, the ball was not in the game.
      60` A big mistake, which was equally helped by AR

    12. Basically I think that the last sentence you wrote anonymous, in this case, can't be denied. Indeed, the U21 appointments for referees from a major country are always among top teams. Fabbri, despite of his poor form at moment, got a very hot Belgium - Germany. This shouldn't have happened. He could have been appointed for another, less important, game. Not so much in terms of teams involved but for the standings. In this case I can't question. It is true that he got exactly this game just because Italian.

    1. That is because Molde players would have to go into 10 days quarantene if the game is played in Azerbaijan. Cyprus is marked as a yellow country according to Norwegian rules, and does not require a quarantene

    3. Isn’t there any closer country that is in yellow? It will be very long trip for both teams to Cyprus! Not understandable. There were rumors that Serbia was in red under Cyprian rules and that quarantine is 14 days, so the match Omonia-Red Star would be played somewhere else. Obviously that changed after the situation with COVID-19 in Serbia is much better now than it was. About Kavanagh - I am not happy with his appointment in this match.

    1. YC offence being? Situation isn't DOGSO as likelihood of gaining possession and direction are both question marks. SPA has an attempt to play ball so downgrade Yellow because of the penalty. I don't see the challenge as reckless either so where are we finding a YC?

  16. Good, expected level performance by Felix Brych on PAOK - Benfica. No penalty area incidents, full control and acceptance.

    Good first caution at min. 01'. A total of 6 YC's and all correct. He was a little inconsistent in foul detection and he took some decisions with delay. But those small mistakes didn't influence the outcome of the match.

The first situation in Grinfeeld game is surely the closest to a RC, however in this case I think that tackle by opponent was quite unexpected, I don't know how much opponent could have avoided this contact. Without this certainty, YC can be supportable but maybe still RC would have been better choice. It is different when a collision is caused mostly by the movement of the fouled player and not so much from who is committing the foul. This is also a situation different from the one where a player kicks the ball bfore and then also the opponent when he is aware that opponent is there. So, not a clear 7.9 for Grinfeeld in any case, I would say. About the other two situations, for sure UEFA will agree with YC for both.

  18. Referees from Israel, among others, have already been assigned to a game in EL Third Round. So I assume that UEFA has asked for allowing officials to travel during lockdown or there is a special regulation for international football games and this will be valid for all countries.

No NL, and no 3rd QR of either CL and EL this season, hard to explain considering other appointments (I would expect "high reputation" referees appointed for play-off if Madden and Siebert are so early in action) and the fact that he should have EL debut this season.

    3. This are 12 matches for which home team is known, there are 23 more matches where home teams will be known tomorrow and then UEFA will be able to confirm appointments they made (due to covid related reatrictions). My guess is both Bebek and Jovic will be appointed.

    4. I forgot, there will be 12 CL play off matches and 24 EL play off matches. So 36 matches in total and 27 elite referees. If we assume all will be appointed (except Aytekin who is injured) 26 matches should be refereed by elite referees and only 10 by first category referees. That is why I think we will see both new and experienced first category referees in EL third round.

  23. Terrible mistake by Kabakov in 76', indeed. One could even say that player deliberately hit the opponent with the intent to harm him. It is a shocking challenge with ball clearly away. This will be assessed as very clear crucial mistake by Kabakov, VAR would have intervened 100%. Live you have the exact perception of excessive force + deliberate action against opponent without any intention on the ball.
    This is a crystal clear red card and Kabakov was very disappointing by showing only yellow.

    1. Clear excessive force and no intention to play the ball, just to harm the opponent. It's a huge mistake.
      It's also interesting to see that this player who committed this horrible challenge, he lost the ball a few seconds before and felt like he was fouled, so just by his run you could see this is sort of a "revenge" . Kabakov should have noticed that, but only if he looks at the challenge should have been enough to issue a red card.

      However, reading some comments about overall extremely lenient cards criteria in this game, maybe in that context its not unexplainable. But I would need to watch the whole game to say for sure.

      Batinic showed YC immediately and changed to RC after few seconds, and member of refereeing commitee later said it was a mistake to issue a red card, because it is a start to stop a counter attack and the player hits the opponent leg from side. My personal opinion was RC.

    4. If it was a normal fight for the ball when the player challenges to late, a YC would be supportable because the hitting point is not high. But in this case the only intention by the player was to harm his opponent and sush behaviour is unaccaptable and must be RC. (it is by the way also a clear sign by the coach that he took the player off the pitch one minute after the incident.)

    5. Cassius hits the nail on the head, I tried to address this point discussing the tackle from the Armenia - Estonia game (hitting point too was a RC IMO, but anyway).

      I really think UEFA are happy nowadays for referees to manage 'tackles as an attack' at their own discretion; so long as they keep everything under control afterwards, I think they are happy to support cautions rather than ejections for tackles such as in Kabakov's game.

      So I disagree with Chefren with the statement that a (UEFA) VAR would intervene there and recommend a RC - this is EXACTLY the situation where Rosetti doesn't want VAR intervention, Kabakov perceived the tackle right and made his decision.

      That's a real shame as this tackle, I agree with everyone else, really has to result in a sending off. Players' safety is being compromised if elite refereeing keeps its' current track!

    6. Mikael, to be honest in this case I wouldn't be so sure that Rosetti would accept this yellow card just because Kabakov saw the incident right! Too clear situation, let's hope that committee will assess this as mandatory intervention for a VAR!
      This is an incident in which I expect all referees immediately running there with a ready RC and no hesitation!
