  2. Important observer for Thórarinsson despite not having a big game (Faroese vs Welsh)

  3. Under the Norwegian COVID-19 governmental decree, Slovakia will become a red zone later this week with 10 days of mandatory quarantine. Anyway it is impossible to fly from Slovakia to Norway without a stopover in a "red" country, most likely the referees will fly from Vienna which is also "red".

I expect a change of referees here.

  4. In my opinion Cuadra is the spanish referee with most potential out of the 3, I'm always impressed by his natural authority (his height must help) and ability to not be bullied by players, furthermore I believe CTA has very high opinion of him, in his 2nd season he already got huge appointments (Celta-Barcelona, Barcelona-Getafe, Leganés-Real Madrid with the home side fighting for relegation in last match, etc.).

Munuera and De Burgos have not had quite a good season in my opinion, I remember some shockers of both, specially De Burgos with a phantom penalty in Mallorca-Celta.

    1. I like Cuadra Fernández for the things you said (top-down authority, strict line with fouls and cards) but he definitely should improve his decision-making.

IMO the best referee on that bunch is clearly De Burgos Bengoetxea. I recognize that he had a quite poor season-ending (Mallorca-Celta, Levante-Getafe), however I think that he's made a very good progress in the last 2-3 seasons and he deserves to be appointed for a Clásico after what happened in 2017 Supercopa (when old CTA-RFEF loved 'kamikaze' appointments and appointed DBB for a match he definitely wasn't prepared to handle).

I already said it on the blog after Barcelona-Espanyol - Munuera Montero is a poor (UEFA) referee in my view and he just got lucky to receive the FIFA badge in 2019 because in June 2018 there were no other logical choices to inherit Fernández Borbalán's badge. The rest of non-FIFA referees were either too young/unexperienced (Medié Jiménez, Alberola Rojas), too old (González González, Jaime Latre) or simply didn't have enough level (Iglesias Villanueva, Melero López)

To sum it up, in my view: De Burgos Bengoetxea > Cuadra Fernández >>>>> Munuera Montero.

    2. I completely agree with Quilava. Well, in fact, I'm missing a few more ">" between Cuadra Fernández and Munuera Montero xD

    3. What is kamikaze appotiment.

    4. Kamikaze means a very risky appointment made with big courage.

    1. In the age of COVID-19, a South American referee is sent to referee league games in Saudi Arabia! Incredible and irresponsible!

    2. Sorry but who should be concerned for their health if not themselves? So if they accept, they do that for money and nobody can be blamed! They would renounce, in case of worries. I think they are not stupid people. You get big money there.

    3. @Anonymous 17:51 o'clock : they are all tested. How often do you want to say?

    4. We ordinary people are recommmended to limit travels, travelling across continents to referee a game is definitely not necessary, especially when you have local referees who for sure could referee those games.

    5. Even more surprising is a Kiwi as VAR, with all the restrictions that New Zealand has.

  7. To Serbian and Turkish readers, can you report the minutes of penalty incidents (I have read that there are at least three situations) in Kulbakov game? Thanks.

  8. I believe Andrew Garrett (AR) is the only Select Group departure, his retirement was announced before the end of the season. Congratulations to him on a very long career including 2012 FA Cup Final.

Promotions are as above and of course no demotions.

I was slightly surprised not to see Tim Robinson promoted, he will surely be next, possibly along with Jarred Gillett who is yet to make his PL Debut.

  21. OT: Today CTA-RFEF (President Carlos Velasco Carballo, VAR project leader Carlos Clos Gómez and board member Alberto Undiano Mallenco) organized a press conference. The first 50 minutes are the most interesting part, the rest consists of crappy journalist questions.

Besides announcing the new labour contract for professional referees, presenting the new Macron kits (basically UEFA ones with the classic Würth as sponsor) and congratulating themselves for the presence of Spanish referees in UCL and Women Champions League finals and the promotions of Hernández Hernández and Huerta de Aza, it was quite interesting.

CTA-RFEF shared the power point of the instructions given to referees in the online stage of last week (protect players & integrity of the game, consistency and trying to have as less mistakes as possible, nothing new) with some nice clips and explained the new LOTG changes (new handball criteria, accidental handball immediately before a goal or GSO, no card for first GK encroachment...)

Clos Gómez as VAR project leader confirmed that CTA-RFEF will uphold a 'restrictive' criteria for VAR interventions - unlike FIFA, but according to them in line with IFAB instructions and referees are only asked to intervene in CLEAR AND OBVIOUS mistakes (in capital letters).

The VAR section included a couple of video clips of situations from last year in which they showed the VAR audio record, and the 2nd one - 49:50 of the video is quite interesting and I'd like to know your opinion about what would have been the best outcome (Segunda game Extremadura-Ponferradina, referee Jorge Figueroa Vázquez and VAR Santiago Varón Aceitón)

So, I would like to recommend to watch the press conference to our Spanish-speaking readers - but also non-speakers of course! :D

    2. Thank you very much! It is an interesting material, and an interesting way to communicate with public.

Indeed the last situation with VAR is very difficult. If there was really an accidental handball, then the contact with keeper is a tiny bit of a second earlier so I think they made a good decision.

    1. Three more crucial mistakes, I think: Missing penalties for Australia in 7' and 76' and missed offside before the 2-2 goal.

Otherwise, I think, match management and card selection were somewhat OK in a very challenging match. One can surely find points for improvement, but it could also have been worse regarding match control, I think.

    2. We love Graham Poll in Croatia :)

      I agree with Phillip S, 3 YC + 3 crucial mistakes.

Probably most of you know that, but regarding 3YC to Cro#3, the palyer was born and raised in Australia, so Poll later suggested that maybe he was confused by the australian accent so he automatically wrote that he gave a YC to AUS#3.

Comparable incident in a UEFA RAP was an "8" so ostensibly UEFA would actually support an ejection there, also Halil Umut Meler issued a Red Card in the Juventus - Real Madrid YL game recently for essentially the same thing.

In reality Siebert took the expected / correct decision for UEFA, especially if the game was calm at that point.

    1. 37' Classic situation in which it is very difficult to make an assessmenmt but with the benefit of closer replay I wouldn't have whistled penalty. Looks more a dive, attacker falling easily, however VAR should support because no clear evidence. Also no faults for referee in whistling such penalty from the pitch if you ask me.

      62'
Not a foul, defender puts his head there clearly after the "kick" by attacker, gol in my opinion was valid, however, still VAR couldn't question on that and I guess they had to support referee.

76' not a penalty for me, very very soft, if not totally wrong, but still a contact justifies the support by VAR.

      Delete
    2. Chefren, agree with you on the three analyses.

      Delete
    3. @62' If one looks closely, there is also a punishable handball by the defender (arm above shoulder) before. So even if one says foul, it should still be a penalty.

Furthermore at least the first two examples show, why the barrier for VAR intervention should be slightly lower in my opinion. The replays can give some additional information, and in an OFR the referee would most likely change his decision.

In occasion of tackles while contrasting opponent's shot in penalty area, there are always doubts about possible handballs to be punished, but this is a rare case in which I can even see (my opinion) a deliberate action with the clear intention to stop ball there with arm, and I think referee totally missed incident. So excellent call by VAR, nevertheless, if referee had seen the touch live, I think they should have called him as well, very clear infringment.

53' Missed foul outside the box, clear SPA. Not RC so that's why VAR silent.

54' Correct decision, YC for DOGSO best decision, also the challenge is very reckless, as further argument. No card, considering it SPA, could be maybe supportable but with some doubts.

    1. Why 'must' we trust VAR? We've had an incredible mistake on offside before (Ajax - Chelsea, VAR Marciniak) with, I believe, still no explanation.

    2. I am always with you @Chefren that we have to trust the referee team on the pitch, the VAR officals and their explanations.

BUT this is clear evidence, that the Marseille player is definitly ONSIDE. I don't no why Francois Letexier did not see it, but this should be evaluated as a horrible mistake.

  41. Brisard might pay his inconsistent 1H, because the 2H was much better and the (unbelievable) mass confrontation has been solved correctly.

The game exploded over in a rather unpredictable moment(unless you consider that the game was about to end is a factor).

I think Brisard should have done better in 1H but I feel sorry for him to debut in a Classique in such a dirty and hard game, it reminds me the debut of De Burgos Bengoetxea in El Clasico: as he pay very much after his game, Brisard will probably suffer the same fate.

    ReplyDelete
  42. The referee is never responsible for players lunacy etc. But he is 100% the reason why the fight happened. He let Neymar push the opponent when the ball was out and then let him smack the opponent in the head 2-3 times. Then the play started and the fight happened.

    ReplyDelete

    1. I would consider that Brisard done as well as any referee could have done in a match as difficult as this one. It would be very easy to nit pick but I'm sure that everyone of us were glad that we were watching on TV and not the man in the middle. It was as difficult a match to control as I have seen for many years and some of the comments above especialy from Anonymous are completely out of order, you would have to have refereed at this level to know that some games are almost impossible to control. I thought that he did as well as any of the current very top refs could have done especialy in the final moments when he correctly sent off 5 players. I would have marked him 8.5 for doing the almost impossible, and I would be very disappointed if he was marked down by Mark Batta or whoever was the match observer

      Delete
    2. I believe the truth is somewhere in the middle. Its definitely not Brisard's fault, but probably if he stopped the game and warned the players involved, this wouldnt have happened.

Watching his reactions when it started, he tried to intervene at first and correctly went straight to the spot with whistles, but then also correctly stepped back to escape the crowd. Maybe a straight RC for Paredes would be a good solution, but all in all cards are supportable and + to Brisard for that.

54' penalty to Fola Esch, what kind of foul is that in your opinion? Genuine or not? In my opinion not a genuine attempt to play ball, I see a DOGSO here, if foul for me RC.

90' very clear penalty, ball already kicked, but clearly reckless, correct YC

90'+3 very difficult to analyze the real effects of this holding, however for sure penalty can be supported. However for me not a 100% clear situation, no VAR stuff.

      Delete
    5. 54' Neither the potential tripping nor the potential holding is really clear in those pictures, therefore hard to say whether YC or RC - and also some doubts about the penalty itself. Somehow similar to 90+3', with some contact on arms and legs.

  49. In Bulgaria Osmers correctly gave a RC for handball on the goal line (saving goal), but in the replay it is not clear what was the 2nd YC for. Anyway, those decisions turned the game upside down, Lokomotiv had a lead until that moment.

Referee in visual control (but missing in alertness), fourth official so close, but also assistant referee could have directly detected that it was a pass from opponents. This happens when you are relaxed just for a second, but no excuse there. Very serious mistake, close to a crucial one (unknown whether the player would have scored).

  55. Thanks for the Jorgji HL Anonymous:
    https://youtu.be/5CimsDmOQkI

55' - Correct penalty but clear DOGSO Holding, only YC given.

90' - Maybe you could say "not wrong" but a trifling contact after a shot, my strong preference for no penalty there; as Jorgji had to have assessed the contact as reckless to give the penalty, SYC is 'correct' but wrong in my view - the contact was careless and should not have been punished IMO.

+93' - I can't believe that an international referee would actually fall for such an opportunistic dive, if we are honest that is a really terrible decision that directly influenced the result.

-> Nothing against him but I can't believe that Jorgji still gets good 2nd Category appointments (not that this one was, to be fair) with bad performances time-after-time. Fola Esch can rightly be furious with those penalties in additional time, especially +93'.

    2. Does Jorgji owe you money or what? :) I thought I will see something completely different when I saw your comment.

55 and 90, I would say good calls, only debatable about DOGSO in the first situation

93' the defender holds the opponent and then clearly kicks attackers left leg (lifts it!). There is a theatrical fall but for me never a mistake to whistle that!

      Delete
    3. Seems I'm in a minority view here! :)

      Delete
    4. 55' I'm not sure if defender does something enough 'illegal' to call a PK there (holding?). If you call that holding, you have to issue RC, not YC.

90' Correct PK for me, I have doubts about whether careless or reckless.

90+3' Mutual holding, never a PK.

      Delete
    5. We disagree on some points and this can be maybe good so we can share different points of view. However, we also agree on other points.
First penalty for me no doubts, clear RC, indeed you also confirmed that. Second penalty: the foul by defender for me is clear, once you assess it as reckless, and I think it is not a mistake for sure to do so, then you have the reason for whistling it and a correct YC. I understand your point but to be honest this penalty is rather OK than wrong for me.
About the last situation, indeed I wouldn't be suprised in case of play on, you are by far more convinced of a simulation, but still I think VAR would not question. The referee can be supported in his call, nothing more.

      Delete
    6. 55' good call. about the color of the card im 50/50 bcz maybe at the end we have a small contact at the leg, if not i will go with RC.
91' clear penalty. Reckless challenge so second YC its ok.
94' i think that fall from attacker was a little bit exaggerated but we se a clear hit on the leg so good call. Agree with chefren even VAR will support that call in any case.

First foul from that player, straight RC in overtime and leaving home side with nine players. But they managed to score twice with two players down and unfortunately lost on penalty shootout.

      Delete
    5. Clearly biased comment above, second RC was mandatory by Higler, savage foul with high intensity and no intention to play the ball:

The argument that it was the first foul for that player is unacceptable, by this logic Harald Schumacher's foul on Battistone in 1982 shouldn't have been a RC either, because he did not make any fouls in that game before.

-> Overall Kári Jóannesarson á Høvdanum showed to be a good referee. You can argue that he should have issued some more cautions, but actually I thought he handled the game sensibly and well.

Unfortunately he missed a clear penalty for defeated Tre Fiori at 60' - Høvdanum was a bit unlucky, as one would expect a classic tripping foul, and instead a treading / stamping foul took place which he missed (for non-native speakers: I think "treading" works better than "stamping" for these situations, as "stamping" the implies it was an act done with considerable force or violence :)). Rune Pedersen's mark should be 7,9 based on play this morning.

Høvdanum showed his promotion to 2nd Cat. was on made on merit - now, the challenge for UEFA is to incrementally increase the quality of his appointments (performance dependant) as this game was pretty agricultural and is hardly a strong step towards eg. an EL Group Stage début.

  68. "The Euros have been put back and the decision of which refereeing teams would go to EURO 2020 was due not long after we went into lockdown, so obviously the aim is for myself and Michael Oliver to get selected and that whole selection process has effectively been extended by nine months, so it's not just about one match, it is every single match we are involved in with UEFA and they also take into account how you perform domestically as well."

Interview with Anthony Taylor published by the FA. The process of deciding the officals for EURO 2021 has been extended by nine months!
