It was good in the first half - correct yellow cards to 18CMR in 6' after reckless step on foot/illegal use of arm in front of the fourth official and to 7ETH in 15' after trailing leg tackle.
But it was very poor in the second half:

Delete48' For me a PK would be very wrong, and I would recommend a review if a PK is given. If the goalkeeper gets such a clear amount on the ball, noPK is expected from the vast majority in the football cycle (and even the strikers and teammates dont protest). There is a bit of contact with the foot of the attacker, but it's nothing dangerous as the foot is in the air. I do feel like the attacker is evading the strong challenge from the goalkeeper. If the striker is braver and gets hit harder a PK would very much be possible. But in such situation the referee can only judge what's in front of him and I really think noPK is the better decision.

I really can't see a direct RC, for the challenge? He seems to pull out and there is no force at all. Maybe you can give a YC for the bad intent, because for a short time it looks like a weird stomp motion. In real time it looks like a YC but I think no card is the better option, as he was not reckless IMO. Also, I really belive he did get hurt there (you can see his ankle buckle). I think some Ajax players thought he was bluffing, as it is not uncommon to pretend to be on the receiving end if you made a bad tackle yourself. Just my oppinion :)

In my opinion a clear foul by attacker, YC is mandatory, possible RC, however attacker went genuinely for kicking the ball but he hit defender. Never penalty. Strange management of OFR by Jablonski.
Thanks Chefren. Yeah it's a clear foul by the attacker, YC is still okay for me as it was as accidental as a challenge like that can be but very borderline. Jablonski's initial decision (penalty) was bad itself but everything around it wasn't particulary great either. It wasn't even inside the box and there was no advantage given (Augsburg even scored). Management of the OFR was weird and confusing.

22' Penalty incident - tripping; it's unfair action by defender who puts his leg in front of the attacking player but on the other hand the latter anticipates the contact and avoids it while falling to the ground. The referee gives a FK for handball of attacking player and one could argue it was a supporting hand, so it's wrong - but if the action of falling down is initiated by the player himself and he plays the ball with his supporting hand, isn't it OK to give a FK for handball? What do you think about IDFK to the attacking team for impeding without contact?
90+2' Penalty incident - tackle; no replay shown unfortunately but very risky tackle indeed...
90+3' Penalty incident - tripping; I have a gut feeling that CPV player put his leg in front of shooting BFA player what would be a tripping but again no replay offered by the broadcaster...
Disciplinary
The yellow cards given by the Egyptian were mandatory ones:
36' - 16CPV for SPA
82' - 22BFA for SPA
90+2' - 17CPV for SPA/blatant holding
But I very much missed any action against some cynical fouls that not necessarily deserved to be cautioned (but were literally asking for strong warnings):

47' late challenge by 19BFA
81' tackle by 11BFA
90' holding by 17CPV
The game was not very challenging but by not taking any action against such infringements, the referee allowed players to perform cynical fouls without a fear to be booked for them. That combining with unability to reach players in any way, was quite a big point for improvement shown by Amin Muhammad Umar.
Marco Serra with a nightmare moment in Milan - Spezia. At 90 min Milan scores 2-1 but he had just whistled a previous spa foul on the edge of the PA before the ball enteres the goal. Just minutes later Spezia scores 1-2. Big impact on the title race too.

DeleteHow awesome would it be if Spezia would let Milan score uncontested after that mistake?! It happens when a player makes a mistake by overhitting a pass back to the goalkeeper (fairplay), so in theory it could also be done if the referee blows too early and a certain goal is unfairly canceled.

If we look the action the foul happened put of the box about 20 /( 25 meters form the goal and Messias was into teh box, not very close to the ball.

DeleteIMO, the initial decision to give a idF for the defenders because of dangerous play (straight, high leg) was fully supportable.
I exactly wrote that elsehere, the dangerous play against attacker was not a clear and obvious mistake as Milan player raised leg before keeper and therefore referee's whistle had a reason. Nevertheless, the overall perception was about a clear penalty, one must add that. Doveri, the VAR for this game, forced a bit the protocol, I think that another VAR, Irrati among others, but also Aureliano, they are very strict with protocol, would have supported. The fact that the situation was very unexpcted to happen and both referee and AR2 were surprised played a role, I would also say that this was another reason for allowing more a VAR intervention, but strictly accordint to protocol you are right.

DeleteIMO, this is a penalty and the VARint is expected. In the last few years, the UEFA RAPs have been very clear with this (+VARint). 'F9' has twice been an interesting clip for those halfhigh 5050 balls. Sometimes it's the one who kicks the opponent who gets hurt, but even then the stance from UEFA is clear.

DeleteI think this is a perfect example where VAR protocol should allow to change the original discission.......this was a clear goal, and in this "very clear" cases i think the referees mistake can make less impact to let VAR allow the goal, so not only cancel goals by VAR, but also allow goals after a wrong whistle, and without any chance to prevent the goal, the keeper didn't have a chance

Can't add any other arguments, but Dominik, if you know more about DFB assessment, please let me know. These are the decisions that honestly can't be explained, I repeated it many times on the blog, if you don't give this penalty, you can play on for all the possible handballs that can happen...
DFB have not published a statement (yet), but the general public accepts the non-penalty call and question the VAR intervention. If Jablonski doesn't change his style though, he'll be out for Italian teams very soon I'm guessing.
DeleteNo statement from DFB and I don't think there will be one as this decision is not controversial at all here in Germany. People see it as accidental and accept the decision. As I said before, it's a clear penalty for me. Every argument for handball is fullfilled, nothing further to add.

What irritates me is that there seems to be no guideline for handball in UEFA competitions nowadays. We've seen it before; handball situations will be decided completely different depending on where the referee (+VAR team) is from. Surely there should be some guidelines?
Expected appointment with Makkelie for PSV - Ajax, but it's the 5th year in a row that Makkelie has been appointed for exactly this game. Is this common in other countries as well, that a referee is just 'attached' to a certain fixture (especially such a high profile game)?

DeleteIn prior season, Makkelie was appointed to both FEY-AJA and AJA-FEY. That was also quite particular.
I still think that KNVB initially wanted to appoint Makkelie to Feyenoord-Ajax last month and (last minute) decided to choose Higler when it turned out to be an empty stadium.
To be honest, I'm completely fine with Makkelie appointed to all top games in NL, as refereeing is deemed top sport and referees should be rewarded for good performances, instead of ‘dividing’ all top games to keep other refs satisfied. However, when the same ref is appointed over and over again, it also tells us something about the level of other referees in a country. Quite worrying if you ask me.
And I want to add something with regard to Higler's appointment to FEY-AJA (Classico) last month.
DeleteNormally, only FIFA internationals that are doing well in CL/EL are appointed to the 'Classico' (Feyenoord-Ajax) game. I like Higler and really hope he can take that final step in Europe, but so far no CL games for him (and only 1 EL game) and still, he got the Classico last month. Is that FAIR to referees like Makkelie, who HAD to perform well in European competitions first, before getting the big appointment?
In recent years, Blom, Nijhuis, Gozobuyuk, Van Boekel and Makkelie officiated Feyenoord-Ajax. And now Higler.
DeleteActually, I think the appointment of Makkelie make sense. First PSV-Ajax was a bit the 'second match'. In this time, Makkelie was also nummer two. This season, this match was clearly the biggest one, with two well-achieving and not easy teams, with fanatic coaches. I think the appointment shows now that he is the number 1.
The last 4/5 years the Dutch referees sadly enough don't make much progress in their careers, Kuipers and Makkelie, sometimes Gozubuyuk where appointed, but Van Egmond (their boss) never wanted to take risk, for my feeling this is absolutely not thinking in the future, the other 5 international referees never had any big games, and now iff they get them (like Lindhout with NEC-Vitesse) struggle and even fail, because Kuipers and Makkelie took all the big games for to long! Off course referees should fail and struggle in their first few big games, that's how they learn and get experience.... like every single referee, but now we lack so much experience only Makkelie and Gozubuyuk and sometimes Higler should be trusted for big matches, i ask myself why do we have 7 names on the fifalist, while Van Egmond only trust Makkelie/Gozubuyuk and Higler, time for a new refereeboss who give opportunities to all the fifa-referees....and not has this predictable policy, but who has the courage to appoint a surprising name, fresh blood is also good!

Disciplinary
Mixed bag. The yellow cards given in 49' (6GUI, reckless tackle), 64' (8GUI, cynical challenge - not by the book but tactically valuable card), 75' (8SEN, reckless use of arm), 80' (3GUI, SPA-holding), 83' GK GUI (time wasting) were all spot on.
However, I missed a (strong) reaction against 3GUI who committed three almost cautionable offences in 28', 30' and 54'. To take no action against those infringements was quite poor image. As well as no reaction against impeding by 8SEN in 3' and blatant holding by 10GUI in 77' (here I think it's a mandatory YC in UEFA).
The referee was able to easily communicate with players, smile, joke and maybe that friendly attitude prevented Tessema from issuing some strong warnings / yellow cards.
I agree with you. 64' was less a YC than 77'. Why do you think it was a tactically valuable card?

Mauritanian started well with yellow cards to 12ZIM for reckless step on foot (20') and 15ZIM for trailing leg tackle (29').
Then, I missed reaction on some tactical or stronger challenges in 22' (handball by 8MWI), 32' (step on foot by 22ZIM), 36' (late challenge by 9MWI), 46' (late challenge by 12ZIM).
49' - correct YC to 2MWI for reckless kick.
52' - the above mentioned blackout resulting in two reckless-SFP tackles not punished at all.
73' - tactical foul of 21MWI and blatant delaying the restart by 14MWI, again no reaction...
83' - correct YC for blatant SPA-holding
86' - SPA by 2MWI?
Lost time compensation
Well, one instead of four minutes added to 1H and four instead of seven minutes added to 2H...
Technically, a weak performance by Dahane Beida but somehow his style is really good - serious, strong leader on the pitch. He has to improve his foul detection (52'!!!), disciplinary control and lost time compensation though!!!

ReplyDeleteIt would have been a quite soft penalty (minimal holding), so I think, the intervention can be supported, but some doubts about "clear and obvious" remain.

DeleteVery, very minimal contact, I would say 100% without any influence on attacker, so VAR intervention looks rather justified. But I think that being extremely strict to protocol, this intervention is wrong. In this case, however, in my opinion, differently from other calls, I can fully understand the point of view of VAR and this is what football wants to see.
Red card in Ghana vs. Comoros after intervention - another classic example of the too outcome-focused interpretation of SFP in modern football. Real examples of excessive force go unpunished because we can find some small reason that they don’t fill all the tick boxes, but we have ejections like this. A complete abdication of common sense :/.

DeleteMikael what I would tell you is that asides from CAF Referees being so so Lenient there was a clear mandate from the referees to the players at the start of the tournament not to lead any tackle like that, in as much as the ball was so inviting always take into consideration the safety of your opponent which is greater than anything anybody can talk about in football and Andre Ayew did not do that and almost broke off the hand of the goalkeeper!!! It was a dangerous tackle!!! It’s because it was not on the leg area but if we perceive the hand as we perceive the leg then it was really really bad and a leg could be fractured if it was to the goal keepers leg and unfortunately he fractured the goal keepers shoulder, he wasn’t far of from his face.

AIA didn't make any public statement (as always, they don't communicate) and the public apologies were denied, it was an invention by journalists. After the final whistle, Andrea Gervasoni, former serie A referee and now in Rocchi's serie A committee, went to dressing room for assessing Serra performance. In this occasion I assume that somebody misunderstood the situation. However the problem is that AIA doesn't communicate at all, so I repeat again that you can say everything without the chance of being contradicted. That's not good, I hope that a new course can start.
DeleteHaving said that, Serra is at moment working as VAR in coppa Italia game Sassuolo - Cagliari, this appointment had been published on Monday's morning, before the fatal game between Milan and Spezia. Today serie A appointments for next round on week end were expected, but nothing so far, clearly this time Rocchi doesn't want to repeat again a possible mistake and he is waiting for tomorrow's coppa Italia games.
About the suspension of Serra, this is sure, after today's duties, he will leave for a quite long time, there is also the break for national teams, so we will see him again in serie B in the middle of next month, more or less.
To add, on Sunday we have Milan - Juventus, my prediction is Valeri, should be quite sure after the last assignments he got recently (only serie B and minor games in about a month). This will be an enormous task for him, and I could fully understand the choice of appointing an old referee, without too much to lose for this game in case of negative performance. Then, later, we will have another very hot game... Milan's derby.
We will see the choices by Rocchi.

DeleteMaybe soft penalty kick, but, in the big picture, smart decision by Gomes to give it at 0-3, to show Algerians they are going out without any referee issues. You may not agree, but is another way to avoid issues with the losing team, especially when that is a power within CAF. It is not always black or white and referees have to navigate with flexibility.

ReplyDeleteHe is out from referee appointments since last April (but regularly works as VAR), so he probably is injured. But I don't think, there is any public information confirming that or giving more details.
DeleteHis last season was quite good, so I think, he still can have a good future, when recovered. Whether he will reach the FIFA list seems open. He is already 35 and there are some other candidates, but an international career still seems possible, if he has a good year 2022 (hopefully starting again sooner than later).

The penalty looks rather soft, but in this case no doubts that VAR must support, second YC fully correct and very good advantage.
However, a very particular style by referee, see his positioning and gestures during penalty execution but also while issuing second YC.
The full highlights from this game will be very interesting, I think.
I have some bigger doubts about the penalty as no player is in possession before and the arm contact is initiated by the attacker. Not completely clear, what happens with the legs though.

The only comment about the 2nd YC incident I can say. Is that the image of the referee pulling the cards further reiterates how terrible and cheap those Umbro Referee kits are.

DeleteI think, he won't appear as referee again in the tournament after the events in his first match. That would be too difficult to explain. But as they apparently had no problem to appoint him as VAR on MD3, he could continue in that role in the KO stage.

He doesn't deserve an assignment as a main referee. He came into the tournament mentally and physically unfit.
DeleteHe exacerbated this by not doing the correct and responsible thing during his match. If at any point during his match, he felt that he was physically/mentally unable to perform at his best. He should have notified his teammates and stepped aside.

The Burundian official prefers to be in the background, jumping in only when needed and visibly being a calm person. He is able to talk with players in a friendly manner but when mobbed (31', 82') he doesn't look secure and self-confident enough.

Maguette Ndiaye is a typical boss on the field of play - tall, muscular man arousing respect with his look and strong leadership. Leniency is a part of this tournament but I detected three other mistakes - two instead of four added minutes to 1H; totally wrong dropped ball execution in 71' (to wrong team, not caring about 4m distance of an opponent) and missed advantage in 81'. Nothing serious though. Another game(s) should be a certainty.

Well, it was an extremely difficult game to referee. Both teams were ill-tempered and played in a rough manner from the first minutes of the game. The behaviour of players who NEVER respected referee, who was quite friendly at the beginning but became more and more annoyed, was terrible. They even laughed at him when he was really angry at constantly delayed free kicks due to their behaviour. You can compare their attitude to spoiled kids...
But when players behave like that you have to be a law enforcer and avoid any contact with them. Instead of being angry, Mario Escobar could have adopted an isolated cool boss attitude but that's the lesson he will surely learn from this game. Such a demanding but real learning experience!
On the other hand, CAF instruction for this tournament is to avoid too long breaks for medical treatment (we can often see referees calling for stretcher in order to get the player out of the field as quickly as possible) and other stuff. That's why we can well understand Mario Escobar why he was so angry at players who made the game full of breaks.
Well, there were some wrong (non-)FK decisions, some missed cards and doubtful management (somehow forced by CAF instructions) but I still find Mario Escobar a strong referee who fully deserves a World Cup nomination.

40' YC to 19MLI after follow-through studs tackle above ankle; possible red card, VAR was checking the incident for some time but decided to not intervene; as always difficult to know what the powers that be expect in such situations but most common (and expected?) solution is a yellow card for such challenges
53' Possible 2YC to 6GAM after blatant tripping; neither a clear SPA nor clearly reckless, no (second) yellow card is OK but I would've liked a strong intervention from the referee
74' Following an OFR, penalty kick for off-the-ball impeding awarded in favour of Mali; not sure if VAR would call referee in every (con-)federation but I'm OK with this intervention and penalty decision

Lost time compensation
Real disaster here. Three instead of five minutes added to 1H and... four instead of ten/eleven minutes added to 2H. Incredible how much time was lost in the 2H and the referee had no idea about that! In addition, whistling for a half-time when there is a corner kick to execute and the ball went off the field of play several seconds BEFORE three added minutes have gone was equally terrible.
In general, I very much liked the overall body language of Samir Guezzaz, he is clearly a very talented referee with firm and professional presence.
