    1. Martin Atkinson (England) did a Wales game at Euro 2016. Scottisu referees refereed games in English teams CL groups.

    2. Yes, but he did Wales - Northern Ireland.

    3. That should have been avoided, especially since this is not a friendly match that can use FIFA referees from neighboring "countries"

    4. OK very, very strange.

    5. So a French, referee can’t referee a German, Italy, Spain, Portugal ect? As they are neighbouring countries. Thought referees were neutral?

  5. OT, Dutch newspaper Telegraph just published an article that they surprised Makkelie on the airport yesterday, to hand over the Ref of the year award in Eredivisie. Cool :)

    3. Yes. I didn't share the link because its premium members only. Its a funny detail that they surprised him at the airport.

Makkelie also won the VI election (football site in NL):
      https://www.vi.nl/nieuws/makkelie-staat-op-eenzame-hoogte-en-is-scheidsrechter-van-het-jaar

And probably also the election of AD (newspaper) but they didn't publish yet. I'm glad for him. Never easy to fill the gap that Bjorn Kuipers' left.

    4. Usually I take the opinion of journalists with a big pinch of salt, but this ranking looks quite good.

-Makkelie was easily the best referee, with head and shoulders above the rest, also considering the level of difficulty of his matches. He did many top matches and derby's.
-IMO Lindhout improved a lot and is a better and more consistent referee than Gozubuyuk now. Also much respected by the players.
-Manschot is a referee with a nice personality, but a 3rd place is a bit too much, I think. Although I can't remember any big controversies either. I found him a bit shaky and hesitating sometimes (comparable to Gozubuyuk), but 2for some journalists don't punish him as much as FIFA refs after a weaker match.
-Have watched many matches of Nijhuis, who is still a good referee without all the crazy stuff. As long as he doesn't perform the Nijhuis-show, he is still a very reliable ref.
-Higler and Kamphuis at the bottom is kind of... Worrying?

Is it possible that football associations take away the FIFA batch from a referee when his performances domestically and internationally are very weak and other talented referees will be blocked for >5 years if they don't?

    1. I will just go ahead and state some information I got that is from a reliable source on the new appointments on all finals that was published. I really gave up on the blog since I could not comment as myself or even as Anonymous just for me to check today and anonymous comments have been enabled. Here it goes. With regards to the Champions league final appointment, there where always 2 candidates for the final in Makkelie and Turpin, Makkelie was always ahead but the drastic action of the Russian President tilted the final to Turpin, you make ask how? Well when he invaded Ukraine and the Final had to be stripped from St Petersburg and moved to Paris, it became once in a moment opportunity to appoint a referee to a final in his home country, but that wasn’t all because that will be a negligent reason to appoint a referee but when the season started, there where also internal conflicts within the Ref committee about the Netherlands having a referee officiate 2 consecutive Top European Final in Kuipers at the Euros and Makkelie for the Final next Year(the nations league handled by Taylor isn’t/wasn’t seen as a top Cup competition in UEFA) as well as there was uprisings from both UEFA and media why Two Dutch had to officiate the semi final and final of the Euros, so this was another reason why it was greatly avoided. Some may argue that it’s happened before for example Mark Clattenburg did the Final of both competitions in 2016. Well if it was Kuipers having the second final again it would not be a problem as he is a house hold name and no one will complain as well as England having a “bigger “ name in UEFA than the Netherland.

To be clear and absolutely clear. The President of PSG had no interference in removing Makkelie, not saying he did not try to do it but Rossetti and co have a very independent running of the ref com that can only be influenced by the UEFA President himself directly or indirectly. This was shown in the 2019 Super Cup where Rossetti decided to appoint Stephanie Frappart for the Final, he was opposed from every area especially from the Arab heirachy in UEFA but Rossetti still had his way. Why he decided to appoint Frappart for that final is another story for another day. 1/3 Thread

    2. Now for the Europa league, this was a position that was 100 percent for Ovidiu Hategan before his unfortunate illment. He was nailed on to handle a Quarter Final then a semi final and the the Europa League but after he got sick, he was replaced by his compatriot but the Europa league was to soon for him, as a show of solidarity to the Romanian FA as their association was to get a Final as well as Kovac brilliant display it became an easy decision to swap the referees for the Europa league and Conference league in terms of “seniority”. That is to say Vincic was penciled in for the Conference League and Hategan for Europa but places had to be reversed because of the illness of the later. Some argued within the committee was to appoint Marchianiak for the Europa League and leave Vincic In conference league, that would have been harsh on the Romanian FA especially with the nature of how Hategan had to be left out. Some said why is it Vincic instead of Marchianiak for the conference league in the first place? It was said the Marchianiak missed the Euros not due to performance but health still had to go another season before getting a final although he has the Super cup already and Vincic had none. So it was seen as a way of putting them at Par and not to mention the Federation the UEFA President comes from which pulled its own wait. 2/3 Thread

    3. Finally with Respect to Taylor not getting any appointments, First of all. The appointments for finals where made when the teams for the Semi Finals where confirmed! Unfortunately there was at least in English team in every competition and they all had higher chances of qualifying to the final but that doesn’t matter, according to how selections happens within the Ref comm he was already ruled out. Aside from that he already had the Nations league Final as well as Super cup appointments, there was an argument that his name was already coming up so frequently, when there is any Sonorous match he has been appointed hence he has had and underwhelming season and his compatriot Oliver had a semi Final that many claimed should have been for Taylor. He is the front runner for the Champions league next season if no English team even ahead of Makkelie all because of his age, so Makkelie might miss out next year again, we may see.

UEFA has also adopted a new format of appointments In big matches that’s why Benoit Bastien is with Turpin at the UCL final as opposed to another “big name” referee as forth officiall who may get the final in 2 years from now and also confirms the rapid rise of Benoit Bastien within the Ref committee where he also got a Semi Final and Turpin was his fourth official just as Taylor was forth offial to Oliver In his semi Final. More on this to come….

Finally, the UWCL. Welch was one of those in the running to officiate the CL it was better advised she be left out and instead take charge of the Euros in her home country!! All this strategy may end up back firing on the referees like England teaching the final of the Euros and Welch left with nothing, but like every institution risk are always taking for what is seen as an optimal solution and if it ends up not to work out as it was intended, it is then seen as collateral damage. How can a ref without champions league final get Euros final ??? If Welch gets the Euros Final, she won’t be the first. Another example of collateral damage was Frappart not getting the UWCL final in the only ever season where a French team didn’t reach the final that is all because a French team was in the Semi final that year and she was ultimately ruled out, one could say why could it not be switched, well most of the Association would have been informed already and that’s why you could have heard of Turpins appointment for the final from journalists even before the semi final was played out, you inform the association and except through unfortunate incident can you change that appointment and that is why, Frappart might be the only referee to officiate a World Cup final but may never officiate the Champions league final, that is the collateral damage she might have to leave Witt but hey she got a Super cup final??? Another story for another day.

      The End. 3/3

    4. Hahaha, stating that “Rossetti and co have a very independent running of the ref com” and at the same time 3 threads full of politics and with no regard to performance principle. If this all is true, it just says it all…

      Delete
    5. These stories confirm that it is more about allocating important matches to FAs closer to UEFA than the referee performance itself.

    6. You actually see what you want to see, but I will clarify for you. When you have a ref comm that has representation every where, you have an independence of external factor but doesn’t mean the internal committee do not oppose appointments??? Do you think Dallas just seats there and allows what to be to be and doesn’t speak up on having two Dutch referees at consecutive final. No matter how it is played there is always politics external or internal, the ref comm are protected from the external with assurances that scandals would not happen that’s why Rossetti takes some decisions that we all claim are media optics because he is definitely accountable but he cannot run from the politics within the Ref comm because all committee members are not Italian even if they where, disagreement on referees appointments will still occur because some would prefer Guida to be promoted rather than Massa. Performance principle becomes obsolete for top referees, trust me, Makkelie was front runner to ref this years final because of??? As long as you are not making any scandalous mistakes that will cause an uprising in the media you will still get a next match. Take for example, Oliver made the biggest mistake in UCL this season by a unanimous vote when he gave a red card wrongly to a dortmund player against Ajax yet he got a World Cup Semi final play off and conference league semi final. Performance principle is becoming obsolete. Before Brych and Kuipers retired or even Orsato now, no matter how their performance is they are getting the next game.

    7. Thanks Anonymous. Makes sense if we look at the appointments. Committee tries to keep all associations happy.

It's shame that mr. Kuipers is frustrating Makkelie's final chances. I respect him and his career but he had so many UEFA finals already. The triple, even the EL final twice and a Confederations Cup, and it's quite dissapointing that one of the most talented and versatile refs is not considered on short term because of Kuipers. For some reason, Makkelie's style is much more appealing to me. But that's personal taste.

I wish they fully return to the performance principle. It will increase the quality. And let's add that Refereeing is also top sport and this passport-based approach is simply not fair towards the dedicated referees.

    4. About the final involving Wales, I must say that FIFA has arranged everything in the best possible way to prevent us from knowing the name of the Spanish referee that is missing. This could indicate the call for WC... Del Cerro? Mateu? Gil Manzano? I'm 100%m convinced that they did that on purpose to hide this choice and keep all the candidates alert. But yes, for sure the selected referee among them for this game is already informed now...

    5. Del Cerro had only UECL semi-final, so I guess it will be him although the chosen one should be Mateu Lahoz. The latter was simply better last two seasons...

    6. Could the fact that VAR and AVAR in Vincic's match come from Spain and France be a clue that the other intercontinental play-offs that will also be played there, around the same time, will be refereed by a Spanish and French referee, respectively?

  11. Matteo Marchetti (November 1989) with Perrotti and Palermo as assistant referees are the Italian choices for CORE. Very interesting decision by Rocchi, Marchetti is at his second year as serie A and B referee, he has managed to convince the committe during this season with quite good performances in some games, but we can still talk about a surprise, by reading this choice. After having been promoted in 2020, he made his debut in serie A one year ago (20/02/21), he has now officiated a total of 9 games in serie A (2+7). This season Rocchi has selected him for games like Inter - Venezia and Milan - Udinese, among others, in which there have been some controversies, but committe seems to have a big trust on him. In particular, about Milan - Udinese, the appointment had been criticized because it was a very important game for Milan, being already in the race for the title. It was a period in which people said that Rocchi shouldn't appoint unexperienced referees for big teams because they need quality referees. I of course disagree. It was very discussed because Udinese goal was very likely scored thank also to arm, but VAR couldn't find evidence and referee was backed. It turned out that Rocchi had supported this choice. However, Marchetti has been definitely good in Spezia - Fiorentina three months ago and in most of his serie B appearances. We will see how he will develop, I can also add that I start to see the difference between Rizzoli and Rocchi. The latter is by far more and more quick in his decisions, he doesn't take a long time like Rizzoli and if he "loves" a referee, he makes everything to save him. This choice comes a bit unexpected, Rizzoli would have definitely needed more time to be sure about such referee (that's of course my idea, but I think you can trust me...) :). About the choice itself, for sure perspective, of coursr we must say that names like Sozz and Ayroldi don't need CORE at all, so I can understand why they are not there, especially Sozza. Then, there is a discussion about Marinelli new FIFA referee as well, but I think in this case, if this will happen, due to age, it will be a FIFA referee without real chances to go so much ahead, so I understand why now a 32 years old is selected over him for CORE (Marinelli is 37). We will see how things will turn.

    1. Another interesting fact is that he spent 5 years (the maximum) as serie C referee (2015-2020), he was about to leave for technical reasons, then he got this chance of being promoted, this can say us how many external factors can influence the career of a referee, you must always expect the unexpected...

    2. I didn't know that Italian referees can't spend more than 5 years in Serie C.

In LaLiga there's Miguel Ángel Ortiz Arias who spent 10 years in 3rd category until his promotion in 2019, and then to LaLiga last year after 2 seasons

      Delete
    3. Indeed, in Spain there is more flexibility. To be more accurate about that, 4 is the maximum of the years that you can spend in serie C (5 for women if not FIFA), then in addition there is also age limit: 35 years. This is made to allow a quick switching of new names in that category, if you are good you get promoted, if you are not good for that after a certain number of years, you must go. This is indeed unfair in a way. I can't imagine an Italian referee spending 10 years in serie C. This has happened only for FIFA women who have no limits. About Marchetti, he had indeed to go home after the fourth year in serie C, so he got a derogation (at that time he was not planned for promotion).

  12. https://streamff.com/v/f47601 Penalty call by Thomas Gary Owen (WAL) in Scotland - Portugal. Defender deliberately playing ball on his arm. To me, not a punishable handball. In Italy VAR would intervene for that, but it is not an universal criterion.

    1. This is correct decision to whistle penalty here. He does not deliberately play the ball. This is a deflection and his arm is extended away from body. Player on pitch accept the whistle of penalty.

      Delete
    2. I strongly disagree with the penalty. For me a clear playing of the ball to the own arm, so no punishable handball and an intervention by Var.

      Delete
    3. In the laws of the game, it does not state such “playing of the ball by own player before handball offence”. The arm is extended from the body at 90 degrees therefore it can only be a penalty. I am wanting to know which page in the law of the game and which section it says a defender cannot be penalised for playing the ball onto his own arm? I

    4. Position of the arm is considered to be justifiable by the particular body movement, eg seeking balance when playing the ball.

    6. To me, it should depend on committee and national associations guidelines, bu when you have such small tournaments with referee attending from all Europe it is very difficult to know how it is solved by observers with so many different backgrounds. For example, we have Trefoloni as observer, for him, you can be sure, this is not punishable handball One thing can be said, impossible to find an agreement about this matter...

    1. That's the reason why Mateu Lahoz is hated, as explained in the article (although I don't agree with opinion about English referees) but I think it's same as Guardiola's opinion about Lahoz, Lahoz always does something different to draw attention to himself, he likes to be center of attention. This "different" things is clearly different from referees like Taylor, Marciniak, Makkelie, who have versatile and friendly style as well. In this case for some reason Lahoz is same as Turpin, because of their unique style makes both of them having bad criticism, not because of their qualities.

      Delete
    2. Mateu Lahoz: you hate or love him. There is not much in between. Personally I like him a lot. One of the most charismatic referees.

At UEFA, they don't like referees that are the centre of attention. Not with their manners, facial expressions, but neither with their decisions. I have the impression that every 50/50 penalty kick will be evaluated as no-PK by UEFA. Same for a 50/50 red card. YC is preferred. No brave calls anymore. Referees should do anything to avoid being mentioned in headlines, keep 22 players on the pitch. And once they are in the headlines, their next match is away from the spotlight (EL/ECL). Even when a decision was correct.

    2. Nawaf Shukralla is indeed a big name but it looks like he will lose with political choices (it is impossible for 3 Arab representatives), he will lose to Mohamed Mohamed (UAE), Janny Sikazwe after the incident at AFCON 2021 I think he is out of the contest. Redouane Jiyed feels like he will be the VAR referee, he has already lost to Ghorbal. I think the AFC and CAF representatives should be no more than a maximum of 6 including support referees, the expansion of the number of referees should only occur in 2026 when the number of teams increases, it would be a waste to increase the number of referees by only giving him 1 game. Let alone 6 in 2018 Mohamed Mohamed only got 1 match even though the AFC only had 5 representatives (4+1). Then what surprised me the most were the many predictions on this blog for CONMEBOL representatives that still included Cunha and Ostojich, is it possible that the referee who didn't attend the last seminar could be selected, or is this between a user who makes predictions haphazardly or is he purely not updated?

  34. Juxhin Xhaja 4 matchs as a 4 official!!! You call a referee just to be a 4 official???

    1. I understand RikB's arguments: Instead of inviting referees from Luxembourg and Albania to act solely as fourth officials, UEFA could also have appointed the eight referees for two matches each as head referee as well as for one match each as fourth official and for example four referees from the host country Israel for the 16 remaining matches which needed fourth officials. I also noticed that UEFA appointed "mere" fourth officials from Albania and Israel in the KO stage which could have been avoided: One could also have appointed four out of the eight "head" referees as such and the other four as fourth officials in the quarter-finals. Unless Jónasson and Owen are appointed for the final, at least one of them would remain without any appointment in the KO stage. Could indicate that UEFA was not that happy with their performances. But maybe those referees from Luxembourg and Albania were primarily invited with regard to potential COVID issues of (an)other referee(s).

    1. Uhhh, admitted it was a difficult game, but it was by no means a performance on his usual level. You’re generous in your assessment towards Makkelie (where you were extremely negative about for example Gozubuyuk, Higler a couple of weeks ago). Not really a consistent, balanced, and thus fair approach towards different referees if you ask me.
Today two Var interventions which should have been spotted onfield, not always the best tactical approach, too tolerant towards team officials (the home team coach behaved worse than Simeone usually does), allowing a substitution while the substituted player was under investigation in a Var review (and sent off in the end). Of course there were positive aspects as well, many other referees probably would have been lost, but today’s showing was far away from Makkelies top level Imho.

      Delete
    2. Agree, not his best game on a technical and tactical perspective.

The fact that Makkelie and his team still controlled the game, kept their heads cool and finalized it under such heated cirumstances was INSPIRING, to say the least. That deserves a lot praise. What a game.

For the curious people, this is what happened after the last penalty kick:

    3. @Unknown: I agree that we have seen better Makkelie's, but to nuance your comment, we also can't compare a Fey-PSV (Gozubuyuk) to what we witnessed yesterday in the Hague.

Makkelie himself told the reporters of ESPN before the +30 min extension that there was happening so much on and off the pitch that it was hard to keep an eye on anything. And most important, to guarantee the safety of himself and his team.

Tbh I wonder, was it sensible to appoint Makkelie to this loaded game, so short before the WC play-off ?
