  2. Regular assignment for Letexier in Rome, while for Guida committee has definitely broken the rule. Most of the times, apart from very extra ordinary cases, a new Elite had always to wait at least a year after promotion to make his appearance in CL KO stage. This was not the case for Guida, who immediately after the promotion got this game, and even more incredible indeed, PSG.
    Yes, the game on paper is still different from a real top clash, we have a regular Spanish team against the French side, but I couldn't expect such choice.
    Nevertheless, it can be good to explain something that can help you in understanding the choice. This is an excellent domestic season for Guida, wonderful performances in all big games and he got always the trust by Rocchi. After Orsato, we can consider him second placed. So that's explains why committee did this choice. As I noticed in past, very often Italian assignments are made also based on domestic performances, while I don't know whether this is the same for other nations, difficult to know for me.
    On the other hand, Massa with a rather disappointing season, not good in most of his games and maybe the worst decision came yesterday in Monza - Verona, a totally wrong penalty that doesn't have any explanation, rarely seen in serie A to make such a mistake.
    So I think this is the background and committee agreed to give trust to Guida. But yes,one must be honest, if we look at other referees and how long they must wait before a certain step, seems unfair.
    Again, the argument that Italian serie A is extremely challenging if compared to other leagues must be mentioned.
    Still, after all of that, I couldn't expect him exactly in this game, in the best case for him, I think he would have got very top games in Europa League until the semifinals.

      The intensity in most Serie A games is lower though imo, compared to some Nordic countries with the “Gegenpressüng”. It is no big secret that many players who transfer from, for example, Juventus to the Bundesliga or PL have a fitness deficit. Nordic style can be much rougher. Referees from Nordic countries are facing other (difficult) challenges. The times of the superior Serie A are over, however the Italian referees are still favored too much.

      That’s fine. If a referee has been in a very poor form domestically (even in a smaller league), it probably has consequences for the refs’ UEFA assignments. The other way around, if a referees has been very good domestically, you can apply the reversed logic imo. Nothing wrong with that.
      Overall I think Guida is a fine choice for this game. In a 1st leg, with PSG playing at home.

    2. I agree with Chefren. It must also be pointed out that Massa is very overrated: there are certainly better referees than him in Italy: obviously Orsato, then Guida, Mariani and Maresca. Follow the emerging Sozza

Very good appointment for Guida, but despite the fact that he is new in the elite category, he is now performing very well in Italy, in the domestic Serie A (on saturday great performance in Rome); probably it's good to get his current good shape and moment. Considering that most probably Nyberg, Kruzliak and Eksas will be assigned in the KO stage, added to Guida and Peljto, we will see 5 very experienced referees "demoted" in europe league

    1. Absolutely shocking and disgusting appointment for Guida. By no means deserved and absolutely not defendable. Funny that the Italians here on this blog still try to defend the undefendable. Dont act like Italian league is more difficult than games in NL Germany or England. Its not. Guida gets this appointment because hes (another mediocre ) italian. Why not someone like Zwayer or even Nyberg. Really not impressed by the appointment.

  5. Yes, good point by F. There are 16 games in R16. The pool of referees contains (at least) 22 names.

    So, who will be left out? That’s the question. They can save the top names for the QF, however it also could be a political choice, e.g. some countries have 2 referees, but not all of them will get 2 slots.

    1. Schärer seems to be out / injured again as he didn't participate in the UEFA course and hasn't refereed a match in Switzerland this year.
      Meler has done a SüperLig game on the 14th of January but nothing since, so CL looks also quite doubtful for him at the moment.

    2. About Schärer, still strange management, I don't understand how it was possible to see him in CL for that game in Milan and then after that he didn't officiate anymore in domestic league...

    1. Well. You're so salty and cynical. Although I have the same concerns regarding honesty and integrity. I also fear that football is getting ruined by these clubs.
      Referees are ambitious, the sky is the limit, they want the final. If a 50-50 decision against Italian teams, PSG or the other teams listed by you could destroy their chances. What are they supposed to do?
      What is UEFA going to do about that? They should project their referees, but they don’t.
      I stopped watching PSG and Real Madrid games. Fortunately, Mourinho has left Roma. Although he will probably show up again somewhere...
      Following a referees’ development used to be a fun. But now, not anymore.
      I wonder what could happen with a non-Italian referee boss. Perhaps less favoritism with regard to Italians. And hopefully a less strict handbal rule. However every new referee boss would be careful to keep his job, thus keep the biggest powers happy seems to be the main goal...
      This management culture stinks.

      You’ve criticized UEFA’s referee management and board on many occassions, haven’t you?

      Mafia is not the right word, I would never use that, but at least its strange that referees are not always protected (even after a good decision) or cant see a club for a while (even after a good game). This shouldn’t happen with a strong leader.

Rossetti wes excellent referee and he could referee wc 2006 final unless Italy was in the final and he was the best referee in the world in 2008 where he refereed the opening match and the final match in Euro 2008 and now he is the chairman of uefa referees committee from 1 august 2018 until now in this period he push many referees in elite such as Kovacs and Nunberg and lexiter and pelito

    The referee (Rob Dieperink), called by VAR, confirmed that the ball had hit via his foot and hit his hand, and canceled the penalty decision. In that case, the issue should be whether this was an intentional play, but I don't see it as an intentional play.

    By the way, in the Netherlands no one knows that intentional play is an issue. The commentators also simply said that it was not handball because it hit the hand via his foot. I'm sure the UEFA Referees know this, but they basically don't speak in front of the camera anymore.

    1. What do you mean by this? Today, if a player intentionally plays the ball - or if the ball is (clearly) deflected of his or a team-mates body - the handball is not punishable. UNLESS the hand/arm is in a CLEAR unnatural position. In this particular case, the player intentionally kicks the balls, fails and the ball hits his arm in a natural position as a consequence of his action. Correct no PK and intervention.

    2. I don't think he intentionally kicked the ball. As he was moving toward his opponent, his opponent controlled the ball in the opposite direction, leaving his right foot in place and the ball hitting it.

      I was aware that if the ball hits a player's hand via another part of his body, it will not be punisched only if the play was intentional. This is correct, right?

      Is it possible that there is neither deflection nor intentional play?

No, intentional play to the hand is not punishable unless the hand is in a very clear unnatural position (like above shoulder height), i.e. the hand is in a position that cannot be justified by the attempted action of the player. The spirit of the law here is that the player does not gain any advantage from the handball and that the player is not attempting to gain any unsporting advantage

OT: Both Michael Oliver and Anthony Taylor with Saturday appointments in the PL with their usual ARs so so far possible to see one or both in next week's action but other appointments make that look less likely: Attwell referees Sheffield United-Brighton on Sunday with Taylor as FO and Oliver VAR and then he is VAR on Monday together with Oliver's AR Dan Cook as AVAR. Not impossible to see them next week, but rather likely saved for the return games

It wasn’t that bad of a decision to keep him away from the game and he has done both teams since anyway. I don’t see anyone else who would be trusted with a Manchester derby

    2. It's got nowt to do with VAR/RC. It was careless so a FK would have sufficed, but as Müller was nowhere near the ball my understanding is the offside 'offence' hadn't occured yet so the foul should be awarded, unless how I've interpreted that is wrong?

    3. How can the offside offence not have occured if the player interferes with an opponent (by being fouled)? Yes, if it was reckless/VC, let's surely issue a card to the defender, however the only possible restart according to the LOTG is an IFK for the defending team for a clear offside!

  30. I must say Letexier's development is unbelievable. In the last one year he got pretty good appointments, but totally deserved. And we can be sure both Turpin and him will attend Euro24.
    He has such a strong authority and good accuracy in foul detection and always great positioning. Such a modern a great referee he became and only 34 years old. He is really a safe pair of hand for such clashes.
    Well done for this RC and penalty decision. And I even like it more that he didn't allow further dissent and booked Kimmich then. (Wondering why Upamecano was surprised for the penatly decision...)

  33. Where is the point of contact? Conflicting angles makes it unclear if top of boot or higher. Five years ago, I'm agreeing with many here, but with the slightly more relaxed interpretation of SFP now, is the boot high enough, with enough force for a RC? I'm not 100% sure. I think it is near the top of the boot rather than too far above, but I may see a better angle and change my mind. Excellent spot for the PK however

    1. Thanks to Chefren for the better quality video. I'm going to (rarely) be the opposing voice and say studs are low (to the foot), lacking enough force for RC. Maybe being English and seeing referees regularly ignore more blatant SFP here has something to do with it, but I see a YC as the better outcome

  36. I think, most of the Bayern player simply didn't see what Letexier correctly detected und what many of us - including me - realized only after watching the slomo on tv.

  39. Letexier was so good tonight! Fantastic game for him. His attending at Euro was anyway behind any doubt but today performance improve by a lot his reputation within UEFA.

    Also, I must say that I am pleased with the general activity of the users and the quality of the comments on the blog these two days. There were problems in this regard last year at this time. Thank you and continue this way.

  41. Gotta agree with everybody on Letexier, but what I find more impressive is his general match control. I cant recall a single missed foul, cant recall a single proper confrontation. Issued 2 cards, 1RC and 1YC for dissent.

    I guess this match could open him a lot of doors. I wouldnt be surprised to see him in a CL quarter or a EURO play-off.

  43. Strangely, there is interesting fact; it wasn't first time that a French referee give Upamecano red card in Champions League... well, sort of but the outcome went on different path. During second leg of Bayern vs Manchester City, Clément Turpin give red card to Upamecano receive red card on his foul on Man City's Erling Haaland and the decision was overturned after the linesman has raised his flag for offside already. Tonight, Upamecano wasn't lucky to escape red card - his first red card in Champions League.

  44. The offense in Lazio-Bayern is a great spot by the referee, however there are no loaded studs. Not a high force.
    PK + YC should be enough here.

    3. I agree. The red card seems unnecessarily harsh. Letexier has a tendency to easily show a red card, maybe to make a name for himself. Nobody expected a red card there and I‘m quite sure had he shown a YC that the VAR would have not intervened.

      To be honest I'm really disappointed reading some messages, but I understand how it is difficult nowadays to discuss about refereeing matters!
      The decision by Letexier should only be praised!
      It is true that in case of YC, VAR wouldn't have intervened, but this is basically in my opinion more red card than yellow card. The point of contact seems similar to a step on foot because the leg of attacker is bent. You can perceive more the SFP from the live sequence.
      But why Letexier must be praised? Because this incident would have been missed by all referees, without looking for an angle until the end of the action, they would have easily assigned goal kick. In some extra-ordinary cases, a penalty would have been spotted, but then another discussion about the card and the color to be issued. Letexier spotted everything, catching the moment with his eyes, after his movement. That's outstanding, if you ask me. In many and many years of serie A, I always saw penalties whistled and in most of the cases not even a deserved yellow card for reckless (because referees were already "mentally load" with the penalty call). I find this moment as the best piece of refereeing one could see in modern times, for this attitude to kill the natural skills of a person who wants to decide without VAR.
      Rosetti should be absolutely proud of this spot. To be honest, but in this regard I exaggerate and I know, I would appoint the French directly in a final.
      This decision gives emotions to those who love refereeing but you must have a certain attitude to feel that!

      We praise the fact he spotted the offense on pitch, his positioning etc, however I don’t like the colour of the card.

      If this happens in a semi-final or final, I’m 100% sure that neutral viewers and football fanatics want to see a yellow card here, for the sake of the game.
      Yet in a R16 match we have to praise the decision? I don’t get it.

      A PK and yellow card is more than enough for a stamp without any force/loaded leg. In UEFA RAP terms, it would probably be a category 8 (boardeline). VAR would not intervene in case of a yellow card.
      Add the fact there is also a penalty whistled -> YC is the better decision in the spirit and context of the game. PK + RC is too harsh for my taste.

      I know! You are 100% neutral, I trust you on that.

      We will never know the outcome in case this KMI had happened in the Italian box. Or in a final. Personally, I think it might have been a different colour in a final. I’m also not sure if other top Elites would’ve chosen for a RC here (even in front of the screen). However its a great spot for sure. As you wrote, most referees need VAR to whistle the penalty.

      UEFA refereeing is in good hands for the next 10 years with Nyberg and Letexier. Although they are very different characters. The former manages his wat through a match with very few cards, great personality. Letexier, on the other hand, relies on very high technical accuracy, not on his appearance. He is still young, but he also looks very young. And loves to take brave decisions. I think he should be careful through. A brave decision won’t be accepted in every (big) game.

      I think it is still too early to conclude that Letexier is ready for a European final. Yesterday he performed well in a 1st leg, without too much tension and pressure. Just 15 fouls says it all. And a fair playing German team… He must first prove himself in a challenging return.

    1. At the time of the foul, no offside offence had occurred and therefore the correct decision should have probably been a free kick.

    2. "At the time of the foul no offside offecne had occured" is an absolutely categorically wrong sentence with regards to the LOTG. As soon as the player is fouled, he interferes with an opponent (willingly or unwillingly, the Laws don't care about that part) and is therefore correctly penalized for offside...
