2024 FIFA Intercontinental Cup - Referee Appointments

First edition of a new tournament by FIFA, referee appointments. 


In the First Round, the winners of the 2023–24 AFC Champions League will host the winners of the 2024 OFC Champions League. The winner of the game will qualify for the Second Round, to be played at the end of October.

    1. It's common to think that in such situations the foul must be at least reckless, to justify a penalty call when the ball has been already kicked by attacker. I think, in this particular case, the decision by referee is no more than supportable if you look at the point of contact, but I'm not sure he saw that from his position and I also think that he perceived something more serious to whistle. We can say this was a very soft contact, but on paper it can't be said that reckless was a clear and obvious mistake. At the end it is a correct decision by VAR to support, but maybe rewatching it, the referee himself wouldn't whistle. The yellow card explains you why he whistled, indeed assessing as fully reckless challenge, without yellow card and only with penalty, the decision would have been a mistake. I would call this decision as very sophisticated one, but you can't question on it as VAR.
      Then, in a more overall speech, some referees pay more attentions to such incidents, while others no, and that's the problem.

    2. There has been a revolution in Turkish Football recently. The much-discussed football federation president lost the election. The federation and referee boards have been completely renewed. I hope the new committees will remove such problematic referees from football.

    1. Consistent with a YC to Mbappé in the first half, also for dissent. Nice to see a referee strictly dealing with such behaviour. The most interesting scene was penalty appeal for illegal use of arm in 41' or 42'.

    2. Should be banned by the disciplinary body. It's very important now to show zero tolerance for undermining referees authority and using insults against them. I really liked Munuera Montero's approach in this regard yesterday. In case of kind treatment of Bellingham by the disciplinary body, the referees will be ridiculed after showing cards for dissent further in the season.

    The rumor about Serdar Gözübüyük changing his fixed team seems to be true. He worked with AR Balder for a long time, however Balder will work with Bas Nijhuis on Saturday and with Joey Kooij in a cup game week.

    On the other hand, Gözübüyük will be assisted by ARs Zeinstra and Inia next week in a cup game.

    No official source though, but it could be correct as they reported Makkelie as well.

    1. It's early for the FIFA for list, never before the first day of new year. We can wait for UEFA update of categories though, it should be planned on next week and new names for 2025 will be added.

  12. Very good game by Makkelie and his team. Excellent player management and full control. Didn’t fall for the well-known antics of such American teams. A few correct tights onside calls by the ARs.

    If Makkelie attends one of the FIFA tournaments in near future, I’m sure he will be one of Collina’s main choices in a heated context.

  14. Confirmed Faghani for the play off game, between Mexican and Egyptian side. I never expected that the referee from Iran a day in the future would have returned to officiate at a FIFA tournament after all happened and we remember.
    Still, very particular scheme of making assignments, given the isolated matches with a long time between each other, we had very different choices. Games with fifth officials, other games with support VAR... and in the end it's a mix between calling referees for games and inviting local officials. Many Qatari assignments indeed, and only Makkelie and Faghani crew on the pitch. We will see what about the final.

    1. I also considered that. Really curious why Meler, Makkelie and Faghani were selected and what it tells us about their status and chances of participating in the Club World Cup, for example?

      Maybe it doesn't mean anything yet and according to FIFA they were the best choice for these games specifically. I think Faghani has little competition on his continent and is known as a strong personality, and so is Makkelie. I can't deny that Makkelie was a good choice, in what previously would have been “a typical” Marciniak or Orsato match.

  17. Arbitro Internacional reports that they had Barton as only candidate, and they were sure Botafogo would have qualified, then after the elimination of CONMEBOL club, they called Valenzuela. Very amateurish management if you ask me, since they had time to wait for the final score of the game and then to call only one referee. It seems that basically they wanted to make a CONMEBOL choice for the final, but it was impossible according to them. We will see if Valenzuela will then get the final and what about Barton.

Even more when knowing the facts; Brazilian team arrived veeeery late in Qatar, on Tuesday morning after Brazil serie A was completed last Sunday, while the Mexican team (although they didn’t play competitive games for 1 month) had been training in Qatar for one entire week.

  20. So groups for WC(Uefa) were drawn.

    There are some big and fiery matches coming up like Croatia-Montenegro potentially,Switzerland-Kosovo,Switzerland-Sweden but I dont think any of all groups can be compared with chaos that we can expect in Group K where England,Serbia and Albania are,especially 2 latter ones.

    We can expect in this group for sure Marciniak,Turpin and Makkelie who is some sort of specialist for Balkan derbies.

    Hopefully this games will be with no incident cause we all remember what happened in 2014 and history between this teams..

    Also ,small note, in this group is also Andorra who at moments can be very tough to manage and officiate cause of their playing style.

    Pretty much all depends on scoreline that is very often not in favour of Andorra.

    But then again,who knows.

    1. Well, it's incredible in my opinion to put together Serbia and Albania in same group. After all happened in 2014... Martin Atkinson can remember very well about that. But today the referee with strong personality to officiate such games, having nothing to lose, are definitely less and the ones you mentioned. Even for some top referees in UEFA Elite at moment, committee would never have the idea to appoint them for such clashes (especially if very young).
      Big selection to be made among Makkelie, Marciniak and Turpin and that's all.

    1. Imo correct decision considering the ball bounced of the player's knee. Had it been direct onto the arm though, whole different story

    2. Well, I think for southern European cultures this is supposed to be a penalty, even though the ball was deflected from the knee. The arm is very high during the sliding tackle and the defender takes the risk of committing the handball.
      Personally (I'm from Germany), I don't like penalties like that, but I still think that with the current line in Italy, penalty should have been awarded after OFR for consisteny purposes.

    8. Thank you. My problem with these plays is the proximity of the defender and the fact that they have no chance to remove their arm. I understand the new rules, but I have a hard time getting used to the fact that these plays are a penalty.

    9. AIA official assessment about Cagliari - Atalanta: VAR mistake, penalty to be given.
      VAR assessed that arm was in a "closing position" and he considered also the previous touch on leg before, but Tonolini, committee member, said that this was not saving player from his attitude, the defender took a risk with tha raised arm.

  26. Lecce-Monza: very difficult match for Mariani, full of fouls, borderline episodes, YCs and, on the part of Lecce players, also a lot of simulations. In the first half soft penalty given to Lecce, unclear mistake and therefore the Var rightly didn't correct it. In the second half penalty for Monza transformed by Var into a free kick, because the handfoul was outside the area: absolutely no fault for Mariani here. Then, another soft penalty for Lecce, but it was offside (clear mistake corrected by Var).
    Yesterday 1) in Cagliari-Atalanta another mistake by Var Paterna after the one in Parma-Lazio 2) a very good performance in Udinese-Napoli (the ref was Doveri) and Juventus-Venezia (the ref was Giua).

Bluesky, sorry if I didn't answer about Vincic, I had read your message, but just forgot to do that, it was nothing personally against you, I thought that his YC decision against Inter player had been correct because he had acted in a rather unsporting behavior before corner kick execution. Since the Slovenian is not a referee too much prone to take such decisions (always allowin g everything, as we know, unless extra ordinary cases), I found his strictness quite good in that case.

About Mariani, for me the handball penalty changed in free kick was questionable as well, given the movement of the player, running and trying to challenge opponent, one could deem the arm position as rather OK (maybe not fully tight to body but it's not required), not that much open. The fact that VAR switched it into free kick removed a bit of troubles, because I think in case of penalty confirmed, rather controversial (but yes, not wrong).
      Mariani problem? Always giving penalties, and very soft ones, not in the condition to make accurate assessments about penalty area incidents (at least in my opinion and in most of the games he officiated so far in his career).
      Today, I can understand the point of view only on the first call, but some people indeed can disagree (stupid action by defender).

      On Mariani, I agree with you: the hand foul is quite doubtful, however, in this case the referee was very unlucky, because any decision would have aroused controversy (we know that the mere fact that the ball is completely stopped with the hand is often enough in Italy to think it is a penalty, even if the arm is not too wide). Also the first penalty in my opinion is a borderline situation, although from the frontal shot it looked more like a dive than a foul: very unlucky on Mariani episodes, really hard to finish the match without controversy today. However I think that, on the whole, the referee did not make any striking mistakes in a very difficult match, however I still don't think it was a positive performance, because the players hardly accepted the decisions (there were many YCs for protests, in fact). The authority with which Orsato used to direct these matches is now just a memory, unfortunately....

      Now,I cant even imagine that Italian ref will handle some tournament Final.

      I mean let's be real,can you imagine Mariani,Guida,Massa or someone else.

    5. Italy is a pioneer in producing great referees on a large scale and in a fabulous sequence. In the last 36 years, 14 finals (UCL, UEL, Euro Cup and World Cup) have been refereed by Italians.

      However, I think that the Italian Federation failed to produce a number one referee for the European and world elite before Orsato's retirement and continues in this impasse with the current referees not performing well in big matches at the highest level.

    8. Refereeing without VAR was a problem for all referees, even the best ones, because mistakes are mistakes and after such miss, it was fair to rule him out from the competition. In my opinion that's also why Rosetti was among the pioneers of VAR for UEFA, he surely identified his story in this (at that time MISSING) tool.

  29. Controversy in Milan-Genoa with 2 penalty situations, both not whistled by Guida.
    First in the 20th minute for Milan, the other in the 41st for Genoa.
    While I think Milan's one was a bit soft, for the one for Genoa, there seems to be contact. ( I am not biased I think even if I am an Inter fan)

    1. On the first penalty incident (20'), I am very happy that Guida didn't give it. Attacker went deliberately in contact with defender, then falling. Not possible to say whether this was due to opponent's action, however a minimal movement of the leg could have justified the whistle (but in any case, it would have been soft and a classic Italian penalty). In my opinion, in the second case (42') there could have been more reasons for giving a penalty. Defender invaded the attacker's space and still a certain contact, even if not a big one. This, in my opinion, a bit more penalty than the previous one, as mentioned, but again, absolutely nothing 100% clear. However, both penalties are almost always given in Serie A and Guida offered a counter-trend refereeing last night, supported by VAR Di Bello who, at monitor, almost never intervenes if compared to others. In my opinion, another VAR would have thought about it, at least in the second case. Maybe if I have time, I'll post the videos tomorrow.
      To add why Guida for a Milan - Genoa that was certainly not top-game: big protests from Milan after Atalanta - Milan with La Penna, according to them the first Atalanta goal was irregular. Rocchi is used to listen to the protests of the clubs (sigh), and therefore he had sent the best on paper at the moment from the ranking. Finally, I underline how on these two penalties there was no discussion or at least not too much, and all the focus was shifted to the final result with Milan in crisis and a good point for Genoa, all in all when this happens it is also because the referee on the field was credible in his choices (had he given a penalty for one team and not the other for the other, they would have started controversy anyway).

    If the contact was a foul play: It is understandable that without the contact the FC Utrecht player would have been able to stay put, control the ball and shoot. But was it a foul play? It appears that Go Ahead' player plays the ball and Utrecht's player makes contact with his foot.

    The KNVB's independent prosecutor did not consider this red card a clear error and imposed the standard one-match suspension. Go Ahead will now face the disciplinary committee tonight!

    Watching the video, it would be very hard to believe this was anything other than a normal duel. Although the left arm is extended, the intensity of the struggle is in the lower body and does not appear to be a push. Well, if the referee thought it was a push, it might be difficult for VAR. However, we should expect a referee with as much experience as Manschot to have the basic skill of wait and see. To be honest, I was quite disappointed.

    It's an interesting moment. Generally speaking, you wouldn't want to continue the play, but it's natural not to want to stop a promising attack. In fact, the presence of the second ball did not hinder AZ's defence.
    An AZ player simply cleared it out of goodwill, that's all. I think it was a good decision by the referee but I would never want to be in that situation myself.

      Just now, a famous Dutch TV show (where Bas Nijhuis appears regularly) released the video evidence seen by VAR. Yes, it is clear that Aaronson played the ball first and Llansana touched his foot.

      Everyone is wondering: why wasn't this video released earlier?
      This day of uproar and harsh criticism for Van der Eijk was completely unnecessary...

      The current secrecy of the KNVB is really bad, and they only talk about decisions and rule changes through the media.

    2. Thanks for posting the videos.

      So, here is my problem with Dutch culture and media. It is all very critical and referees are not protected in the media at all. This is partly why there is a shortage of referees. Coaches and players should also think about being a role model for the youth.

      When a referee did well, it is also not mentioned. Example: Makkelie applied “wait and see” very well last weekend at Feyenoord; he disallowed a goal because of a punishable handball after (!!) the ball hit the net. And guess what: nobody’s talking about it or compliments the referee team.

      Personally, I do not think Vd Eijk is a great referee. He lacks some charisma/authority and imo compensates for that with a lot of cards. As if he needs some kind of recognition.

      But what happened last weekend: when ESPN has all the camera footage and decides to not to share the best camera position on TV to protect the referee (Van de Eijk), that is way out of line. The more drama the better? Almost as if they are out for a witch hunt. Very disappointing I must say.

    3. And still the disciplinary committee this morning decided to drop charges against Llansana and no sanction will follow (because there’s doubt the attacker would have reached the ball before the defender would have).

    4. Yes. For me YC was actually the better decision as well. As some mentioned the attacker took a giant step to reach the ball and didn’t look in control. So we can argue about this being a clear scoring opportunity.

      Having said that, ESPN not showing the footage of the better camera position is mindblowing. If it wasn’t Bas Nijhuis being a guest in the talkshow yesterday we would still think it wasn’t a foul.

    5. I have been annoyed by the decisions of the KNVB's disciplinary committee several times in recent years, and this one is no different. To assume that there are no more chances for the FC Utrecht player is pure speculation and, at the very least, I think the criticism for VAR is totally unjustified.

      The footage we saw on Monday night was supposed to be from a 16 camera. ESPN doesn't have access to it, so it has to be released from the operations room. Who makes that decision? I don't know the specific steps during the game.

  31. Criticism for referees in the Netherlands: too many and not enough quality. According to NOS, the number of referees has not changed in the past 20 years. The average age has dropped from 41 to 37, but this is within acceptable limits considering the timing of the generational change. In recent years, criticism of young referees has been very strong, but it is true that older and more experienced Referees are also criticized. Mario van der Ende said that referees have become homogenized through training, and there are fewer referees with the kind of character they once had. That can be both good and bad.

    As Danny Koevermans says, it would be great if referees, who started playing at a later age, was given more opportunities in professional football, but I don't know if age is actually the reason. Either way, just like players, referees should be judged on quality, not age.

    By the way, I'm a fan of Alex Bos (30). I think he's doing really well.

    2. Correct decision in my opinion to allow the goal, and also correct to call referee to monitor to rewatch. There is big space between the kicker, the player in offside and then the keeper. Even if the attacker in offside is exactly in the middle, the ball takes a totally different path and the keeper tries a save, attacker also lowers himself, but he is absolutely not involved if you ask me.
      I'm in doubt about the other OFR that I posted, OK penalty but for me rather soft. Very easy way of falling by Real Madrid player, but maybe I'm just overanalyzing, once you have that contact...
