The UEFA Referees Committee has today announced the referee team appointments for the 2025 UEFA club competition finals as well as the 2024/25 men’s UEFA Nations League final.
The appointments in chronological order of the dates the matches will be played:

Felix Zwayer from Germany will referee the 2025 UEFA Europa League final between Tottenham Hotspur and Manchester United, to be played at San Mamés Stadium in Bilbao, Spain, on Wednesday 21 May at 21:00 CEST.
An international referee since 2012, the 43-year-old German has this season taken charge of seven UEFA Champions League matches – including the semi-final return leg between Paris Saint-Germain and Arsenal –, two UEFA Europa League matches and one UEFA Conference League match. This will be his second UEFA competition final as a referee after having officiated Croatia against Spain in the 2023 UEFA Nations League final. He was also the referee of four matches at UEFA EURO 2024, including the semi-final between England and Netherlands.

I was expecting also Letexier, four candidates for 3 finals... I personally disagree on fourth officials: I don't understand why Mariani, Meler and Pinheiro. IN UCL Oliver would have been the bets fit, like Siebert or Stieler in UEL. Nyberg and/or Eksas better in UECL despite Meler. I'm surprised by the assignement of Nation League final: why final match and not yet semi finals ? We still miss Germany-Portugal and Spain-France and honestly speaking Oliver, Nyberg, Eksas would have been better than Sharer. Still a mistery Makkelie's management

ReplyDeleteStarting from the nationality of two of the referees appointed for the finals, I would say that it's good to read names from Romania and in particular Bosnia and Herzegovina. While the development in Romania has been outstanding in recent times, with Hategan before and then now Kovacs, the success of Peljto is surely a big proud for his federation. According to performance, he could have also deserved the EL final, but maybe for some aspects the Conference League choice is absolutely most suitable one.
ReplyDeleteNot too much to say about Kovacs who deserved the call, and he recovered after EURO and the famous game he officiated. Now the career will surely come to a turning point for him.
Zwayer, seen as "not good enough", let's say as for now, for a CL final, but rewarded with EL final. The only referee who got a semifinal in the three competitions before getting a final, so I would say the name for EL was not already sure like the others. In case of negative performance in PSG - Arsenal, another referee would have got it.
Nevertheless, to me the development of the German in recent times was very clear and evident. Appointment fully justified.
Schaerer already booked for Nations League final, there is surely a big trust by committee on him, he was good in recent games, bur during the season not always excellent if you ask me. Nevertheless, analyzing the other candidates from the relatively "young" pool of Elite referees, we have that Nyberg was surely not better than him and Eskas has big time ahead. So, for some aspects, you can understand the choice, but I'm convinced Rosetti even expected more by the Swiss and it was possible a Europa League / Conference League final assignment (I rank the NL one as definitely lower than the other three).
About Women's CL final, interesting to see Ivana Projkovska fourth official after having missed for unknown reasons EURO. On Martincic, she didn't get a CL KO game before this final (but definitely not so many games for them) but she officiated a YL KO stage game.
The choices of fourth officials seem to have been made only to make some federations happy, one couldn't have imagined indeed Meler and Pinheiro, among others.
Now, coming to other candidates. First of all, absolutely sorry for Makkelie, he didn't officiate any game in CL KO stage, we can't know the reasons, but surely it looks like a harsh decision by committee, considering that we have also other referees making mistakes, if this is the case. OK, you can say he didn't deserve more than a certain round this season, but being totally out from KO stage of CL seems without explanations for me. Wishing he can recover for the future.
Oliver: to me he is in a very particular situation, having still Taylor ahead of him as active referee, and as long as Taylor will be there, to me it will be difficult to assign Oliver for a final. I want also to add that with an Italian team it would have been rather hard to imagine him in a final, but still.. differently from other referees, to me there is something particular about the English, he officiates many games, and in some cases with rather good performances, but can't understand / detect his real path / style / attitude. I'm in trouble. I think he is just a referee going on officiating games.
After Real Madrid - Juventus in 2018, the situation has remained always the same for a very long time.
Letexier: now it's clear that committee wouldn't have appointed him for CL final even without PSG. Otherwise I', sure, he would have got Europa League final (instead, Zwayer did a semifinal and also a final, as said). I agree with this management, he can't get everything as for now, he will have long time, and with a EURO final already in his palmares, there can be a certain time of break now. Ready for next season!
As a romanian, I am very pleased with UEFA's choice. After 30 years a romanian referee will whistle UCL final. Congratulations to Kovacs, he was really good in recent years.

The most difficult decision to understand in the Netherlands last weekend. I finally understood it when I looked back at it today. The first player, Bas Kuipers, the ball was way over his head. The second player, Mees Hilgers, had no opponent nearby.
And clear error? It's hard for me to say, but maybe it is. At least, it was good for me that Nagtegaal called in his assistant, who actually raised the flag, to watch the footage with him. Unfortunately, skeptics didn't seem to feel that way.
With these nominations of Peljto and Scharer for the Conference League and Nations League finals, Rosetti took a swipe at Collina for not calling them up for the Club World Cup, having opted for Taylor and Makkelie.

ReplyDeleteOliver has had a strange season. He's been pretty good in UEFA games but has been involved in quite a few incidents domestically this year with negative headlines. Taylor, Kavanagh, Attwell and probably a few others have all had better seasons
DeleteTalking about Michael Oliver, he's made to QF in three tournaments in a row - no other refs come close to that kind of consistency. But strangely, he never seems to get big games at club level - which is really hard to understand.
DeleteNo real surprises with these picks. The AR's for both Kovacs and Zwayer are new to working in "big games" this season so must be cool for them to get finals so quick. Interesting that both AR2 and the Fourth Official in the Women's CL final both aren't going to the Euros this summer. Frappart will be hoping that Lyon or any French club fail to make the final again in the next few years otherwise she won't end up getting to do a CL final.

Very good point, this went quite unnoticed yesterday, but having already officiated all three clubs competitions UEFA finals at the age of 40 is more than remarkable and an outstanding achievement. You can find in Kovacs a continue development over the years. A regular one, despite he had his very bad moments. This means that everything is possible if you keep up tour motivations and good work.

DeleteIt has been accepted that Zwayer regularly referees at UEFA level, but as I have always said something should have been done earlier in past and the DFB is to be strongly condemned for having punished the events at the time only in that way. But digging up the matter at a certain point becomes excessive.
OT : after a month of suspension domestically, Letexier is back for the last MD of Ligue 1. He officiates a match with no stakes at all (Lens vs Monaco : Lens with nothing to hope for or to lose, Monaco already qualified in CL).

There is a bad atmosphere around VAR in Italy lately. On Saturday, during Lazio-Juventus, a Juve defender deliberately punched an opposing attacker and was sent off under VAR, but many complained about OFR and considered the use of VAR a mistake. Last night, in Atalanta-Roma, there was a very obvious simulation by a Roma player: the referee gave a penalty, but it was corrected by VAR. After the match, there was furious controversy from Roma and many fans (even neutrals) about the use of VAR and an alleged forcing of the protocol. By now, not even punching opponents or diving into the area seems sufficient to authorise the use of VAR
ReplyDeleteyeah a lot of comments for nothing really ... Both VAR interventions were on point and nothing wrong with them, the violent conduct in Lazio-Juventus was clear, the simulation was also clear in Atalanta Roma ... I didn't see any forcing of the protocol in both situations

DeleteIn the particular case of Lazio - Juventus, one must praise VAR Mazzoleni for the intervention, because I think another VAR could have assessed it in a different way. For me, it's clear action and deliberate, no matter about the intensity, if the palm of the hand was closed or open... Massa totally missed the incident. Nevertheless, his performance, apart from this incident, was not the best. Challenging game but once again the feeling he didn't want to "join the battle" and rather he left the players to their own confrontations... (especially in the very end of second half).
Yesterday extremely poor game for Sozza in a very crucial Atalanta - Roma. The team from the capital was coming from an oustanding period of excellent form, many wins and they were close to fourth place (CL Qualification), this was impossible to think some months ago. The game in Bergamo yesterday was decisive: in case of win, or even a draw against Atalanta, Roma could have put in the best position for the last two games, having only to win and be sure of qualification. But now it's the contrary. Juventus is ahead. Ranieri made some statements like Porto - Roma against the referee, and he blamed the fact that VAR intervened because it wasn't for him a clear and obvious mistake. DAZN expert former serie A referee Luca Marelli tried to make him reason about the incident, but he ddn't want to hear. To me, a big mistake by Sozza in whistling it, too easy, it was clear that attacker had contributed to the contact, theatrical fall, and a play on would have been excellent (for sure not so many criticisms in that case). But Sozz taking that decision, put in trouble VAR, who had to intervene. We all agree here it was correct by Abisso to intervene and also Rocchi agrees, but now the situation about serie A has become more and more tense to manage.
Simply, clubs think to their own arguments and don't want to accept the reality.
But as said, apart from the incident in penalty area, terrible performance by Sozza, similar to the Super Cup he officiated months ago. Missing in consistency, extremely poor disciplinary management. The Italian referee, now about to officiate at Under 21, is still "shaking" over the years and he has not gained a certain reputation so far, having lost the excellence he had before becoming FIFA referee...

Rocchi seems to giving direction very opposite to his style when he was referee. Directions are to avoid cards at any cost. Serie A cards per game are down to 4.08 this season. Was around 5.50 cards per game from 2010-2023. We can now see for fist time in history more cards shown in countries like England or Germany then Italy.

@ Chefren if you have time to watch highlights, incredible lenient performance by Marchetti and ofc at the end he lost the game.
He missed 4,5 mandatory yellow cards and let players protest heavily without sanction.
Then in minute 88 foul from Dodo where everyone expect red card he gives yellow and looks like he wait for 3,4 minutes if Di Bello will call him but nothing. Venezia player Conde got injured and is out for season.
Then in minute 93 Fiorentina player Ranieri get yellow for protesting and after that he keeps protest and getting in referee face but Marchetti walk away from him.
All season has been like that more or less
And not so long we had clear penalty in Inter Roma that was not whistled by Fabbri and others.

Honestly, it's incredible and impossible to explain how he became a FIFA referee. This is the biggest issue of AIA, they want always to present the association as excellent, praising themselves in every article they publish on the official site, they can't admit mistakes, they are the best. The Italian school has been on this way of handling things by years and it will never change. Instead of leaving empty spots without new international referees, they make weird choices not to admit the failure. Nothing against Marchetti but his performances are even below some names that can be considered average referees and nothing more. Disappointing season. In Venice, crucial game for relegation, he missed a dark YC close to RC. His style seems to be similar to Doveri, allowing everything without booking and playing on, but problem is that he is not Doveri, so once the games starts to be challenging and player question on him, he is unable to defend himself and a festival of cards starts. Really sorry to say that, he is rather a sophisticated referee who can't absolutely find a natural authority to handle a game.
@MARIO Not sure about Aureliano, given his current status and his physical issues. Maresca was back from the long absence for the very well known reasons, but he doesn't seem to be in the best form.
DeleteGuida was back from injury as well, he officiated a game in serie B as I reported, Reggaiana - Spezia, crucial for serie A promotion (final score allowed the direct promotion of another team) and it was very good performance, but strange thing after that he got only fourth official assignment with Massa in Rome for Lazio - Juventus and today he will be VAR in the last round of serie B. I think he is indeed planned for a serie A game on Sunday, very likely Roma - Milan, after all the storm about the penalty by Sozza. Roma without real chances to achieve fourth place, because Juventus should at maximum draw its game and it seems impossible, but there will be very challenging context for referee, he is among the few ones always very well accepted by teams.

DeleteI don't think Massa is in form for another crucial game after Lazio - Juventus, but given that Rocchi is in trouble, he could make this choice. Mariani also possible for another game (he doesn't want to officiate Roma and Lazio, as personal choice because from Rome) and I think a relegation one is possible if he shows a good performance tomorrow in the Cup Final.

Absolutely correct what you say about Rocchi, it's weird. Especially in the last part of his career, until 2018, he whistled all the penalties and very soft ones. In all games. Without a real selection of fouls. And as VAR, he was VAR for a rather short time, he never intervened. One should wonder in the end whether such "big authorities" of refereeing could be allowed to do so... nobody judged them on the pitch when they were active and they had reached the excellence by carrying out things in a very different way than now how they teach referees... it's weird!

Referees should go on strike until these idiotic 'disciplinary committees' are closed down. It seems hard to form a symposium of more genuinely stupid people than the individuals who make these bizarre rulings in England, Spain, Ned (I'm sure there are more) without any logic at all. The most irritating thing is that essentially, it is 'trial by media proxy', because the people sitting on these committees do not realise they are being influenced not by the merits of the situations involved, but what is said about them in the media.

In recent years, the Dutch disciplinary committee has repeatedly revoked red cards on grounds other than those prescribed by the rules. A full court procedure requires perfect legal legitimacy, and prosecutors cannot compete with the ability of the lawyers employed by the clubs.

In Italy there are many issues with referees and we can't deny that, but I'm really proud that it's one of the rare countries where such stupid bodies don't exist, and once a referee has decided, it must be accepted. Indeed for this reason there are more discussions and controversy, but I find this better and stronger for developing good referees than to have these bodies annulling the field decisions. Now, with VAR era, iis can be described as even more unacceptable: the referee can make a mistake, OK, but you have then VAR. So also VAR makes a mistake. So let's abolish referees!

The clubs has a legitimate right to contest any punishment. No one can infringe on that right.
Another important right is that "everyone may have their own opinion". This is something the Dutch feel very strongly about.

What's important is that the refereeing committee explains its opinion without being closed off. The KNVB has largely failed to do so in recent years. Therefore, they cannot prevent people from thinking that "the disciplinary committee is right."

Just wanted to post here about the final game of Felix brych on saturday. what a career, outstanding team aswell without VAR, a legend referee who definitely mark his time. Hope that he will stay arround, maybe with UEFA or FIFA but his style and his charisma will be missed for sure.

DeleteA rather poor performance by Mariani in coppa Italia final, he couldn't control the game properly. One must admit that it was a very challenging one from the beginning, with both teams very nervous becase the trophy was seen as very big goal of the season, especially for Milan, after a very disappointing year for them.
ReplyDeleteIn this context, we saw the "old" Mariani, in my opinion, unable to manage the players and, especially in the last minutes of first half, to be watched, but also in second half, allowing definitely too much.
This was the old Mariani, a bad evening can't cancel what he did this season, but unfortunately in the most important and under the spotlights game, he failed.
One situation among others, possible violent conduct, elbow, by Bologna player in first half, in my opinion intervention was expected, but differently from Lazio - Juventus, VAR decided to forgive the player, assessing that it wasn't very likely "enough" in a final.

BTW VAR system is very defective: depending on the game, who is the VAR and also other reasons, always different outcomes. At a certain point one should wonder how much benefit we have from using it in grey areas (subjective incidents)...
Was looking for your comments ... Didn't have the chance to catch the game, but Mariani is heavily criticized right now by the Milan fans ... I think that a red card could have been given for that elbow, it's rather confusing to see the VAR not used in some situations and used in other situations ...

Many of you may already know the result. A dramatic finish that almost decided the championship! There is a lot of debate as to whether the RC, shown to Groningen's Luciano Valente just before the score was 2-2, was justified. It's very difficult!
He tackled his opponent (Henderson) by pinching his left leg with both legs. But first, his right foot plays the ball well. Eventually, his right foot hit the right ankle of the opponent who had come down late. That seems pretty unlucky.
FC Groningen will probably take the case to the disciplinary committee, which will test how competent their lawyers are.

Agree, super clear red card. Not only 2 feet he jumps before and goes only after player. Look on what part of the pitch this red card was and it tell you everything about his intentions.

ReplyDeleteA friend of mine is a journalist and is researching the political cross-connections within UEFA, the influence of A. Ceferin on UEFA appointments and the conflict of interest caused by the position of PSG president El-Khalaifi (chairman of the ECA and a dear friend of mr Ceferin).
He noticed the following:
- The appointed referees to UEFA finals (Istvan Kovacs, Felix Zwayer and Irfan Peljto) have all refereed the French club PSG in 2025.
- Moreover, Kovacs refereed the Nations League match between Slovenia and Slovakia (won by Slovenia) in 2025 and Zwayer the Slovenian team Celje VS Fiorentina.
Are these facts deemed a coincidence or should we read more into this?
- All 3 referees also had Inter this year, ( Kovacs vs Arsenal, Zwayer vs Crvena Zvezda and Peljto vs Monaco)
Delete- I would see it as a coincidence nothing more, Slovenia and Slovakia was one of the biggest games as the nations league was played simultaniously so it needed a big referee and Kovacs was available. For the other game, Celje vs Fiorentina, they could have had a big referee like Zwayer because of the Slovenian vs Italian clash and having Rosetti/Ceferin
This suggests that the appoiments for the finals were not made on merit which is a complete nonsense…in my opinion it does not even worth discussing…

In Italy, it seems that both Guida and Maresca refused to referee any other Napoli game to protect their families ... And now Guida is appointed as AVAR in Inter-Lazio ..
ReplyDeleteStrange management about Guida, he was back after the injury in the serie B game I reported, but then after that he appearead as fourth official in Lazio - Juventus game, then twice as VAR, at first in serie B and now in serie A. Since he was strongly requested on the pitch, given the emergency Rocchi is having, I wouldn't exclude he got again issues for the injury. Maybe not feeling 100% OK or fit? Unless he is planned for next week, but I don't think so, he would have surely got another game before.
DeleteIn the end Doveri in Parma as expected, while Chiffi was a sure name for San Siro clash.
Pairetto with a rather important relegation game in Cagliari, while for Roma - Milan, after the big discussions from Atalanta - Roma, Rocchi found himself without referees and he sent Piccinini, NO FIFA and with a rather medium but not long experience in serie A.
The same happened when there was a quarter final game of Coppa Italia on last January and most of the FIFA officials were at UEFA Winter Course. Rocchi selected Piccinini for Milan - Roma. But in terms of real reputation of the referee, career, progress, you can't find any logic analyzing how he is working, just making the most convenient decision for himself without caring at the referees.
Also, the VAR from Milan - Bologna has been assigned to Cagliari - Venezia with Pairetto (important for relegation, as said). We can't say about the real assessment, it's also possible he couldn't make a different choice here (but surely it was impossible to appoint the same VAR with big teams, after the discussions). This is how works in Italy...
And indeed, yes, to answer to your question, Guida and Maresca made such public statements, they don't want to officiate Napoli for their safety, in case of contrary decisions, they couldn't live, given the, let's say, "passionate" feelings of the fans in their city, they should renounce to public life in case. Same choice seems to have been made by Mariani, who never officiated Lazio and Roma, while Rocchi this year tried with La Penna and Roma, but it didn't go in the best direction.
My opinion is that as long as you have large choice, you can avoid to make these appointments, because the referees can be put in trouble, unless they say they don't have problems, or they even ask for that, to me, if I were head, I wouldn't make such a choice.

ReplyDeleteAbout red card from Manscot yesterday in game Groningen- Ajax I really can not see how this is not red card. Have been watched it from all angles and it is super clear read card. He goes only to injure player jumps with 2 feet and hits on achilles heel from behind. He did not looked at the ball it was not dangerous attack or anything.
This pressure from media and now lawyers is very dangerous and no surprise referee on the pitch and VAR avoids red card at almost any cost.
We saw it with Letexier/Delajod and now this with Makkelie and Manschot.
In Italy we can see it almost every round some days ago Marchetti , yesterday Mariani etc. Referees must be more protected so they can do their job .

ReplyDeleteThe Dutch disciplinary committee has reduced the punishment for Luciano Valente to Groningen-Ajax after an appeal by FC Groningen. From 3 matches, one of which is conditional to 2 matches, one of which is conditional. This is the lightest punishment given to an SFP.

This will probably not be met with much sympathy, but I believe the disciplinary committee made a good decision this time.
