Cüneyt Çakır in charge of Real Madrid - Bayern München at Santiago Bernabéu

Turkish officiating team led by Cüneyt Çakır has been assigned to the return game of CL Semifinal Real Madrid - Bayern München, to be played in Madrid on 01/05/2018. The game will represent the third appearance for the Elite referee in this CL KO stage.

    3. It happened with Çakır to get two semifinals, so for this reason I included Kuipers in the poll. With Collina, you can expect everything.
      In my opinion the name should be among these three choices: Kuipers, Mazic and Skomina. I don't see any different option.

    4. Only if Collina keeps Mazic and Skomina as candidates for the final and choses to protect them, then Kuipers will have a chance but still I'm not sure I can appreciate such a move... Maybe Kuipers appeared in only 2 KO matches till now and that he had some rest in the beginning of the KO stage may play in Collina's mind to bring him in to keep the final candidates safe... But still Mazic can be good I think!!

I am thinking about appointments, and it came to my mind that maybe this year's appointments are not made by Collina personaly, he approved them, but I have a feeling that Hugh Dallas is the one responsible for appointments. Collina is busy with World Cup preparations since he is head of FIFA's committee so there is a chance Dallas is boss in Europe now. This would explain why there is no Rocchi, Dallas observed him, saw something he didn't like and no more matches for Rocchi. Moreover, Collum got important matches in CL and EL both.

      Furthermore this would give added weight to voice of Marc Batta, and looking at Turpin this KO stage (IMO he fully deserves what he's got, but one could have evaluated him with 7,4≥ in Rome).

Even if Rocchi gets Atletico Madrid v Arsenal EL SF, it is more than clear that his performance in Real v PSG was assessed as not good as otherwise he would've definitely got another CL game ahead of Orsato, Makkelie, Oliver and so on... It's more than clear now that his R16 performance was rather not liked by Dallas!!

  6. No changes. Only one appointed for 6.5. is Praprotnik in 2nd slovenian league. Other team members are free.
    So I think that Skomina could get Atlético Vs Arsenal and final CL. :)

    1. Personally I would not appoint a CL final referee for any semi-final before and particularly not in a potentially heated game like Atletico Madrid v Arsenal... I would like Skomina to be kept safe and protected for the night at Kyiv :)

      Surprised about 22% at the moment for "Another referee".

      About the incident, it looks like a clear deliberate handball, but given the quality of the video and the missing replays, I can't be 100% sure the touch occurred by that raised arms. However, in case, of course clear penalty.

  10. Bartosz Frankowski has been removed from Polish Cup final. He was appointed yesterday but after the performance in Lech Poznań - Górnik Zabrze president of Polish FA Zbigniew Boniek caterogically asked for a change. Piotr Lasyk, a non-FIFA referee, will handle the final on Wednesday.

    2. This should never happen if you ask me. This can't happen. A referee must be appointed for a game only if committee / managers are sure of the decision. You can't change idea based on another game. You must appoint a referee who is in your opinion ready for the game in any case, otherwise, to avoid that, you can appoint a referee who has not further games before the date. But that's for sure a poor management and it gives a more than bad signal.

      It's common knowledge that he controls everything in the Polish FA. And referees are under his supervision, although he doesn't have a basic knowledge in that matter.

      However, let me say, that Frankowski's performance was really poor and aroused media and fans attention. He was saving Lech Poznań players at all cost and it was really frightening... I posted videos yesterday.

    5. As it was only a question "outside / inside", the decision was taken directly by VAR with their images and videos.
      Given that it was a genuine attempt to play the ball, in a DOGSO scenario, penalty + YC was naturally changed in free kick + RC without any need by Mazzoleni to rewatch.

    6. But wouldn’t he need to rewatch the incident for himself if they were reviewing the type of card the player should receive? i.e penalty + YC/RC for DOGSO which is what I thought had happened.

      Good performance by Aydinus in my opinion. I can see why UEFA heavily pushed him in 2012/13, but that penalty in Kazan...
      He has a very particular style, but a hugely natural and strong personality on the pitch. However he still seemed to use his assistants as if they were "linesman", I suppose he is quite an "old school" referee, at least that was self-evident today.
      It wasn't so hot as Fenerbahce-Besiktas with Palabiyik eg, but a convincing performance in a challenging match by Aydinus.

Very nice to see his gestures in the video, when explaining his decisions, for sure an "old school" referee, as you described him... and yes, that penalty in Kazak was the end of his dream of FIFA referee at high level. If I'm not wrong, he also failed very often the physical tests. A pity, for sure after Cakir he is nr. 2 in Turkey for experience.

    Deliberate handling? According to guidelines, it's undeliberate, isn't it? Most likely the referee has been impacted by the fact that the hand blocked a really good pass and promising attack.

    1. 1) In my opinion more SFP than reckless challenge. I would have issued RC.

      2) Looks like a quite soft penalty call but surely supportable (opponent exaggerated the effect of the contact but surely a foul existed)

      3) In my opinion not a deliberate handball, but this argument is more than controversial, I should tell you what happened today in serie A... it will be impossible to find consistency about handballs.

    2. 1) Clear SFP, clearly endangering the safety of the opponent. Red card for me.

      2) Looks soft indeed, but he must not use his arms in that way. Correct VAR intervention and correct penalty for me.

      3) For me not a deliberate handball, it's actually a normal position for the arm while making a tackle. As Chefren stated, impossible to find consistency regarding handballs.

    3. 1) For me rather no SFP. Yes, the safety is endangered, but that is mainly the opponent's own fault. The white player is in possession of the ball, plays it, while it is completely free and suddenly the yellow/red player throws himself into his path. I find it difficult to blame the white player here, although I understand how you come to the conclusion SFP.
      2) Not sure, whether VAR would have intervened in Germany... - but it is OK/correct to do it
      3) I agree, that it is not clear - both decisions could be supported

  14. I do not think it's fair to have Çakır handling again a return-leg with Real. This is only matter to not get any suspicious on this match. By the way, Çakır regulary ref Real Madrid during a second-leg. The UEFA appointment is very very strange. I do not speak about his performance as referee.

      As it was already reported on this blog, Cakir has only CL and Club World Cup finals, given his impressive palmares, adding another final would be a deserved step... so far I described him as "the man of semifinals". He has by far more semifinals than finals in his career ;)

I know this shouldn't be an argument but I expect UEFA to appoint a referee from a bigger nation for one of the two finals - maybe someone like Orsato in the Europa League ...

    4. Cakir should whistle every game in european competitions according to some opinions...

      Cakir is born in 1976. He still have 3,5 years of activity (maybe even 4,5 if he will go in Qatar 2022, which is not out of question).

      There are 25 Elite referees in Europe. But, after 8 years as chief of european refereeing, Collina has only 5-6 referees who are capable to whistle any game. The rest of them are Elite only on paper.

      EL final should be given to Mazic or Rocchi, both 45 years old.

It's logical that the quality of national competitions is lower in smaller countries and that the odds for a referee from such countries becoming a top international referee are generally lower than in "big football nations". But it is a general rule which has quite a few positive exceptions, including Mazic and Skomina. I agree with your view about lower categories and I think we agree that mentioning "Balkans" has nothing to do with this topic.

    14. @Sale: I didn't mean that referees from Serbia, Slovenia or "the Balkans" in common are "too meaningless" to get a final appointment, I just had the idea that UEFA could try to consider one referee from a "smaller" country and one from a "bigger" one as happened last year with Brych in the Champions League (as well as several years before).

      Given that Mazic and Skomina are the top favourites for the Champions League this year but the Serbian reached the (former) age-limit of 45 last month whereas the latter has some more time and handled the Europa League final only last year, I had the feeling that Mazic could get the Champions League final and Skomina retained (this year).

      I would be glad to see them both in this year's finals but I have the feeling that UEFA could appoint a referee from Italy for the Europa League final and keep Skomina for an upcoming Champions League final. Today's announcement for a Champions League semifinal seems to back my thoughts ...

    2. I just don't think so. As it is written on Slovenian FA's web this is Skomina's seventh semi-finals in UEFA's club competitions, fourth in Champions League. Mažić has three or four EL semi-finals and not a single match in CL knock-out faze this season.

    3. To be honest, given the very high fees that UEFA Elite referees get by officiating games at high level, I wouldn't see this big difference with China. But maybe I'm too naive there, and I'm not in the condition to "ask for more"... :)

  28. Interesting: Cakir is wearing a ring. As amateur referees, we are always told to be role models and are forbidden to wear wedding rings and other jewelry, even if our risk of injuring ourselfs because of jewelry is close to none.

    I'm strongly leaning towards that being a Have Ball and thus a penalty in favor of Bayern. Marcelo's arm is quite open and away from his body. Here definitely enlarging his body surface. 3 sets of eyes on that play. And not one saw it as punishable. I think they missed that one. Unfortunately it's yet another call that goes in Real's favor.

    7. You're right. Players should still wear heavy cloth uniforms and thick brown leather boots. And they should still be kicking those old brown balls that absorbed water and became waterlogged. And of course referees should still be trotting around in black sport coats and wearing caps.   49. For me another penalty missed by Cakir at 51’. Ramos tries to hit the ball but Lewandowski anticipates him.

    2. The awkward thing here is that the refs conceded a Corner kick. Another case where VAR could’ve intervened.

    4. In my opinion, a correct decision by Cakir. It was not the contact that made Lewandowski fall to the ground. No penalty is fine.

    7. Ramos missed the ball and fell on Lewa (litterally laid down on him). No intention, but clear foul.
      I don't know who is killing Bayern more: they themselves by incredible mistakes or the referees, also by incredible mistakes at this level!

    8. @Mikael That push is a clear foul like Benatia's one was in Madrid... I backed Oliver with that call and on consistency grounds my view is that it is a penalty!!

    2. Over officious attitude is not necessary... Cakir has a proper standing of player emotions... Unless it's absolutely blatantly out of order it's fair enough to ignore!!

    3. Common sense drives us to finish the games 11vs11 that makes the game beautiful. Being lenient with some of the dissent decisions is more than fine. Great insight Soham.

    4. @Luc Absolutely... The game is a lot more than solely the LOTG... There is always the Law 18 - Common sense... Those who master it are the most successful referees!!

    5. Going out of your way to keep 22 players on the pitch actually goes against the spirit of the game. The Law's of the Game being part of that spirit provides guidelines to ensure that matches are played in a safe and happ manner. If not then, what's the need of having Law's?

    6. Agreed, but what about the local referee that correctly issues YC for dissent, and get the response "but in Champions League...".
      I understand Kuipers' approach of totally ignoring it for it worked on the night, but not every referee in the world enters the pitch with such a charisma to do that...

  51. I am an old Bayern-Supporter. But to be honest - for me a clear handball inside the box Cakir could not sea but his AAR must have noticed that. But no clear PK-situation so far IMO.

  53. I’d like to highlight the behaviour by Bayern players. After last year, after the penalty missed in the first leg, today other two penalties missed and they never complained. Some other players should learn from their attitude

    1. Really nice point... But last year they weren't so considerate to Viktor Kassai... He was severely insulted with lots of harsh words... Hopefully they don't react like that after today!!
