      3 big mistakes at the opening match between Polond and Colombia

      1-They missed clear penalty for handball.(Open arm,getting body bigger).Shot on goal also yellow card.minute 37

      2-They did another mistake during the corner kick.He stopped (whistled) game after the ball is in play during the corner kick.They warned the players and the game restart with corner kick again.But it must be penalty kick.Because there was holding when the ball was in play.Referee whistled when the ball is play after the holding occured.Minute 44

      3-They missed crystal red card for serious faul play.Referee gave yellow card but there was a clear contact with studs/strecth leg to opponnent leg.The ball was on the ground,no intention.Minute 47

      All 3 situations there must be VAR intervention but I am very suprise that zero intervention.My humble opinion is that All of them were clear and obvious mistake.Marco Guida (VAR) will be in Baku as AVAR for the Europe Leauge Final next week.But after this performance somebody must re-consider him to appointed for the final

      2- ok, the intervention was too late but never a penalty
      3- COL8 tried to kick the ball that was kicked by an opponent in the last moment. The kick movement was already in process and you can see that in the moment of contact Colombian player bends the leg. Never a SFP.

    2. I wouldn't consider that SFP. While the tackle does come from behind, the point of contact is on the foot with the shin, and there's no serious scissoring action.

      On the DOGSO front though, there's absolutely 0 doubt that this is DOGSO. Distance, Direction, Likelihood of control, and Defenders all have their boxes ticked.

      1) Complex situation: The moment of the foul is important - not the moment of the whistle. Therefore it is very close, whether the foul happened before or after the corner kick.
      But no clear foul anyway, I think: For #9 it is mutual holding and pushing. And #15 is pulled, but his fall seems rather unrelated.
      2) The point of contact is not the only condition. The ball is played first, then the foul is the rest of the movement and the intensity of the contact is not very high, therefore no big danger of an injury.
      3) Not completely clear from the pictures but the defender seems to turn away and not increase his body surface.

      I've watched this a bunch of times and two things come to mind here (which is why I didn't really mention it in the observation writeup):

      1) Ramírez called this handball immediately. There was no thought otherwise. It was clearly him, no teamwork issues at all.
      2) Watching the video, the first two angles, look like it catches the arm. The third isn't 100% positive, but it may catch the underarm or sleeve. This isn't clear and obvious.

      The foot to foot contact? Yes that's clear, but the potential HB happens first, and if VAR has to spend 30s+ looking at something to see if this is NOT HB, then it's not clear and obvious, and thus, shouldn't be sent down.

    80': I think if Bascuñan recommends an OFR in such a situation, IMO a red card should follow, given the intensity of the contact, which could result in an injury (endangering the safety of the opponent).

    88': I think that given the images and replays that we have, that there is a contact by NZL4 on HON16 (careless foul) and given the images that we have, we must trust the referee's perception here. Therefore no VAR intervention was correct. Also good to see that Herrera waited until the ball went into the goal, before whistling the foul.

    Not much to report from that game, apart from the VAR situation, I would say an expected level performance by Herrera in an easy game.

In case of deliberate act, this should have been RC, of course, regardless of the intensity. If not deliberate, then YC not a clear mistake, but surely player should have avoided that.

    1. Thanks. About the RCs after OFR, in my opinion always the most interesting situations, Rapallini had no big faults there. It was very difficult to spot this SFP live. Kruzliak was very far away from the incident as well but AR1 should have helped him, but it is clear from replay that AR1 was looking only at ball and he missed the foul reporting just a goal kick. Cooperation was not efficient because this was something unexpected. This is therefore VAR stuff. The kick against opponent without any intention on the ball is clear, here the intensity is not important.

    1. 1- I think, it is understandable that the VAR and the OFR took so much time, because it is very difficult to verify, whether the defender played the ball or not. In some perspectives it looked like a clear "yes", in others like a clear "no". The VAR team did a good job in selecting and showing the relevant views to the referee, so that he could make his own decision based on that. After the OFR, both decisions can be supported, I think.
      But I share your doubts, whether the OFR should have been done at all, because it is not a clear and obvious foul. Maybe the VAR was convinced, that the ball was not played.

    1. That's a terrible decision that IFAB in this case. The referee has always been viewed as "part of the field" when struck by the ball.

      Getting struck by a ball is already in itself an awkward moment for a referee. Having to stop the game to conduct a drop makes the referee look worse.

      I've been using these new laws for this summer and I like that change. Note that you don't have to stop for a drop ball, only if the opposite team gains control of the ball if the ball hits you. If the ball bounces to the same team, you just play on.

      If/when the ball hits you, you no longer have to hope for the ball to bounce to the "correct" team.

  42. Definitely not impressed so far by Martínez Sorto in Qatar - Ukraine, a few ago (minute 40') missed a clear YC borderline to RC. No VAR intervention is OK but the challenge very, very reckless.
    He booked a player earlier for protest as first YC of the game and only one so far.
    Also, a few minutes ago (26') a possible violent conduct with ball away, VAR didn't intervene, situation it the classic borderline elbow toward the opponent, intensity not clear based on replays.

    Min. 52'. N3 of NOR fouls on an opponent right outside his penalty area. The referee runs to the spot and takes out his YC to caution the player. Suddenly a player from NZL plays the ball and executes the foul. An attacker receives it and has a shot on goal. The referee allows play (while holding the YC) and after the ball goes out for a throw-in, he cautions NOR N3.

      This means that referee has to issue the card once whistled the foul, because after that, at the next stoppage he is not allowed.

    1. I quote myself from June 3rd, 2018 (after a decisive PK call in last Matchday of 2nd Division) with some changes.

      "He was considered one of the great prospects of Spanish refereeing and attended the CORE in 2014, the same year in which he was promoted to LaLiga (as well as Alberola Rojas this year). His first season was quite good, but the 2nd one not at all, in fact he occupied the last "survival" spot (18th place on the official lists). Maybe with another good season he'd have received the FIFA badge left by Velasco Carballo in 2017, given to Sánchez Martínez. But, definitely, his 3rd season on the Spanish elite was terrible and truly disappointing, with many notable mistakes in lots of games -specially in Villarreal-Málaga (https://www.youtube.com/watch?v=BJXUUXzan1Q) and was deservedly relegated along with Ocón Arráiz.

      Now, this season (2018 and 2019) has been quite good, I don't remember any bad performance in particular, he's usually considered for hot/decisive games.

      I think he's got some chances to re-promote (he's still quite young, 33) this season or in the near future, but maybe after this, his chances to make an international career are already over"

    1. Don't get it twisted. It's not a CONCACAF thing. It's an MLS "PRO" thing. Watch any MLS match and this is the type of officitaing that you'll see each and every time. Too much "calm down, calm down" blah blah blah by the referee's. Who are overly permissive and allow games to be played in a manner that resembles rugby and not football. They seem to purposely try to do anything and everything to keep the cards in their pockets. One would think by wtahcing "PRO" referee's, that they're getting docked points for every card they show.

    3. I disagree but I respect your opinion nameless person. I watch Ramos and Guerrero every weekend in Liga MX and they don't fit the description that Maxi described above. Now, if in International events this style is forced upon them. What are they to do? I've long that the FIFA Ref Comm should allow referee's to officiate in the manner that each referee is used to. Put and end to this ridiculous habit of forcing directives upon the referee's. The Ref Comm should work harder and assign based on teams styles and the style of referee's. Stop trying to make referee's robotic and similar.

  51. I think I've mentioned before that Elfath is a very fit referee with a very smart "footballing" mind, but he lacks a mastery of the LOTG. Take a look at 56' and you'll see a great example of this. Elfath makes small but important technical mistakes once every 5 matches or so.

Very awkward situation, and if you say that he’s got those frequently, then should he really be considered as a potential WC referee? My feeling also is that he’s quite passive today, I don’t feel his presence in this game, but maybe that’s me only.

And I honestly believe that you'd like nothing more than to see him fail. But Villarreal is lacking in many ways when directly compared with Elfath. CONCACAF seems to agree with me based on assignments. The numbers don't lie. Much like how Mexican referee's have achieved more on the international level than any other CONCACAF country.

I think that when the technology is in doubt, VAR should back the original decision by referee. You can also have closer replays but it is still impossible to understand...

Which had been physically able to be closer to play. He would have been able to spot it himself without VAR having to bail him out.

CAF do come down hard on referees with poor performances even if it's one of your best referee. CAF makes it known thier referred must be accountable something most confederations do not have.

    1. I personally like this approach by CAF. The confederation may have multiple shortcomings as do other confederations. But I am highly appreciative of the fact that they do impose consequences on poor performances. It's an excellent way to incentive their referee's to be and do their best.

      You motivate them by promoting excellent performance, and offering them a dragnet if something goes wrong in their games (suggesting that it's always the referee's conscious fault is of course sheriffian non-sense).

    So no Grisha in U20 World Cup as VAR. Maybe also Gassama was suspended? Tessema Weyesa has been appointed as AVAR for a game...
    Of course good thing that CAF doesn't look at the name of the referee and if they see a poor performance, they admit that. But the decisions are definitely the worst ones. 6 months, also with a public announcement, is unacceptable. They have no misure, this doesn't help referees, however for sure the fact tat Elite referees must be treated like other ones is something I like and sometimes UEFA doesn't apply that (one must be honest).
    The good thing is to find a compromise: poor performance in a very important game, then maybe no further appointment in the following stages, but nothing more than that.
    I think the principle can't be critiziced, but surely the management is very bad.

    One can argue there should have been another penalty for handball in the 32nd minute but Pol van Boekel chose to not intervene. The hand was close to body but the ball was expected and the Italian player had enough time to avoid this contact:

    Disciplinary control. I believe the first caution was way too harsh (another result of 'overfocused' approach?) but taking into account that there were three similar charges at the beginning, Ghorbal could have had enough of that an tried to stop that by issuing a YC. Another interesting incident was dissent by ITA03 after which the referee issued a verbal warning but it didn't reach the target as the Italian player clearly ignored that.

    An interesting incident occured in the 92nd minute. Ghorbal interfered with play by impeding the progress of Japanese player (clear foul :D). He awarded a dropped ball but the new law states that only 'if the BALL touches the referee' that should be a case. Surely commonsensical decision taking into account the new law but not in line with that at the same time (but maybe in line with guidelines? who knows)

    Not an exciting game to watch, both teams were satisfied with a draw and there weren't many goal scoring opportunities. Raphael Claus, as in his first game, chose to stay in the background as much as possible, but it was 'too much' for my taste. Similarly to the Mexico v Italy game he refereed, prevention was missing. Would be nice to see some verbal warnings instead of just whistling a foul and running forward.

    Let's start with the key match incidents though. Unfortunately, the broadcaster didn't show replies of most of them, hence our work has been made more difficult.

    06' - Dangerous tackle at the first look and setting the video speed at 1/4 helps in detecting a reckless trailing leg tackle. The referee was well positioned and decided for play-on. Wilton Sampaio didn't change his mind. Crucial mistake(?).

    45+1' - Polish defender impedes the progress of Senegalese attacking player but makes it legally as he is turning back while changing direction of movement. Nothing unfair, correct play-on call.

    72' - A tricky handball penalty incident. Ball is expected and Senegalese player has enough time to avoid contact but on the other hand he is fighting for the ball with Polish player, misses it and the ball surprisingly hits him in the hand. An understandable play-on call for my taste.

    I would like to highlight two incidents with regard to disciplinary control. In the 45th minute, Senegalese #17 committs a careless-reckless kick by follow-through after playing the ball. Claus does nothing - no whistle, no advantage gesture (there wasn't any advantage), simply no reaction. The ball is in play for further two minutes and at the next stoppage SEN #17 is cautioned for that foul. Really strange management.

    1. He's a pretty good referee. And I am happy to see that the FIFA Ref Comm is finally giving him a chance on the international stage. In previous tournaments for which he was selected. He never received an assignment as a main referee. I am happy for OFC and this shows that New Zealand isn't the only nation with a top level referee.

    3. My impression was: He was a heartbeat away from whistling the pk (one replay showed that rather clearly), but noticed AR1 having the flag up. Therefore offside. The OFR looked like it was for potential RC (DOGSO). It was a bit more messy (very very close offside/onside) than it could have been, but at least a good decision at the end.

    4. Yeah I noticed that also. TBH, during live play. I immediately thought "offside"! Then I figured, okay VAR will intervene and inform the ref trio that there was an offside prior to the foul which led to the PK decision. I'm still not convinced that the player was onside on the through pass though. But VAR decided that he was in a good position and Zitouni then correctly decided PK after the OFR.

    Again FIFA appointed Muhammad Taqi bin Jahari for a game involving an average-good team (Senegal, Norway) and, with all respect, outsiders (Tahiti, Honduras). The first game went well in overall for the Singaporean who had little to do. The Norway v Honduras game was completely different...

    Although the Norwegians who had to win with a big goal difference in order to keep the minimal chance for advance, scored twelve(!) goals, that was a very difficult game for bin Jahari. One can count even thirteen key match incidents he had to assess. Madness!

    Let's start from goal-related incidents:

    07' - A very good onside call from AR2 before the 1-0 goal

One could argue if that's a clear and obvious mistake to let it go and allow the goal but I can see the reasons for inviting the referee to rewatch the incident.     30' - Let me say that such tackles should be deemed as reckless. It's a flying trailing leg tackle (made with leg further from an opponent), the knee of bent HON 15's leg leads to risk to NOR 20's right leg. Arguments against penalty? It's a last-resort tackle that is always treated differently by referees (it's arguable if rightly or not), both players are not in possession of the ball.

    33' - Penalty awarded against Honduras. Clear foul by HON goalkeeper. Good evaluation of foul being careless SPA in attempt to play the ball (= no card).

    80' - A very tricky penalty incident. It's an example of risky running behind an opponent who controls the ball. Clearly careless behaviour and any contact should result in a free kick (here a penalty kick). There is a contact, so penalty is correct. Another question is about disciplinary sanction. Such running behind an opponent is not an 'attempt to play the ball', so at least a YC for SPA should be issued. There is another Honduran defender who could be assessed as denying DOGSO scenario in this scene. All in all, a card should have been issued before bin Jahari has been invited for an on-field review with regard to handball of Norwegian's attacker who helped himself in controlling the ball before being fouled. That was a great spot by VAR what led to penalty being cancelled. Chapeau bas!

    1. Disciplinary control is another chapter of this performance. Seven yellow cards (one of them was second to HON 04) and direct red card for brutal studs tackle. All of them fully deserved. Hondurans were very frustrated. Let's highlight some incidents:

      23' - Rather reckless stamp taking into account that the Norwegian put his leg there in the last moment. I can't see any additional force given by Honduran player.

      40' - Risky behaviour of HON 06. Potential violent conduct (strike in the neck/back). IMO not enough for a RC. The strong warning given by bin Jahari was world class. Most likely even better choice than a possible YC.

      45' - HON 04 interested only in hurting an opponent. Another borderline incident and again not missed by the referee who issued a YC after playing a nice advantage.

      54' - Correct second YC to HON 04 after an on-field review. OK, bin Jahari missed that reckless use of arm but in my opinion the VAR protocol has been broken by inviting the referee to the monitor for a possible second YC incident. Would have the VAR intervened if the YC was shown...? But OK, it seems FIFA prefer more frequent on-field reviews, especially if the incident had been completely missed by the referee.

      It's difficult to make an overall assessment after so eventful game, but I would like to say I see a big potential in Muhammad Taqi bin Jahari and FIFA should focus on him with regard to future tournaments. Unlike many referees from AFC, CONCACAF and CONMEBOL, he is very focused, proactive, able to jump in with a strong warning when necessary, doesn't ignore clear misconducts, is keen to review the incident if VAR questions the call, etc. Basing on previous performances, I can't imagine how the NOR-HON game would have looked like if Claus, Guerrero or Martínez were in charge.

    3. No, this is wrong. It was a play on the ball. Everyone knows this was DOGSO-yellow. You cannot review a missed DOGSO-yellow.

      The OFR was because technically the penalty was never called in the first place. Offside was the decision. So when the VAR told Zitouni that the offside was clearly wrong, he CANNOT then award a penalty without conducting an OFR because he never technically awarded a penalty. This has happened in MLS recently. The protocols are pretty clear on this point. They are badly written, but clear.

      So Zitouni had to go look at the monitor to call the penalty that he had already seen (but not called). Bad procedure, but it's the way it has to be done right now. He also used the OFR to confirm the yellow card, but he can't conduct the OFR JUST to get the yellow card correct.

      => "dangerous" positioning: too close, leading to nearly interfere with play;
      => weak disciplinary control (3 potential YC + 2 potential RC:SFP not given);
      => weak disciplinary control brings in more (unneeded) aggressiveness in the duels between players.

      Much much room for improvement for the second half in a for now rather calm match.

    2. Same problems persisted in the second half for Hector Sorto. Detailed report to follow in the next days, but what can be said already now is that this was a performance below expected level and that this should have been the last match for the Honduran crew at this U20 World Cup.
