  1. Great match for Stieler, he is ready for Elite! After Brych (Ajax-Liverpool) again a German referee for this match. Sidiropoulos with Levnikov, is his Elite position in danger?

    Kuipers with a fourth official from Belgium and an unusual AVAR, Makkelie with Kruzliak; are they replacements? Both dutch referees are used to often nowadays..

  3. The first thing we can say after having read this set of appointments is that there are only a few Elite referees 100% trusted by committee. We never saw in past group stages so many appointments for the same referees. Among them, Hategan has definitely set a new record with 5 assignments out of 5 matchdays. I think he wont appear on MD6 but this is already something excellent for him.
    I was curious about Inter's group, indeed committee considers both games very important with Makkelie and Hategan. The Italian team has the last chance, they are forced to win.
    Classic appointment for Sidiropoulos, while Stieler and maybe also Palabıyık are ready for Elite category.
    A info about Maresca: he had been appointed as VAR in serie A for a game to be played tomorrow, Monday 30 November. Then, yesterday he has been replaced by Pairetto. So for sure he was called to replaced somebody inside the Spanish team in Marseille.
    Particular also to see Kruzliak with Makkelie and Visser with Kuipers, but in this case I'm not 100% sure that both are replacements, at least in case of Kruzliak maybe it is possible that committee wants to see them in this role to gain more experience.
    One could say regarding Kruzliak Slovakia is not so far away from Germany, while Visser is from Belgium, close to Netherlands.
    In addition to that, I think Gozubuyuk is maybe appointed in EL on Thursday and so he was not available.

  4. First of all the biggest surprise for me is Stieler in Liverpool-Ajax - match where I expected experienced top elite referee goes to Stieler. I think he convinced committee and he is definitely new elite, this is confirmation.
    Kuipers, Makkelie and Hategan again.... Maybe covid is the reason, travel restrictions, etc... But I am sure this would not happened in "normal season".
    I expected cat1 in Atalanta-Midjylland but on the other hand it looks like Sidiropoulos is considered as cat1 in Rosetti's eyes despite his official elite status. But there is now question why is Levnikov there - either to see is is material for EURO or should he be demoted...

  5. I would emphasize Palabiyk's appointment. While the match is not the most sonorous, it is quite important for the group result, especially if Bayern wins in Madrid - so I expect a challening match. A bit surprising that they didn't take the chance and appointed Cakir in the other group A match. Now Turpin with Atletico again the first time after his "dispute" with Simeone in EL SF 2018.
    Bigger names than necessary in the nearly decided group C, I think. There would have been other matches, where Kuipers was possible - but maybe he is just used again next week. And Gil Manzano doesn't really progress in terms of appointments.

    1. Regarding women - it is obvious that only female referees who are regularly officiating first league (male) in their country are geting matches. Therefore Frappart and Monzul really are the only choice. Frappart even have male assistants since Manuela Nicolosi is AR in Second league. If I am not wrong Adamkova is also officiating First league but it is a question how regularly...

    2. To add onto Referee 12’s point, it is difficult to compare the likes of Frappart and Monzul to their male counterparts, because they have taken such very different paths to get there. You could argue, for example, that Frappart doesn’t have as much experience in the international men’s game as someone else, so why is she getting bigger assignments; but none of the male referees she is competing against have ever refereed at a tournament as big as Women’s World Cup. Frappart and Monzul bring a wealth of experience from different areas than their male counterparts do, which, at least as Rossetti must see it, makes up for some of their lack of experience in the men’s game.

    3. Anyway, it would be good for transparency, if the female referees, which are used in men's games, were added to the male categories.
      E.g., one could say, women can get promoted from Women Elite to Men Second and then be handled like anybody, who enters Second group - with the chance to be promoted to higher categories after good performances.

    4. I can add info about Adámková - yes, she is refereeing in the first Czech male league, but it is also true that she still gets more matches in the second league than in the first one. Good news for her is though that she is being appointed as a centre referee in one of the two highest male leagues almost every matchday and does not end up being "only" VAR or 4th official.

    6. @Marrkoo: I feel for you and Hungary. I admired Palotai, Puhl and Kassai, but, unfortunately, there was no development after them. For example, Vad is still on the FIFA List 8 years after the important goal not seen at Euro 2012, which was not and will not be forgotten by UEFA. A wise national FA would have replaced him with a talented upcoming referee rather than keeping that spot blocked for someone who will not get a second chance from UEFA. This is just one example of how a small national FA (compared to the Big 5) can help themselves.

I m not sure but Makkelie is a fifth match in This season CL the same Hategan, I think they are very good and solid referees but ELITE referee we have a lot how many games has had in CL in This season Orsato or Marciniak( in last season they had many matches), IMO it is unfairly, For Turpin, big game after his poor performance, Good luck :)

    1. Makkelie fourth appointment, he was not appointed on MD1 and we know that Salzburg - Bayern was a replacement of Kulbakov.
      Hategan is about to set this record with 5 games and maybe the 6th on next week.

  9. A rather predictable but good set of appointments.

    Hategan writes history with his 5th (!) CL appointment. I know that we are living in weird times but still a remarkable achievement by the Romanian. He definitely has committee's full trust and maybe this year he will get something big.

    I wasn't expecting Turpin on such a match after his performance on ITA-POL but with Bayern through, it's a normal appointment.
    Palabiyik, on the other hand, seems ready for the Elite to replace Cakir.
    Good appointments for Manzano (a battle of EL) and Kuipers.

    Finally the big one of Group D goes deservedly to Stieler. The German has surely impressed Rosetti and is the No1 candidate for a promotion.

    Sidiropoulos: He started with great potential. But after 5 years he seems like a 1st Group referee. Surely the situation in Greece isn't helping but IMO, this is the result of Pereira's work.

    3. @Edward: why Palabiyik to replace Cakir (who will continue for at least another year) and not join him on the Elite category? He has been monitored by UEFA for many years.

    4. Palabıyık will be promoted to Elite, question is this winter or next summer? I think Çakır can officiate till end of 2023. Kuipers is 1973 born and still officiating, so Çakır is 76 born and he can do the same.

    5. About the German refs... And Euro... I think Brych will say goodbye to big tournaments there, and if they choose a 2nd German team, then Stieler seems to be slightly ahead of Siebert, but clearly ahead of Aytekin (seriously injured) and Zwayer (several desastrous games) So Siebert and Stieler could even be the first candidates for WC 2 years later... Whoever might be the winner then.

    2. Since Blom is appointed as VAR it obvious that his non-intervention was assesed as correct. Don't forget that VARs were 'punished' when they did mistakes (Kamphuis was regularly appointed as VAR even before he become FIFA referee but after mistake in City-Porto only AVAR appointments. Similar with Kalkavan after Barcelona-Napoli). I think that both Makkelie's and Blom's appointments are clear sign that Committee is ok with that penalty.

    3. Just means that Makkelie joins that small group of officials that are virtually untouchable, ie Marciniak, Taylor, Turpin, Orsato etc unless your difficult match happens to involve Slovenia as Cakir found out to his misfortune

  12. The replacement by Fabio Maresca in Marseille could indicate that originally de Burgos Bengoechea was appointed as fourth official while maybe Alejandro Hernández Hernández as VAR?

    1. Possible. It is the first VAR appointment in CL for de Burgos, if I am not wrong. Which is a bit surprising after his participation in the U17WC and U21EURO in that role.
      We'll see, whether there will be many other Spanish referees appointed this week. At least Mateu can be expected after no game last week - maybe in Dortmund.

  13. Lawrence Visser is a young talented belgian referee and a next elite ref after... Frank De Bleeckere and Paul Allaerts. He is an "UEFA elite development program" and needs experienced mentor like Bjorn Kuipers (same langage : dutch).

    1. I fully agree. Visser is the youngest referee promoted recently to Cat. 1 (born December 1989). He is very promising and I hope Mr Rosetti is already informed by Frank De Bleeckere and Bertrand Layec.

  14. @Ugur B: you are right,I think age limit is abolished in Turkey so he could officate even longer.
    But realistically I think that Cüneyt will stop his career after EURO 2021 (when this tournament can be played due to Corona).After this tournament I am pretty sure he and his full team so Bahattin and Tarık will retire.

    For me it is a shame that such an outstanding career was abruptly ended due to one game (Slovenia - Austria).This mobbing by Čeferin is a scandale:only give Cüneyt low games and no real matches for his level.His season in UEFA so far is very good:2 solid matches in UCL,1 UCL Qualification and 2 NL.
    Although Cüneyt was really good in these games he was not rewarded at this moment.

    1. IMO VAR should back both cards, but I prefer a RC here.
      The blue player deliberately kicks the opponent's legs while the ball is meteres away.
      His intention seems to be hitting the red player in order to stop him with the opportunity to hurt him.
      One can also argue that he does not hit him with his studs etc.

    2. Clear Red Card as player is aware he can't reach the ball and does that just to stop opponent. Yellow card a mistake for me.
      The doubt is just about violent conduct or serious foul play, but not about the color of the card. We can say violent conduct because there isn't any interest in the ball.

    3. OK, my first thought also is Red Card and I certainly don't see it as a mistake.
      However looking into the LotG, I struggle a bit with the reason.
      Deliberate foul play is not something specified in the Laws and therefore not a reason for a RC. Intentionally stopping a promising attack (on its own) is a YC - nothing more.
      I also don't think it's VC, because I believe he is somehow interested in the ball - I mean, after the foul he would certainly get possession. VC is more for situation completely unrelated to the game, mostly done out of frustration and not for tactical purposes.
      And then SFP:
      Is he endangering the safety of the opponent? Not really. At least not more as with a body check (or even fair contact) at full speed - and that's not always Red.
      Is it excessive force? I would say, it is just the amount of force needed to bring the opponent down. Nothing unneccessary violent or rude in it. (Also another argunment against VC).

      BTW, Sascha Stegemann gave the RC yesterday (confirmed by VAR). But there are discussion about it, with good arguments on both sides. Therefore I was interested in the "international opinion".

    5. I can't see a RC here. He puts in the force required to trip the attacker, not excessive. And it's definitely not violent conduct IMO.

    6. Chefren, what is the difference if the defender holds back the attacker very unfairly and almost rips his shirt? He is also aware that he can't reach the ball and does it just to stop the opponent. I'm pretty sure the tackle itself is reckless, not endangering safety. Lots of people want that sort of tackle out of the game, but reckless and SPA together is not YC+YC = RC. Just my oppinion, I'm curious if you can change my mind.

    7. The player got a three-match-ban for Violent Conduct. So apparently, my interpretation of VC is wrong...
      I always thought, they were only off-the-ball incidents, which were unrelated to the game itself. But apparently it is enough to not be able to play the ball.

    8. @David I see that kick as violent conduct because when you are aware that you can't reach ball, a simple kick to opponent can be considered enough for assessing it as violent conduct (target on the opponent and not on the ball). In the same context, you can escape from a RC if you "just" hold or pull the opponent by shirt, this will lead to YC because unsporting behavior. So I think RC in such situations must be encouraged to be shown because it is never a fact of reaching ball and if you want to stop opponent, you can hold / charge him (but not kick).

    9. If you do not mind, may I respectfully ask where in the LOTG or teaching materials it is written that "a simple kick can be assessed as violent conduct if the player cannot reach the ball"? Traditionally, VC and SFP required using excessive force or brutality. Has that changed in the written LOTG?

    10. @Philipp by the LotG it's only a YC. But as we know, our rule book is not a really reliable source to decide :D
      I think in this case common sense says that this is a RC.
      There are other cases, in which we need to read the rules different than it's clearly written. Why not here?

      Maybe a sentence like "Deliberately kicking the opponent, when the ball is not in a playable distance, is Violent Conduct" could help.

  16. Watching Man in the Middle episode 3, I can understand that UEFA had planned a different work but you can see that there are some points showing us that they had to stop it due to COVID: interviews of referees from their home via web, last games at stadiums before the global stop.
    Well, at least they managed to produce a very remarkable footage before last March, luckily this was a very good thing.

  21. Correct penalty by Palabıyık, this was very clear in my opinion, pushing with both arms from behind, the intensity was evident.
    After the penalty was scored, a mass confrontation started because all players wanted the ball. Three yellow card issued in a short time. In terms of prevention I think he could have done something more.

  22. Shakhtar received 10 goals in two matches from Monchengladbach and today they won against Real Madrid. That is why I love football - everything is possible.   25. The last 10 minutes in Mönchengladbach will be absolutely hot with an open game. So far a good performance by Makkelie, three situations to be reported: 44' play on following a penalty appeal by Borussia, I agree, not enough for a penalty, player was only touched with hand from behind but there wasn't contact between legs, no foul before 1-2 by Borussia is consistent decision with the rest of foul detection, then very good ONSIDE by AR1 for 2-3. It is now very crucial as Inter must only win and a goal would make a big difference in the group.
    Right now (79') a correct YC for reckless tackle.

Ovidiu Hategan had a quite successful match, but he did not avoid a mistake in assessing the situation from 41 'in which Varan attacked with his straightened leg with quite a large force at the level of Shakhtar's player ankle. Replays show that in this situation Hategan should have showed RC for Varan. In the whole game, we can only fault this one situation for Ovidiu Hategan. Taking into account the fact that the Romanian is cast for the Champions League matches for the fifth time in a row, it can be safely said that he is in shape in this edition of this competition.

    1. I think that there isn't a 100% correct decision in this case, but for me more punishable than not, due to the jump made by attacker in front of keeper, disturbed by player. Less impact about line of vision, but I think most of the assessment was made about the jump. Maybe goal wouldn't have been a 100% mistake, but offside is a definitely more than supportable choice and with a logic behind.

    2. I fully agree, Chefren. The attacker was not 100 % in the goalkeeper's field of vision but somehow he was in a 'wider sense' of field of vision. Then he jumped with the ball being close and that was kind of irritating too. Maybe you cannot say there was THAT single thing that made the attacker active, but rather the sum of multiple components.
      In my view, Makkelie was right to disallow the goal. Good cooperation with VAR.

    4. Also, to add, keeper had to wait before making any action because he couldn't know whether attacker would have controlled the ball (and so offside) or not, so argument in favor of offside.
      Very short distance between attacker and keeper is another important criterion, I would say. With the same movement made by attacker, but far from keeper, this influence wouldn't have maybe occurred.
      Last but not least, I think no big faults for AR1, offside impossible to be raised live, and VAR assessment was only possible choice there.
      I was impressed by this situation because it was the most difficult decision to be taken for a referee in a context in which this would have led to 100% crucial outcome in any case. Strong pressure on the Dutch but I think at the end he did the right thing. Shocking behavior by Borussia's coach, I blame him, people should understand how much difficult refereeing is.

    5. in my eyes if there is some doubt left var should better not intervene. first of all the var must check if the gladbach player is in offside-position, this is already super close...then he must argue that the gladbach player is either in line-of-vision or makes "obvious action clearly impacting the opponents ability to play the ball"...in both cases i argue that a) the goalkeeper had clear view/sight on the ball and b) the ball was still playable for the goalkeeper...however, i can still understand if someone says it the complete other way...however is it clear and obvious then and hence a "must"-intervention?

    6. The intervention by VAR was mandatory, as it was a missed offisde by AR, leading to a goal. In case AR1 had raised the flag on the pitch, VAR would have supported this call, but missing the evidnce of an assessment, VAR was allowed to intervene. Then, it was up to referee the final decision.

    7. yes i think the intervention was correct then. in the splitscreen they show during the ofr you can see embolo was slightly offside (i would have liked to see a calibrated line to clarify it for the tv audience, but that is probably just me trying to give more and more evidence/transparency to the tv audience). it must have been obvious action then as from the behind the goal camera you can clearly see that the inter-gk had clear vision to the ball and it was rather an inter player who was blocking line of vision. and then the jumping over the ball can be considered as obvious action...

    1. As the arm has been putted above the shoulder one can understand referee's assessment. I personally found this harsh at first glance, as the body enlargment occasionated by the arm was not on the side but before the punished player, pure protection on close range target too.

    2. In my opinion rather cleary punishable, because the arm is in a unnatural position. The point, that he protects himself, should be irrelevant. The argument, that the body surface is not enlarged that much, because the arm is in front of the body, is however valid. Therefore no penalty might have been acceptable as well, but the penalty is surely not a clear and obvious error.

    1. which dogso situation do you think about? 42min was a spa offense which is clearly not dogso as the ball is too far a away and a second defender is in the middle, also sadio mane's use of arms is more arm as a tool and not arm a weapon, hence both yc seem to be the better option than a rc ... although i agree that in both situation a different decision could have been supported too, although with high doubt...

    2. very sad they don't have GLT in womens matches :( do you think, Chefren, this could have been detected on the pitch? AR2 is the position where she should be (second to last defender) and ref herself probably could not see it at all. given the angle on the incident by AR2 and advanced knowledge in geometry (ball-circumference, lines, shadows, etc) i think it is almost impossible to judge if the ball was COMPLETELY over the line...and i always think "when there is any doubt left, play on"...what do you think?

    4. No, absolutely, impossible to be detected by officials. In such cases I will never blame assistant referees, while for referees from their point of view even more 100% impossible. Technology is only solution. Philpp is also right when he says that it is not still 100% clear whether ball was totally in the net, but I think so.

    2. I agree with JR. RC would have been supportable but harsh. Force was rather high but there was no serious hit with the attacker and the player tried to avoid a serious hit. It was a very reckless tackle but not a SFP. So, no intervention by VAR is even mandatory.

    3. I would call it an orange area tackle. I would prefer a RC here, even though YC is not a clear mistake.

      There is intensity on the tackle and the defender uses both feet but the hitting point is not too hars.

    4. In my opniion if we allow YC for such challenges, we allow player to deliberately hurt opponents and this seems the trend of recent times. This is a clear RC for the potentially "LETHAL" effects on player. I strongly hope that UEFA will assess missed VAR intervention as crucial mistake, while as always I can understand if referee on the pitch doesn't manage to see properly it.

      1. The forward was still moving on the right wing and hasn't moved towards the goal.
      Still a RC could be possible.
      2. He hadn't looked where his arm went, so at least no clear intention to hit his opponent in the face or his head. It was possibly just move to gain space.

I understand your argumentation and think a RC would be the better choice but I remind a lecture years ago in which these situations were classified as not 100 % DOGSO, as it is not 100 % clear that he will get his goal scoring opportunity (it's more than hypothetical but there are possibilities that he won't, including a second attempt of the player who fouled).
      Of course no VAR stuff

    5. 1. RC for DOGSO is very possible here (if not the 'better' decision) but there are also some arguments against it. The attacker was still very far away from goal, foul occurred on the right wing, so he had to move toward the goal first and Mané did not control the ball. I think the non-intervention is supportable. I'm also not sure whether giving a YC is a crucial mistake.

      2. YC is the correct decision as the arm is used as a tool, not as a weapon. Force was rather low. A RC would have been too much.

    11. Sorry, it appears that I'm in the minority here, but how is Mane in any manner whatsoever using his arm as a "tool?"

      He comes together physically TWICE with his opponent in short succession. In both instances, he uses his arm to push off by extending it outward to create space. That is the definition of a tool.

      But the third time he blatantly raises the arm toward the face in an upward motion. It's gratuitous. It's deliberate. There's no reason to raise the hand up like that. He knows exactly where his opponent's face is because he's already pushed him off twice at the chest/shoulder level.

      Don't be fooled by the fact that Mane doesn't look with his eyes to see where the head is. He already knows where it is! This is a deliberate strike to the head.

      If you want to say it's not VC because the intensity is low, I can understand the argument even if I don't agree. But saying this is a "tool" instead of a "weapon" corrupts the meaning of those two words and the reason we have the distinction.

    12. IMO both scenes could be seen as RCs.
      However, I prefer a YC in the 1st scene (distance to the goal, out on wing).
      The 2nd case is a bit more difficult and I would disagree with some comments above. A RC would be supportable.
      VAR shouldn't intervene in those two cases, as all decisions would be supportable.

  39. Interesting information: Lutz Wagner, responsible for the referees in terms of application of the LotG in Germany (an instructor), gave a statement about the disallowed goal by Makkelie yesterday.
    "There are two things to evaluate in this incident. Firstly, there's the so-called 'line of vision' meaning whether Embolo obstructed the goalkeeper's vision. That was not the case. But there is another parameter to consider – 'obvious action'. An obvious action was given in this incident as Embolo stood in front of the goalkeeper: centrally and with a small distance. Furthermore he became active in an obvious way and clearly influenced the opponent's possibility to play the ball."

    I think that body language of referee in this case is not the best, it seems as he wants to decide something but he then plays on. Maybe he was not sure whether inside or outside the box? Replay showed a clear touch, correct VAR intervention. Maybe not the best positioning by referee to assess the incident, but with more firmness he could have whistled that by himself.

    In this case quite difficult to detect that it was inside (indeed on the line), live it looked to be rather outside. For me supportable call but nothing more, just to answer to some comments above, I don't see that the arm in that position increases body's volume (and this should be the most important thing to consider). However, given the very evident touch by arm, it is enough to say never a clear mistake.
