    2. They have to isolate except for training and matches. The 10 days also is cut in half if they provide a negative covid test. So it may still be possible for English and Scottish referees to be appointed

    Björn Kuipers is in his own world of refereeing... excellent achievements for the Dutchmen

    To the German referees:Normal game for Zwayer, IMO Daniel Siebert is not the best choice for NAP-GRA. The first leg was very difficult for Karasev and both teams can be very brutal when the game goes in an unexpected direction.So I wish him best luck but for me a bit too risky..

    4. The only explanation for appointing top refs like Makkelie, Turpin and Hategan as fourth officials is that UEFA is preparing them for the possibility of doing both referee and fourth official roles at Euro.

    - Oliver and Taylor: Probably due to travel restrictions - on the other hand the VARs and Collum's team are travelling.
    - Bastien: unclear
    - Aytekin, Marciniak, Skomina: Injured/sick/recovering
    - Orsato: unclear - Arsenal-Benfica instead of a second game for Kuipers looked sensible
    - Hategan: Maybe still related to the Paris events

      The very interesting points are indeed about Orsato (performance principale after his last CL game?) and Bastien (last EL game with too many controversy?).
      The rest should be explained by travel restrictions (the English officials) and injury / health problems (Skomina, Marciniak, Aytekin).
      Last but not least, Hategan still waiting for positive news about the events in Paris.
      I think he can be appointed, indeed he was fourth to Kovács, but maybe Rosetti doesn't want to appoint him with a different assistant referee, all is about Octavian Sovre.

    4. With respect to Hategan, his absence seems related to the Paris incidents. If they wanted, UEFA could have replaced his AR who is currently under investigation, but it looks more like UEFA is not happy that their image was associated with that case and wanted to keep Hategan and his team away from the public for a while.

Bobby Madden was meant to be the ref but AR David Roome tested positive on return after Madden, Roome and Stewart (Ar2) travelled to greece for Panathinaikos v Olympiakos at the request of UEFA after the greek fa contacted them looking for officials. Madden and Stewart met all UEFA protocol but Scottish Government guidelines have different interpretations of close contact. The SFA only realised this on sunday after stewart was AR at Easter Road for Hibs v Hamilton but Bobby Madden was due in Dingwall for Ross County v Celtic

It is kind of strange that the English Refs are not allowed to travel but we have to sets of VAR on show as well as mike Riley being an observer.... it is possible for them to offsite with thier normal Trio and Forth official and the VAR team will come from another nation... well it is possible but certainly not probable.. this is just to reduce the number of teams that fly out at ago for a team because that is the information going round that the number of persons involved for a single English appointment

  10. I always think Kuipers is the best referee in the world in the last decade. The most important thing to be an outstanding referee is to have consistent performance. I could not recall a single game that Kuipers was bad. If possible, I wish to see him in CL final again, although nobody is appointed in CL final twice so far.

    3. Kuipers is indeed a great referee, but another final for him detracts from the new batch that is performing well. Kuipers already did two EL finals. For me a seconden CL final would be too much and a more logical and deserved appointment for Makkelie, Turpin or Taylor. They are the new talented generation of referees. Makkelie has an advantage with already the EL final on his list. More interestingly, who will officiate the EL final this year?

    4. Having a referee for Europa league IMO is not a challenge in the slightest for the committee... they have a lot of referees who could adequately perform that. For example even Cakir doesn’t have that to his name or even Orsato who reffed the CL final last year’, not mention Turpin who has well been over looked for at least a final, expected the super cup of 2019 but it was given to his country woman, we have Hategan, have Marchiniak, have Taylor and Oliver and even Damir Skomina, I don’t think he has that also and of course the front runner for the CL this season Mateu Lahoz

    5. Indeed, and that is why I used "if possible". I do not consider Turpin and Taylor as the top candidate of this year CL final. Instead, I would predict either Lahoz (if no Spanish team participate in final), or Makkelie (it might be a little early for Makkelie but he is a super star now). EL final obviously has more options, like Turpin, Taylor, Del Grande

    belgium is one of countries with the most experience with VAR-system.

    1. They lack experience in Europe, that is the only reason I can give. But what I cannot explain is why Belgium has 2 FIFA VAR's (Boucaut and Lambrechts) and why the UEFA don't use them.. Instead they use Dieperink as AVAR, a non-fifa referee.

  14. Hello, can anyone give me a reason why UFEA decided to appoint appoint 2 of the best referees in the world for the Arsenal vs Benfica matches (Cüneyt Çakır and Björn Kuipers), yet they picked less experienced referees for the champions league.

    1. In my opinion, Arsenal vs Benifca is a CL level game, so this makes sense to appoint these two experienced referees. For CL KO stage first leg, it is not a surprise at all to see some new faces. All of them have lots of experience in CL group stage already.I would say most of them are brilliant appoint by the committee. For CL second leg, I think you will see more faces who you think are more experienced , like Orsato, Turpin, Oliver, Taylor and Hatagen.

    2. The CL R16 is spread over 5 weeks (with one spare week in between). So although all top referees are expected to have one of those matches, it would mean only 1 match in 5 weeks for them. Therefore it makes sense to also use them in EL matches, either in R32 or R16 depending on their CL appointments.

  21. Minute 35' in Napoli - Granada, Stieler had to face a confrontation between two players, we can even talk about a possible violent conduct. The German referee literaly put himself between the players trying to stop them, but at first glance it didn't work. For what we see in Italian games, the way of issuing the yellow cards was too late, he had to be quicker. In Bundesliga it is a totally different affair. Now many cards are being shown in a few seconds.

  24. Great start for Siebert in Napoli - Granada. His behaviour and body language was effective, he had a strict line and stopped 'little' advantages by whistling the fouls directly.

    But after the confrontation in 35' he lost the control for a few minutes: this confrontation could have been prevented because it was a Napoli corner kick and the Granada player did not respected the distance of 9,15m. Both YCs for Politano and Kenedy in the end correct.

    After that there was a reckless tackle from Granada, Siebert played advantage and correctly cautioned the player afterwards. Exaclty the same moment there was another confronation where he issued 2 YCs for Napoli and 1 YC for Granada, everything right. But his procedure was very confusing, maybe somebody has a video of that scene?

    Overall good impression but from 35' he lost a bit of control and the general overview. The second half will be demanding and the best luck to the German offical.

  42. Siebert: I'm really in trouble to describe this performance. It seemed to me, starting from the 35' minute in first half, that this was not the kind of game he would like to officiate. Regarding crucial decisions everything was OK, and I must also say a very good performance by both assistant referees. But in terms of game control, management, prevention of players, he didn't convince at all if you ask me. He looked to be too passive in situations in which his strong presence was required. As said, from 35' in first half one can even talk about a lost control of the game, at least for some minutes. I think he is basically used to different games, like other German referees, and maybe he needs still experience, but at moment I wouldn't still appoint him for very hot games because I feel he could go in trouble. However, regarding the law by book and the cautions issued, he was definitely OK, with a particular attention to injury time.

    1. Games with many cards are hard to assess. Where the cards correct? Yes probably all of them, but could there have been red cards for the head butts? Yes but maybe not 100%. Did the cards come because of his way of controlling the game or his way of choosing fouls? Did he show leadership that was good enough for these players? Difficult question to answer with a game like that.

    But in the moments he should have intervened he was too passive.

    For me there are clear improvement areas:
    - challenges in the air should be penalisied striclty
    - mass confronations should be solved in a more active way

    1. @90+7': I don't think it's delay of restart (doesn't make sense in the game context) or a gesture of dissent - but simply frustration. So it could still be seen as lack of respect, but IMO that is not mandatory and avoiding it shows some understanding for the game - a 2nd YC would not be useful for anyone there.
      Endangering the safety of spectators is not really an offence in its own right.

  60. I didn't watch Gil Manzano's game but the current guideline is to finish the game if the ball goes out of play even one second after the added time has gone and there were no further stoppages. So if the ball went out in 93:01 or so and there was no substitution or injury in the meantime, he was right with final whistle.

In Salzburg-Red Star 2-2, two years ago, Cakir allowed home side to take corner at 95.25 (there were 5 minutes of stoppage time and no interruptions meanwhile), after giving 5 mins of stoppage time. So it is possible and depends of the ref and of the team that has the chance to score. Atalanta coach correctly said yesterday that people who didn't play football shouldn't be refs because they don't understand the play as players do. I am sure Del Cerro will get good mark for tonight but if Red Star scored from that corner kick his season would be finish. This was the best option for himself. Milan pass through after scoring 2 goals from PK and one own goal, and in both matches opponent had one player less. But when Ibra kick the ball away after offside, there is no second YC for him!

      Again, if the ball went out of play after the added time and there were no stoppages in the meantime, Gil Manzano HAD TO finish the game according to current guidelines.

I also think that such an instruction is something needed to avoid subjectivity in this matter. Don't overcomplicate things. The instruction is clear and every (UEFA) referee knows it and applies it.     5. As blog administrator, of course I'm always happy when people write here, but indeed I can't disagree with Anonymous and what he wrote. There are some people who write there only when there is to blame a referee, and I strongly condemn that. This means that readers are just fans and not referees, they don't understand the difficulty of the job. Given that there is freedom and all are free to write, I want just to say that I would be very happy to read frome the same people, sometimes, nice words about referees, when they do a good job. Becuase it is easy to underline only the mistakes...
      I'm really disappointed for such approach of the blog, when a personal interest is clearly put before the rest.
      However, luckily this is not for the majority of the readers and I want to thank you all for that.
