    Robert Madden has actually left the Scottish refereeing scene and transferred over to England. He will be starting 1 level lower then what Jarred Gillett did when he transfered over. National group compared to Select Group 2.

      Bobby Madden announced a few weeks ago that the Malta v Estonia UEFA Nations league was his last match on the FIFA list. Madden had to relinquish his FIFA status to make the move to England National Group list (SkyBet League One and Two).

      As will be aware everyone has football ambitions and the financial benefits of football in England for refs at his elite level exceed those on offer in Scotland. Plus there was some stories being passed around Scottish media that Madden and his family were receiving death threats. This is huge move for Madden.

      As for his age, he is 43 right now and the chances of making the FIFA list could be small. Best of luck with him in England.

      To those wondering why not SG1 or SG2, both require referees to be full-time, with very few exceptions, mainly those who can provide the commitment alongside a previously held role.

      Given that Madden is moving for work purposes, he may have been unable to provide that full-time commitment, which is fair enough although it is a loss for English reffing as he is a top referee and would benefit either group enormously with his experience in Scotland and Europe.

      That is so true TJ. Good to see Madden will involved in FL1, FL2 at the moment as he is a strong referee which has proven his long standing record as a previous FIFA list referee and over 1,000 Scottish competition matches. Who knows if his work situation will change which will allow him to possibly move up to SG2.

      No, he will be doing games under the umbrella of the FA, just as previously he was under the umbrella of the SFA.

      In any event, your statement above that he "was full time ref in Scotland" is what I was saying was wrong. He was never a full-time Referee, and no one is in Scotland.

    Surely a fair game: I think that the most interesting topic of this game was the management of throw-in, as you will watch in the next videos. Four yellow cards issued, all correct decisions (one for protests). More interaction with players.

    I think this decision is OK, I would have considered it as normal collision, with keeper on the ball, never penalty, whistling foul by attacker is a bit forced, you can read maybe a careless action, but it was impossible to avoid, for me best decision was play on, but still quite good to underline the fact that he didn't whistle penalty, he could have been deceived by a wrong perception. Possible cooperation by AR2, but watching the video, I think all was decided by the Belgian.

    Both correct, first one blatant holding, UB according to RAP, no SPA.
    Second for a reckless challenge. Maybe one small observation: the management in the first case could have been better, he asked player for coming in order to show card, player didn't do that, he showed then the card from that distance. Ok, but bordeline to a small loss of acceptance, in case of further reaction by player.

    Very clear, maybe even borderline to SFP? Frontal tackle that appears to be really dangerous, however in a "modern" view, YC is already excellent, as we know..

    The same player from Romania is involved, in the first incident, throw-in in favor of Romania, unlucky broadcaster missed the incident, referee decided for an infringment and he assigned the throw-in to opponents. It is more than interesting the management of the Belgian, even quite particular, you can see him trying to make his decision accepted by player, until the "OK gestures" he made with both hands, looking for acceptance by player in a relatively minor situation. Well, it seems as this didn't work because about ten minutes later, in the added time, the same player did it again and referee took the same decision, switching throw-in. Then, protests and YC. I don't understand (please help me if you have ideas about that) if the gesture the player made with both hands close to face meant something against referee, my idea is something like "are you sleeping?", but I'm not sure, maybe he was punished for some words referee heard. However, his attempts to convince player didn't work and this was quite clear. Optimal solution would have been to explain how to execute a throw-in the first case, without being too much vague.
    Still, I think, an expected level performance.

    My oppinion for the penalty area incident is that the better is to whistle for a free kick, because the referee can not be sure if the GK is not staying on the ground. About the throw in, maybe the referee can avoid this YC with a strong personality ( the throw in in 83 min it is better not to change it-nobody understand it-he can only warn the player when he pass next to him)

    Watching now AFC U23 Final played by Uzbekistan and S.Arabia.

    I cant but not write what a poor performance from Qatar ref,SALMAN AHMAD FALAHI.

    Bad match control,too much leniency,not accepted by players and in dying minutes bad managament of big conflict between two teams.

    Overall no crucial mistakes,bit average performance,typical AFC.

    Uefa and Conmebol are so so far away in terms of referees that rest of the world.

    Penalty and RC given in 7th min.,ball bounced off Botafogo's player chest and then onto his arm,ref made VAR check and then he whistled RC and PK.

    IMo,very controversial and wrong decision,if someone has seen it also it would be nice to other's thoughts.

      Crazy game,Botafogo won and Internacional player's lost their heads.
      Massive brawl was at the dying minutes and after the final whistle,I'm sure both teams will be punished and their players suspended.

      As for ref,Pereira Sampiao,yeah he had difficult match ,but altough teams played their part,he for sure played his part with decision in first minutes of the match that made Botafogo players question his skills as ref and being angry with every decision he made.
      Then when he maybe tried to compensate,Internacional players were mad and also result was not anymore at their favour.

      Not consistent enough,letting Botafogo get away with ridiculous time wasting,not punishing both teams equally and plent, VAR checks which resulted in plenty of stoppage time.

      10 minutes for 1st half and 15 for 2nd half.

      11 YC's and 2 RC's.

      Penalty decision is correct. The disciplinary sanction depends on whether the ball, after deflection from chest, is still moving towards the empty goal. I think not, therefore penalty and either YC or no card at all should be the decision.

      We had a similar incident with Zwayer's penalty in Chelsea - Rennes (UCL, November 2020) where he decided PK + 2YC after OFR and it was explained by UEFA in RAP that the decision should be PK only as the ball was no longer moving in the direction of the goal after deflection from the leg.

    Bobby Madley (EX fifa and PL referee) has been promoted back to SG2. At 34 he could be back in the Premier league and maybe even fifa soon. Alongside his brother and current fifa referee Andy. Has there been any brothers or family members who have been fifa referees at the same time.

    For experts especially from Spain, after Mateu Lahoz and DCG retire who will become Spain No.1 for major tournaments (Euro '24 and WC '26) where they will be at their golden age. Sanchez Martinez or Gil Manzano? Are there another names that can surpass both of them (although different maybe we can try to include case like Daniel Siebert's fast track)?

      I think there is already an ongoing competition between Gil Manzano and Sánchez Martínez. Hernández Hernández could be immediately promoted then with de Burgos Bengoetxea fighting for fourth place in the elite. I think they should promote Cuadra Fernández to First Category, he deserves that, imo.

      I think the reason why Kulbakov was not appointed to the UNL is sentiment about what happened in Ukraine is still high in most EU countries as a country not a club, especially with Kulbakov's status as an elite referee he is unlikely to get San Marino or Liechtenstein. I think we can see him soon in match involving Serbian or Hungarian teams in UEL/UCL playoff at their home?

    47' (1:12:15) - Penalty whistled by Martinez and yellow card given to Cuba #5. After OFR changed to a free kick outside the box and yellow card instead given to Cuba #1.

    I've got two questions about this incident. Was there really enough evidence to say that the initial yellow card given to Cuba #5 was wrong? And was it DOGSO?

      For sure the VAR has called for and OFR for DOGSO because the foul is clearly outside the penalty area and this is a FACT not OFR. Also the mistaken identity is a FACT not OFR. Referee decided for YC instead, wrong IMO. Clear DOGSO, good call by VAR

      Concacaf use the screen for every decision like the MLS, so we will never know if VAR felt there was DOGSO or not. For me it isn't mistaken identity either considering both the goalkeeper and the defender can be judged to have fouled, it's an overturn of the foul by #5 and instead given for the foul by #1

      In this case I think that VAR was used to allow referee to rewatch better the situation, indeed I think the foul by keeper is the most obvious and clear action you can punish here, and given that he could have got a RC because the foul was outsaide (DOGSO), allowed VAR in inviting referee. Martinez had a wrong perception. In my opinion here best decision, according to LotG, is RC for DOGSO to keeper, indeed, but you can have some small arguiments for giving YC for SPA, even in modern view, so you explain the OFR. Maybe not exactly a mistaken identity, referee just had just missed the foul by keeper, I think. Still, clear mistake to give penalty, I think he should have spotted that it was outside.

      I don't know why there are many negative impressions about referees who are more than 45 y.o? Why now the career life of a referee seems to be shorter? We can see Bjorn Kuipers at the age of 49 at Euro 2020, Daniele Orsato 46 in the WC at the end of the year, DCG 46 years also still having good performance, in EPL Andre Marriner at the age of 51 also still performing very well, we could say he is the oldest best referee if we compared to other old EPL referees.

He had some chances last autumn, with good appointments but he throwed them away(remember the missed RC for De Bruyne in Man City-Psg ?). If the compensation/recognition for the whole career meant a final, then it would have been this season in UECL and not next season. The Committee`s focus already seemed to have moved out on Sanchez Martinez.

      Prieto Iglesias wasn't actually 'demoted' for his performances but removed due to age limit (while de iure they have been abolished, de facto only applies to Elite referees like Mateu and DCG, at 41 years old Segunda referees just don't get their contracts renewed and are offered a specific VAR role (which Prieto Iglesias took). I always had the impression that he was too good for 2nd category but too weak for LaLiga, which explains his 'Norwich City/Fulham-esque' parcours.

      @Anonymous Iñaki Vicandi Garrido was demoted last year and has acted as specific VAR ever since. He was a couple of years close to convincing CTA-RFEF to make him FIFA (he was even the 'image' of CORE program) but at the end all his weaknesses surfaced. In fact, since his demotion from LaLiga to 2nd category in 2017 he never got a play-off match. The Spanish Svein Oddvar Moen.

    Overall, it was a game of normal difficulty for the referee, basically fair and without tense moments, no crucial incidents and mostly just a (boring, especially in second half) football game. The stadium presented a quite good attendance with home-team fans, this could have created a further degree of difficulty, but the context wasn't absolutely challenging. Last hope for Slovakia after the sonorous loss in their first game, but also, not so much skills for making it difficult for the opponents.     No matter what you think of them as referees, the loss of 4 very experienced referees will be a big challenge for Riley. Although, respectfully, a shakeup is 100% needed and we need to see more trust in the younger referees.

      truly the end of era, leaving only Andre Marriner (Graham Scott is relatively new despite being 54 years old). Yes, no matter how bad your assessment of them if you are truly football lovers, there must be emptiness no longer being able to watch them in the middle of the field. I also can't imagine referees like Tierney, Attwell who I think are much worse than the four referees concerned can get more big match next season. England has lost their charm.

      Not a clear mistake, but it depends on whaty referee and especially assistant referee saw. Basically this is considered a fair tackle due to the intervention on the ball before, but then the subsequent contact with opponent can allow the free kick. Still the most unexpected decision, but not a clear wrong decision. Rewatching incident, I think officials would have played on. It must be accepted in a game without VAR, it is only a free kick, not a penalty. How many similar decisions we have... you can't blame the referee.

      Thanks Matei for the footage. I want to caveat my comment which will follow by saying the following:
      - Youth tournaments are about development(!), yes that includes for the match officials; for players/refs alike, they are valuable learning experiences for the future, not the CL final
      - Chefren is right, it isn't the Lithuanian duo's fault that Romania couldn't defend the freekick; they didn't give a penalty kick etc.

      But the decision itself is absolutely terrible. It is calls like this - which (seem to) lack pretty basic game understanding - that infuriate other, non-reffing, football stakeholders so much. The Slovakia player is later than his opponent to the ball, and look how he very deliberately places his foot down where he knows his Romania counterpart will end up having completed his (fair) action. Note the late flag by Bučinskas - he doubts his instict (for play on), and assumes that 'it must have been a foul'. Alas, it wasn't. For sure he and Lukjančukas had bad luck that this isolated call that ended up resulting in a last-minute winner. But in refereeing (in life!) one has to make his own luck too. And on that level, BOTH referee and linesman failed here.

      Strangely, the whole football sphere (referees especially) actually got progressively 'worse' in assessing what is and isn't a foul in the last forty-or-so years. For 'us' as referees to call this decision "acceptable" is - in my opinion - a extreme negative example of this continuing trend.

    António Emanuel de Carvalho Nobre performance in France - Italy.

    Despite of being a rather unimportant game, with qualification already reached by both teams, and even after the final score, 4-1 for France, this was for sure a quite challenging game for the Portoguese, if not more. The difficult thing to analyze is whether he didn't manage to enter in a full communication with player, or, rather, this was the inevitable nature of the game. It wasn't a fair game, there were many and many small fouls and in some circumstances in my opinion some players acted with a certain malice, I don't know how much deliberately. To add, two penalty appeals in first half, but surely what about the disciplinary control of the game was something more interesting. I'm not saying that performance was poor, there were even positive points and I really liked his management in certain situations, but... the overall idea is that he did nothing when game needed more presence. Having said that, there was never a loss of control and the game was always in the hands of referee, but the final sensation is that something was missing in this performance. In addition to that, in my opinion a clear SFP went quite unnoticed and it was a pity, because it could have been spotted.

      I’m not sure he will referee until his 47th. This year I saw an interview with DM on local television in which he stated that he can whistle for more 5-6 years.

      2022 Qatar, his chances are very small. 2026 who knows…

      I hope that the 2022 final goes to a ref from CONCACAF or AFC, as none of the competitors from UEFA and CONMEBOL screams “wow” to me.
      And 2026, hopefully to UEFA referee from a smaller football nation like Makkelie (NL) or Kovacs (Romania).

      That’s my Romantic idea… as after 2000, the ref was always from a big European country or Argentina :)
      But in the end, it all depends on performance, their own country and the two countries that play the final.

      The strongest candidate is actually from the AFC (Faghani) and the strongest political factor too is from the AFC (Al Jassim, the host referee), besides that there is another young referee Chris Beath (Tokyo Olympic final) who is one of the most prominent referees from the AFC. I don't know what the average age of the final referee. For sure I don't see CONCACAF, CONMEBOL, and OFC of course have a chance on this, they don't have a superior names, at CAF maybe I think only Victor Gomes (RSA) has a chance, in UEFA there are still names like Vincic and Taylor beside Turpin.

      The fact that there isn’t an English VAR in Qatar can be a disadvantage for Taylor imo. Some CR’s and VAR’s have been co-operating for months or even years.

      Orsato is a strong and experienced competitor, and the Italian team cant frustrate his chances, but still anything can happen. I never got the impression that Collina really liked him - especially when he wasn’t selected in 2018. Turpin is unpredictable: he can be brilliant but also make weird decisions, like soft PK’s, an unnecessary 2YC, etc. It’s almost like he has a short circuit in his brains, or suffers under big pressure, or can be influenced by players or crowds. And finally, there is the very experienced Mateu Lahoz. I adore him. However, for many people, his personality on the pitch is a bit too present and therefore annoying(?)

      To be frank: if AFC (Faghani) or CONCACAF (Elfath, Escobar) have a chance, it should be 2022…

      2026 is gonna be an interesting WC year with many experienced UEFA referees at their primes: Oliver, Vincic, Kovacs, Makkelie, Turpin, Marciniak, and more.

    May I ask, is the formula for appointing referees at u19 European Championship 2022 same as at 2019 edition? Because if I look at it, there seems to be a very significant difference in terms of quality and experience of the referees.. in 2019 there are Tohver, Peljto, Dabanovic, Ivanov who are now lead UEL game routinely. Will referees like Goga Kikacheishvili, Manfredas Lukjančukas, António Nobre also (at least) lead UEL game routinely in the next 2 years? I quite doubt it, what do you think about the formula?

      I think, you are right. In 2019, most of the referees already had their EL debut - and Dabanovic and Tohver were even already established on that level. This year, they are clearly less exeprienced. A selection more similar to 2019 could have been: Al-Hakim, Balakin, Eskas, Farrugia, Harvey, Obrenovic

      I think it's very unlikely that they intend to looking for Lithuania No. 2 or Georgia No. 2, Kruashvili and Rumsas haven't had regular UECL/UEL matches. Kruashvili hasn't even made his UCL debut even though he's the referee for the U21 Euro final. Likewise, the possibility that they intend to "get rid of" Kruashvili and Rumsas (Nyberg and Ekberg's case) is also very unlikely. I really can't understand Mr. Rosetti and UEFA choices, youth tournaments, "bad choice" referees (although not all have bad performance, but no one has outstanding performance too), no VAR, and today they show us one of the most embarassing pitch in UEFA tournaments ever, eventhough according to Wikipedia Žiar nad Hronom (Mestský štadión) is UEFA category 2 stadium.

    I think it's quite a shame for UEFA and Europe especially Slovakia with the quality of the pitch for ISR-ENG. Whatever about rationale, I think Anton Malatinský Stadium in Trnava (main stadium) will not be the same. Is it because this is a developing tournament for youth players (including referees too), the stadium can also be "developing" :d ?
