This seems to be an obvious appointment, but it is not. This is only the second appointment of Kulbakov after a long suspension of 6 rounds. He was punished for not determining a penalty in this moment: https://streamable.com/4pwve When journalists asked the head of the refereeing and inspection department about a possible problem with the Champions League, he said, “We are constantly in contact with the UEFA refereeing committee and personally with Roberto Rosetti, we are looking for some kind of compromise.”
The question implied the problem of a lack of refereeing practice for two months and, accordingly, readiness for autumn matches in Europe. But what in the answer meant by the word "compromise" is a mystery.
I had to go and watch this multiple times for opinion. First one, no penalty supportable. Ball is close and bounces unexpectedly backwards from other player. Second one, clear RC for DOGSO. Player pulled back. How has the ref given free kick for defender I dont know. Last one, clear RC. A player cannot push a ref. Shocking action! Very poor from ref but the turkish league ref standards besides Cakir is some of the worst in Europe.

regarding the last incident, yes there is a shirt pull, it is a foul cause the player is not "active" on the offside offence yet but from the freeze-frame I did the shirt pull stops right outside the penalty area, so no var stuff.
I would like to add that this would be 3rd round in a row that Bebek has been appointed.
That all happened after Croatian Football Federation declared bad officiating in first 6 rounds of Croatian League.
After that we saw mostly Elite Croatian refs to handle matches such as Bebek,Pajac,Jovic and Zebec,but 3 rounds in a row(Bebek) is something we rarely see.
Indeed, not good situation for first league referees in Croatia. Referee commissioner clearly shows lack of trust in "non-fifa" referees, especially those promoted this season. Hopefully at least those 5 that are forced lately will achieve good form.
He was not supported by Swiss Ref Comittee. It‘s NOT the only reason but one of many. What happened? In relegation game at the end of last season he sent a player of because the player spit at the referee. On TV pictures it was neither clear that it is true nor that this is a lie by Klossner. The player then swore he would never spit at a match official and the red card was taken back. Klossner was very frustrated because the thinks (and I strongly agree with that) that ref commitee should back the referee‘s point of view.
LATVIA: Latvian Higher League (1st in hierarchy) club Spartaks Jūrmala has appealed to the FIFA Referees Committee and LFF (Latvian Football Federation) due to the following reason.
Andris Treimanis [1st UEFA Category] has been working in LFF as a lawyer for a long time but since 26 August he is working in one more job - he now also is the Deputy Director for Economic Work at 'Rīgas Futbola Skola'. The Riga City Council institution 'Riga Futbola Skola' has a cooperation agreement in terms of youth academy with the Latvian Higher League club RFS (stands for also 'Rīgas Futbola Skola'). Without an appropriate youth football system, RFS would not be able to obtain the appropriate licence needed to play in the Higher League and UEFA Europa League.
Spartaks Jūrmala points to a potential conflict of interest.
'We want to point out the referee's Andris Treimanis possible discrepancy with LFF and international ethical standards. First of all, A. Treimanis is employed as Deputy Director for Economic Work at the Riga City Council institution 'Rigas Futbola Skola'. The football club RFS and the Riga City Council institution 'Rigas Futbola Skola' are directly linked because they have a joint application to participate in the Latvian Higher League. This poses risks to the interpretation that A. Treimanis might not be able to objectively make decisions on the field of play when it is necessary to referee against RFS,' Spartaks Jūrmala says in their submission.
On 15 September there was a match between RFS and Spartaks Jūrmala. RFS won 6-0, but at 64' (when the result was 4-0) Treimanis' decision was to play on in a possible DOGSO situation (video in the source link below; not a good replay angle, but if there is contact, that's DOGSO for me, probably there was no contact in the referee's opinion but in that case I think it should be YC for simulation...).
In the appeal RFS points to the FIFA Code of Ethics as well as the LFF Code of Ethics. Also, due to Treimanis' secondary linking with RFS, Spartaks Jūrmala calls for the LFF Referees Committee to not appoint Treimanis to RFS matches. They also want to replay the RFS 6:0 Spartaks Jūrmala match.

I rewatched the situation, and, yes, it is definitely not a 100% penalty as I said. I don't know what I was thinking, maybe the position of the player had an impact on my initial thoughts. With the new rules this is more play on than penalty. VAR correct to not intervene.

I wrote the comment 2 minutes before the start of the match so you didn't have a big chance to find out about it before the start. ;) Talking about the match, there were no crucial mistakes by Mažeika as there simply were no crucial scenes to evaluate. In summary I would say it was an expected level performance in a not so challenging match. A big point for improvement is positioning. Philipp, can I ask why you expect again Bebek in Champions League? Do you see this possible, after his path (demotion from Elite Category)? He had already many chances in past.
Actually I was looking for "new" referees, who did not officiate CL in the last season. But except Gözübüyük, every possible candidate for a real debut already did EL on MD 1 or is unavailable otherwise. Therefore I started considering referees, who could return on the CL stage. And Bebek seemed the most likey to me, because of his recent appointments and also performances (if I remember correctly, what was reported). Therefore I somehow think, it's possible to see him again (also because he still is the only option from his country), however with chances below 50%.
BTW, I did all the predictions under the premise, that only referees, who did a play-off match (EL or CL), will be used on MD2, excluding e.g. Aytekin, Kabakov, Karasev, Kovacs, Kuipers and Turpin. That leads to some rather unexpected choices, because of the limited options.
Rocchi is out, he has been kept for Inter - Juventus, on next Matchday (06/10). Good appointment for Giacomelli with Milan - Fiorentina. Irrati fourth official on Saturday, very rare, he is never appointed as Fourth Official, this means that he will get Inter - Juventus as VAR.

Important game for Maresca. If it is true that Rocchi will exit the FIFA list for 2020, then he is one of the frontrunners to take his place. Wednesday's match was his second match between two of the 'top-six' teams in Serie A; he a bit of a mess of the last one, AS Roma - AC Milan game last season.

- Trying to stay in the background too much: * Two clear missed YCs that have shades of SFP (31', 84'). 31' was missed entirely on a perception level, AR2 had to help in the second instance. * Further unpunished case of SPA/LoR, I agree that a YC would have inflamed the game but I would have liked a public warning. * Some minor points besides: bad advantage (29'), lost concentration re. a throw-in (33') and whistling with the ball - just - in play and carrying on (37') as a further consequence of that.
+ Extremely elegant and natural way of refereeing * His mimics, gestures are simply a pleasure to watch; players responded very well to such sovereign, natural style. I would say 'optimal' leadership style in football refereeing. Wow! * Fantastic positioning and movement, very anticipative and excellent reading 'ahead' of the next phases of play. Sometimes he entered the diagonal channel and then worked hard to move back to the normal diagonal (only once he didn't do that and missed a clear foul at 48'). * Very good caution at 81' for an unlucky heavy follow-through tackle after playing the ball, perfectly solved with mimics and gestures.
=> I think the problems he had in this match were on a mentality rather than decision-computing level. If he finds himself in better shape and more confident about how to approach his matches (I had the feeling he was stuck between his instinctual way of refereeing and a more 'tolerant' expectation) he can improve further.
His charisma, mimics mean that he can always be accepted whilst just trying to solve each decision correctly (the best refereeing style, IMO) - at least in an 'in-game' reality there is no need for him to avoid, balance cards etc.
In addition he has some extremely strong skills in his résumé that could even take him very far internationally.
Maresca should be first option to enter the FIFA list in 2020 in case of Rocchi's exit.
Mikael, let me congratulate for this excellent report. You went very "deep" in Maresca's personality by pointing out exactly his attitudes on the pitch. I watch him in serie A games and I can confirm that he has the skills you mentioned. A very natural style of refereeing, he doesn't need to be sophisticated in making decisions, he is just himself. This is a very positive ability, I must say, because many referees are lacking in that. His problem in recent times has been regarding too many mistakes made in various games, but basically he is definitely better than his colleagues because you can read in him a "natural and true referee". Sometimes he make calls and books player by giving the impression that he already knows exactly before the situations, what it is about to happen (thank to his reading of the game, and you also mentioned that). At moment he is 38 years old, so not a very young age to become FIFA referee, but if we think that Doveri was promoted at 41 I think this could be still possible. For sure Maresca has the strong personality that I would like to see in the various Mariani, Fabbri, Di Bello... he is by far better on that aspect. Let's see whether, in case of Rocchi's replacement on the list, he will join the FIFA status.
I was going to report a few notes from that game but your analysis is way more detailed and accurate, thanks a lot. I agree he really made a positive impression on the pitch, regarding his presence and acting. Similarly I agree about a slightly inconsistent foul detection. The idea of letting the game flow and whistle only major contacts was good, the application itself was not fully successful.
Mixed bags performance for young Chiffi. The 1st half was rather poor, he almost lost control around minute 33' after not whistling an obvious foul, where literally everyone was expecting a free kick and he pointed at the ball instead. A few minutes later his first booking was for dissent, which also made him unpopular on the pitch and on the crowd. I agree on his no penalty call at 31', although the situation is rather complex.
2nd half was better, with way more acceptance and fair play. On 53' he correctly waved away a penalty appeal for handball. Around 82' a major foul which could be very close to SFP, but YC is IMO acceptable. Overall below expectation, but with a positive climax during the game.
BARCELONA - VILLAREAL, 2-1, Ricardo de Burgos Bengoetxea
Expected level performance for Spanish international with some areas for improvement. For instance, at 26' he played a great advantage and then booked the player responsible for the offence. On minute 41', on the other hand, he gave an unconvincing advantage without disciplinary consequences. He should IMO have come back to his original decision after a few seconds, assign a fk and book the guilty player.
On minute 83' he declined a penalty appeal, with VAR silent check supporting the decision. Most of the offsides were correct, but a wrong one was flagged at 79' by AR2
Definitely no penalty for me. On slow motion we can see the attacker puts deliberately his foot into the defender's way in order to make contact. If the referee was aligned he should have spotted that movement
Despite being a rather easy game, with both teams playing fair, I did not feel that the Frenchman was feeling 100%, especially physically. Proof of the overall relaxed atmosphere was the handshake (definitely not ironic) that Marquinhos gave to the referee after he was booked for SPA. He was fully aware of the tactical foul and accepted the consequences. Brisard showed firmness in his decisions and a certain distant authority towards players. I feel that more empathy and a few more smiles would have been just right for this game, but that is probably his natural attitude and can be effective in other types of games. He also was very conservative on his running, I did not see him sprint so much and this led him a bit too far from the action at some points. Regarding the decisions, everything went pretty well until minute 88, with no crucial decisions to take and only a few fully correct YCs (32’ as mentioned, and 72’). Then a penalty appeal by BOR was waved away. VAR could not intervene, as it was not a clear and obvious mistake and the referee had a good look at the action. But my final decision would have been penalty. I have no replay of this episode, unfortunately. At 82’ he solved well a situation that could potentially lead something bigger, with the contended ball stuck between two players’s bodies at stomach level. The referee whistled quickly in favour of the defensive team. This was representative of how he tried to generally solve episodes by always taking the most convenient decision, given the circumstances. Overall, his decisions were not always correct and he did not show an expected fitness but he solved the few difficult situations well. ARs Boudikian and Pages worked well, with correct offsides, notably at 9’ (denied a goal to PSG), 70’ (onside on PSG goal) and 85’.
Atletico Madrid - Real Madrid, 0-0, Jose Luis Gonzalez Gonzalez, 28/9
Probably the most positive surprise of the weekend. I was expecting him to struggle in what I believe was his first Madrid derby, which is usually very heated. Despite starting with a few wrong decisions - a clear missed YC for SPA to RM and a missed corner to RM at 17’ - he later on got back to level and whistled wisely, issuing only three (and correct) YCs overall. On minute 76’ he probably missed a foul for ATL and whistled one to RM right after, which could have been converted into an advantage. This led to both teams protesting with the referee. The fact that this was the highest point of dissent in the whole game says it all about the high level of acceptance that the referee was able to maintain. The overall impression was that he kept control in a very natural way, neither too cold nor too friendly, with a wise use of the whistle, no excessive gestures and calm talking to players, avoiding excessive sprinting with a smart anticipative positioning. I would not be surprised if he was selected for a Clasico in what should be one of his last seasons in Liga before retiring.
Leicester - Newcastle, 5-0, Craig Pawson, 29/9
Generally a quiet afternoon for the English international with one crucial decision to take, though. At 43’ Hayden (Newcastle) challenged Praet for the ball with a late and miscalculated tackle, hitting his opponent’s leg hard and very dangerously at mid height. Pawson was well placed and correctly assessed the challenge as SFP (video below), without the need of VAR. Very good decision. Otherwise no penalty situations and only two YCs showed, one at 24’ (Vardy, no replays shown) and another one at 88’ for a late challenge. I would have really liked a YC to Tielemans (Leicester) at 15’ for strong dissent, his gestures were just unacceptable and Pawson barely warned him for that. But all in all, expected level performance.
A game that was rich in episodes and crucial situations, most of which were solved easily and well by Giacomellii. He is a referee that usually shows less cards on average than his colleagues, a pattern that has been constant in the latest years. This is partly due to a personal choice of being lenient, partly by his ability to keep the game calm by his attitude, a skill that he also showed today, despite having to book 6 players, most of which were mandatory. He gave two penalties to Fiorentina, both of which rather obvious. He was in each case in a good position to take a quick decision and there was very little complaint from Milan players. Good fact that he was not influenced by the score and previous RC when assessing the second penalty, he was brave enough to take another decision against Milan. Besides, there were two other situations that are more interesting to analyse. On minute 32’ Caceres (FIO) held Piatek (MIL) in the penalty box, with both hands around his chest and shoulders. It was a borderline situation where the final decision is acceptable and VAR was right not to intervene. At 53’ Musacchio hit Ribery on his left leg with his studs. What looked like a late and reckless challenge on live perception was proved being characterised by excessive force. Giacomelli was called by VAR Maresca and, after almost a minute of review, converted the booking into a RC (video below). Interestingly, at 57’ Piatek (MIL) exited the field by the long way, whereas he should have gone out close to the lateral line on the opposite side. I said interesting, as Milan was losing as he did that. The referee did not say anything about that. Overall a good performance with some doubts about the holding and whether he should have assessed the RC by himself.

Manchester United - Arsenal, 1-1, Kevin Friend, 30/9
A really challenging game, not really for the behaviour of the players or the kind of situations that had to be assessed, but rather for the quantity of them. I rarely saw a Premier League game with so many episodes for a referee in recent times. The play was very tactical with many interruptions, despite Friend trying to let the game flow as much as possible. Which leads to the old question, which came first, the egg or the chicken? Or rather, does leniency compensate too many fouls, or does it actually trigger them? I think we can see Friend’s performance from two perspectives. On the one hand, under the managerial aspect, he was excellent. He did not look under pressure at all and always calibrated well his quick chats with players, when he warned them or when he dealt with dissent. He kept calm also when his AR1 flagged offside right before the ARS goal was scored. The offside proved to be a poor decision (not even close to offside), and luckily the main referee was able to change it thanks to VAR by not whistling before the ball crossed the goal line. On the other hand, regarding his whistles, there were too many inaccuracies and a clear line lacked in disciplinary. For instance, he lost the chance of levelling the cards twice, at 20’ (MAN #14) and 23’, after booking ARS #21 at 10’. Two close YCs for each team would have been good to show his neutrality, and most importantly, deserved. The first YC for MAN came at 27’, correct decision. There were overall 6 bookings, all of which correct (+ 32’, 41’, 77’) or acceptable (68’). He also got some wrong free kicks at 37’ - the 4th official changed the foul from MAN to ARS - and 39’. He also got a wrong corner to MAN at 67’ and “compensated” by missing one to MAN at 70’. Moreover, he rejected three penalty appeals! The decisions at 31’ and 65’ seem correct, but at 54’ the arm of ARS player was expanding body surface and at sufficiently far distance, so IMO penalty should have been given. Since Friend probably missed the incident VAR Mike Dean could have intervened. My assessment of the performance would be satisfactory with a few major areas for improvement.

=> Pitana wanted the game to be played according to his rules, he didn't change his approach after protests and lobbing from players, even more - he wanted to show who is the boss (58'-60')
=> It's difficult to find other example of such natural, oscillating from friendly to tyrannical, authority, absolutely unique and either the Argentinean shows his real face or it's the perfect theatrical art from ex-actor
=> His focus was on closely following play and to show his presence in order to control the game that could have exploded at any time - that indirectly led to missed clear push in the build-up (20') but that shouldn't have led to, let's say it openly, missed SFP case in 38' (however, I was expecting a YC when Pitana went to the monitor to assess the missed potentially-RC incident)
=> I saw Pitana I remember from the last WC: always delivering control by using a mixture of his presence, body language and mimics but whose focus is not on being faultless regardig big calls when there's VAR ready to help; but it's good the Argentinean has absolutely no problems with going to the monitor, that's how referee-VAR cooperation should look like in UEFA and some European domestic competitions ---> weird instruction to limit interventions and referees' ego not prevailing!

Two incidents from the Premier League I'd like to highlight especially as they relate to VAR. Another AR raising the flag too quickly, this time Sian Massey, who should know better (She was at the Women's world cup). Very tight offside where the player runs through with a one on one and referee is forced to delay the whistle to after the shot whereas most defenders stopped once they saw the flag. The other incident is a non-intervention by VAR for what in my opinion is CLEAR serious foul play. https://streamable.com/i4nkc It doesn't matter if it's an accident, the player didn't mean it or whether he's not usually a dirty player. Do they have 3D technology? Without it, I could understand, that there remain doubts about the attacker's head in the first situation. And then the on-field decision should maintain. For the second situation, I don't have an explanation though.
Rocchi applied a different style in this game, it was clear for those who are expert, indeed ;) At the end all major decisions were right, but surely many cards and maybe also a penalty, with a "different refereeing" could have been awarded.

For me, clear foul. There is a holding when the attacker is running. After releasing him, he uses his arm to further impede the progress. The DOGSO was obvious.

Decisions were correct bit they weren't on favour of Barca. Now because of Barca's behaviour and criticism for sure SFF wont let him handle El Clasico.
@M he would've handled it any way. If I'm not mistaken the referee selected can't have refereed either team within a month of the game. He also has to be an international referee.
I have no issues with the sending off's by Lahoz. Very bad behaviour by the Barca players surrounding the referee and even making physical contact with him.
Rather quiet afternoon for 42 yo international. He set a good line between foul and no foul, allowing the game to play on minor contacts. A very good example of that is a series of incidents around minute 20-23’. The approach was well accepted by the players. A few other facts: - good verbal warnings (40’) - missed corner (45+1’) - good play on after penalty appeal (51’) - unintentional stamp on foot (65’), supportable not to take any disciplinary action He was recently criticised in Marseille - Montpellier for sending off 3 players in the added time (confrontation + dissent), but he showed a good approach to players in this game. Special mention to AR2 Courbet, with a brilliant series of assessments, offsides (24’, 56’) and onside decisions (61’)
Fiorentina - Udinese, 1-0, Alessandro Prontera, Sat 5/10
Serie A debut for him. He nevertheless showed from the beginning that he was not influenced by the public and was able to take brave decisions. He decided not to whistle a foul on Ribery after a couple of minutes. However, he incurred in a few mistakes that could have been avoided: - 35’: disallowed goal to UDI for handball after OFR. Correct decision but given his perfect angle and positioning he should have spotted it on his own. - 39’: YC to FIO was shown with some delay, he looked undecided - 74’: he awarded a FK to FIO but an advantage would have been perfect there and the attacking team complained about that Besides, fully correct and deserved RC for UDI trainer Tudor for persistently dissenting and making blatant gestures on 62’. Overall a positive outing with an encouraging level of acceptance and confidence, but a few avoidable mistakes.
Schalke - Cologne, 0-0, Tobias Welz, Sat 5/10
42 yo from Wiesbaden refereed a rather uninteresting game, however characterised by several late and reckless challenges that somehow forced him to show many cards. His bookings were acceptable decisions (20’, 22’, 35’ 40’, 45+1’, 64’, 67’, 90+3’), however a few others were missed (1’, 24’, 54’, 79’, the latter would have been a 2nd YC to COL #19). What did not convince me most was the attitude towards players. He did not seem to build a good rapport with them and was not fully committed in his chats to players. A good example is provided at 1’, when he decided to warn COL #34. As he was still talking to him, the player got uninterested and walked away. Welz made gestures to him to stay there, but the player ignored that and there was no consequence, he didn’t even try and follow him to end the conversation (clip below) On minute 58’, a potential handball was declined. The hand was in unnatural position, but given the distance to the player and the fact that the ball had a rebound make it acceptable to me not to whistle. For me not fully satisfying performance overall.
Inter Milan - Juventus, 1-2, Gianluca Rocchi, Sun 6/10
Rocchi managed very well what was a potentially tricky game, with IMO two excellent decisions taken by him on his own. The first one is the penalty awarded to INT, a double handball first by the defender and then by the attacker that might have generated confusion at live speed. Obviously the one which counted was the first one by JUV defender De Ligt, and Rocchi had no hesitation to award a penalty. The second one was a YC for simulation to INT Barella, quick correct decision which did not lead to major dissent. A few penalties were correctly denied to INT on Lukaku (63’, 66’), both decisions IMO supportable. There were probably a few missed free kicks, but the decision not to whistle all contacts made the game more interesting and was a warning to players, not to look for a foul at every contact. I would rather point out that he missed a YC to INT Skriniar at 32’ and I still have some doubts about a potential SFP from Emre Can (JUV) around 80’, which was only yellow carded. Overall only minor mistakes from Rocchi, who showed again his class and ability to keep a high standard on a potentially difficult game. I don’t know how many referees could have gone away from this game without major controversy.

Solid performance and an a great vision of the game, with a number of correct play on decisions that contributed to make the game pleasant (6’, 20’, 26’, 42’). Dissent was kept to a minimum, especially in the most important decisions, and only raised on limited occasions such as a couple of lateral kicks. Disciplinary was rather easy and supportable. There could be discussion about a potential 2nd YC at 61’. Crucial decisions were all assessed correctly, one of them thanks to VAR: * 15’: penalty FRA for handball - Dingert had the optimal view * 22’ disallowed goal FRA for clear offside * 72’ penalty awarded to LEV for handball, VAR corrects the decision as there was no touch with the ball. Bad perception from the referee, who apologises to the player. The situation was not easy to assess

Unconvincing performance although the game flew rather well throughout the game. The Cantabrian looked rather shy throughout the game when it came to stepping in, and did not show the expected soft skills in the communication with players. This translated into 2 VAR interventions who allowed him to award a correct penalty and a RC. He also missed a rather blatant foul at 90+4’. There are overall important points for improvement
Manchester United - Liverpool, 1-1, Martin Atkinson
Not the best Atkinson I’ve seen so far, with too many missed fouls, one of which leading to MAN goal (video below). It was good to let the game flow but I think he just set the bar too high. Clear missed YC on 77’. Wrong procedure by AR1 at 32’, he flagged offside in a non obvious situation before an action that could have led to a goal. Fitness was acceptable but not impressive.

=> 18 referees have been the referee in at least 1 match. Dean, Taylor and Atkinson are the only ones who have had a match as a referee every Matchweek (meaning 6 matches in total).
=> 11 VAR reviews made so far (all of them VAR-only) (0,18 per match) (1 review every 5,46 matches).

I had to go and watch this multiple times for opinion. First one, no penalty supportable. Ball is close and bounces unexpectedly backwards from other player. Second one, clear RC for DOGSO. Player pulled back. How has the ref given free kick for defender I dont know. Last one, clear RC. A player cannot push a ref. Shocking action! Very poor from ref but the turkish league ref standards besides Cakir is some of the worst in Europe.

Premier League in England are still not using VAR correctly. We have now had 6 match days and not one penalty has been given by VAR. Not one referee has gone to the pitch side monitor. Utter shambles and absolute disgrace.

regarding the last incident, yes there is a shirt pull, it is a foul cause the player is not "active" on the offside offence yet but from the freeze-frame I did the shirt pull stops right outside the penalty area, so no var stuff.

DeleteThat all happened after Croatian Football Federation declared bad officiating in first 6 rounds of Croatian League.
After that we saw mostly Elite Croatian refs to handle matches such as Bebek,Pajac,Jovic and Zebec,but 3 rounds in a row(Bebek) is something we rarely see.
Indeed, not good situation for first league referees in Croatia. Referee commissioner clearly shows lack of trust in "non-fifa" referees, especially those promoted this season.

DeleteHe was not supported by Swiss Ref Comittee. It‘s NOT the only reason but one of many. What happened? In relegation game at the end of last season he sent a player of because the player spit at the referee. On TV pictures it was neither clear that it is true nor that this is a lie by Klossner. The player then swore he would never spit at a match official and the red card was taken back. Klossner was very frustrated because the thinks (and I strongly agree with that) that ref commitee should back the referee‘s point of view.
DeleteLATVIA: Latvian Higher League (1st in hierarchy) club Spartaks Jūrmala has appealed to the FIFA Referees Committee and LFF (Latvian Football Federation) due to the following reason.
ReplyDeleteAndris Treimanis [1st UEFA Category] has been working in LFF as a lawyer for a long time but since 26 August he is working in one more job - he now also is the Deputy Director for Economic Work at 'Rīgas Futbola Skola'. The Riga City Council institution 'Riga Futbola Skola' has a cooperation agreement in terms of youth academy with the Latvian Higher League club RFS (stands for also 'Rīgas Futbola Skola'). Without an appropriate youth football system, RFS would not be able to obtain the appropriate licence needed to play in the Higher League and UEFA Europa League.
Spartaks Jūrmala points to a potential conflict of interest.
'We want to point out the referee's Andris Treimanis possible discrepancy with LFF and international ethical standards. First of all, A. Treimanis is employed as Deputy Director for Economic Work at the Riga City Council institution 'Rigas Futbola Skola'. The football club RFS and the Riga City Council institution 'Rigas Futbola Skola' are directly linked because they have a joint application to participate in the Latvian Higher League. This poses risks to the interpretation that A. Treimanis might not be able to objectively make decisions on the field of play when it is necessary to referee against RFS,' Spartaks Jūrmala says in their submission.
On 15 September there was a match between RFS and Spartaks Jūrmala. RFS won 6-0, but at 64' (when the result was 4-0) Treimanis' decision was to play on in a possible DOGSO situation (video in the source link below; not a good replay angle, but if there is contact, that's DOGSO for me, probably there was no contact in the referee's opinion but in that case I think it should be YC for simulation...).
In the appeal RFS points to the FIFA Code of Ethics as well as the LFF Code of Ethics. Also, due to Treimanis' secondary linking with RFS, Spartaks Jūrmala calls for the LFF Referees Committee to not appoint Treimanis to RFS matches. They also want to replay the RFS 6:0 Spartaks Jūrmala match.

DeleteI rewatched the situation, and, yes, it is definitely not a 100% penalty as I said. I don't know what I was thinking, maybe the position of the player had an impact on my initial thoughts. With the new rules this is more play on than penalty. VAR correct to not intervene.

Andris Treimanis [1st] was the appointed referee at first but after the appeal about a conflict of interest, that I mentioned yesterday at https://bit.ly/2m2F801, the referee has been changed to Gediminas Mažeika (LTU) [1st]. Vytautas Šimkus and Vytenis Kazlauskas will be his ARs while Aleksandrs Golubevs (LVA) will be the 4th official. The head of the LFF Referees Committee, LFF Referee Observer and UEFA Referee Observer Vadims Direktorenko will observ the Lithuanian. Delegate - Konstantīns Rubīns.

Talking about the match, there were no crucial mistakes by Mažeika as there simply were no crucial scenes to evaluate. In summary I would say it was an expected level performance in a not so challenging match. A big point for improvement is positioning.

Philipp, can I ask why you expect again Bebek in Champions League? Do you see this possible, after his path (demotion from Elite Category)? He had already many chances in past.
DeleteActually I was looking for "new" referees, who did not officiate CL in the last season. But except Gözübüyük, every possible candidate for a real debut already did EL on MD 1 or is unavailable otherwise.
DeleteTherefore I started considering referees, who could return on the CL stage. And Bebek seemed the most likey to me, because of his recent appointments and also performances (if I remember correctly, what was reported).
Therefore I somehow think, it's possible to see him again (also because he still is the only option from his country), however with chances below 50%.
BTW, I did all the predictions under the premise, that only referees, who did a play-off match (EL or CL), will be used on MD2, excluding e.g. Aytekin, Kabakov, Karasev, Kovacs, Kuipers and Turpin.
That leads to some rather unexpected choices, because of the limited options.

Another news from CONMEBOL: Roddy Zambrano (41) out from FIFA list. It is reported that the performance in Brazil - Argentina could be a reason for that. He has been the first referee from Ecuador officiating such game in Copa America.

ReplyDeleteImportant game for Maresca. If it is true that Rocchi will exit the FIFA list for 2020, then he is one of the frontrunners to take his place. Wednesday's match was his second match between two of the 'top-six' teams in Serie A; he a bit of a mess of the last one, AS Roma - AC Milan game last season.
On the whole he showed a rather 'better-echelon-of-satisfactory' (8,2) performance:
- Trying to stay in the background too much:
* Two clear missed YCs that have shades of SFP (31', 84'). 31' was missed entirely on a perception level, AR2 had to help in the second instance.
* Further unpunished case of SPA/LoR, I agree that a YC would have inflamed the game but I would have liked a public warning.
* Some minor points besides: bad advantage (29'), lost concentration re. a throw-in (33') and whistling with the ball - just - in play and carrying on (37') as a further consequence of that.
+ Extremely elegant and natural way of refereeing
* His mimics, gestures are simply a pleasure to watch; players responded very well to such sovereign, natural style. I would say 'optimal' leadership style in football refereeing. Wow!
* Fantastic positioning and movement, very anticipative and excellent reading 'ahead' of the next phases of play. Sometimes he entered the diagonal channel and then worked hard to move back to the normal diagonal (only once he didn't do that and missed a clear foul at 48').
* Very good caution at 81' for an unlucky heavy follow-through tackle after playing the ball, perfectly solved with mimics and gestures.
=> I think the problems he had in this match were on a mentality rather than decision-computing level. If he finds himself in better shape and more confident about how to approach his matches (I had the feeling he was stuck between his instinctual way of refereeing and a more 'tolerant' expectation) he can improve further.
His charisma, mimics mean that he can always be accepted whilst just trying to solve each decision correctly (the best refereeing style, IMO) - at least in an 'in-game' reality there is no need for him to avoid, balance cards etc.
In addition he has some extremely strong skills in his résumé that could even take him very far internationally.
Maresca should be first option to enter the FIFA list in 2020 in case of Rocchi's exit.
I ike his style,very Italian style or as you say extremely elegant and natural way of refereeing.
DeleteMikael, let me congratulate for this excellent report. You went very "deep" in Maresca's personality by pointing out exactly his attitudes on the pitch. I watch him in serie A games and I can confirm that he has the skills you mentioned. A very natural style of refereeing, he doesn't need to be sophisticated in making decisions, he is just himself. This is a very positive ability, I must say, because many referees are lacking in that. His problem in recent times has been regarding too many mistakes made in various games, but basically he is definitely better than his colleagues because you can read in him a "natural and true referee". Sometimes he make calls and books player by giving the impression that he already knows exactly before the situations, what it is about to happen (thank to his reading of the game, and you also mentioned that). At moment he is 38 years old, so not a very young age to become FIFA referee, but if we think that Doveri was promoted at 41 I think this could be still possible. For sure Maresca has the strong personality that I would like to see in the various Mariani, Fabbri, Di Bello... he is by far better on that aspect. Let's see whether, in case of Rocchi's replacement on the list, he will join the FIFA status.

I agree he really made a positive impression on the pitch, regarding his presence and acting. Similarly I agree about a slightly inconsistent foul detection. The idea of letting the game flow and whistle only major contacts was good, the application itself was not fully successful.

DeleteMixed bags performance for young Chiffi. The 1st half was rather poor, he almost lost control around minute 33' after not whistling an obvious foul, where literally everyone was expecting a free kick and he pointed at the ball instead. A few minutes later his first booking was for dissent, which also made him unpopular on the pitch and on the crowd. I agree on his no penalty call at 31', although the situation is rather complex.
2nd half was better, with way more acceptance and fair play. On 53' he correctly waved away a penalty appeal for handball. Around 82' a major foul which could be very close to SFP, but YC is IMO acceptable. Overall below expectation, but with a positive climax during the game.
BARCELONA - VILLAREAL, 2-1, Ricardo de Burgos Bengoetxea
Expected level performance for Spanish international with some areas for improvement. For instance, at 26' he played a great advantage and then booked the player responsible for the offence. On minute 41', on the other hand, he gave an unconvincing advantage without disciplinary consequences. He should IMO have come back to his original decision after a few seconds, assign a fk and book the guilty player.
On minute 83' he declined a penalty appeal, with VAR silent check supporting the decision. Most of the offsides were correct, but a wrong one was flagged at 79' by AR2

ReplyDeleteDespite being a rather easy game, with both teams playing fair, I did not feel that the Frenchman was feeling 100%, especially physically. Proof of the overall relaxed atmosphere was the handshake (definitely not ironic) that Marquinhos gave to the referee after he was booked for SPA. He was fully aware of the tactical foul and accepted the consequences.
Brisard showed firmness in his decisions and a certain distant authority towards players. I feel that more empathy and a few more smiles would have been just right for this game, but that is probably his natural attitude and can be effective in other types of games. He also was very conservative on his running, I did not see him sprint so much and this led him a bit too far from the action at some points.
Regarding the decisions, everything went pretty well until minute 88, with no crucial decisions to take and only a few fully correct YCs (32’ as mentioned, and 72’). Then a penalty appeal by BOR was waved away. VAR could not intervene, as it was not a clear and obvious mistake and the referee had a good look at the action. But my final decision would have been penalty. I have no replay of this episode, unfortunately.
At 82’ he solved well a situation that could potentially lead something bigger, with the contended ball stuck between two players’s bodies at stomach level. The referee whistled quickly in favour of the defensive team. This was representative of how he tried to generally solve episodes by always taking the most convenient decision, given the circumstances.
Overall, his decisions were not always correct and he did not show an expected fitness but he solved the few difficult situations well. ARs Boudikian and Pages worked well, with correct offsides, notably at 9’ (denied a goal to PSG), 70’ (onside on PSG goal) and 85’.
Atletico Madrid - Real Madrid, 0-0, Jose Luis Gonzalez Gonzalez, 28/9
Probably the most positive surprise of the weekend. I was expecting him to struggle in what I believe was his first Madrid derby, which is usually very heated. Despite starting with a few wrong decisions - a clear missed YC for SPA to RM and a missed corner to RM at 17’ - he later on got back to level and whistled wisely, issuing only three (and correct) YCs overall. On minute 76’ he probably missed a foul for ATL and whistled one to RM right after, which could have been converted into an advantage. This led to both teams protesting with the referee. The fact that this was the highest point of dissent in the whole game says it all about the high level of acceptance that the referee was able to maintain.
The overall impression was that he kept control in a very natural way, neither too cold nor too friendly, with a wise use of the whistle, no excessive gestures and calm talking to players, avoiding excessive sprinting with a smart anticipative positioning. I would not be surprised if he was selected for a Clasico in what should be one of his last seasons in Liga before retiring.
Leicester - Newcastle, 5-0, Craig Pawson, 29/9
Generally a quiet afternoon for the English international with one crucial decision to take, though. At 43’ Hayden (Newcastle) challenged Praet for the ball with a late and miscalculated tackle, hitting his opponent’s leg hard and very dangerously at mid height. Pawson was well placed and correctly assessed the challenge as SFP (video below), without the need of VAR. Very good decision. Otherwise no penalty situations and only two YCs showed, one at 24’ (Vardy, no replays shown) and another one at 88’ for a late challenge. I would have really liked a YC to Tielemans (Leicester) at 15’ for strong dissent, his gestures were just unacceptable and Pawson barely warned him for that. But all in all, expected level performance.

Milan - Fiorentina, 1-3, Piero Giacomelli, 29/9
DeleteA game that was rich in episodes and crucial situations, most of which were solved easily and well by Giacomellii. He is a referee that usually shows less cards on average than his colleagues, a pattern that has been constant in the latest years. This is partly due to a personal choice of being lenient, partly by his ability to keep the game calm by his attitude, a skill that he also showed today, despite having to book 6 players, most of which were mandatory.
He gave two penalties to Fiorentina, both of which rather obvious. He was in each case in a good position to take a quick decision and there was very little complaint from Milan players. Good fact that he was not influenced by the score and previous RC when assessing the second penalty, he was brave enough to take another decision against Milan. Besides, there were two other situations that are more interesting to analyse.
On minute 32’ Caceres (FIO) held Piatek (MIL) in the penalty box, with both hands around his chest and shoulders. It was a borderline situation where the final decision is acceptable and VAR was right not to intervene. At 53’ Musacchio hit Ribery on his left leg with his studs. What looked like a late and reckless challenge on live perception was proved being characterised by excessive force. Giacomelli was called by VAR Maresca and, after almost a minute of review, converted the booking into a RC (video below).
Interestingly, at 57’ Piatek (MIL) exited the field by the long way, whereas he should have gone out close to the lateral line on the opposite side. I said interesting, as Milan was losing as he did that. The referee did not say anything about that. Overall a good performance with some doubts about the holding and whether he should have assessed the RC by himself.

Manchester United - Arsenal, 1-1, Kevin Friend, 30/9
A really challenging game, not really for the behaviour of the players or the kind of situations that had to be assessed, but rather for the quantity of them. I rarely saw a Premier League game with so many episodes for a referee in recent times. The play was very tactical with many interruptions, despite Friend trying to let the game flow as much as possible. Which leads to the old question, which came first, the egg or the chicken? Or rather, does leniency compensate too many fouls, or does it actually trigger them?
I think we can see Friend’s performance from two perspectives. On the one hand, under the managerial aspect, he was excellent. He did not look under pressure at all and always calibrated well his quick chats with players, when he warned them or when he dealt with dissent. He kept calm also when his AR1 flagged offside right before the ARS goal was scored. The offside proved to be a poor decision (not even close to offside), and luckily the main referee was able to change it thanks to VAR by not whistling before the ball crossed the goal line.
On the other hand, regarding his whistles, there were too many inaccuracies and a clear line lacked in disciplinary. For instance, he lost the chance of levelling the cards twice, at 20’ (MAN #14) and 23’, after booking ARS #21 at 10’. Two close YCs for each team would have been good to show his neutrality, and most importantly, deserved. The first YC for MAN came at 27’, correct decision. There were overall 6 bookings, all of which correct (+ 32’, 41’, 77’) or acceptable (68’). He also got some wrong free kicks at 37’ - the 4th official changed the foul from MAN to ARS - and 39’. He also got a wrong corner to MAN at 67’ and “compensated” by missing one to MAN at 70’.
Moreover, he rejected three penalty appeals! The decisions at 31’ and 65’ seem correct, but at 54’ the arm of ARS player was expanding body surface and at sufficiently far distance, so IMO penalty should have been given. Since Friend probably missed the incident VAR Mike Dean could have intervened.
My assessment of the performance would be satisfactory with a few major areas for improvement.

Overall, Claus did okay - or at least better than my expectations. He was still too passive and lacked in management skills, but his disciplinary control (dissent aside) was good.
My view regarding the crucial situations:
3' - foul, correct intervention by Gallo
23' - foul, missing intervention by Gallo
86' - tricky, Claus decided correctly with a YC
+94' - great intervention by Gallo, dangerous tackle, correct decision

Some observations:
Delete=> Pitana wanted the game to be played according to his rules, he didn't change his approach after protests and lobbing from players, even more - he wanted to show who is the boss (58'-60')
=> It's difficult to find other example of such natural, oscillating from friendly to tyrannical, authority, absolutely unique and either the Argentinean shows his real face or it's the perfect theatrical art from ex-actor
=> His focus was on closely following play and to show his presence in order to control the game that could have exploded at any time - that indirectly led to missed clear push in the build-up (20') but that shouldn't have led to, let's say it openly, missed SFP case in 38' (however, I was expecting a YC when Pitana went to the monitor to assess the missed potentially-RC incident)
=> I saw Pitana I remember from the last WC: always delivering control by using a mixture of his presence, body language and mimics but whose focus is not on being faultless regardig big calls when there's VAR ready to help; but it's good the Argentinean has absolutely no problems with going to the monitor, that's how referee-VAR cooperation should look like in UEFA and some European domestic competitions ---> weird instruction to limit interventions and referees' ego not prevailing!
The VAR check for the offside goal took way too long.

DeleteTwo incidents from the Premier League I'd like to highlight especially as they relate to VAR. Another AR raising the flag too quickly, this time Sian Massey, who should know better (She was at the Women's world cup). Very tight offside where the player runs through with a one on one and referee is forced to delay the whistle to after the shot whereas most defenders stopped once they saw the flag.

For me, clear foul. There is a holding when the attacker is running. After releasing him, he uses his arm to further impede the progress. The DOGSO was obvious.

There are no official rules. De Burgos Bengoetxea handled Clásico in 2017 Supercup when he was still non-FIFA.

DeleteI have no issues with the sending off's by Lahoz. Very bad behaviour by the Barca players surrounding the referee and even making physical contact with him.

DeleteNantes - Nice, 1-0, Amaury Delerue, Sat 5/10
ReplyDeleteRather quiet afternoon for 42 yo international. He set a good line between foul and no foul, allowing the game to play on minor contacts. A very good example of that is a series of incidents around minute 20-23’. The approach was well accepted by the players. A few other facts:
- good verbal warnings (40’)
- missed corner (45+1’)
- good play on after penalty appeal (51’)
- unintentional stamp on foot (65’), supportable not to take any disciplinary action
He was recently criticised in Marseille - Montpellier for sending off 3 players in the added time (confrontation + dissent), but he showed a good approach to players in this game.
Special mention to AR2 Courbet, with a brilliant series of assessments, offsides (24’, 56’) and onside decisions (61’)
Fiorentina - Udinese, 1-0, Alessandro Prontera, Sat 5/10
Serie A debut for him. He nevertheless showed from the beginning that he was not influenced by the public and was able to take brave decisions. He decided not to whistle a foul on Ribery after a couple of minutes. However, he incurred in a few mistakes that could have been avoided:
- 35’: disallowed goal to UDI for handball after OFR. Correct decision but given his perfect angle and positioning he should have spotted it on his own.
- 39’: YC to FIO was shown with some delay, he looked undecided
- 74’: he awarded a FK to FIO but an advantage would have been perfect there and the attacking team complained about that
Besides, fully correct and deserved RC for UDI trainer Tudor for persistently dissenting and making blatant gestures on 62’.
Overall a positive outing with an encouraging level of acceptance and confidence, but a few avoidable mistakes.
Schalke - Cologne, 0-0, Tobias Welz, Sat 5/10
42 yo from Wiesbaden refereed a rather uninteresting game, however characterised by several late and reckless challenges that somehow forced him to show many cards. His bookings were acceptable decisions (20’, 22’, 35’ 40’, 45+1’, 64’, 67’, 90+3’), however a few others were missed (1’, 24’, 54’, 79’, the latter would have been a 2nd YC to COL #19). What did not convince me most was the attitude towards players. He did not seem to build a good rapport with them and was not fully committed in his chats to players. A good example is provided at 1’, when he decided to warn COL #34. As he was still talking to him, the player got uninterested and walked away. Welz made gestures to him to stay there, but the player ignored that and there was no consequence, he didn’t even try and follow him to end the conversation (clip below)
On minute 58’, a potential handball was declined. The hand was in unnatural position, but given the distance to the player and the fact that the ball had a rebound make it acceptable to me not to whistle. For me not fully satisfying performance overall.

Inter Milan - Juventus, 1-2, Gianluca Rocchi, Sun 6/10
DeleteRocchi managed very well what was a potentially tricky game, with IMO two excellent decisions taken by him on his own. The first one is the penalty awarded to INT, a double handball first by the defender and then by the attacker that might have generated confusion at live speed. Obviously the one which counted was the first one by JUV defender De Ligt, and Rocchi had no hesitation to award a penalty. The second one was a YC for simulation to INT Barella, quick correct decision which did not lead to major dissent. A few penalties were correctly denied to INT on Lukaku (63’, 66’), both decisions IMO supportable.
There were probably a few missed free kicks, but the decision not to whistle all contacts made the game more interesting and was a warning to players, not to look for a foul at every contact. I would rather point out that he missed a YC to INT Skriniar at 32’ and I still have some doubts about a potential SFP from Emre Can (JUV) around 80’, which was only yellow carded.
Overall only minor mistakes from Rocchi, who showed again his class and ability to keep a high standard on a potentially difficult game. I don’t know how many referees could have gone away from this game without major controversy.

ReplyDeleteSolid performance and an a great vision of the game, with a number of correct play on decisions that contributed to make the game pleasant (6’, 20’, 26’, 42’). Dissent was kept to a minimum, especially in the most important decisions, and only raised on limited occasions such as a couple of lateral kicks. Disciplinary was rather easy and supportable. There could be discussion about a potential 2nd YC at 61’.
Crucial decisions were all assessed correctly, one of them thanks to VAR:
* 15’: penalty FRA for handball - Dingert had the optimal view
* 22’ disallowed goal FRA for clear offside
* 72’ penalty awarded to LEV for handball, VAR corrects the decision as there was no touch with the ball. Bad perception from the referee, who apologises to the player. The situation was not easy to assess

Atletico Madrid - Valencia, 1-1, Adrian Cordero Vega
Unconvincing performance although the game flew rather well throughout the game. The Cantabrian looked rather shy throughout the game when it came to stepping in, and did not show the expected soft skills in the communication with players. This translated into 2 VAR interventions who allowed him to award a correct penalty and a RC. He also missed a rather blatant foul at 90+4’. There are overall important points for improvement

Manchester United - Liverpool, 1-1, Martin Atkinson
Not the best Atkinson I’ve seen so far, with too many missed fouls, one of which leading to MAN goal (video below). It was good to let the game flow but I think he just set the bar too high. Clear missed YC on 77’. Wrong procedure by AR1 at 32’, he flagged offside in a non obvious situation before an action that could have led to a goal. Fitness was acceptable but not impressive.
