You might know that none of the names listed as AVAR2 is actually a FIFA referee, so FIFA has made a mistake in posting them, and so should not put them here.
Some facts about refereeing at the tournament (comparing 2017 with 2019): => Number of involved match officials have increased from 70 to 82 (decreased to 65 if not counting video match officials). => Number of referee + assistant referees trios have decreased from 21 to 20. => In 2017 there were 7 support referees. Only one of them (Esther Staubli from Switzerland) had to act as an on-field match official in a match (Japan VS New Caledonia, Group Stage; because Sandro Ricci for some reason didn't referee a single match although he was listed as a referee). This time there are 5 support referees. => In the previous edition there were 5 trios consisting of different nationalities; this year - 7. => Represented countries have increased from 36 to 45 (decreased to 32 if not counting video match officials).

I need clarification because something strange just happened. First of all VAR gave a red card in Leicester vs Southampton . Yes you read it right. But the red card was a foul that was an advantage quite the first time I am seeing such.
if the red card offense is for dogso and the goal is scored then you give a yc for unsporting behaviour. if the red card offense is for violent contact or serious foul play and you allow advantage and the goal is scored the red card still stands. Correct me if I am wrong
Chris you are correct but in the real world if the referee had spotted the SFP he would have called the foul and not given an advantage here. But yes the red still stands if the red isn't a DOGSO.

I think it is a penalty but most certainly it is one that I would want the referee to make the final decision on with an on field review. Very dangerous tackle but the hitting point (exactly on the foot) justifies NO VAR intervention. For the used force, however, red wouldn'd have been wrong.
Interesting situation, thanks for the video. We know that it is rare (at least at UEFA level) to see an OFR for a pushing, because, differently from low contacts, here the intensity and the effects are all at referee's discretion. But in this case the pushing is very clear and I would say a clear foul, so I think correct by Craig Pawson to invite referee to monitor. I'm also sure he didn't see it live. About the final call, to play on, I can just underline that Ma Ning was not so sure, he took a very long time in front a quite clear situation, and I noticed that he still wanted to watch monitor when he had left it for the first time. For what I saw also here in Italy and my experience, this should mean that referee has not still 100% clear ideas for some reasons. Also, to add, very long time before inviting referee to rewatch and I think this was because VAR had to be sure ball was in play when foul materialized.
In my opinion, Ma Ning was aware that the New Zealand player's only goal was to unfairly disturb the Angolan goalkeeper. The referee even whistled a foul in attack, exactly for impeding the progress of the goalkeeper. To be honest, I fully understand his view - awarding a penalty in this incident would mean a praise of an unfair attitude.
Sorry, but no. That's not applying the Laws of the Game. NZL player does nothing that is forbidden at the moment he is pushed. However, the goalkeeper does. Instead of trying to run for the ball and being blocked with contact (direct free kick), he decides to push him instead (direct free kick inside the penalty area, so penalty kick). He just made a poor decision and should have had to suffer the consequences of that.
However, I have to say that I'm not happy with VAR/operator performance either. The replay was not shown in live speed and was also very slow to play, almost frame by frame, which doesn't help the referee on the pitch.
Really tough mistake by ma Ming... I think in a FIFA tournament like this...it might be the end of the tournament for me...
To my point of view Craig Lawson has already told him it's a penalty when ma Ming was reviewing the decision but...Lawson still go on and show the incident in slow motion...
In my opinion both do a bad job, referee and VAR. First of all, it took far too long to invite the referee to an OFR. Yes, it had to be sure whether the ball has already been in play. However, I don't think you should need almost 2' for that. When OFR occurs, VAR at first shows the referee that the ball has already been - for his opinion - in play. After that, VAR chose an adequate angle for the referee in order to assess the push by the goalkeeper. As most of the time a freeze was shown, the referee was not ready to take a final decision. It would have been necessary to show the referee the incident in real speed from the chosen angle as a continuous loop. As this was not the case and the whole procedure has already taken very long, the referee decided to leave the OFR-area and continued with goal kick.
Clear penalty. The attacker was not doing anything against the laws of the game by just standing there at that moment. This is a blatant push. The GK has zero right to push him like that. Trying to get space okay, but pushing him blatantly is a foul.
Was the ball actually in play at the moment of the foul? For pushing it's the very first frame or contact that counts. To sell to the audience maybe VAR opted for OFR to show that it's a foul but ball was not in play. That would explain why they went frame by frame.
@Jack_Johnsson before calling referee to OFR, VAR must check that ball is in play, this process must be done before inviting referee. You can't make an OFR for understanding that ball is not in play, not even to show that to people and fans, they wont understand something like that, this is only technical stuff.
Of course you can do it, it's an explicit recommendation in the FIFA VAR protocols, or at least an opportunity. As VAR you have the freedom to either do nothing or, in order to be transparent, opt for OFR to sell 'we saw the offence, but this is why it can't be a penalty'. Just an idea. Ok we can discuss OFR but it cannot be a foul. Ball was not in play.
About 50', it is an excellent call by AR2. No matter whether Gabbiadini touches ball or not before the goal scored, he impedes the intervention to at least one of the two defenders behind him. You can clearly understand that without him there, at least a player would have tried a save (and very likely, with success). VAR confirmed.

Sorry to say this but Jared Gillett (VAR) has just made game changing call to rule out goal for arsenal for a phantom foul, no OFR taken. Unbelievable call to make at 2-2. Does no favors for VAR project in premier league.
It is still shocking for me to see a referee listening to VAR and then changing his decision about a so important call without taking a look. I'm speechless and I think Premier League should stop VAR if they go on in this ridiculous way. How can you be sure that Atkinson will agree on that call?
VAR was born as "help" for referees, if you use it in this way, it is something like a "second refereeing". You miss the point that the only official allowed to take decisions is the main referee appointed for the game. This is a vital criterion, otherwise let's start to officiate from rooms withoutr any official on the pitch.
In Norwich-Man UTD prior 1st penalty for UTD referee made the decision to play on, but VAR ref tokk the decision that it is penalty. Incredible that VAR ref decide whether it is penalty or not. English VAR is a stupid joke. What's the point to have ref on the pitch if any crucial decision can take ref sitting in the room. And for me, that wasn't penalty for United. Is there OFR in England at all? I watched lot of matches but never seen that - every time the decision was written on the screen, which is incredibly stupid. About Arsenal match, I think it was foul on Milivojevic. However, Atkinson had to review it make final decision.

Am I the only one who sees this as a clear fou??? I think you have to realise Jarred Gillett, the VAR in this game, is one of the most experienced VAR's in the world, certainly the most experienced with VAR in England. He's been using it since Australia became the first country in the world to use it in their domestic top flight league.

The issue for me is again it should have been an OFR. The referee needs to make the final decision. Referee's body language is pretty bad when he realises he has to have another VAR intervention. Because earlier in the match the Australian VAR Jarred Gillett intervened when Atkinson gave a yellow card for what he thought was a dive. Correct intervention to instead give a penalty. The question is, who is responsible for the contact between the legs. The defender is also moving his feet, therefore one could also blame him for the hooking. So, IMO an unclear situation, which can be decided in both ways, i.e, rather no VAR stuff. I agree regarding Atkinson's body language - he doesn't seem convinced - and that OFRs would help in both occasions.
Yes the real problem is regarding OFR, and I am very curious as to why Gillett who has so much experience regarding VAR is so comfortable to simply overturn Atkinson's decision as VAR. I am sure if he was still in the A-League as VAR or as main referee he would never ever overturn the call without OFR.
I suspect it is a problem with PGMOL, in first 9 matchdays (90 games) 0 red cards or penalty was given out, now this weekend 4 penalties 1 red card given out. This is still with ZERO OFR conducted. Referee's need clarity about what the bar for VAR usage is, otherwise is very difficult to make decisions under pressure. Even experienced VAR like Gillett is confused, let alone many of the PL refs who are just getting used to VAR system.
I wrote about it above. Just incredible for me. More incredible is to give such a penalty in England. Real joke. In England most of main refs are poor, but those in VAR rooms - they are disastrous for me.

The Dutch FA (KNVB) has started a investigation into the commercial activities of Danny Makkelie. He is running a webshop with referee articles as clothing, headsets flags etc. He is selling nike clothing (official sponsor of the KNVB) but also from other brands like Erima and Macron. The nike clothing being sold is the version without the sponsorname of ARAG. Arag is the sponsor of refereeing in The Netherlands. Question is if this is allowed under the current contract Makkelie and other referees have with the KNVB. Or are they restricted to only commercial activities with the official partners as Nike and ARAG.

I just wanted to give the readers a 'flavour' of the general performance, indeed, I would evaluate that tackle as SFP too (high force, such contacts on the knee are very dangerous).
My opinion on 9' is that the attacker moves his leg to the left initiating contact. So for me no penalty and good no VAR intervention. 90'The serious foul play wouldn't have happened if the referee did the right thing initially and booked the player who dived in the box before the breakaway. Definite simulation for me.
And controversial ending to Juventus-Genoa match handle by Giua. Penalty given to Juve in 90+ minute and Penalty not given to Genoa in their last attack. Game was very hot, 8 YC's and 3 RC's so it was challenging match for Giua.
I was in the Dacia Arena this evening and it wasn‘t a convincing performance of Irrati in my eyes. The RC seemed wrong and was not accapted by players and staff of AS Roma. Irrati then lost the control of the game and was fortunate that it became a clear win for Roma.
Did someone see the handball penalty that led to the 4:0? It seemed very very soft from the stands...

The tackle in itself seems to me like a red card. But I wonder, if Denmark had VAR, might the first part of the situation be deemed a free kick (and the red card therefore not recommended). The referee here didn't whistle anything at all in the situation.
No, VAR can't check or review 'classic' fouls therefore the first potential foul would be ignored, and VAR would start with checking the RC incident and then recommend an OFR (if they wouldn't use VAR in the way Premier League does it - then it would be a VAR-only review ;)).
Could you somehow justify that penalty? I tried but if anything I can see defender sticking his leg out( nowhere near the ball), while attacker moving into direction of defender leg and suddenly going down. Is it not rather "dive" when attacking player initiates the contact in attempt to deceive a referee???

ReplyDeleteI need clarification because something strange just happened. First of all VAR gave a red card in Leicester vs Southampton . Yes you read it right. But the red card was a foul that was an advantage quite the first time I am seeing such.

DeleteWe know that it is rare (at least at UEFA level) to see an OFR for a pushing, because, differently from low contacts, here the intensity and the effects are all at referee's discretion.
But in this case the pushing is very clear and I would say a clear foul, so I think correct by Craig Pawson to invite referee to monitor. I'm also sure he didn't see it live.
About the final call, to play on, I can just underline that Ma Ning was not so sure, he took a very long time in front a quite clear situation, and I noticed that he still wanted to watch monitor when he had left it for the first time. For what I saw also here in Italy and my experience, this should mean that referee has not still 100% clear ideas for some reasons.
Also, to add, very long time before inviting referee to rewatch and I think this was because VAR had to be sure ball was in play when foul materialized.
For me that was a penalty.
DeleteIn my opinion, Ma Ning was aware that the New Zealand player's only goal was to unfairly disturb the Angolan goalkeeper. The referee even whistled a foul in attack, exactly for impeding the progress of the goalkeeper. To be honest, I fully understand his view - awarding a penalty in this incident would mean a praise of an unfair attitude.

DeleteSorry, but no. That's not applying the Laws of the Game. NZL player does nothing that is forbidden at the moment he is pushed. However, the goalkeeper does. Instead of trying to run for the ball and being blocked with contact (direct free kick), he decides to push him instead (direct free kick inside the penalty area, so penalty kick). He just made a poor decision and should have had to suffer the consequences of that.
DeleteHowever, I have to say that I'm not happy with VAR/operator performance either. The replay was not shown in live speed and was also very slow to play, almost frame by frame, which doesn't help the referee on the pitch.

In my opinion both do a bad job, referee and VAR. First of all, it took far too long to invite the referee to an OFR. Yes, it had to be sure whether the ball has already been in play. However, I don't think you should need almost 2' for that. When OFR occurs, VAR at first shows the referee that the ball has already been - for his opinion - in play. After that, VAR chose an adequate angle for the referee in order to assess the push by the goalkeeper. As most of the time a freeze was shown, the referee was not ready to take a final decision. It would have been necessary to show the referee the incident in real speed from the chosen angle as a continuous loop. As this was not the case and the whole procedure has already taken very long, the referee decided to leave the OFR-area and continued with goal kick.
DeleteClear penalty. The attacker was not doing anything against the laws of the game by just standing there at that moment. This is a blatant push. The GK has zero right to push him like that. Trying to get space okay, but pushing him blatantly is a foul.
DeleteWas the ball actually in play at the moment of the foul? For pushing it's the very first frame or contact that counts. To sell to the audience maybe VAR opted for OFR to show that it's a foul but ball was not in play. That would explain why they went frame by frame.
Delete@Jack_Johnsson before calling referee to OFR, VAR must check that ball is in play, this process must be done before inviting referee. You can't make an OFR for understanding that ball is not in play, not even to show that to people and fans, they wont understand something like that, this is only technical stuff.

As VAR you have the freedom to either do nothing or, in order to be transparent, opt for OFR to sell 'we saw the offence, but this is why it can't be a penalty'. Just an idea. VAR was born as "help" for referees, if you use it in this way, it is something like a "second refereeing". You miss the point that the only official allowed to take decisions is the main referee appointed for the game. Except that this latest one is the attacker instead of defender. The issue for me is again it should have been an OFR. The referee needs to make the final decision. Referee's body language is pretty bad when he realises he has to have another VAR intervention.
Because earlier in the match the Australian VAR Jarred Gillett intervened when Atkinson gave a yellow card for what he thought was a dive. Correct intervention to instead give a penalty. But again no OFR.

DeleteI suspect it is a problem with PGMOL, in first 9 matchdays (90 games) 0 red cards or penalty was given out, now this weekend 4 penalties 1 red card given out. This is still with ZERO OFR conducted. Referee's need clarity about what the bar for VAR usage is, otherwise is very difficult to make decisions under pressure. Even experienced VAR like Gillett is confused, let alone many of the PL refs who are just getting used to VAR system.

He is running a webshop with referee articles as clothing, headsets flags etc. He is selling nike clothing (official sponsor of the KNVB) but also from other brands like Erima and Macron. The nike clothing being sold is the version without the sponsorname of ARAG. Arag is the sponsor of refereeing in The Netherlands. Question is if this is allowed under the current contract Makkelie and other referees have with the KNVB. Or are they restricted to only commercial activities with the official partners as Nike and ARAG.

Interesting. Basically the exact same situation and reaction by the GK. Usually if a GK reacts like that it means he actually did not see the ball. And we can tell for sure he didn't in this case. But it's always up to the referees.

In general Xavier Estrada Fernández showed a 8,2/3 level performance.
Strengths: Foul detection (besides 67', 85' - many, many duels to assess as normal in KSA), control, correctly gauged distance from players, disciplinary control

My opinion on 9' is that the attacker moves his leg to the left initiating contact. So for me no penalty and good no VAR intervention.

ReplyDeleteI was in the Dacia Arena this evening and it wasn‘t a convincing performance of Irrati in my eyes. The RC seemed wrong and was not accapted by players and staff of AS Roma. Irrati then lost the control of the game and was fortunate that it became a clear win for Roma.

The big news for this weeks appointments is that FIFA womens world cup referee Kate Jacewicz will act as VAR and is one step closer to refereeing an A-League game. This comes after it was announced earlier that she would be the first female referee (not AR) to be appointed to the A-League referees panel.

The tackle in itself seems to me like a red card. But I wonder, if Denmark had VAR, might the first part of the situation be deemed a free kick (and the red card therefore not recommended). The referee here didn't whistle anything at all in the situation.
No, VAR can't check or review 'classic' fouls therefore the first potential foul would be ignored, and VAR would start with checking the RC incident and then recommend an OFR (if they wouldn't use VAR in the way Premier League does it - then it would be a VAR-only review ;)).

DeleteI tried but if anything I can see defender sticking his leg out( nowhere near the ball), while attacker moving into direction of defender leg and suddenly going down.
Is it not rather "dive" when attacking player initiates the contact in attempt to deceive a referee???
I am only not sure about Kuipers as he had Dortmund-Slavia in MD2, everything else seems like resonable appointments.
