  2. WOW!
I assume that something happend with Cüneyt Cakir!
Only one appointment in UCL and now no assigment in EURO Qualifiers...

His last European match was on 13/10/19 in Slovenia.

    1. I have to say I would not be 100% sure about his participation next year at EURO...

    2. That's indeed strange, because he doesn't seem to be injured as he got matches in Turkey.

    3. Yes absolutely!

Regular and good appointments for him in Turkish Super League.
Last match was on 09/11/19 between Gazisehir and Galatasaray.

    4. I realy dont think Cakir's EURO is in question....

    5. Let's wait for MD5 and 6 appointments, we will know more.
Impossible to think that Cakir will be ruled out from EURO.
Committee is already in trouble, imagine if they do something like that :)

    6. Maybe is the last game and his referring the reason for this, since he made two crucial mistakes. But of course not mentioned in your report.

    7. Izo, let say in his last game he made a card mistake. We need to look big picture. At least 10 referees made same mistakes. The committee should see it.

Accept or not he is the most stable referee in Europe. I understand that they want to find new referees for future but we souldn’t forget, today is always important than future in football.

    8. It's will happen to Skomina also? OUT from EURO?

  3. So one of only four matches, where both teams could still be playing for qualification, goes to a Second Group referee, namely Valeri... Although it's unlikely, that MKD and ISR both win their matches today, it's not impossible.
Also Hernandez' match would be important in that case.
Massa again with Netherlands after MD1.
Very good game for Hategan, but I thought, I read here before, that Romanian referees were not possible for Hungarian teams and vice versa due to bad relations between the countries. Am I wrong?

    1. I don't think there is anything like that. Remember the last euro opening game France-Romania was handled by Kassai. Also Horatiu Fesnic refereed El game in Budapest last season.
But indeed a great appointment for Hategan. I think he is a strong candidate for EL final.

The disallowed goal in Spain - Malta.
I must say, excellent call by AR2 if the attacker close to keeper is in offside (one can have the doubt about the line of the ball).
If offside, for sure very good decision.
    Clearly active position.

  9. Please find below the most significant incidents from Moldova - Iceland, the return of Pavel Královec at UEFA duties.

13' Dropped ball by referee, after having been hit by ball.
    https://streamable.com/01yom

    18' 0-1 Goal, good assessment by AR2
    https://streamable.com/5nrwx
The player jumping in front of keeper was in regular position (last replay is clear about that) otherwise he should have been assessed as punishable.

19' Reckless use of arm or violent conduct?
    https://streamable.com/siiwe
Watching the live sequence, I would have made the same decision taken by referee, but replay... very close to RC for VC. I think more arguments in favor of RC. However, maybe still not a 100% clear crucial mistake, one could say. Do you think VAR would have intervened in case there?

34' Reckless challenge at the edge of penalty area
    https://streamable.com/j0gee
Correct (at least) YC, some room for discussion, possible SFP, but in this case definitely "easier" to back referee than previous incident. In my opinion RC, however, wouldn't have been 100% wrong, given the force used.

    43' Reckless use of arm
    https://streamable.com/5rcg6
Good spot by referee in that case. Replay shows the evidence.

    49' YC for SPA
    https://streamable.com/698jy
But... was the previous foul maybe worse, when referee applied advantage? Was it possible to show two YCs in a row?

63' Possible YC for reckless challenge
    https://streamable.com/ymfg3
I think YC had to be issued there, not convinced by the warning issued by referee, however at least he was aware that this wasn't a "normal" foul but something more. Player was lucky to escape without card.

64' Cooperation by FO Zelinka and YC for an off the ball incident.
    https://streamable.com/r3poc
    Very good teamwork here.

    67' Offside AR2
    https://streamable.com/mkmga
Excellent decision, minimal offside, but offside.

76' YC for reckless use of arms while jumping
    https://streamable.com/6i09z
    Correct by referee, good alertness.

    77' Penalty to Iceland.
    https://streamable.com/2rse5
    Clear penalty, whistled by referee.

    90'+4 YC Holding
    https://streamable.com/0ntjo
Correct decision, nothing to add there, as well.

Overall I would say a good officiating, I'm interested in your opinions about the incident in 19'. I think the most significant incident of the game under the refereeing point of you. Is YC enough? Would you allow VAR intervention there?
Finally, let me wish the best to Královec, maybe it is never too late for recovering the (very) old form. Hopefully!

    1. Fully agree, a good performance by the Czech, who looked much better and less tired than before his break.

      https://ok.ru/video/1284158720547

A few more scenes can be found in the "extended highlights" linked above, including what I'd call a missed YC for SPA in 84'.

      Delete
    2. As for the scene in 19', the replay fully shows excessive force is used. While I originally would have said that VAR should have supported the decision by the referee on the pitch, regardless of the colour of the card, I would now say this has to be a RC.

    3. 13' No attack started, no possesion change, no goal scored. So why are the referees still always choosing the dropped ball?

  10. OT
Yesterday the 2018-2019 Throne Cup ended when TAS de Casablanca (TAS) beated Hassania Agadir (HUSA) with 2-1. Just as both semi-finals, also the final featured at least 1 VAR review. Referee of the last match was Adil ZOURAK (FIFA since 2015; 1978). VAR - Hamza el FAREQ.
=> 71' Penalty awarded to TAS after OFR. Initial decision - no penalty. Video - https://youtu.be/3jPe2w5xHYo?t=492.

  13. Good performance by Hategan on a Normal difficulty match so far.

A penalty appeal by HUN was correctly waived for play-on (28'). He could have cautioned N3 HUN for P.I.

AR2 with a missed offside at 34'. Thankfully HUN didn't score. AR1 with a harsh, for my taste, foul at 41'. Also he entered the field of play to place the wall. Not something you see very often on UEFA level.

    4. Is that a rule in Spain? Because I'm quite sure that Lahoz or del Cerro Grande doesn't whistle after a goal, at least at international level.
But one can easyly avoid such situations with simply not whistling. Especially when a player goes down like yesterday, you don't know if it is a foul or a goal whistled.

  17. Stéphanie Frappart in Italy - Armenia Under 21, let's remember that she has been observed by Bo Karlsson, former committee member with a special focus on UEFA female officiating.

Overall for sure not a difficult game for the French officials, given also the final score, however there were some interesting situations as you will see from the next clips.

    31' Penalty appeal by Armenia
    LIVE SEQUENCE https://streamable.com/8o27a
    REPLAY https://streamable.com/dk7hs
When score was still 2-0, Armenia asked for a penalty there. You can see the push on back by defender. I think penalty could have been whistled but maybe not a 100% clear mistake to play on. I think this is not VAR stuff, given the intensity. Maybe one could say that penalty would have been more reasonable choice than play on, but still... I also think that Frappart did not see the incident at least from the beginning, because (you can see that in live sequence) she was rather focused on looking at ball. Maybe she would have whistled this penalty as well. Crucial mistake? Not a 100% clear one, if you ask me. But for sure many arguments for discussions, and, given the final score, the most significant incident of the game.

36' PLAY ON decision by referee
    https://streamable.com/p9qnq
Very interesting situation. Brave call by Stéphanie Frappart who decided to play on, following this possible foul in favor of Armenia. I honestly think that foul should have been whistled, late and quite reckless intervention by defender, however you can clearly understand why she was not convinced. The subsequent fall is not related to the previous challenge and it is an attempt by attacker to win a free kick there, once he realized that ball was impossible to reach. However, the foul by defender stays as punishable, if you ask me. To add, Frappart had a very high threshold of foul detection during the game. This can be a paramount example.

    37' YC for reckless tackle
    https://streamable.com/0u55v
Nothing to add there, mandatory caution for Armenian player.

    44' Management
    https://streamable.com/otawo

51' YC for reckless (and SPA?) foul.
    https://streamable.com/xftgg
Correct by referee, no doubts there.

62' YC for reckless challenge, raised leg
    https://streamable.com/o3n35
In this case there is an attempt by Armenian player to deceive referee, once he pretends a bow in face. Replay shows that the leg hits the upper body. Based on that, assessing challenge as reckless is however still OK if not fully correct. But one must underline the bad attitude of fouled player.

    83' YC for holding
    https://streamable.com/zlu73
Missed by broadcaster live, replay shows it. Correct decision.

  27. Interesting news from AIA:
    https://twitter.com/AIA_it/status/1197882414971936768

Today Treimanis (LVA), Kabakov (BUL) and Huerta de Aza (ESP) with their respective assistant referees attended a serie A referees meeting in Riccione (Central Italy) as guests.
This is because Rizzoli and Messina are reported to be mentors for these three referees.
I remember that Messina observed Kabakov in Madrid in CL so I would assume Messina is Kabakov's mentor.
The same happened with Rizzoli observing Treimanis a few ago in a EL game if I remember well.

  30. CL MD5 predictions (VAR in brackets):
Galatasaray - Brugge: Kovacs (Martins, Miguel)
Real - PSG: Skomina (Makkelie, Jug)
Tottenham - Olympiakos: Gözübüyük (Kamphuis, Nijhuis)
Red Star - Bayern: Kruzliak (Irrati, Glova)
Man City - Donetsk: Bastien (Millot, Brisard)
Atalanta - Zagreb: Kuipers (van Boekel, van Zuilen)
Juventus - Atletico: Hategan (Marciniak, Kwiatkowski)
Lokomotiv - Leverkusen: Oliver (Kavanagh, Betts)
Liverpool - Napoli: del Cerro Grande (Sanchez, Martinez)
Genk - Salzburg: Kabakov (Letexier, Delerue)
Slavia - Inter: Raczkowski (Gil, Frankowski)
Barcelona - Dortmund: Karasev (Soares Dias, Godinho)
Zenit - Lyon: Orsato (Fabbri, Massa)
Leipzig - Benfica: Guida (Rocchi, Alassio)
Valencia - Chelsea: Brych (Dingert, Fritz)
Lille - Ajax: Vincic (Zwayer, Achmüller)

Karasev maybe a surprise, but I think, it would be a good idea to test him in a big match with regards to the EURO selection. I could also imagine similar appointments for other shaky candidates, e.g. I considered Kruzliak for Real-PSG, but went with the "safe" option instead.
Also not many alternatives for Barcelona - especially with Turpin probably injured - due to the previous appointments.

  31. Reports from some Tuesday games in the Asia region:

Kyrgyz Republic - Tajikistan, Abdulrahman Al-Jassim

    Video clips:

=> +92' YC to KGZ No.21 (standing leg tackle); SPA vs. DOGSO?
    https://youtu.be/A1RByqxKrcw?t=5750

=> +94' Mass confrontation with surely many incidents, camera picks up among others on a violent conduct by KGZ No.11. Referee sorts out only two cautions: TJK No.14 for DtR; KGZ No.2 for UB. Referee HAD to have a conference with his two ARs to decide which more players to caution, at least four YCs would have been appropriate here - that besides any (more) VCs.
    https://youtu.be/A1RByqxKrcw?t=5907

-> On the whole, simply excellent refereeing by Al-Jassim. He was fantastic, displaying an optimal performance - I loved his elegant style. It was remarkable that he managed to keep control of this very challenging game right until the last moments. I would call it one of the best performances that I saw this year only spoiled by his management at +94'; having a spare two hours, I would strongly recommend to watch in full!

  32. Iraq - Bahrain, Muhammad Taqi Aljaafari Bin Jahari

=> 16' Missed penalty (handling) for Bahrain [live sequence; replay]
    https://youtu.be/iIWC6r02xY4?t=983
    https://youtu.be/iIWC6r02xY4?t=1068

=> 64' Acceptable to only give a verbal warning here (contact with the referee)?
    https://youtu.be/iIWC6r02xY4?t=3921

=> +92' Mass confrontation. Referee showed a poor judgement to carrying trying to separate the players, ending up in the goalnet without a good overview of the situation. FIFA.com reports that only IRQ No.4 was cautioned for UB in this scene - one caution for each team was a better solution.
    https://youtu.be/iIWC6r02xY4?t=5629

-> On the whole, good performance by Taqi. It was impressive he kept the control until +91'. I really liked his verbal warnings in this game, they were very effective. At 10' he chose to issue only a warning after a(n accidental) reckless studs tackle - he dealt it attentively and in the end this was an okay choice. Missed penalty for Bahrain tarnishes a well-refereed game.

  33. Vietnam - Thailand, Ahmed Abu Bakar Said Al-Kaf

    Video clips:

=> 27' Penalty (tugging) awarded to Thailand. Did the goalkeeper make a regular save?
    https://youtu.be/mHF9YJk00Lc?t=3172

=> 31' Goal for Vietnam disallowed (charging)
    https://youtu.be/mHF9YJk00Lc?t=3401

    => 43' Missed RC-SFP for VIE No.19
    https://youtu.be/mHF9YJk00Lc?t=4143

=> 50' Very good decision by AR2 to disallow a goal for Vietnam (offside)
    https://youtu.be/mHF9YJk00Lc?t=5663

    => 59' Missed RC-SFP for VIE No.8
    https://youtu.be/mHF9YJk00Lc?t=6197

My view on the crucial decisions:
27' Pulling is very evident to Al-Kaf from his position, even if it's smaller in effect absolutely okay to punish that; no clear evidence that GK wasn't partly touching the line
31' Correctly identified careless elbow - very crucial decision, well done
44' I can say from my own games I understand how Al-Kaf managed to get this totally wrong (foul given against SFP attacked player) but still bad mistake
59' Brutal flying tackle, ridiculous decision by the Omani to only sort out a YC with a clear view

-> First thing to say about this game is to identify the remarkably pleasant attitude of the players who were only interested in playing football, considering the importance of this game. Al-Kaf was okay. He generally sorted out cards when the game needed it, and could issue some good verbal warnings. He issued a great empathic verbal talk, but when it came to warnings he was much more limited to distant gestures - this would be a longer term point for improvement in my view: still managing to reach the players on an authoritarian level. Two missed RCs spoil a satisfactory performance.

    2. For me clear red card. I can understand Oliver in this situation, but VAR should have intervened.

      Delete
    3. At least, there should be communication and the VAR should assure that Oilver saw the point of contact correctly. If that happened and Oliver still remained convinced of the YC, it would be acceptable for me. (Because then he probably would not have changed his opinion in an OFR in a competition, which uses it). And the situation is a 85% RC for me - i.e. not "clear and obvious", but enough to intervene for a missed or wrongly perceived incident.

    1. Very interesting situation.
At first I think that one must underline how much AR2 is lazy (sorry but this is what I can see) after the corner kick is taken. He doesn't run in order to get the best positioning in case of offside assessment, he remains very far away from second last defender (see the video when the frame on the original shot is frozen). This can't lead to any judgement. Then, about the situation. I think offside is correct decision. Given that it was a shot on goal, we can consider the attempt to play the ball by defender as save, so even in case of deliberate action by defender, still offside.
So, the final decision is correct, however I don't know how they drew this conclusion.
Very good cooperation by referee, AR2 should have done better.
      My opinion, of course.

    AR2: Vencel Tóth (HUN)
    4th: Guō Bǎolóng (CHN)
    VAR: Zhāng Lěi (CHN)
    AVAR: Xiāng Yáo (CHN)

    Crucial situations:

=> 50' Goal disallowed for Guangzhou after On-Field Review for a foul resulting in the change of possession
    https://youtu.be/p681Il1eRSk?t=5724

=> 86' Goal for Guangzhou correctly disallowed by AR2
    https://youtu.be/p681Il1eRSk?t=7863

=> 90' Penalty given to Guangzhou after an On-Field Review
    https://youtu.be/p681Il1eRSk?t=8091

Kassai was great; very good performance.

Absolutely no ego problem with the On-Field Reviews, Hungarian was only interested in taking the right decisions. He is too lenient regarding dissent as we know him, but his authority is so natural; somehow I can understand how he thinks sorting out cautions for that are superfluous. Ten YCs given: besides one missed caution, his disciplinary control was pretty faultless. It was a feisty game, but Kassai made sure he never lost the overview, thanks to his excellent fitness and fantastic - even unique - feeling for the game and foul detection / selection.

Maybe him attending the EURO wouldn't be coherent with the performance principle, but refereeing as he did today, Kassai would certainly be an asset to the UEFA team.

    1. Good picture selection by the VAR in 90': With the replays before the OFR, I still had doubts, but the angles in the OFR made it clear.

I think, Kassai's EURO chances depend on the date of selection. If it is done in January, his chances should be quite small. If it is only done after the play-offs, i.e. in early April, UEFA could push him until then (e.g. EL MD5, CL MD6, EL R32, CL R16) and select him in case of good or very good performances.
