So it is Makkelie in Madrid with a committee memeber. Basically, big observers are always appointed for top clashes, but I think that there is surely something more there. Extremely important test for the Dutch if he wants to have big dreams in this season.

As expected, a new Elite in Manchester. Not so clear though, whether this CL match or a more exciting EL R16 match is the bigger appointment.

I wouldn't rule 100% out Taylor from Juventus - Villarreal, a perfect name for this clash according to Italian media. :)

I agree that it would be a very big game for Kovács, in case of appointment. I think possible on paper, but in reality maybe we should think about a different name and then there aren't other possible options apart from Taylor.

DeleteI hope that committee won't underestimate the Ajax-Benfica game. The clubs might be "mediocre" in terms of name and status, however considering the standings, intensity of the 1st leg and some previous meetings between Portuguese and Dutch teams, this requires a very experienced name.
Unknown, look how serious they consider Bayern-Salzburg. There is no way committee will underestimate the game in Turin.
Delete@Matei: Honestly, I interpret Turpin's appointment as an opportunity to recover. His last CL match wasn't that great. I don't think committee already forgot that game. The Bayern game is a tight one, but also a safe one, in terms of players and their behaviours.
DeleteRoberto Rosetti was an absolutely brilliant referee. He was a phenomenal communicator on the FoP, who brilliantly understood tactical approach, and is without any doubt one of the best football referees in history.
ReplyDeleteHowever - his work as UEFA Chief Refereeing Officer has been regrettable, in my opinion. We all, his referees included, all know exactly the thesis for Meler’s appointment.
Politics and refereeing will forever be intertwined, and similar sorts of things happened in UEFA before - after Kuipers badly messed up Chelsea vs. Paris and ended his 14/15 season, then-1st Cat Bas Nijhuis was appointed to the EL QF, Sevilla vs. Zenit, as compensation for KNVB.
Maybe it’s just me, but Rosetti’s politics feels much more brazen than ever before - the scandalous sending of Çakir to London at the EURO before humiliatingly asking him to go back home to Istanbul is simply catastrophic HR management. One could hardly imagine Collina, Cornu doing the same.
His getting rid of 2nd Cat in the winter was simply lazy, now it’s easier to make political promotions, making the development path shorter. While rightly much praised, the internal refereeing operation at the EURO was not so successful either.
I’m quite sure that Rosetti does care about meritocracy. It just seems that: 1) giving Mr Čeferin his way; 2) trying to keep the national associations happy at any cost, and, 3) keeping Italy’s media onside, are all more important to him.
I’m quite sure that UEFA’s referees understand that too. Finally, I want to wish both referee teams good luck for their respective huge appointments on Tuesday - we will be cheering you on for great performances!

-UEFA coefficient (clubs): 7th place
-Last decade, just one club played a role in KO-stages of CL/EL.
The biggest football nations are England, Spain, Italy and Germany. Followed by France and Portugal. These countries have great and strong competitions and obviously should be able to develop great referees. Their referees are used to a high football level, big interests, pressure, etc.
NL is a very small country. In terms of refereeing, NL is/was just really lucky to have talents like Kuipers and Makkelie. Björn Kuipers was lucky to be coached by a former committee member, however he stated in an interview last year that he was not pushed. His way to the top took time and he didn't want to go faster either. IMO the competition with Makkelie was a good thing for Kuipers, to maintain his level for a long period. At the same time, Makkelie was able to learn from Kuipers (as a VAR). A win-win situation. Makkelie was also early involved in the FIFA VAR-project, which I think was a great benefit for him to build a name.
The same applies to other small football country Slovenia; a country that obviously has a big influence within UEFA, however: Skomina - and now Vincic - are great referees and deserved to be in Elite.
I agree that politics play a big role and that UEFA wants to keep several federations happy, but come on… Some promotions and appointments are deserved.
The biggest countries have most influence. Netherlands is not one of these countries.
DeleteTalking about politics, I read that some people have the opinion that Gozubuyuk wouldn't be Elite if not Dutch. I'm not sure. In Dutch League he can be a bit inconsistent however I don't think he really messed up in his CL games so far. If people don't agree on this, please provide examples.
The appointment of Meler is particular. Why does he get a chance - after just 3 CL games - and not for example Schaerer who has more experience? This is really weird, indeed. I completely agree with @Mikael on his appointment. It is clear that UEFA wants to keep federations happy. If Kuipers is injured, let's appoint Nijhuis. If Marciniak is injured, then let's appoint Raczkowski. Etc etc. That's not a good thing.
I also read that people blame Italy and Italian referees a lot. Massa for example shouldn't be an elite and would never be promoted if he wouldn't be Italian, bla bla. I agree that big football countries should have more Elites than smaller countries. Indeed, referees from those countries are used to a high level of football. People forgot that Italy is a big football nation (and a tough one for referees!) and only had 1 Elite referee which is toooo little compared to the 4 Germans and 3 Spaniards. I completely understand why Italy got a 2nd Elite referee and probably also a 3rd in the near future.
In addition, I don't understand why some federations decide do NOT demote their Elite referees? I think KNVB decided to do so, and replaced Nijhuis with Makkelie. Refereeing is topsport. Why do other countries not make demotions?
DeleteI think there is a significant difference when it comes to promotions between categories. I think Gözübüyük showed quite big deficiencies in UEFA games (I don't watch Eredivisie and I don't think UEFA cares about domestic competitions, rather about who is pushed by domestic federations) and deservedly spent some years in the first category. Then, he has series of 3-4 good performances and is immediately promoted. The same speech about Massa or Sánchez Martínez who can be one of the best in their countries but didn't fully convince in UEFA last seasons. But they are representatives of big federations, so they 'have to' be promoted to satisfy big federations. That's why we talk about the Netherlands (and, I think, Romania) are treated differently to, for example, Belgium, Poland or other 'similar' nations.
DeleteThen, we have referees from smaller countries who need to be almost faultless for two-three seasons in order to get UEFA's trust. I think UEFA broke some good referees by not promoting them when they deserved that. Kabakov and Treimanis come to mind (surprisingly, Kovacs was promoted when everybody expected the whole trio to get their promotions). Now, after UEFA obviously disappointed them, they maybe lost motivation and don't believe they can make the last step and their performances are not longer of such good quality like before.
Also, it's a secret knowledge in refereeing community that big names are assessed very kindly by observers. Even big mistakes like missed second YCs are forgiven or not even mentioned in the reports. They can feel very safe unless they make a mistake that causes big media attention. At the same time, referees from smaller nations, potential candidates for elite, are assessed very strictly and everything is written down in the reports by observers. The marks are adequately adjusted while big names constantly get high marks for their performances.

Karasev is not wearing a FIFA badge in his match. Is that standard in the RPL for FIFA referees or is this somehow related to the FIFA ban--either Karasev not wearing it in protest or some interpretation whereby he believes he's not allowed to do so?

Deleteit would be too long to write about all games, however I can say that the most controversial game has been Venezia - Sassuolo with Pairetto in charge. Four penalties were whistled and the referee was not accepted since the beginning with many protests especially from home side, with coach sent off before an OFR for a penalty in his favor.
Two penalties whistled from the pitch, two after OFR, the second OFR for the last penalty in the last minutes of the game is in my opinion a mistake by VAR Doveri, if not directly asked by referee, while first OFR absolutely correct. The penalty he whistled from the pitch are rather OK, but the first one can be described as soft.
Orsato in Napoli - Milan was excellent, especially in second half, he showed to be still the top of serie A referees, with a full contro of an extremely challenging game, two penalty appeals at the beginning, one from each side, I think the second shout in 12' was more penalty than play on but still OK to support, while the first (4') OK play on for me.
An outstanding reproach to both players and YC for mutual misconducts in 77' was the masterpiece of Orsato, not the first time he does that.

In UEFA I am sure after such an incident we may not see the referee until about a year or 2 years later, or at least in a lower competition but he was thrown straight back into CCL.

You can read many comments on the blog, basically to make a short recap, Turkish federation took this decision for making a renovation of refereeing in Super League, excluding Cakir and other big names until the rest of the season. This has created a big astonishment inside the international world of refereeing, the exact reasons for this action are still unclear. Both Cakir assistant referees resigned, as well as other referees, and now we will see that is about to happen, but basically I think his WC dreams are over.

DeleteThe penalty incident itself, if we don't consider what happened before, is not enough for a VAR intervention for me.
A bit strange, that the on-field officials gave the YC for no 8, but didn't stop the match immediately for his action - no reason for advantage. Maybe the 4th official gave some input, but even that should lead to an immediate whistle.
DeleteOtherwise I agree with Chefren: Clear VC, that should lead to a VAR intervention in all cases. And for the penalty itself I would not expect a VAR intervention in both directions. But giving the foul seems the better decision to me.
Interesting situation, i assume that referee gave advantage for the first foul by partizani player and he didn't saw the second foul by tirana player. Judging by the late time he showed the card i thought it was a suggestion by the 4th official. About the challenge the foul is clear but is this an excessive force to give a RC for VC? Imo no, i don't see an excessive force in this challenge. As for the contact in the penalty area it's a small contact the referee has clear view and no var stuff.

I'm surprised at the equivocalness of the above comment - until about eight years ago, the Tirana player would be sent off without question (excessive force), but nowadays, I'm not so sure to be honest. I think yellow card is the cleverer call, and maybe even the more correct one.
DeleteThe scene reminds me distinctly of one from Taylor's GEOMKD playoff. The kick isn't completely off-the-ball, maybe we can say that the kick is simply a (very) reckless tactical foul in order to prevent the Partizani player challenging for the ball?
I think that's an important detail which separates it, eg, from say Turpin's VC RC in the Club WC, or Brizio Carter's in the WC94 opener, which were 100% off the ball, so the force required for "excessive" is much less, and in both those cases a RC was required, and correctly given.
While the Tirana player was very stupid and couldn't really have complained if Xhaja sent him off, I think the better decision (YC) was reached.
As for the PAI - giving a penalty there would be a travesty IMO. The attacker simply waits to be crashed into simply in order to illicitly win a pk; match officials see through it and make the right call, play on.
Sorry, but UEFA are complete idiots if they genuinely believe that they can conceptually eliminate impeding-the-progress-of-an-opponent-with-contacts fouls from their games. It’s absolute lunacy. And look how Makkelie is already losing control having to implement them in a hot game.

At about 40', there was a skirmish before a corner kick, and Makkelie pushed a player back--ha! I also like that he is giving YCs, but was that 4 in the first half? Not a very challenging game so far, so just wondering if he can keep same strict line in second half and be consistent by giving YCs for similar fouls? There was one YC when it looked like two players went down and simply bumped knees on the ground but would have to see replay.

In addition, this year's instructions to set the threshold for a FK being given extremely high and to avoid cards at all cost are big enemies of referees...
ReplyDeleteThat's all a problem to the referees themselves. If some of them are so stupid to accept such instructions - of course they will have problems. True referee (like Orsato, for example) who know the rules of the game and follow them, not dubious instructions, don't have problems.

In my opinion another very good performance by Makkelie today, I liked his approach from the beginning, some troubles indeed, but he decided to be absolutely strict as needed and this lasted the full game in regard to both teams. I liked his consistency and control of the game.
ReplyDeleteBoth assistant referees were faultless, all crucial decisions OK. No foul on Donnarumma was another excellent spot in my opinion because too often we see easily fouls in favor of keepers. I like when refereee has courage and plays on, but this was not even a foul, if you ask me, just normal contact.
If this was an exam for a possible appointment in CL final, waiting for the other referees, after today he is in very strong position under my eyes.
Sometimes the difficulty of a game is made also by what "could have happened" but "didn't happen" thank to referee, if you understand what I mean.

In case I think Lille - Chelsea would have been the choice, but we can't know what will happen now with this news coming from Turkey.

DeleteIn Lille-Chelsea we could see Kovacs, and also Taylor should be or in Ajax-Benfica or in Juventus-Villareal. This brings the question, who will be in the other game? CdCG somehow lost the confidence of Rosetti - I really don't think he will get a game. Marcinaik seems very likely to be here I think or who knows, maybe Cakir?
If Cakir is indeed available and selected, he might even be an option in Manchester. (Decisions from 9 years ago should not be relevant for today's appointments...)

Philipp, the problem if Cakir gets United - Atlético is about the other team, in case, the Spanish side. He comes from the very discussed Milan - Atlético and for this reason in my opinion impossible to see him again with them, even though it was Milan to make complaints for the performance.
DeleteI fully agree, he succeeded in the path towards the final. In this extreme difficult match he took brave and correct decision. Very strong personality and with respect to players. It was a big pleasure to watch. I think one of, or maybe the best referees in Europe at this moment.

At the end of the day the consistency shown by Makkelie was exceptional. He didn’t whistle the light contacts during the game unless it was a clear-cut foul. And on Donnarumma it was not.

Even more terrifying for Makkelie given how powerful Al Khelaifi is in UEFA nowadays. To include everything in the official report (if true) is a sign of huge braveness and very professional approach by the Dutchman. While one can debate about the possible foul on Donnarumma (I expected a very polarising debate here on the blog while most-all people agreed it was no foul), the reaction of Leandro and Al-Khelaifi is terrible.

ReplyDeleteAfter this tie between PSG and Real Madrid we read always that many things have happened in regardo to referees, it was reported as well for first leg with Orsato. I wonder how much true his can be, because in case it really happens, UEFA should take disciplinary actions against the responsible. Now we will see what will be decided for the French team officials, if they did that.
ReplyDeleteMy solidarity to Makkelie team, it is easy to accuse the referees after years and years of failure, with all that money they spent for the team.
Before the match, I was curious how Makkelie present himself. I call him the chameleon of Elite ref’s :D
ReplyDeleteIn terms of style and strategy. He can be:
1) Smiling and interacting a lot with player’s ('one of the guys').
2) Lenient, managing situations with his personality and trying to keep the cards in his pockets
3) A no-nonsense ref. Strict when he needs to be with sero tolerance regarding dissents, or;
4) an arrogant man, who is not afraid to shout at player’s and doesn’t give a f***
Yesterday, I’d say it was a combination of 3 and 4. I don't see him like this very often! Very interesting how he adapts to the game he is officiating. He always seems to have a clear strategy.
*Note:
I liked the fact that the contact with Donnarumma was not whistled. Especially because Makkelie wouldn’t have whistled it on the midfield as well (if I consider some other play-on calls during the match). It all started with the goalie’s fault. He decided to join the rondo, was pressed by the Madrid attacker and couldn’t clear the ball. For me a normal contact.

Lindhout is let's say not the best referee in "hot" matches, and this game would be a nightmare for him! he lacks personality, and has a lenient style..... the worst you could get in such a match, in my taste the best Nederland has to offer as 4th official in Europe is Jeroen Manschot (lot off experience, but non-Fifa ref), and can handle hot games due to his personality, With Lindhout this game would have gone terribly wrong, in to a big fight, not even a doubt about that!
Not only that Al-Khelaifi has an immense power in UEFA, but from all the cities guess where decided UEFA to move the UCL final. Exactly, in Paris. And this could be a problem.

It will be very interesting to see if UEFA will support Makkelie 100%. If the reported behavior indeed happend, this should lead to long suspensions. I mean break the flag of an AR... But Qatar/PSG has a lot of power...

DeleteThere are reports regarding Çakır that the assistant referees Bahattin Duran and Tarık Ongun are in a bad mood and do not want to win the match, they will probably not be able to take office next week or later. . We can say that Çakır and his assistants have little chance in Europe and in the WC match.

According to me he made the right call on Donaruma's mistake. Football is not a dancefloor game but contact one and Gk was playing ball with feet so had to accept to be challenged by Benzema who anticipated and sprinted towards GK.
On last hand, as Lyon chairman (Aulas), everyone tries to consider the referee as a lazy pillow.
but this morning french press does not reproach anything to ref but to Paris and on social networks all posts are written to make paris players fool of themselves...after Barca's remontada in 2016. Weak mental. These two team's officials (president and manager) should look for the straw in their eyes before looking elsewhere.

ReplyDeleteDonnarumma is in possession of the ball and is kicking. The attacker RMadrid intervenes on Donnarumma's left supporting leg while he is kicking. It is a clear foul and it is really inexplicable not to whistle. This situation is different from the normal contacts that rightly did not blow the whistle because there is no challenge for the ball here.

At first, I thought, even if it were a foul, it didn't affect the kick, but watching the videos at 25%, one could argue that it did affect the kick and that the contact caused or partially caused the goalkeeper to miskick the ball. And saying that Makkelie was consistent in not calling such contact a foul doesn't mean that this situation doesn't warrant a foul call. Makes me miss Kuipers more, as no one has been found to fill his boots yet.
ReplyDeleteOne YouTube commenter astutely noted that it was Makkelie who gave a PK for Sterling's dive at the Euros, so I bet that was in the back of Makkelie's mind and decided no call would be safer or less controversial for him.

ReplyDeleteMemory time. Remember Oliver's call in injury time on Juventus and Buffon went crazy. I didn't think it was a foul to be called. Thought defender had every right to ball as Real Madrid player. Isn't this almost the same thing but opposite in called NOT called? Your thoughts?
ReplyDeleteI think it speaks to a larger issue in that hip checks have become accepted and often go uncalled, whereas traditionally a fair charge is shoulder to shoulder contact.
ReplyDeleteFootball is a physical sport. Today, referees often whistle for trivial matters. They hardly dare to take risks by often protecting themselves. This is not good for football. In this specific case, contact with the keeper is minimal. Conversely, you don't give a penalty for it either. In addition, the keeper no longer has a protected status. He must be seen as a player. Makkelie and his team added to the entertainment. They dared to play football and to let the game flow. This has been a great CL match to watch for quite some time now. With passion, battle and fast pace. That is why they deserve praise and no comment.

ReplyDeletePls turn it around and imagine a referee giving a penalty kick for a contact like that. The world would be mad and call it S-O-F-T.
Also consider that the goalkeeper is 1,96m tall and 200 pound. And you know that the fall was exaggerated. :')
And finally, one should consider that these kind of contacts were not whistled throughout the whole match. Consistency is key.
