    Would be interesting to know the full list of the referees followed closely by committee :)

    1. 38 y.o, how good is he? Has anyone watch his match? Does "short time" mean fast track like Siebert? As far as I know his name actually rarely seen, he's like Kruashvili (GEO) who was promoted but rarely used

    2. You're right he is 38 and hasn't been appointed in very highly profile matches but he has a lot of experience. He is Fifa since he was 25 Y.O. As we have discussed many times here in the blog with Rosetti supporting "small" countries or better saying giving them a fair chance Jorgji will have his chance to show if he has value or not.

If I'm not mistaken Bebek, Kulbakov also start their career on very young age too (Bebek, 45 FIFA since 2002 and Kulbakov, 43 FIFA since 2005) For me this is not in the context of fair chance or not. Jorgji is too late, he's 38 y.o like you said he never have high profile game (club or national teams), different situation with Siebert. They should encourage referees who are under 35 y.o regardless of which country they come from, actually I doubt with that news. For terms of small countries, you must see Euro U19 nothing special about referees from Georgia, Malta, Lithuania, especially for Kikacheishvili (GEO) I saw his match, for some foul he "reject" to communicate with players which means actually he doesn't have elite criteria regardless he's still 30.

    4. What I'm saying is to judge fairly. And to be fair despite if Jorgji or any other referee (small country) was good or very good didn't have any real chance to go in elite before Rosetti area. As i sad, now he and others will have a fair chance. Let's see who will go up and whose not.

    10. Ok, but Norway isn't really a small country. They are on place 17 by UEFA country coefficients. If you take Norway, you could also take Türkiye, Sweden and Romania and find several more Elite referees.

    12. Norway has significant lobbying power in refereeing since ≈30yrs. They aren't a 'small' association at all (neither are LUX, by the way). Stavrev is an appropriate example, but he never had the skills for Elite (solid 1st).

      Rosetti isn't actually good for smaller associations. He just 'trollies' around whilst doing a mediocre-to-poor job, trying to keep the member associations happy enough for him not to be replaced by UEFA/Čeferin, with no long term plan or vision. Naturally, this includes trying to keep the smaller associations happy when neccessary. But he doesn't care about ACTUALLY helping them.

      Just take Kruashvili. At U21 EURO GS, he had one performance on an 8,2 level and another at 8,1-ish. We watched ALL games in this group stage - no way he deserved a later knockout stage appointment. As a token offering to 'smaller' associations, the Georgian later returned for a quarterfinal, which he reffed well. Rosetti, seeing an oppotunity to improve his 'street cred' with the more-minor countries, then completely out-of-the-blue gave Kruashvili the final.

      Great! But what has happened since - the management of the raw but quite talented Georgian has been bizarre to say the least. Promotion to 1st, Feyenoord and Partizan at home, but also followed Youth League, then LIEMDA in the last Nations League rounds. Like WTF? :D

      The same at the last U17 EURO. UEFA now can't even be bothered to choose a group of prospective ARs, so they go in ≈80% ref-linesman duos. Sabotic/Xhaja only as reserve (I can only comment on the Albanian - he is a good ref, prospective 1st Cat, who would be PERFECT for U17 EURO, but no...). A very talented Armenian ref, Ghaltakhchyan, also perfect for U17 - no, the son of the refs chief goes instead… and, I didn't watch much of the tournament, but let me say that one referee's progress to a KO appointment was a complete JOKE (not the final ref).

      So in trollying around, Rosetti decides to take three refs from smaller associations to U19 in order to follow his mantra - 'KEEP EVERYONE HAPPY'. But they aren't really that small. They come from associations who have slowly built up their influence in Nyon: Lithuania (Malžinskas), Georgia (Paniashvili) and Malta (always with some pull there). It is a token move by the Italian boss. And moreover, I highly doubt there is that much chance for Lukjančukas, Kikachiashvili and De Gabriele in the future (the latter two impressed me, too!). Maybe the Georgian, idk.

      And, maybe I’m overly cynical, but sth very ‘weird’ is happening with Albania and Rosetti/UEFA. We know that Čeferin sees them as some kind of ‘pet project’, with the new stadium, Conference League final, etc. And all this coincides with Jorgji, who has been around for aaaggess, suddenly progressing. The same story as Kruashvili - promoted to 1st, but he is the ONLY referee in CLQ2 who is not from the second category. But, he handles the high-profile Turkey vs. Italy friendly (let’s underline this: Turkey vs. (Rosetti’s) ITALY), and now participates in the Talent-Mentor programme.

      I can’t overstate how bizarre the choice of Jorgji is for Talent-Mentors. Or at least bizarre if you don’t take notice of the political constellation. The right choice to properly develop Albanian refereeing would be to keep Jorgji in 1st (even that might be exaggerated in my opinion, but…), and focus on Xhaja, who is quite talented. But no, in their impatience, Jorgji gets on Talent-Mentor… (while Xhaja goes to U17 and refs ZERO games).

      Some referee leaders are stronger/weaker than others. But what really p*sses me off about Rosetti is that he is so intellectually lazy. He does NOTHING to actually help referees or refereeing, and just muddles around, only focused on keeping his job and nothing more.

      UEFA can (and under excellent-manager Collina, did) do better than this current mess.

  4. Lizzy van der Helm (NED) in Spain - Italy.

    A very strong presence on the pitch by the Dutch, who has surely a very firm and determined style (at least, based on this game).

    She looks to be a referee not afraid of taking big decisions, and she shows very often she is the leader. Very meticulous and in constant communication with the players, by instructing them to follow the rules. She had a quite good game in my opinion.

    Given that we are talking about a Women's Under 19 game, I would say it is hard to assign a challenging difficult, first of all for the context (almost empty stadium), no pressure and so on.

    However, she was called to take an important decision that can be supported. In addition to that, as said, very strict with players unfair behaviors, maybe one or two cards more could have been issued but still the same speech, nowadays who cares about that?

    Perfect management of added time, we can connect this to her strictness with time wasting. A given YC can be example of that.

    Maybe one could say as point for improvement that making too many times the gesture of indicating the watch to players is not needed, sometimes this was indeed a bit unnecessary, but she was absolutely consistent with her line and that's the most important thing.

    Good use of advantage, especially before the penalty call, but also in other moments.

    And... in this context, another chapter of the famous throw-ins saga :D

      Very interesting situation to read. I think that the live sequence could suggest that foul was outside, but the last replay from behind the area, would allow us to think that it was at least on the line. Very difficult to see in all cases for referee, whio immediately whistled penalty, and I think this should be supporte. Then, she gave YC, by reading a DOGSO (if we assume that foul was genuine). One can agree on this decision as well, but most of referees maybe would have only whistled, considering it a genuine SPA. In my opinion OK to see DOGSO, but maybe not a 100% decision, because there is another defender. Also, the movement by leg toward opponent should mean that she tried to play ball, so genuine attempt without doubts.

      In case of a foul whistled, one of the Spanish players that stop opponent after defensive mistake, was already booked. Looks however reasonable to play an advantage, in case referee did it, because the attacker had a good chance. Not clear what referee decided as unlucky she wasn't shown in that moment, while only a few seconds before... however, not a really important or crucial situation.

    2. Not a 'bad performance' at all, but IMO a (little) bit overacting which occurs nervosity on the field op play. She was even using her whistle for body language. She had an important observer but as already mentioned, we are assessing a 'U19 women match', which is absolutely not inferior!
      IMO, with the same attitude at a women A-match Spain vs Italy, she would occur nervositt among the players with a different reaction from the players.

    Plenty fouls,plenty dirty plays resulting in 6 yellows and 1 red card.

    2nd match,Italy vs England is played fair so far,1 crucial decision to give GK YC for foul outside the box was correct.
    Expecting far more challenging 2nd half becaude result is not in favour of favourites.

  8. According to DFB, there are two new instructions by UEFA for the new season
    Case 1: Reduction for disciplinary sanctions / cards
    For offences that require a card due to the seriousness of the offence (reckless or brutal), there is no reduction.
    However, for tactical offences (DOGSO + SPA), the sanction is reduced for:
    a ball-oriented action in the penalty area
    the application of the "quick free kick"
    an advantage
    If two of the above characteristics apply, then there is even a double reduction.

    Example: A player enters the penalty area with only the goalkeeper in front of him. When trying to play around him, the goalkeeper brings him down by a ball-oriented tripping. The goalkeeper thus prevents a clear goal-scoring opportunity. However, before the referee can blow the whistle and decide on a penalty kick, the striker jumps up, continues playing and scores a goal.

    Decision: The referee decides on advantage and goal. From the actual DOGSO, only a yellow card remains due to the orientation towards the ball, which however - due to the advantage then granted - is also reduced, so no card is shown.


    Case 2: Interpretation for offside
    As is well known, the playing of the ball by the defender resolves a punishable offside position. Up to now, we have always spoken of playing the ball when it was a deliberate action, i.e. that the foot was not only placed in the path of the shot, but was clearly guided towards the ball that had already been played. This can also apply to a header. Now this has been supplemented with the addition of "in a controlled manner".

    Controlled means that the defender is not under pressure, is not in a duel and does not play the ball in a defensive action "in greatest trouble". In addition, when playing in a controlled manner, a clear change of direction of the ball must be recognisable. Otherwise it would only be a deflection or a touch of the ball - and this is not assessed as controlled play. This interpretation only refers to the playing of the ball by the defender - because with a striker, every touch leads to a new offside assessment.


    It seems, UEFA is circumventing IFAB here with some points that are closer to a change of the rules than to a pure interpretation.
    Will be interesting, whether FIFA follows this path and this becomes also valid for the WC.

      By the way, he also once again stated that Turpin 'cleared' the penalty incident in GERSWE at WC2018. He said that because since that incident many Poles accuse him of being not keen to review incidents.

    Key match incidents:
    20' - Good no-offside call by Sipos/Hyvönen at 0:1 goal; possible foul (impeding) on goalkeeper though
    32' - Good advantage -> good no-penalty call after handball by CZE player; hand close to the body, not making a player bigger
    77' - Penalty awarded to FRA: CZE player runs very close behind 6FRA but I think it's a quite clear dive by the French player who even seemed to be surprised with the call; in a game with VAR, I would strongly prefer an OFR, also for the save by Czech GK who was off-the-line at the moment of the shot
    90+2' - Good onside by AR1 at 0:3 goal

    Katalin Sipos had a laidback approach, being rather reactive than preventive in managing the game. Maybe a sunny weather played a part in this as also fitness/running wasn't the strongest point of this performance. Some aspects below:

    1) Weak foul detection. Too many fouls missed and, what was quite unlucky and bad image for the game, all such wrong no-foul calls were against the home team (22', 40', 48', 67', 81', 84', 90') with three of them (40', 48', 90') being also bookable offences. It ended up only with a caution to somebody on the bench after the last no-foul call in an SPA scenario. With a more ill-tempered team, the result could've been worse.

    2) Disciplinary control. As said, reactive not preventive:
    - no visible reaction against three aggressive challenges of CZE players after they conceded the first goal (26', 28', 30')
    - a stern warning instead of first booking in the game following kicking the ball after a veeery late FK decision (as a lack of respect, not dissenting behaviour) could have helped the referee to gain acceptance and respect among players (34'), unless there was a clear instruction to punish such behaviours
    - several players could be happy to finish the game without being booked: 17FRA after two reckless(?) use of arm fouls and a tackle (40', 48', warning in 59' after tackle), 4CZE after two tactical fouls (39', 64'), 10CZE after LOR cynical trip (84', warned in 89' after late kick), 19FRA after SPA holding (90')

    3) Advantage use. While, in general, I like going back to foul if there is no clear advantage, last years we could see a clear trend to not go back to foul if the fouled player is able to play the ball in a controlled manner afterwards. That was the case in 4' and 59' and despite this, Sipos decided to give a FK.

    4) Fitness and running. UEFA says the temperature was 25C but with cooling breaks it was most likely hotter. The weakest point in this regard was not enough acceleration when there was a change of play direction or pace. Due to that, Sipos was sometimes left far behind the play. More active positioning would be advisable, too.

    1. Thanks for this detailed report, in my opinion extremely critical points are the penalty whistled, its execution, absolutely irregular action by keeper, and the use of advantage. Giving the signal and then returning back with free kick even after a quite long time, shouldn't be done, a clear decision must be taken before. About the foul detection, it is always difficult to judge, there can be missed incidents, some of them you posted were indeed difficult to spot, let's wait for her second game.

  13. I was not very impressed with the officiating of Croatian Jelena Pejković. The performance was not really poor, but a bit below expected level. In a game of quite challenging difficulty, where she could have gained a good control with a different approach, she was unable to set a common line in disciplinary management. The first half could be an example of this. The beginning of the game was the easiest part of it, referee almost never challenged, but then after that, when a few minutes were missing to end the game exploded a bit and she struggled to keep control, she seemed a bit too shy and late in warning and interacting with the players, perhaps missing a little bit of awareness. Some cards looked to be issued only after the effects that she noticed and the reactions, but not planned immediately after the foul. You can point out that at least in two situations. In addition, she whistled two penalties in this game. If in the second case, last minutes of second half, she was right with a good spot, I think it is very difficult to support the call for the first incident, that opened the score in the game. The whistle was in my opinion wrong and in case of play on nobody would have complained. However I must say that, given the kind of action by defender, it was very easy to be deceived, thinking about a clear foul. A very positive point was the management of added time, as we saw in both Men's and Women's Under 19 tournaments, referees clearly instructed. The referee didn't give me the impression of a solid appearance in the game but at the same time we saw definitely by far worse performances, she can have the potential for doing better in future.

      The Italian is in the process of diving (or maybe just struggling to keep her balance) and she is desperately seeking any contact with the French player. It's much closer to a Dive YC to me than a penalty.

      The same as in 45+1', never a penalty there either.

      France punished by 2 false penalties should mean the end of the tournament for this ref.

    2. Difficult to explain, I mostly get very often the point of some choices by committee, based on the assignments that the referees get over the years. About Huerta de Aza, she has a big trust by committee, and she had an excellent path until the Elite status, and so now she is at a further step, perspective Elite with even further potential, that's the reasoning I followed. I must say that very often I'm also surprised by myself how I can read that.. it is not easy, indeed, I must admit.

    3. IMO almost the same arguments as for makkelie at Euro2020: quick rise in Elite, a well-trusted, representative (charismatic!) referee, but not one of the 1st favorites for a final I'd say.

  22. Ionela Alina Peșu (ROU) in Italy - Czech Republic.
    Quite easy-going match in this Matchday 3, with Italy clearly best team during the full game. It was just a question of scoring as many goals as possible, with Czech Republic relegated to a defensive work. In this context, there were some penalty area incidents, but the development of the game can never talk in favor of an increased difficulty. Basically, the performance by the Romanian could have been close to expected level, but there were some situations that showed, especially one in particular, that important points for improvements were possible. She can be supported regarding all the crucial incidents, and there were multiple occasions, but she has to work on very important aspects. I would go for a 8.2 in the classic UEFA scale. She showed some positive things, though. I appreciated the alertness in some circumstances when she had to show YC. Also, a fully correct crucial decision regarding a goal scored, and it wasn't easy. On the other hand, more communication with players and a more appropriate foul detection in some occasions could have made this performance better. She started the game with a quite strict foul detection, whistling most of the contacts, then during the game she changed a bit her style.

Important point for improvement, in a situation that could have been crucial.

    The game was in my opinion of normal difficulty for her, very calm, both teams focused on football, especially first half, in which there were only a few fouls... but some crucial situations occurred and regarding a particular one we must make a detailed analysis (offside).
    The Romanian was very strict in this game regarding protests and unsporting behavior by players, I think that she booked two players for dissent (unluckily in one case it is not clear because missed by broadcastre live). All the rest was at an expected level.

    Not shown live by broadcaster, but communicated later, I checked the minute on UEFA site, the Norwegian defender, who did the mistake allowing the score by opponents, was indeed booked in this minute. The replays show that there wasn't any foul, I also thought that maybe the card had been issued for an attempt to DOGSO, but again, I don't see any foul by defender, so only reason must be protests against referee.

    The most interesting call of the game, involved AR1. I think she decided everything by herself, the decision was taken quite late, after the goal had been originally allowed. The obstruction of keepwe's line of vision seems a wrong assessment, due to position of keeper who can see the attacker, but at this level one must praise the AR for having thought about this possible infringment. Looks like mistake in reality, but it stays difficult without VAR. Also, the fact that ball goes in the other direction than the attacker, should suggest us that keeper was not obstructed. Should therefore be a crucial mistake by AR1, but a very understandable one, while difficult to ask referee for cooperation in this case, only AR can know about player in offside. At any rate, I wouldn't penalize this decision too much.

    In my opinion this foul could have been easily whistled without booking, but watching the live sequence, I think it was for the reaction after the foul, at first she didn't want to issue it. Can't be 100% sure, but if for such reason, it would be consistent with the approach by referee during the game.
