  2. Now, the prediction for the next game is by far more complicated.
    Let's have a try.
    Basically, I think we have three potentially expected names: Iuliana Demetrescu (Romania), Cheryl Foster (WAL) and maybe Tess Olofsson (Sweden). All the other referees are expected for more sonorous games, in my opinion.
    So going, for a fully neutral choice we could have:

    1. I agree, the next game is more complicated. You could look at it that UEFA want a good start fro the officiating teams so, they could appoint an experienced official on this. Possibly Lehtovaara perhaps

  4. I'm curious what will be the strategy.
    Option 1, like Anonymous 13:12 wrote, is a big name for Norway - Northern Ireland. Good start of the tournament and at the same time, "save" this bigger name for a high profile assignment in KO stage (Rosetti style...)
    Option 2 is for instance Demetrescu, like Chefren wrote, fully neutral, and they can save a bigger name for sth significant or more challenging.

  5. Taking out being hosts, opening match and big crowd this is Englands "easiest" match, with the well fancied Norweigans and the local derby against N Ireland to come.

  7. I’m predicting Monzul for the final - she’s the main candidate along with Frappart but unlike Frappart, UEFA can already plan her for the final (and we know they like that). It would also be a nice gesture to Ukraine

  9. About Monzul, given her current status, I think she wont be able to officiate Italy's games. We will see. Still strange that this new affiliation to Italian referees association was not publicized in the media.

    4. I recall that a certain anonymous person wrote a while ago on this blog that Turpin got the ECL final because of an argument within UEFA committee. Two Dutch referees in the two grant EURO finals in one year was NO option, and therefore it was granted to the French.
      The same person wrote that Lehtovaara got the CL final instead of Rebecca Welch who had a remarkable season, however UEFA wants to “grant” Rebecca Welch at her home during this EURO. Let’s see if that comes true. I must say, it sounded very truthful to me as UEFA/Rosetti are well known for keeping all associations happy. I hate to write this btw (*puke*)

    1. SWE - DEN 2013:
      65' Impossible to say, would be VAR stuff for "modern football", no blame at all for referee, maybe I would have decided for free kick, that's only a feeling, nothing more, possible that contact ended exactly on the line. Agree with SPA.
      84' Correct penalty for handball, 100% penalty, today VAR intervention in case, fully expected. Excellent frontal positioning by referee to spot it.

      NED - NOR 2017:
      9' Possible RC for SFP, but expected decision is YC. No VAR intervention in my opinion in this case for both colors. A referee who shows RC can only be praised, but very rare and maybe for somebody even wrong :)
      80' You can whistle it, but still in my opinion for the current perception of penalty area incidents, would have been rather very soft. I can maybe add that it is a similar incident to the penalty whistled by Fesnic a few weeks ago and it was exactly in a Netherlands game... of course VAR must support, but many people would argue... still OK for me to play on.

      I had to watch it many times, but 65' is quite clearly outside I'd say, when you see where the Denmark player catches her (defender's left knee). Very tricky though. Steinhaus was unlucky that the ARs were vis-à-vis camera in this game, ie. the fourth official had no chance to help. 84' is well-spotted, and Frappart's penalty appeal was rightly waived off IMO, attacker backing in.

      Most interesting, 'philosophically', is the DOGSO question at Steinhaus's first penalty, and the Frappart potential SFP case. The DOGSO is more nuanced (in yesteryear, we could talk about DOGSO, in 'modern idea', not enough and rather SPA), but isolatedly assessing the SFP, actually it is a rather 'clear' one - look how late and how 'trapping' this foul is. BUT, I'd strongly argue in favour of a yellow card to be given in both incidents.

      I want to word this very carefully and with the neccessary delicateness, but in the same way that one must assess incidents from different eras of (men's) football differently (I know well from my WCs projects), in some aspects, men's vs. women's football in some ways must be considered as 'apples and oranges'. What would be a very nasty tackle in men's football (NEDNOR 9'), is somehow, more of a very reckless uncoordinated action in this specific epoch. A red card would be a decision NOT to be praised by Frappart here, in my opinion, and would be rather just an exaggerated call.

      I hope that I got across what I wanted to say okay. We live in an era (not only in football refereeing, but in wider society) where differences between sexes are deemed 'inconvenient', let's say, for 'us' (-> referee coaches and educators), not to lose grip on the nuanced differences between men's and women's football. As it would be women's football who actually suffers from that, from such potential decisions like a RC in 9'^^ (though, looking at the CONCACAF region, there seems little danger of such calls...:)).

      (Btw, later today I will post an analysis of by far the most interesting Women's EURO final match for the officiating: Germany vs. Norway in 2013, handled by Cristina Dorcioman).

    5. In 25' the most political decision ever (as commentator says)! Whistling immediately a defensive foul. Very blatant mistake to assign that corner, based only on perception, we know that wrong corner decisions are rarely a mistake because not easy to see, well, in this case, in case of goal, would have been a more than crucial mistake for referee. Not even VAR can intervene there.
      The first penalty is wrong call for me, attacker "uses" the leg of defender to make such theatrical fall, but given the contact, a call that can't be assessed as crucial mistake, with VAR even more difficult. I would argue that some VAR would like to intervene while others no. Referee whistled it with a very good body language, though.
      Second penalty to me a similar speech to the previous one, attacker is clever in getting it, still, contact can't be denied with that leg of defender, but to me attacker wouln't have fallen for this. I think that the player made that based on the previous call by referee.
      Then in 71' the easiest scene in which to whistle penalty of the three, not given. Attacker on the ball and contact by keeper, the fact that ball had been already kicked is sometimes used as argument for play on, but to me this could have been whistled.
      In 80' another mistake of perception, in this case more excusable than previous corner's decision, but still, an attack stopped in the box.
      I think it wasn't a good officiating, to say it kindly. Nowadays we can be sure that women officiating at UEFA level has had quite significant development.

    6. As promised :)

      Crisitina Dorcioman's appointment was surprising to comtemporaries, and the Romanian can more-or-less be considered a compromise choice. Indeed, if not for the illness of another referee (Mitsi), then Dorcioman would not have refereed a game at all. UEFA's options were pretty limited, with the following referees already eliminated from the race:

      Steinhaus (Germany)
      Staubli, Monzul (SF)
      Vitulano, Palmqvist, Albon, Spinelli (rejected)

      So the choice was between Cristina Dorcioman, Katalin Kulcsár and Kirsi Heikkinen. From my memory, Kulcsár had experienced good performances, but that a final would have been exaggerated for the Hungarian. So, no chance for her. Heikkinen would have been the natural choice, but I think that UEFA probably got the jitters about her physical condition. Instead, they were quite enthusiastic about Dorcioman's two performances, relatively untried as she was, so the Romanian got the gig. Heikkinen was assigned fourth official as compensation.

      Probably, UEFA regretted their choice. While I'd actually support Dorcioman in all four key penalty box incidents (06:30 - 11:20 - 12:45 - 15:20), overall, the impression wasn't satisfying. I think the Romanian aroused too much attention (negatively) for her performance. With her firm exterior and good movement, game control was never in doubt, but somehow, her decisions were always 'distant' from the game and too unpredictable (bizarre 04:15 is the best case-in-point).

      I actually felt quite sorry for Dorcioman with the many penalty area calls, all quite tricky, and all against Germany, so there wasn't any chance to even 'balance' out some of the calls, by operating the same criteria against both teams. Especially 28' - there IS a clear contact there, but also a swan dive by attacker, so perhaps no referee could win in this scene. 59' is an excellent call for me, nailed on trip, instant call. 61', 72': there are some arguments here (you could say: careless collision after ball played), but, especially after early calls, as a whole picture... not consistent at all.

      One needs LUCK when officiating a big match, and I'm sure that Cristina Dorcioman didn't get that in her EURO final. But, one must make their own luck too, and in the overall performance, we can say that the Romanian official struggled too much. Dorcioman scored a remarkable achievement in winning the assignment, but one must also say that she let her big chance slip too. Indeed, this was the last major tournament match ever for her...

    2. Yes, now it is communicated that, due to a technical problem, VAR couldn't send to broadcaster the proof of regular position when England scored.
      I would add as remark for a quite easy-going first half, the final whistle: she could have been in trouble because she allowed a corner when the added time was ended. Then, a proper moment in which to stop the game wasn't found and the attack continued for a certain time. A goal could have been controversial because it was possible to whistle before.

  20. I think expected level performance in a quite easy game to handle.
    If the tournament will stay on this fairness for the next games, the work for referees will be definitely facilitated. But I doubt that, quite sure we will see challenging games... after today we can just point out how much technology is important today in modern football, a goal was about to be missed and it was the only important and crucial decision of the game. Months and months of preparation for the officials, but there are surely things that can't be spotted on the pitch. I expected a quite sonorous and maybe already crucial game for Huerta de Aza in group stage as second assignment.

    2. Are we 100% certain that the goal decision was correct? At least in the pictures delivered by TV stations, the ball wasn't yet fully inside the goal. Also, in the Bundesliga, the Hawk Eye recently failed big time and got overruled by VAR, so there is some precedent.

    3. I think the VAR appointments indicate that either Olofsson or Welch should get a game with Kavanagh and Van Boekel working together in 1 group D game
      The other option otherwise the logical choice would be for Kavanagh to be appointed with Foster.
      I don’t expect Hussein to be appointed as referee in the last set of MD1 purely as The German ‘a are appointed to a game the day before.
      I would expect the Spanish or Portuguese to be Var in the other group D game

    Quite a surprise. Media was anticipating I. Kovacs as referee and O. Hategan as VAR. This season the Supercup is more important because this is the first domestic game with VAR in Romania. It will be used also starting with this season. After an eternity, we finally made it... :))
    A. Cojocaru, 42 yo, not on FIFA list, had a good season with many appointments and not too many mistakes, getting this game as reward is understandable. For example, he handled one of the two 2nd leg relegation play-off games(at the other one was Kovacs). AR Avram has a game on Tuesday with Horatiu Fesnic in UCL.
    If you ask me, the appointments are ok, but I have to admit that the Kovacs [Hategan] scenario would have been "nicer" and better in terms of football history in Romania.

  34. Lehtovaara's position from the corner was very square (-> 0°) and quite poor, see below. Players tend to crowd the goal area in women's football from corners - the officials must react accordingly! I guess subconsciously the Finish ref didn't want to get caught too deep in case a counter-attack followed. If she had taken a better position, then I'm sure Lehtovaara would have detected the (blatant) handling. Delay (≈90secs) in intervention - Martins/Godinho scruntising the charging foul on the defender? It occurred completely (if only just), after the handball.

  36. Agree that Lehtovaara's positioning is not good.
    However, I disagree with people's opinions that such handlings must be whistled live. I've seen interviews with male top refs stating that hand balls are never easy to detect. It happens quick, often in a crowded box, so many things to look at...

    To be honest, I prefer referees to always whistle handlings defensively. In other words: leave it in most cases to the VAR who has so many camera's and replays to judge the position of the arm. And remember that once a handling is whistled on the pitch, many "strict with the protocol" VARs are not gonna reverse the call (even when ball goes to hand, the distance is extremely close, arm is in a natural position, etc). Therefore, I prefer the defensive approach.

    2. @Eric, I'm a Dutchman myself and just a bit surprised about this appointment.

      We have seen in previous years that Dutch crews were appointed with Belgium teams when they played against a German or English team, or Belgium-Denmark at the Euro. Netherlands is almost sandwitched between Belgium and Germany/England/Denmark, hence can be justified.

      Belgium and Iceland is a bit different, if you get my point. Every decision against Iceland can be critized. Imagine that the North-Irish coach didn't like the Finnish referee with Norway.

I think in recent years it has been shown that referees are neutral enough to also whistle their neighbors without any problem, referees individually also have their objectives, and they will not be to prejudice their neighbor I think! Look for example at the champions league... often enough you see for example a Spanish referee with Portuguese teams when they play against a Northern European or Eastern European team or a Portuguese referee with Spanish teams the same applies to Dutch and Germans.

The situation should be that she recovered in time exactly for this big tournament, without the chance to be back in Premier League before, but UEFA committee didn't care because she is among the biggest names in Women's international refereeing, considering her experience as veteran in the role. Had it been another name injured, in that case it would have been wquite unlikely to get directly the EURO.

About the rest of performance, to be mentioned a missed YC in first half, when a very clear counterattack was stopped by holding and then another situation in which she could have been whisted foul to Finland (I think rather SPA than DOGSO). All the rest OK, normal performance. Still, a quite lenient approach with a preference for warnings over cards in some occasions.

    1. In the end, we have 5 YCs + a 2ndYC which is rather a lot considering that the game was very fair. Staubli could have let the YC in the pocket for DEN-15 in 77' (reckless use of arm) as the use of arm was more careless than reckless (hitting point, no movement towards the German player but rather "out of the situation"). The YC seemed rather harsh but still supportable. It is a bit unfortunate that DEN-15 then correctly received a 2ndYC for SPA in the very last minute of the additional time. Apart from this situation, Staubli did not really have a choice but to issue the four other YCs (mostly) for SPA incidents. Overall impression between 70' and the final whistle was good.

    2. Thanks for the clips, Chefren. IMO 7' is a clear LoR, and 16' a clear foul. I'm on DOGSO more than SPA (with the goalkeeper well out and not-really-wide touch), but yellow would also be okay. Of course, this the impeding type of offences which UEFA have tried to now give a cart blanche from the start of this year. 74' is definitely a correct 'obstructing the ball' IFK, but the call was rather late, and more control-orientated, than really detecting -> punishing what she saw.

      It is not even really fair to compare between two different matches, not least the men's and women's football niveaus (see apples+oranges comment in a previous post). But. Imagining decisions like 7' and 16' in (men's) Serie C, even besides her general leadership style and, eg., the complete carnage of Gent vs. Slovan Liberec, make me extremely worried for her upcoming Italian experience next season...

    Overall, this was a quite challenging match with many fouls and several situations in which, with a different approach, referee could have issued many yellow cards. The low total of cards shown doesn't absolutely reflect what happened in the game. The most interesting incidents are shown below, I agree with what Howard Maxi wrote yesterday, she could have handled it in a different way, by preventing some incidents. The difficulty by itself could have been easier.
    The presence of referee was not felt in key moments, in addition a quite blatant positioning problem that at this level shouldn't happen because she had all the time to react before.

    She delayed her decision, I can only think that this was made to wait for VAR confirmation about the foul outside, one could have also the doubt about which player made foul. Should be avoided, but I know that in Italy some seasons ago, when Rizzoli was head, they were instructed to wait in such situations because a YC could have been easily changed in a RC. In this case, in my opinion, both arguments, SPA and DOGSO, can be valid. VAR wouldn't have intervened in any case, so very likely she waited for the VAR to avoid to remove in case the YC (if inside the box, she would have only whistled foul). If a guideline by committe, OK, but it is against VAR procedures and not nice to see, because it looks like referee is instructed by VAR about what to do.

It is dangerous to appoint English VAR in big tournaments, sorry but I have to say that. VAR from other countries can make mistakes, but for some English interventions, one can only stay speechless. What is the reasoning behind removing this card? Rosetti and committee have failed about the management of VAR from this country. It is simply impossible to go on after what we saw from Attwell and all the others in European competitions.

    4. The fact that very often a referee on the pitch follows VAR even in case of wrong intervention is another important argument to discuss. The problem is that an OFR without changing decision is not seen as good thing (the worst spot for VAR) by heads of refereeing, especially Rosetti and UEFA, but also in Italy. They repeat very often that a referee going to an OFR without changing decision because convinced about his call, must be penalized. So you can easily understand that this can create pressure on referee, because he can feel he is indeed wrong. The fact that a referee must be penalized if he doesn't change decision after OFR can be valid only if VAR is faultless and always with correct interventions, and that's impossible. So, you have this outcome very often. But if a referee is very strong, he can understand that VAR is wrong, however in all cases it is mostly a VAR that with wrong calls, puts in the big troubles the referee, and this is almost impossible to be solved.

England's top officials I believe are very good on the pitch, yet put a screen in front of them and under pressure somehow decision after decision is judged wildly wrong. I only saw the 2nd half when it was already 5:0...the performance I witnessed within those 51 minutes was less then mediocre...already before the wrong var intervention she missed two clear yellow cards, more than two crystal clear fouls, had a very bad positioning, I think she produced 3 dropped balls...and then the var intervention: if you are convinced of your decision, why dont you stick to it? was her perception and description so wrong? it is 5:0, why as a var do you literally kill an already not so well performance with such a ridicoulous intervention? and then, why as a referee when you see the pictures, you dont stick to your initial decision???

Welch's performance should be rejected by UEFA: Gama's crazy challenge was already a result of her losing control of the players actions (see 52'...), and then the cherry on top was not even punishing it by a RC after Kavanagh's inane intervention. When will referees learn to do more 'research' than just 'Collina tactics' stuff and realise you CANNOT handle games of eg. Italy women (esp. at 0-4 in 1H!!), Kazakhstan (men), with verbal warnings, being lenient.

  80. In my opinion, the yellow card is not wrong here. The tackling is targeted towards the ball, but just too late. I don't see any excessive force here, it is more a (reckless) accident - however endangering the safety remains a valid argument, which makes the RC supportable.
    So I agree, that the VAR intervention was wrong, but I would claim, that e.g. on CL level, YC would be more expected than RC, i.e. the preferred decision by UEFA.

  82. Second part of OFR was repeating a wide of the pitch - RC might have originally been for DOGSO and they were discussing DOGSO/SPA? Obviously doesn't solve not giving/sticking with RC for SFP, particularly with a clear downward action of the foot during the tackle AND 'scissoring'.
