How this is not a penalty is beyond me… The defender even twists his arm and moves it to the ball.
DeleteSo offside is correct (as long as the handball is not considered deliberate), but the handball happens before.
DeleteIMO there are some strong arguments for penalty. While he clearly doesn't want to play the ball, it is an expected ball and his arms are far away from the body. The question is, whether there is a justification (stabilizing?) for that or not. Also his arm moves towards the ball slightly after missing the header, which could be a reflex movement (or a complete accident).
Also considering other comment, it seems to be in the grey area though, so no intervention appears to be right.

Nothing special, sometimes a little bit confused in signaling, sometimes with wrong positioning in following the moves, missing some clear fouls, extremely rigorous for correct position to give the ball on game again, a little too lenient in disciplinar aspect (specially btw Anthony and Perisic, in several moments), but overall he is OK, discreet and with good management of the match. Good, but honestely I dont believe to see him in charge of any other game in this WC!

DeleteNow I see the whole situation when there was handling in Croatian PK area, but offside was whistled. It was 100% wrong decision! The player that was offside had 0 effect on the play, he was not it the ball playing area. It was clear penalty and enormous error from Oliver who was very close and VAR team with both Van Boekel nand Irrati. Just incredible mistake! That had to be penalty, we had lot of this kind VAR penalties, we had it even here on WC so it is really incredible.

Penalty area incident: handball. The offside call by Stuart Burt is excellent - to keep the player in an offside position in mind, determine that he was active later and delay the call was masterclass indeed. But the handball occurred before the offside offence so it should be assessed isolatedly and, in case of punishable handball, a penalty had to be given.
We can find strong arguments pro penalty: fully expected ball played from a very long distance and an arm making the body bigger.
But there are also some arguments against it: arm used for balance, player focused on playing the ball with his head.
In the end, I think a commonsensical decision has been taken by Michael Oliver (and Pol van Boekel) - no offence. The CRO player didn’t intend to play the ball with his hand nor to gain an unsporting advantage by using his arm in the way he did. Although deliberateness is not needed anymore in the LotG, so by the book penalty would've been correct as well…

Possible red card for violent conduct. Shortly after Oliver and Beswick missed illegal use of arm by 19CRO, 10BRA broke up Croatia action by committing a careless tripping offence against 11CRO. The problem is with another kicking movement by 10BRA that ends up on an - already falling opponent - ’s knee. One can say: deliberate!, the other will say: he tried to kick the ball! OK, but at least a yellow card should have been issued by the referee whose reaction was really weak in this scene.
Overview:
DeleteMichael Oliver’s quiet and empathic approach worked generally well in this game, helping to earn respect from the players, although one may ask whether he was really in control in the last 15’ of second half and in the first half of extra-time. Not much blame on the referee as FIFA obviously want the games ending with 22 players on the pitch what already led to some overly lenient performances and lost control in other games…
It wasn’t a faultless performance but mainly due to above-mentioned FIFA’s expectations. We already knew that delaying the restart by blatantly kicking the ball away after whistle (26’, 100’) and dissenting behaviour by players and benches (26’, 27’, 28’, 41’, 75’, 87’, 93’, 98’) is simply ignored at this tournament. Apart from those, Oliver chose the right moments to caution players for reckless kick by 2BRA in 24’, LoR holding by 11CRO in 31’, off-the-ball kicking by 5BRA in 68’ (very harsh), SPA holding by 4BRA in 77’. Others - especially the ones for simulation of 19BRA in 74’, SPA step on foot by 10CRO in 90+3’, the above-mentioned UB/VC kick by 10BRA in 94’ and illegal use of arm + SPA impeding by 19CRO in 93’ and 94’ respectively - could / should have followed but the referee either didn’t spot them or thought they wouldn’t be valuable for the game.
All in all, the Englishman succeeded in delivering this QF game. No penalty and no red card may be supported, add to that the excellent advantage prior to Croatia's equalizer. Disciplinary control: too lenient but in line with tournament’s standards. Despite some dissents, both sets of players rather respected his unobtrusive attitude and didn’t make the game a war. However, one can have doubts whether such a laidback approach would work in a hot clash with players focused on fouling opponents. Rather not, but today it was enough.

Excellent analysis, I concur with it completely (but take my opinion with a grain of salt as I'm Croatian).
DeleteI would argue that the YCs in 90+3' and 94' were rather mandatory and definitely should have been given (one for each side). Yes, we can find arguments for Neymar's kick in 94' to be deemed VC, but I strongly believe such a decision would have been absolutely out of line and spirit of this particular game. However, a YC was a must there, at least for my taste. As for the potential handball penalty, my opinion is the same as yours.
Lastly, I have to say I liked Oliver's style yesterday. Yes, it was certainly lenient regarding disciplinary line, however he was fully accepted and respected, ensured full control over the match and delivered a performance which was just enough for this particular game. Whether he could have adapted if things got out of hand is another question, but not an important one in the end.
