Definitely too many referees for the number of games. Some of them will be very likely appointed with the classic FIFA scheme: 1 GS + 1 KO game. But this will not help in terms of technical assessments, as it was for WC preselection, it seems the CONMEBOL is rather focused on calling the names from the well known federations, than to look for a real quality. They should have made a different selection, if you ask me. We will see how they will be appointed. Mariani for Italy, we know he is preselected by FIFA but one could also have expected Massa after the disappointment with EURO. A Category 1 referees is sent and I think this is OK for the South American tournament.
Reminds me of the 1996 European Championships in England, when the 24 group games were officiated by 24 different referees before 7 of them were given a second call-up in the knockout phase.
As a South American, I can explain: this is the standard of Enrique Cárceres, who heads the association's arbitration.... CONMEBOL, unlike UEFA and FIFA, does not usually send referees to just serve as support, so I can say that many who appear, as is the case in countries with more than one referee, will only make one match and will be fourth official for the rest of Copa America.
