It’s certain Til's arm moved toward the ball, but since an opponent touched the ball right next to him, I think it was an unpredictable ball for him. He isn't looking at the ball at all. It's common for arms to move when someone comes to a sudden stop.
On the other hand, I can't believe this is even a scoring opportunity. This was a vary hard decision, as It seems the attacking player had almost no chance of playing the ball.
Embarrassing from the US of course. If you take the responsibility to host a world cup, how can you deny entry to a referee? But more unbelievable that FIFA hasen't fixed this a long time ago. How can this situation appear now? How can't it be a demand from FIFA when choosing a host nation that their own personnel must granted entry to the country.

It’s unimaginable what he must have felt after knowing he wouldn’t be able to participate in his first-ever FIFA World Cup. The way the whole situation was handled is truly unfortunate.
At the same time, he’s only 32 years old and has many more opportunities ahead of him. Wishing him strength during this difficult moment and hoping this setback only makes him even hungrier to achieve his dreams. The best is yet to come.

Never DOGSO. Attacker is out of balance and the other defender is there. Promising attack.
