  1. Massa with his debut in CL group stage. Expected, we needed another name after Rocchi and Orsato. I wish him the best.
About the rest, the first thing we can say: Mateu Lahoz has not the same reputation of Kuipers, maybe this was already clear, but now we have a full confirmation. He has been not considered for Napoli - PSG, and Stella Rossa - Liverpool is rather something for a Category 1. However, maybe this was also the result of a not so good management of Spanish appointments so far. Mateu in any case could have been in a better game.
For Marciniak a sonorous game, but still not so important for standings, in this group Barcelona and Inter are clearly ahead. Nice to see Kružliak in the other game.
Soareas Dias still with not so much interesting games...
Collum will officiate a very important tie in Gelsenkirchen.

    1. Very sensible set of appointments IMO. The Belgrade is not so bad, I think. Probably the host will Liverpool give a hard time, while the English can't afford to lose points there. So Category 1 would be too less there IMO.
Not only Marciniak, but also Orsato with a sonorous, but not that important game. Maybe one of them could have got the Schalke match instead, but it is also a good challenge for Collum.
Good appointment for Kruzliak as well, maybe this year he can finally make the step to Elite.

  2. Committee members for Massa and Orsato.

For Massa it's understandable but could Orsato expect something big in case of a good performance?

  4. We have 7 remaining Elite referees for tomorrow (Cakir, Kassai, Makkelie, Karasev, Aytekin, Turpin, Rocchi). I assume, at least the matches in Munich and Valencia will be for First Group - so someone will have to go to EL again. Probably Aytekin is most endangered for that. And for Karasev it's actually difficult to find a match: Benfica-Ajax and Lyon-Hoffenheim seem too important (one of them should be for Rocchi, the other one for Cakir, Makkelie or Turpin), the rest is not possible. So he might be in EL as well.

    2. Rocchi has for sure a game as he is missing in CL in this set.
Very likely he will appear with Di Liberatore and another AR (Costanzo or Passeri).

  5. OT:

It's being a busy day for Medié Jiménez in VAR (referee Iglesias Villanueva, match Eibar-Alavés). First he corrected a wrongly disallowed goal for offside in a free kick, then Iglesias Villanueva whistles a DOGSO PK + YC, but Medié Jiménez intervenes and its finally a foul + RC.

  6. For Wednesday maybe we can expect:
    Rocchi in Benfica - Ajax
Category 1 (even a debut) in Bayern - AEK
Makkelie in Manchester City - Shakhtar
Cakir in Olympique Lyonnais - Hoffenheim
Kassai in CSKA Moscow - Roma
Aytekin in Viktoria Plzeň - Real Madrid
Turpin in Juventus - Manchester United
Category 1 in Valencia - Young Boys (but this game would be important for qualification in case Manchester will lose in Turin against Juventus).
Maybe Makkelie possible in Valencia and a Category 1 in Manchester? Shakhtar gets always such appointments...
This should be more or less the scenario.

    ReplyDelete

    1. Yes, I agree. Kassai and Turpin could also be swapped, as the match in Moscow is more important regarding the group standings. Category 1 with some CL experience (Mazeika?) should be enough in Valencia, I think.

      Delete
    2. The referee in Munchen should be István Kovács, he has been reported as appointed in CL.

      Delete
    3. I think Makkelie should get something bigger, like Juventus-ManU. That seems to make sense, after his QF of last year.

  7. Chefren when the new Fifa list will be published. Do you except many changes this year.

    ReplyDelete

    1. UEFA Referees Committee has planned a meeting on 5 December, there will be the update of categories. In this occasion we should know the new FIFA referees for UEFA, when the categories will be released. For the full 2019 FIFA list we must wait January. I don't understand if you are asking for a specific country when you write "do you expect many changes".

      Delete
    2. For changes i mean for big countrys, like Italy, Spain etc i don't know if anyone with show interes for San Marino with all the respect for that country

      Delete
    3. Many of those changes are already public. In Spain, José Luis Munuera Montero will replace David Fernández Borbalán, who retired last June. Regarding ARs, Miguel Martínez Munuera has left the list and will be replaced by Íñigo Prieto López de Ceraín.

      Delete
    4. Well, the thing is many FAs already published which referees will be on FIFA list in 2019, including the new ones.

In Spain, since the publication of 2017-18 season report in June (including promotions, relegations for the new season...), we know José Luis Munuera Montero (*1983) will be our next FIFA referee in January 2019.

    6. The most interesting question for me is, who of the 1973 born will continue at least until the end of the season.
      Undiano: yes(?)
      Rocchi: yes(?)
      Kuipers: yes(?)
      Mazic: ?
      Schörgenhofer: no(?)
      Gräfe: no
      Bezborodov: ?

Do we have some safe information on this?

      Delete
    7. It will be interesting if Chefren can find new fifa list of referees before 5 december :)

      Delete
    8. Phillipp,
About Bjorn Kuipers i can confirm, he will contininue refereeing until 2020 in Holland, but also international iff uefa and fifa allow him to do so, and his body also allow him to do, this is what he said when i was at a theather college of him.

      Delete
    9. @Adrien I can't do that, sorry. It is impossible :)
@Philipp about Rocchi, for sure he will stay on FIFA list for 2019, then for sure as well on December 2019 he will be removed. Undiano will end his Spanish careeer on next June, so he will be FIFA referee only for the first half of 2019.
About Kuipers, a reader of the blog a few days ago wrote that he could stay on the list even until 2020 (I guess EURO tournament) if he feels that he is still OK with physical condition. I think we can be sure he will stay at least for the whole 2019... I don't know about Mazic, I tried to ask for some info. It would be interesting to know about Bezborodov as well, I knew that age limit in Russia was 45... so in any case I think he should be out for 2019.

      Delete
    10. Those referees like Kuipers (and some others) should have the decency (or common sense) to stop their international careers. Kuipers has already 4 final tournaments, a CL final, 2 EL finals etc. Enough is enough, don't you think ? There are also many other referees in this world who want to whistle big games !!!

      Delete
    11. @Chefren In Russia, age limit is not 45. For example, Alexey Nikolaev (born 1971) is still on the list this season though he got only 3 matches as FO. Last season he was active until the end - his last (by now) game as the main referee was on 13.05.2018

    14. Milorad Mažić should stay in the FIFA list until EURO 2020, which will probably conclude his career. UEFA persuaded him to stay until then.

Unless there is a 'change of plan', this should be a pretty sure info.

      Delete
    15. Thanks for your answers. So we have a more or less sure yes for most of the names. Anything known on Schörgenhofer?

      Delete
    16. Schörgenhofer gets the FIFA badge for another year.

In Austria, Oliver Drachta will leave the FIFA list. He was demoted from First Category this year, now his international career is well and truly over. Sebastian Gishamer (30 y.o.) replaces him.

I want to point that I saw problem of adding time from referees in Spain.
Referee in that match was Estrada Fernandez.
Match ended with 3-3 score, there were multiple confrotations between players and even coaches,6 subs, many complaints to the ref.I thought for sure there would be 5 minutes added, then I saw that he only added 3 minutes at the end of 90 minutes.

    2. Yep, it's our "endemic" problem.

Looks like Spanish referees can't add 3+ minutes if there's no VAR intervention. Today Iglesias Villanueva had only 3/6 substitutions in 2nd half but an OFR to issue a missed RC for SFP. With no confrontations and time losses, he added 5...

Turkey. IMO absolutely excellent call from Mustafa Öğretmenoğlu in Sivasspor-Konyaspor.

Player commits a SPA offence, referee gives advantage and 3 seconds later the same player commits another SPA in which he finall stops the attack. Referee, as his fellow countryman Çakır did in Northern Ireland-Hungary some years ago, gives 2 YC in a row and the RC.

    1. According to UEFA RAP 2018-1, if you play advantage on a SPA you shouldn't caution because a promising attack wasn't stopped. In your scenario you would only caution the second one. That is unless the first one was reckless and then SPA.

      Delete
    2. From the LOTG, 1 jun 2018

"If the referee plays the advantage for an offence for which a caution / send off would have been issued had play been stopped, this caution / send off must be issued when the ball is next out of play, except for the denial of an obvious goal-scoring opportunity when the player is cautioned for unsporting behaviour."

      Delete
    3. I'm glad you brought that up Nathan because I have found this very confusing. If you apply the laws as they are written you would be correct in saying that they should be cautioned. However, every piece of teaching material I have seen from UEFA says that the player should only be cautioned on a promising attack advantage if the tackle was reckless. And the only change to law for this season was with regards to DOGSO advantage. I would love some clarification on this as the law has been like this since at the very least the massive overhaul of 2016. Yet we consistently see teaching materials and instructors say to only caution if a promising attack is actually stopped. I'll place a quote from UEFA RAP 2017/2 'Advantage' H-9 here for you. " The AR signals for foul play too quickly, when the team has a very promising attacking opportunity. The referee should not act on advice of his assistant and allow play to continue; no disciplinary sanction would then be needed (as promising attack would not be stopped)". See what I mean? If advantage is played, there is no need for a caution.
I've included the clip of this here:
      https://streamable.com/eul1t
Until this is cleared up for me I'm continuing with not cautioning careless SPA fouls where I play advantage.

      Delete
    4. I saw in multiple occasions a YC given for blatant SPA holding or careless tackle, after an advantage. I am not a referee myself and a lot of person here will know better than me anyway :)

      Delete
    5. Cakir’s dubbel yellow was for two seperate yellow card caregories. Reckless challenge and SPA

      Delete
    6. The wording for SPA is "commits a foul which *interferes* with or stops a promising attack" which surely allows for a YC even if it's not stopped.

      Delete
    7. Again Michael then somebody needs to tell UEFA who continue to instruct not to show the yellow card for an advantage on SPA.

  16. Correct or at least supportable penalty call by Soares Dias in Monaco - Brugge. Deliberate handball, arm was not in natural position.

Arguments in favor of RC: late tackle without any chance to play the ball, player "loading" both legs.
Arguments in favor of YC: hitting point.
I think that RC would have been the most appropriate choice, but in a scale not a 100% clear SFP.

    3. And the handball incident:

      https://streamable.com/3orqc

      Delete
    4. Looks like a quite clear penalty, the only doubt is about a possible touch on the body before the arm, but penalty would have been fully justified. Difficult to spot, there were many players inside the box close to this incident.

      Delete
    5. Arm invading a space, movement towards the ball (but rather undeliberate)… but really short distance between the attacker's shot and the arm contact. IMO, more penalty than not but not a crucial mistake.

      Delete
    6. Short distance, no time to react, no PK for me.

      Delete
    7. Short distance, short distance but there are also other criterials that must be considered. Distance is one of them but not the only one. For me this is preety clear penalty. But thinking the score was 2-0, probably nobody will complain about that penalty.
Otherwise you should know that Mateu lahoz give a penalty for handball only in case of a "volleyball" action (pls remind Italy- Sweden)

      Delete
    8. Short distance and arm is down at the impact moment

      Delete
    9. I wasn't precise, the distance is toooo short and, IMO arm has to be obviously in unnatural position for to be punishable.
This is never PK for me :)

  20. Having watched the second half only, an expected level by Mateu Lahoz to me. Some doubts regarding the handball, but as I said, I don't think it is a 100% clear error and thus not a crucial mistake. After watching the possible RC (thanks, DutchRef!), the feeling is the same. More red than yellow to me, but neither a crucial mistake.

    3. Clearly a pen. However, I think ref had doubts about whether the goalie was fouled on the play and decided to let play go on.

  22. Excellent onside in Porto 2nd goal.

  23. HT in San Paolo. Napoli claimed PSG goal was out of time, and when whistling half time booked Fabián for kicking out the ball (dissent for action), plus an attempt of confrontation between players from both teams happened.

    ReplyDelete
  24. Kuipers first half: two YC, both correct. In the second case Kuipers played advantage and he didn't remember exactly the player to be booked, he was halped by a teammate via earphone and he showed the card to the correct player.
Then, an interesting situation in the last minute, PSG scored a few seconds after the end of added time (1 minute). There were some protests and tension after the goal, a player was booked for that. It is common thing for UEFA to allow an attacking action even when the additional time is over, so Kuipers can't be blamed for that.
In second half, for sure the game will be more challenging.

    1. One has to remember, it is
AT LEAST 1 minute of extra time. That means ref can add on top of 1 minute as needed. It would be ridiculous to end the half with an attack in the penalty box! Always last attack is allowed to continue.

  26. 61': crucial decision by Kuipers and AR1. Penalty to Napoli.
Player fouled was in offside but there was a deliberate play by a defender before and so offside was not punishable anymore.
    Excellent cooperation.

    1. Yes, the AR1 made also the gesture to some defenders asking for offside. Great management imho

  27. 72': penalty appeal by PSG. I think Kuipers assessed the situation as not enough for a whistle. However, it could have been whistled.

    1. Do you think VAR would’ve intervened? I don’t think so...

      Delete
    2. I agree, VAR very likely wouldn't have intervened but more penalty than play on.

      Delete
    3. VAR has to intervene for something like this. There is no excuse for no penalty. Clear foul in the penalty error.

Kuipers MUST see this on this level and in that position.

      Delete
    4. Agree with Blra. Unacceptable for Kuipers not to see it in that position.

      Delete
    5. Unacceptable decision here from superb positionning by Kuipers. Sorry, but obvious and big error from ref here.

      Delete
    6. I think both decisions supportable.

  28. 71’ Penalty appeal by PSG. There is a contact but the attacker exaggerates the fall. For me more penalty than play on

  31. Kuipers booked Neymar who applauded him (during the card showing), it could have been second YC or even straight RC.

    1. Should have not could have. Everyone saw it. It’s mandatory.

    2. Straight Red?!? Leniency supportable in this case I think.

I'm sorry but this is never a straight red.
I'm not defending what Neymar did but he clapped the referee for only a second. Could it have been a second yellow? Sure but not a straight red.
I find it more interesting how the other PSG players physically block the path of the referee to try and stop him showing the yellow to Neymar. They should have been carded.

  32. IMO missed RC for Neymar, clapping his hands to Kuipers ironically after a YC for protests

  33. Very lenient line by Kružliak. Too lenient for me.

    ReplyDelete
  34. Come on guys. Italian players (two defenders) are near 2 meters from free frick. PSG players wanted kuipers to respect the law. But no problem with LOTG by dutch ref here. He created the confusion without clear prevency...Bad management here IMO. And clear mistake with penalty on Bernal.

    ReplyDelete
  35. Sorry to insist, but IMO this is really a crucial crucial mistake by Kuipers for the foul on Bernat. One can still discuss about the possible RC for Neymar or Verratti at the end of the game (both would have been supportable), but this penalty was more than clear, especially from where Kuipers was positioned.
We can see on the image that he moves his whistle to his mouth, so this wasn’t clear in his mind.
    I can’t explain this decision...

    ReplyDelete
    Replies
    1. My explanation is that Kuipers thought PSG player had exaggerated the contact. But yes, penalty was the correct decision there.

      Delete
    2. That penalty would have been megaimportant for the qualification in this group. It was 1-1 but PSG must win against Liverpool in MD5.

      Delete
    3. I agree with Chefren. He probably thought that Bernat exaggerated and he maybe missed the courage to make such a crucial call in that atmosphere. Still, a mistake which should not happen at that level.

Apart from that: A very difficult match. Kuipers had control for most parts, but lost a bit of it in the last minutes. The whole Neymar situation was badly managed. Why issue a YC, when the player has even some points with his claims? Just relax him or even better ignore him. Kuipers decision was not so clever here and brought him a very difficult follow-up decision where he has to issue a 2nd YC to Neymar. So, in my opinion a 7.4. Two crucial mistakes.

      Delete
    4. Lannoy confirms your point of view @Chefren on French TV : Kuipers didn’t blow his whistle because he thought Bernat exaggerated the contact. But finally says that the right decision was PK.

      Delete
    5. Both decisions supportable. Player clearly lets himself go although there was contact. I can see why either decision could be given.

      Delete
    6. Ridiculous. That’s clearly PK.

      Delete
    7. @Unknown : if that is supportable, we can remove Law 14 from the LOTG ;)

  36. PSG - Liverpool will be a very decisive game on MD5... many referees are out for this game! Most of the reliable Elite already officiated in tis group, other names are out for different reasons.
Skomina and Hategan the only solutions there.

    ReplyDelete
    Replies
    1. Brych is also my choice.
He had important Liverpool and PSG matches last year (for ex.PSG-Real,Liverpool-Man.City).
Rhis year was not the best for him,but having in mind that Cakir had their 1st match,Mazic cant officiate because Red Star is in the group,Skomina is not in best form,to me Brych is best solution.

      Delete
    2. A thing is sure: PSG must win against Liverpool, otherwise they are (prety sure) out. In this order PSG- Liverpool needs a top referee. I already told you that Cakir was a non-sense in 1st round, in Liverpool- PSG. Cakir would have been a very good solution now, in a decisive game. Otherwise, keep in mind that Zwayer was in charge at PSG- Napoli. We will have again a german referee for PSG at home ? Very possibil because the options are very limited (thanks to Collina...). Don't forget that also Liverpool- Napoli, in last round, needs a top referee. If PSG will beat Liverpool than last game will be do or die for Liverpool.

      Delete
    3. I excluded Brych because last referee in Paris was Zwayer...

      Delete
    4. Probably we will have Skomina in PSG- Liverpool (decisive game for Skomina's road to CL final, he can't make mistake anymore) and Brych in Liverpool- Napoli (despite the fact that Pool- Crvena Zvezda was whistle by Siebert, also a german)

      Delete
    5. For sure there aren't many options and this group is very difficult to manage for committee.

      Delete
    6. What about Marciniak? 🤔

      Delete
    7. He already was on FK Crvena zvezda - SSC Napoli

      Delete
    8. As for me, i don`t see any obvious favorites for 2019 finals...
Especially for UCL final in Madrid. Too many readers were talking about Skomina, but he is not in a good shape now. We don`t know about Rosetti`s ideas in his head. More than 5 debutants in UCL GS. It was impossible at Collina`s era
It`s easier to talk about UEL final in Baku: Turpin and Marcianiak are clear candidates

      Delete
    9. @Nathan: Yes, I know, but why should that UEFA prevent from appointing him for PSG - Liverpool? Last season, Kralovec was in charge of both matches in group H, for example.

      Delete
    10. You are right, Peter. Marciniak should be possible, it already happened in past to see a referee officiating twice in the same group but different teams. For sure one could say this is still the result of missing alternatives, but it was my mistake to forget that. Marciniak is possible for PSG - Liverpool. Then maybe Brych in Liverpool - Napoli on MD6.

      Delete
    11. Mazic may be possible for Liverpool-Napoli if required.

      Delete
    12. @Robbie82 - Its not possible because of Crvena Zvezda in the same group.

      Delete
    13. @Jovan - possible if Crvena Zvezda are eliminated by then. One example(of many) being Mejuto Gonzalez referring Liverpool - Olympiakos (MD6 2004) even though Deportivo were in group.
