Third UEFA Course for Video Assistant Referees Second Group (Istanbul, Turkey, 20 - 23 November 2018)

The process of introducing VAR in UEFA competitions has been accelerated in order to try to ensure the use of technology starting from KO stage of 2018-19 UEFA Champions League edition. Several seminars are taking place in these weeks. Thank to Turkish federation, we have some info about a course.

16 referees and 20 assistant referees are working in Istanbul, Turkey, from Tuesday 20 November to Friday 23 November. This is the full list of participants (thank to tff.org):


Roberto Rosetti and the UEFA Referees Committee will work together with referees.

  1. I think that will be without Hategan because of his familly problem. And a bigger problem is with the referee from Romanian first league division, because Kovacs is at course, funny that this time is in Turkey, Hategan with family problems and Radu Petrescu had a very bad game in the last stage, where he made from the press 6 big mistakes in Craiova - Sepsi. But he had some circumstances, because he was wednesday in Turin, in Hategan team, and the game in Romanian league was friday. This are stupid delegations like the spanish comitee to put a ref after 48 hours for another game. They did a same last year with Kovacs, who was with Hategan in Lisbon fos Sporting - Barcelona, and after 48 hours he had to referee Poli Timisoara - Csu Craiova, but he managed well.

    1. Yes, Hațegan wont be there for sure. In a news today it was already reported that he had to stay with his assistant referees after the game GER - NED for certain reasons, but he left them.
      Now we know that he had to attend this seminary.

  2. As I've commented in the previous topic, Sánchez Martínez and Martínez Munuera are working as instructors, maybe Göçek and Irrati as well.

    1. Indeed you can see that Irrati, Sánchez Martínez, Martínez Munuera and Göçek are the only referees without assistant referees paired. So we can think that they are instructors, as only referees coming from a country with VAR.

  3. With VAR introduction, I think that the categories for UEFA referees will lose value. Basically the referees who belong to Elite category get paid more than others because they are considered to be the best (simply said: to make less mistake than other referees...).
    But then now, with VAR, who will correct crucial mistake, the difference wont be so visible.
    At the same time one can still think that VAR as concept must be something "behind the scenes" and basically a referee on the pitch should always be able to solve everything by himself.
    It is indeed possible to keep the assessment and the evaluation of a referee even with VAR. So, who make less mistakes despite of that, will be surely better than others.
    It is in any case an interesting speech, what do you think?
    For sure, VAR in the UEFA system will be a very particular and absolutely unexpected introduction, because everything is totally different from FIFA and national federations.

    "Sikazwe, who refereed at the 2018 FIFA World Cup, awarded a controversial penalty kick which led to Esperance’s first goal after adjudging Algerian forward Mohamed Belaili to have been fouled by Agosto defender Jose Macaia. In the second half, Agosto thought they had buried the contest but Bobo Ungenda’s goal was disallowed after Esperance goalkeeper Rami Jridi was ruled to have been pushed by Mingo Bille in the process. The Tunisians’ winning goal came as scorer Anice Badri appeared to have had infringed on an Agosto defender attempting to clear danger."

    FIFA, on the other hand, still lists Abid Charef on the official document.

    1. The player in offside looks to be interested in the ball, it is indeed a very interesting situation. Offside could be confirmed, but assessing the presence of that player as not influencing for defender can be another argument...

    2. For me, the offside player is not influencing the defender, because this defender has to react anyway because of the onside attacker, who scores (never expect players doing nothing)

    2. CAF states, for both referees, that "after having checked all the elements, there is ground to start an investigation against them". I don't know in details, of course...

    3. CAF may be behind other confederations in many aspects. But nobody can say that they don't do what is necessary to hold their referee's to a high standard. I'd love it if more Ref Comm's from other Confederations were so transparent with such matters. It provides great credibility to those Ref Comm's and shows that poor or scandalous performances are not just "swept under the rug" and forgotten.

    2:53 - penalty incident, charging, not enough for my taste
    3:20 - possible offside at 0-3 goal, impossible to be sure
    3:54 - correct YC for late, reckless challenge
    4:21 - correct YC for reckless tackle
    4:55 - correct YC for reckless tackle, commentators appealed for RC
    6:07 - SPA?
    6:23 - illegal use of arm, possible 2nd YC to #17 POL, no good replay
    6:51 - penalty incident, tripping, poor replay
    7:06 - correct YC for SPA
    7:38 - correct play-on call after fully undeliberate handling in the box
    8:51 - at least careless tackle assessed as fair by AR1
    9:01 - YC for time-wasting
    9:32 - management of additional time; the substitution lasts ~1 minute, only 30 seconds added

    Davide chose a lenient approach at the beginning what worked well in that particular game. Players were focused on playing football and fouls were not cynical. The first really reckless tackle was immediately punished with starting YC.

    Difficult to have an opinion on the key match incidents. The onside call at 0-3 goal seems to be a marginal offside but surely we should back Mauro in this case. The first penalty appeal (impeding the progress of an opponent with contact) is a 50/50 situation or even more play-on than penalty for my taste. We couldn't assess the second penalty appeal (tripping) due to lack of good replay.

    Davide used a wide, very elastic diagonal style of movement what helped him to get good angles most of time.

    His presence was very firm and reticent, surely not players' friend type of referee, but also not arrogant.

    Good, expected level. Well done!

    1. Thanks for this report, I agree with you, impossible to say anything about the possible second YC and then the penalty appeal in second half. About the first penalty situation, I think PLAY ON is absolutely supportable. Maybe Massa could have issued a YC more but for sure I think, based on this video and your report, a more than expect level performance. We know that when also the video footage doesn't help, observer must back the referee regarding crucial situations.

  10. OT: Some weeks ago, in a hospital in Valencia (Spain) a plastic surgeon broke the "world record" of the fastest successful sex reassignment surgery (17 hours) ever.

    Now, we know that the man behind appears to be César Noval Font (29 years old), Martínez Munuera's regular AR2 in LaLiga and international competitions, who works as a doctor in his daily life.

    Just a single anecdote passing by.

    In my opinion, very good performance by the German Elite, who was clearly absolutely well prepared for this match.

    2. Very good from Zwayer, though it would have been nice to see a YC for the Romanian GK or #3 for time wasting at the penalty - which was taken over 90 seconds after being awarded.

    3. About Sikazwe, I think the only clear mistake is disallowed goal. Penalty is fully correct and about the third situation one can discuss. However, to me this is not enough to open an investigation against him, even more because these are "normal" decisions, taken without VAR. The situation of Mehdi Cahref is by far worse.

    4. I just watched the full match of Sikazwe.

      I want to be really careful what I write, but this WAS a very 'weird' performance by the Zambian. It was actually quite hard to watch in the latter stages.
      Based on this evidence, I have to disagree with Chefren, I can understand CAF's decision.

      I really want to believe that Mr Sikazwe just whistled a bad match...

    5. PK situation could have gone either way and both would be "supportable". But IMO, there is not enough there to warrant a PK call. Quite soft. And even after all the replays shown. I am still left questioning where exactly was the contact that Sikazwe saw?

      The disallowed goal reminds me of the "ghost call" that Koman Coulibaly made at the 2010 World Cup game Slovenia vs USA. A call that to this day, nobody that I've asked or know have been able to tell me what exactly Mr. Coulibaly called.

      In the third incident, Sikazwe misses a crystal clear arm/forearm used in an illegal manner by the attacking player. The forearm makes forceful contact with the defenders face. So yeah missed foul in the build up to the goal.

      I again commend CAF and their Ref Comm for being so transparent and public. It shows all involved that they actively strive to hold their referee's to a high standard. One could only hope that other confederations take note and follow this great example instead of operating in complete silence and shrouded in secrecy.

      That is why Bakary has handled 4 CAF champions league apart from being the best in Africa we have limited pool of elite referees

In a radio interview with Mateu Lahoz (today CTA-RFEF organized a press conference about how has VAR worked until now), former referee Eduardo Iturralde González has revealed, while formulating a question, that Iker De Francisco Grijalba (former De Burgos Bengoetxea's regular AR2, now Mateu Lahoz's regular AR2 in LaLiga) has been, as we say in Spain, "sent to the fridge" for a month, because he's had until now around 5 mistakes corrected by VAR, way more than any other AR.

    2. In Germany, Zwayer, Aytekin and Stieler are appointed on Saturday and Siebert on Sunday - all as referees in Bundesliga. Brych has no appointment at all (unless he is in some other country).
