    1:50, 4:55, 7:08 - penalty incidents

    3:36 and 8:22 - very late whistles, decisions after advices from ref-team members; dissent by action dealt with by verbal warning in first incident

    Quite unpredictable line regarding fouls and yellow cards (SPA in 55' and 75'?). Rather robotic and authoritarian style (he reminds me early Çakır), however he is able to communicate with players quite well when needed. It's a great asset, because he arouses respect by being a serious man but being able to explain his decisions to players at the same time.

    That performance gave me very mixed feelings about potential promotion. IMO, it's too early even regarding June 2019, but with a good mentor, he should be able to do it in next 1-2 year(s).

    1. Thank you for this very detailed report.
      I think that 55' was a SPA, even more when you see a foul directly on the man just to stop him far away from the ball.
      I agree with referee's decisions in all the penalty appeals.
      Mark for this performance, based on the video, can be expected level but for sure referee could have made a betteer appearance without delayed whistles and more alertness in some situations. However, for sure he can work and he has all the time, no need of a quick promotion, he can manage that for 2019, as you stated.

  4. Strange that a decisive game like Kosovo- Azerbaijan was given to a 2nd category referee.

    There are 25 referees in Elite category. I think that all decisive games frin last round should have been whistled by Elite referees (Kosovo- Azerbaijan, Scotland- Israel etc). You know that I always say that UEFA should give chances to a wider number of referees but I still think that very decisive games (in any european competition) should be whistled by best referees.

    1. Indeed Benoît Millot with a very decisive game for promotion, but let me say that's good because it means that committee has trust in all referees. The level of football, said with all the respect, between these two national teams can be managed without problem by a referee who regularly whistles in Ligue 1.

    2. I was just waiting for the result in Baku, we can say now that is it is direct playoff for top place and of course, (crucially) shot at EURO 2020.

      I agree with petschovschi, I expected a First Category here (Gözübüyük handled other top League D game, LUX-BLR), but I am pleasantly surprised by Millot's appointment.

      He had a very good EL debut (https://kronikasedziowska.blogspot.com/p/akhisar-belediyespor-sevilla.html), and was always a good referee when I watched him besides in L1.

      I think it's slightly unfair to read into this appoint that "UEFA trusts all referees", Millot is one of the best referees below 1st Cat in my opinion, where he should to rise in the summer. But I understand what you were trying to hit on :-).

      Motivationally, it would be very dangerous to appoint eg Çakır here (this shouldn't be the case, but even in our careers we know it to be true).
      Millot is a referee on the up in UEFA, has the required skills to handle this match (IMO), and is a good choice for my taste.

    3. It's not about Millot or any other referee. I just said that I think it's normal to use Elite referees in decisive games. Esspecially for Azerbaijan is a huge game thinking that baky will host games in EURO 2020 (and the only real chance to qualify for AZE is this play-off).
      I repeat, it's not about the name of the referee. For example Montenegro- Romania is a useless game now (even for best 2nd placec in this division) but UEFA sent Zwayer to whistle. Scotland- Israel is a decisive game and UEFA sent Welz in Glasgow. Honestly, it's not normal.

    4. One more thing: for small countries this competition is important because every division has a ticket for EURO 2020. It's there only real chance to qualify for EURO 2020. Also, it's a matter of respect for the nations which play decisive games 9in every division) to send there best referees (Elite).

  6. It seems as Janny Sikazwe and Mehdi Abid Charef have been suspended by CAF for their recent appearances in CAF Champions League. They are both under investigation.
    It is very difficult to form TOP referees in Africa if this is the situation regarding the best officials. In particular, however, I don't know what happened in Sikazwe's CL semifinal, and it would be interesting to see something.

  7. I'm surprised about Sikazwe; it seems that he didn't make any mistake on CAF champions league. Does somebody have details ?

  8. Still no info about the possible replacement of Abid Charef for CWC.
    I think we will know more on next days.
    We have confirmations about the rumors reporting VAR to be used starting from this KO stage of CL.
    It seems as UEFA is working very quickly and we will have technology from Round of 16.

    First of all thank you for this great blog, I am following it for quite a long time, this is my first active contribution.

    1) Královec (CZE) appointed with his regular international assistants this Sunday (Sparta Praha - Jablonec, 17:00), which indicates a game for them on MD5, but rather in EL, although CL on Wednesday still can't be denied.

    2) Jana Adámková will make her debut in the first Czech league (Sigma Olomouc - Mladá Boleslav, Sunday, 15:00), as the second woman in history of the Czech league, the first being Dagmar Damková (current 3rd vice-chairman of UEFA Referees Committee).

    1. The turkish super league has been plagued by inconsistent VAR reviews during matches this season. Plenty of allegations of favoritism in the turkish media for var reviews in favor of "big 3" clubs and non reviews for smaller anatolian or non istanbul sides.

  12. Karasev struggled to find the right balance in foul detection and selection in the first half. He missed clear fouls on the one hand (43'!) and whistled soft fouls on the other. He gave two soft yellow cards that are however demanded by UEFA nowadays (11' illegal use of arm, 28' slight stamp, most likely upon advice from AR2). Some potential SPA incidents to be rewatched. Players not always accept his calls.

  13. Good 1H by Tobias Welz in Glasgow

    To be fair, I am really impressed by his eminently mature and sovereign optic, in this important and easy-going match. Players respond very well to him.

    Verbal warning for a borderline reckless tackle at 38', and then correct YC at 40' for studs-on-boot tackle. One might argue they should be vice versa, but he followed UEFA's guidelines well.

    6. A player from each team encroached at the "top" of the penalty area (as in, at the top of the screen, the replay doesn't show it well, but you can see them together after the ball enters the goal.

    7. What is bothering me with the penalty is that you cannot fall the way the polish player did if your opponent puts his hand on your shoulder... the polish player seems to jump and dive a little to easy IMO

    2. Indeed this can be rather RC because despite of keeper's presence, ball seems in the direction to enter the net. The minimum is YC, whistling without card a clear mistake or deliberate violation of LOTG.

    I think the German spotted very good a contact at feet level and not the holding of the Romanian defender standing with the back at his own goal. Excellent decision for me and overall impressive performance (especially the 3 or 4 YC issued for dissent, more referees should do this).

    I suppose that referees like Marciniak, Hategan, Kulbakov (3rd place), Turpin will be there.
