  3. Some notes: interesting to see Serhiy Boyko again in an important game, after the crucial mistake by AR2 on MD4. The Ukrainian is now appointed again with different assistant referees. With Collina, there was a trend to stop the whole crew of officials in case of such blatant and decisive mistakes. But of course no responsibility at all here for Boyko, all had to be assessed properly by AR2.
    Kulbakov after a not so good performance in Atalanta - Manchester City gets Europa League, I was curious about his next appointment. The situation in the group suggests that maybe this game wont be important at all with both the teams involved almost already qualified.
    Královec is back also in club competitions after his game in EURO qualifiers, maybe in case of good performance he will get another game on MD6, also to recover form.
    Ovidiu Hațegan last game before Club World Cup will be in Europa League, but in this case it will be more than a CL assignment. Very, very crucial situation in this group involving Roma, and you all remember the mistake by Collum that still directly affects the standings. It will be a tough test for the Romanian and I think also with a very hot atmosphere. Without VAR also even more difficult...
    Skomina in Europa League after a not convincing set of games in CL (my personal opinion).
    Madden with many assignments, in a way I think we can say he even replaced Collum somewhere, after the mistake made in Roma - Borussia M. by the latter.

    4. That is really a huge mistake for Rosetti. 1-assigning a Turkish ref for a Cypriot Team never happened. It might be understood if everything was resolved in the group but not yet. 2- more important Apoel is racing with Qarabag for the second place in the group. Qarabag is Azerbaijani team and Azerbaijan is a Turkic nation. Out of 24 games appointing a Turkish referee to this game is a huge mistake of UEFA Ref Committee.

  4. It will be Treimanis in Trabzon, I think that in case of good performance it will be possible to see him again on MD6 maybe in CL as he skipped some matchdays for U17 World Cup.
    This is only his second appointment in EL group stage this season, no CL appearances.
    Also another thing I wanted to say is that it seems at moment Buquet is ahead of Bastien in terms of consideration by committee, very important and sonorous clash in London with Frankfurt still fighting for qualification. I think we can't exclude that Buquet could get an Elite promotion as third French referee.

    1. The attacker is rapid winger and the keeper is fat & slow.
    2. Balll by kicked defender seems to accelerate a little after second bound.

    On this case referee judged not DOGSO and YC. VAR did't intervene.
    (I'm curious to know, referees judge by player's foot speed or stronger leg?)

    1. Very interesting case. Indeed here one must try to understand (this is in my opinion the main assessment to do) who will reach the ball before. Stopping video at moment of the foul, I see that attacker is closer to ball than keeper, but only for a very shot space. I think this is rather RC but never a clear mistake exactly for the reason we explained. One can't be sure who will reach the ball. So VAR is right in supporting.
      Maybe from the pitch, RC better decision... but not black or white situation.

    Controversial goal's celebration with VAR gesture made twice. Before this goal, the player had scored but then VAR had disallowed it. So in my opinion this is a clear offence against officials and YC must be issued. Unknown whether AR or maybe FO saw it.

    In my opinion the contact is almost inexistent but referee can be deceived live. The player later in the game will get second YC and he will be sent off (second card was very clear).

    OFR for a missed penalty, very quick intervention by VAR, only a few seconds were needed there. Among the quickest VAR interventions for assigning a missed penalty on the pitch.

    IMO quite interesting situation and interpretation of new rules.
    1) Is crucial here that the ball deflected of the defender before hitting referee? (change of posession? )
    2) Was that really advantage gained by hitting the referee? (for example if we imagine that ball didnt deflect from the defender)

    Its unusual if we watch football aspect, because neither was that defender block real posession, nor was ball 30 m from goal such advantage, its more pure inspiration of the player to shoot from there.

    1. I fully agree. If If IFAB wants to cancel these scores, I think it better that they should rewrite the rules. In the current rules intervention of VAR is IMO incorrect.

    2. It was technically a change of possession, because the ball was deflected by the blue player - it was also a dropped ball for the blue team because of that.
      Therefore a mandatory decision and because it started the APP, I would say also a mandatory VAR intervention, because it is not excluded in the VAR protocol.

      I assume, the referee did notice his touch, but not the previous deflection (he already turned away). Therefore he didn't know about the change of possession until the VAR informed him.

  10. So Bo Karlsson with Kulbakov is the most interesting observation there, if you ask me. Maybe this is a test to understand whether the Belarusan can have chances for EURO or not... but in my opinion committee didn't choose a very suitable game to do that.

    I note carefully that the Rosetti-observed Nikola Dabanović didn't get a game on Thursday. Maybe Harald Lechner, no game on Thursday, could (finally) reach CL also; good performance in the Trabzonspor - Krasnodar game, but he did made a mess of CYPSCO match in EURO Qualifying.

      Very interesting incidents.
      About Gil Manzano, the penalty whistled is for sure supportable, I think one can't be sure of ball possession so OK YC under this point of view. Otherwise VAR should have intervened. But one must also add that the foul is very soft.
      I agree with the opinions written live yesterday by some readers.
      About the possible penalty in 34', the first thing I want to say is that this push has by far more and more clear effects than Marcelo's situation Real - PSG, but it is not still VAR stuff. And I fully agree with VAR. However, in this case, the last replay suggests me that penalty would have been absolutely best option here. What I can praise is the management of Gil Manzano who was very convinced about his call and he also explained the reasons to players by making gestures, this can help him in selling decision.

      A short comment on Lille - Ajax as well: very good by VAR. I praise this call. Not easy. This is why VAR is there.

If you look closely at the Lille - Ajax incident: I think Brych knew that there was a potential handball just before the goal and you can see how he moves his whistle to his mouth before the ball enters the net and during the Ajax celebration, you see Brych already having contact with VAR. I think he was not sure enough and waited, because he did not want to make a wrong decision and steal an obvious goal-scoring opportunity with that.

To be honest I have doubts that Slavia penalty was enough for VAR intervention, I'm not sure, I have the idea that in serie A this wouldn't be called... but for sure there are strong arguments to consider it as relevant for VAR intervention and the key question is: did Marciniak see another thing? In that case, Gil intervention would be even more justified.

      I hope that Treimanis was allowed to say what he indeed said in this video. It is very interesting.
      So there is a clear difference between UEFA VAR and FIFA VAR. UEFA wants VAR to be used only in VERY CLEAR MISTAKES with an EVIDENCE, while FIFA is more flexible and if there is the chance, they don't deny to offer a second assessment to referee. So in a way this could also explain VAR decision to invite referee to monitor in Brazil - France semifinal. Definitely totally differenf from UEFA.
      Also interesting to hear that in case of UEFA - CONMEBOL / CONCACAF final in this tournament a referee from UEFA couldn't have handled the final due to confederations neutrality rule. A pool of some trios was ready for this final.
      So we can assume that maybe also in other FIFA tournaments there are many factors to decide an appointment, a referee is almost never the real first choice and maybe it can be "only" (not in case of Treimanis who I'm sure deserved that) the unique chance given the teams in contention.
      For sure one of the most interesting interviews I never heard, there are some detailed insights, and I repeat myself I hope he was allowed to make such statements. We can understand many things...

Indeed, Treimanis told tons of interesting, insightful and revealing information in only 6 minutes, imagine how much we would learn if the interview was longer... that would be fantastic. BTW, Treimanis has always been and is very active in the Latvian media. Until now he has featured in this interview, a half an hour long vlog, a > 20 min TV interview, two > 10 min interviews to state TV and more (total lenght ~ 1 h 50 min). (But everything is in Latvian and not as interesting as this interview.) He's perceived really well here (probably also his activity that I mentioned is a part of the reasons), basically many say he's the best 'thing' Latvian football currently has, and it is hard to disagree with that. I really like his personality.
      When I watched the video for the first time and he started talking about the differences in usage of VAR in FIFA and UEFA I literally froze in surprise. I wasn't expecting him to say something that revealing, and I, just as you, hope (and also think) he was allowed to say that. Here I also have to say that IMO it is not normal that the use differs that much.

  29. An analysis about Champions League Matchday 6 games.
    Before making predictions, I would like to know whether you agree on my thoughts.

    Group A:
    How much importance will be given to third place fight between Club Brugge and Galatasaray? All the rest is decided. I think that both games, Club Brugge - Real Madrid and PSG - Galatasaray are on a similar level, Category 1 should be enough there, but maybe not debuts.

    Group B:
    Olympiacos - Crvena Zvezda a direct play off for third place, a very important goal for both teams, so here an Elite referee would be justified. In the other game, Bayern - Tottenham, a debut is possible. It will be very fascinating in case, for the appointed referee.

    Group C:
    The most interesting and open group. Here absolutely no risks by committee as everything can still happen for three teams. Both games in Zagreb and Charkiv will have Elite referees.

    Group D:
    Atlético and Bayer fighting for second place, both playing at home against teams without targets. So the appointments for both games could be very similar. Maybe the game in Madrid could be a bit easier for home-team than Bayer - Juventus, but one can't say that before. I expect similar appointments, two Elite referees I think.

    Group E:
    Salzburg - Liverpool is a direct play off. Clearly a top Elite referee will be there. In the other game, 1 point is needed by Italian side to qualify, at home against Genk, already eliminated. In this case I think we will see a Category 1.

    Group F:
    Inter and Dortmund fighting for second place. On paper, easier task for German side, but in any case they should do a better result than Inter. So the main target by committee will be in Milan, with another top name there. In Dortmund, I think Category 1 referee.

    Group G:
    Similar situation to previous group, Benfica - Zenit with the big focus by committee, as Zenit is ahead and Lyon's qualification depends from this result. For sure Elite referee in Lisbon, maybe also in Lyon.

    Group H:
    Both games are important with three teams still in contention. Of course Ajax - Valencia with more importance than Chelsea - Lille. Elite referee in Amsterdam, maybe Category 1 in London, Chelsea expected to win against the fourth-placed team. Who wins between Ajax and Valencia will be surely qualified.
    I think committee will be flexible and in case we will see Elite referees maybe appointed for the fourth time. Just to mention a name: after Rosetti's observation, one could guess to see Turpin again, for example in Atalanta's group.

    2. @Jaak I am totally sure that you're wrong. If a VAR doesn't intervene when needed, of course that's bad for him as he gets lower marks and punishments. Just as referees, VARs don't want to make wrong decisions that may impact their further careers. Also, as Philip S said, it's better for the referee to make the right decision after a VAR review than a wrong decision without review.
      Something like you described may only happen in very exceptional, strange and unaccceptable cases.

    1. Let's say it is a very particular case of handball and I must be honest, before the replay with zoom and focus I hadn't notice it.
      I wouldn't excuse VAR of course, because this is exactly his duby, but in case of detection it would have been an excellent work.
      The mistake is easy explained, he didn't notice that at all.
      Once seen, handball in this case is absolutely clear and punishable.

    2. PGMOL said the only change regarding offsides in matches with VAR should be the delayed whistle of the referees; ie. ARs should work as they would do in games without VAR.

      It seems PGMOL's ineptitude has no limits. One could almost believe that they intended to soil the project on purpose, but I wouldn't credit their administration as having the capability to do that (Hanlon's Razor).

    3. I can't understand this AR. So many education, trainings, classes, watched videos and in 94' he is making such a big mistake. Wait, man, wait until the attack is finished! So simple. Fast break, very close offside situation, obvious goal scoring opportunity, and you decide to immediately raise your flag in last seconds of the match. IT IS NEVER LATE TO RAISE FLAG, AND ALSO YOU HAVE VAR IF YOU ARE WRONG. Hopefully, referee was experienced, waited for the action to finish and then whistled. What would happen if he whistled before the goal? It would be total disaster for both of them.

    2. How is possible not to show (2nd) yellow cards for Pique (foul on Morata) and Vitolo (foul on Pique) ? Both situations were in 2nd half between, between 65th and 78th minutes. I can't accept such a performance from a referee. Imo there were 2 mandatory (2nd) yellow cards, but Mateu Lahoz didn't WANT to show those cards.     3. I have to agree with you guys. I can live with no 2nd YC for Pique as there was no contact (of course 2nd YC would have been supportable) but Vitolo had to see a 2nd YC. And if we consider how Lahoz issued YCs in the first half for pretty much every foul, the only explanation for these situations is that he didn't want to show these cards as petschovschi said... And that is unacceptable.

    1. 1) IMO, a clear foul, which starts directly in the APP. VAR was correct to intervene here, goal was rightly disallowed.
      2) I would say, wrong intervention by VAR: I would have said that it was nothing more than SPA or reckless challenge. I would not consider this as violent conduct and Higler was right here not to overturn his initial decision.

    5. I assume "nartraapen" is the German "Nachtreten", which dict.cc translates with "retaliation". Also in Germany, it is considered as a kind of Violent Conduct and typically observed, when two players are lying on the ground after a tackling and the ball is already gone.
      The question is, whether this is also applicable, when the players are more or less still fighting for the ball.
      Or do we rather have to argue with SFP arguments in such cases?
      About (2) itself, I agree, that it "feels" like it should be a RC. On the other hand, I think, it often is only punished with YC, therefore I would not call it a clear RC.

  49. Sanchez Martinez with a below par performance on the Greek SL derby Olympiakos - PAOK.

    No consistency on foul detection, he tried to manage the match with verbal warnings (mostly) but it wasn't enough. At least 3-4 missed cautions (one of them to PAOK N21 would have been a 2nd YC). He correctly awarded the penalty to Olympiakos but he should have awarded another one at 49' (again to Olympiakos). Plus he played on 4' of additional time on the second half but 5' would have been the minimum time lost.

    As I said on the day the appointment was revealed, this match needed an Elite Referee.

  51. Hi guys... I haven't written very often but I'm always reading with great interest the comments here in the blog. I want to express my honest appreciation to all of you and especially to the admins who sacrifice their spare time to write comments and discuss football situations. It speaks volumes about your love and dedication to refereeing. Immediately I must say that I am not a professional referee myself but I am an ex football player and I have very deep interest and theorethical knowledge in refereeing because it is connected with my current job.
    I would like to share my real worries about the current state of refereeing around the world. With all the new technologies and changes the focus is more and more on the man in the middle. And sadly I have the feeling that the level of football officiating is far lower than the level of football itself. We have witnessed far too many basical errors, inconsistencies and truly wrong decisions which do not correspond to the scientific nature of football nowadays. According to me there are some major issues that need to be reviewed as soon as possible:
    - first of all we have the so called generational gap. What I mean: in the last few years there are a lot of changes in the rules and implementation of new technologies and naturally the older referees have problems in keeping in track with them - a good example is the Premier League where it is a public secret that half of the referees have problems in using the computer technologies. Also some of them still follow the mantra that if you have shown less cards you have done well with the game. A BIG NO here from me personally - if you have not show cards where they are due to, it is calling NOT DOING YOYR JOB. Because the primary duties of the referee is to keep the safety of the players and to follow the rules of the game - for example when there is a time wasting you must show a card and not to show your watch. Very often we see descriptions like lazy style of refereeing - this can not be far from the truth. It is called again NOT DOING YOUR JOB;
    - another big problem according to me is the background of the referee. I think that it is very important that a referee has done any kind of sports - preferably football - before starting a career. Because it is much easier to understand what is a natural position of the hand or when there is a contact between players and when it is a simulation;
    - the final point that I would like to share is the problem with the consistency. Here we have a lot of guilty parties according to me. First it is IFAB who are introducing too many changes without explaining them clearly - recently there was a request from DFB about the play with hand in the attacking fase and it turns out that since the beginning if the season it was implementing wrongly. Second it is the different demands by FIFA and the continental confederations. And third it is the referees themselves: I understand that all the referees have different perception about the seriousness of the foul or the 'promise' in SPA but at the end time wasting is a time wasting, dissent is a dissent and i have problems with understanding why some of them are not sanctioning these issues and thus they create inconsistency which is a real problem.
    I am sorry that the post turn out a little longer than I expected. I would really like to hear your opinions on the topic. Best wishes to everybody.

  57. In Norway they have appointed a referee who has retired after poor performances for several years (Trygve Kjensli) for the decisive promotion/relegation play off this weekend. The reason is that all other referees are "unavailable" due to the end of season party! Unacceptable!

    1. It is true that Kjensli is the only one of the five referees of the playoff matches that is not on the FIFA list.

      I find another hypothesis more plausible than the Christmas Party - that NFF wanted to reward Kjensli for a long career with the 1L of the promotion-relegation playoff as a valedictory.

      At least from what I heard, that party would be a pretty 'frosty' affair too...

    2. Thank you for your nuanced point of view Mikael, with the opening post here at best trying to be sensational. Most likely, this appointment is set as a farewell game for Kjensli, as a reward for long service in Norwegian elite football.

      Speaking about FIFA referees in the other playoff matches, I recommend you to take a look at Rohit Saggi's game between Start and KFUM, a quite intense game with a number of crucial situations. Saggi is more or less continously praised as a huge refereeing talent by the Norwegian football community, and after this game was no exception. Should be interesting to see how far he can go internationally, already with the final in this summers Universiade in his belt, and now recently being observed by Hugh Dallas in UYL.
