  2. Some Trivia around this and the last EURO-Finals...

    Björn Kuipers, the referee of the last EURO Final 2021, is now observing his 'follower'.

    - Anders Frisk (2000) and Roberto Rosetti (2008) refereed a EURO Final without appointment for a Champions League Final or a UEFA Cup Final before or afterwards. Frisk resigned 2005, Rosetti 2010. In 2008, Rosetti was regarded with the opener and the final.

    - Pedro Proenca (2012) and Mark Clattenburg (2016) refereed EURO and CL Final in the same year.

    - The Final Referee of 2000, Frisk, was 4th official in Markus Merks EURO Final 2004. The Final Referee of 2004, Merk, had the opening match in 2000 and also a half-final.

    1. As for Anders Frisk, one could add that he was actually nominated for the 1998 World Cup, but missed it due to a back injury and was replaced by Ryszard Wojczik, who took his slot. Frisk would probably have officiated a UCL final if he hadn't ended his career prematurely for the well-known reasons.

  3. At this EURO we had the opportunity to see a terrible management by Roberto Rosetti. He destroyed UEFA referees so much that it will take decades after him for European refereeing to reach the level before him. Alexander Ceferin had a lot of help in all of this.

  4. This EURO meant a massive degradation of experienced top referees such as Marciniak, Turpin, Makkelie, Kovacs and Orsato by RefCom. What does this mean for their future?

    1. You should analyze name by name, and I don't understand what you mean by "degradation". In all cases, nothing will affect the next appointments for all of them.
      Orsato will retire, Turpin had a disappointment in first game, but then all good for him, Marciniak and Makkelie unfairly treated, even more the Dutch sent home without reason.
      Kovacs experienced trouble due to his style of refereeing, about him, it'ìs interesting how he will approach next games, but all what happened at EURO, will remain at EURO, so I think no influence on the future.

    3. I don't consider that a missed YC for spa. I think it is a supportable call to leave it at a 'last time' warning. It wasn't 100% spa (SPA players close to play, have attack under control)

    4. My only issue was that there was no warning public or private to Carvajal, I also think given the situation where it was not a clear SPA, it is smart to give yourself a little bit of room keeping your cards in your pocket.

  15. Very good Letexier with such cards, in particular. Clear elements to say that both are cards to be given. Still, Bergomi on Italian TV very shocked, but most of people don't understand how refereeing has changed. A player takes the responsibility if the plays the ball before but then also opponent.
    Could have shown an earlier card before the given two, but still OK for me.

  18. Impressed by Letexier's instinctive (and correct) reactions on both YC incidents. Isolated reckless contacts which some referees might have tried to manage without cards because of the low match temperature. Hope he continues like this!

  32. What should be done for the position in the 34th minute to be called a penalty? Should the player be kept for 10 minutes or should the player be stepped on? You are making really funny comments, this is clearly a penalty.

  34. It's a fantastic first half of Letexier. Both of the yellow cards were correct and the potential penalty in min 35' never should be given by any referee, cause football is s sport of contact and it would be too harsh to give such a penalty.

  35. About the penalty situation in 35’. It’s not the holding bringing ESP14 down, it’s the low contact of ENG4 hitting the right leg of the Spaniard. The slight holding coming on top of that.

  43. For that possible PK. You have too look english player. What he did? He slightly grab spanish player. If english player will hold him for long time is clearly PK. But spanish player fell to quick and to easy. How it will be if every contact will be PK? This types of PK are destroying football. It was very soft touch. Those contacts are becoming more often and part of game. Imagine how many fouls we will have if this types of fouls will be Brown.

  44. Solid first half by Letexier, not a challenging match. Both YCs were correct, a foul against Foden (step on the foot) was missed. IMO Letexier should be careful that he does not allow too much dissent. I had the impression that the players wanted to test him, he was not so clear in his reaction against it.

    For me, no penalty for holding is fine, nothing too blatant.

    In the end, a first half that will not be talked about.

    If whistled by Letexier, no question by VAR, but absolutely correct to stay silent and to allow play on, because we can't know how much the attacker "played" a simulaiton thank to the arm by defender. We can think that the fall was not an evident consequence of the action, but yes, quite dangerous.
    To me a supportable decision with a trend to a correct one, but never black or white.
    Turkishref, that's reason why it is not a clear penalty (at least concerining VAR, then all can have their ideas).

With the exception of added time management (4mins felt very little, especially after the late subs and goal celebration; then much of that was spent with not retreating at a free kick and two players on the floor), a very good game for Letexier. Uefa will be very pleased as he won't be the story. Congrats and good luck at the Olympics!

  67. Regarding the stoppage time: Very smart move by Letexier. I think we all agree that the stoppage time is not accurate, there are way more delays than the time added. However, it seems that this is what UEFA/people want. Look at Quatar, they add more "accurate" extra time - everybody complains. Marciniak extends the time in RMA-BAY to make up for stoppage - big scandal, everybody complains. Personally, I would prefer to measure time way more accurately, but realistically, nothing good comes from this, always everybody complains in case of a late goal. Very smart by Letexier to just end the game.

    3. In England, everyone was told that the Ifab mandated everyone to follow this new Fifa added time, so they have. After about 2 weeks of complaints, almost everyone was happy. I don't think ignoring the laws and allowing time to be lost through delibrate delaying tactics is the answer. I certainly wouldn't call it smart

    6. @Daniel I completely agree, I preferred the FIFA added time at WC and I liked it (because I hate time wasting). However, it's dangerous for referees because they don't get any support, if they add too much time and something happens (goal), everyone blames them.

    7. @Modric It perhaps depends on culture and who is in charge. Collina, Infantino, Webb, etc would definitely support their officials for this. But we've the complete opposite in Uefa. I get why referees do it (in Uefa competition), but yeah, I don't like it

    8. @Daniel The problem is also that time management has become sort of a grey area, since it has come to light how much time is actually wasted because of the WC. Some solution has to be found between FIFA (compensate for all lost time) and UEFA (avoid very long extra time). As a referee, the most simple solution is (sadly) to let time wasting win and just play the announced time, then you can't be blamed.

      It is especially hard for referees because they don't update the added time, so if the referee gives 4 min of extra time and 3 of those are wasted again, once the time runs past 90+4, players and spectators get nervous, nobody really knows when the game will end, there is confusion and a lot of focus and pressure on the referee. To be honest, at that point, players don't even play properly (winning team protesting and losing team only playing long passes). IMO the only fair, objective and transparent solution is to stop the clock when the ball is not in play (and compensate by shortening 90min to 70). But that's never going to happen, so referees will be pressured to manage this on instinct.

      I estimate that roughly 1/2 of wasted time is added, and if more time is wasted during stoppage time even less than 1/2 usually, it depends on the referee's mood that day :-) Of course, the losing side will always call him biased. I guess we have to live with it for now.

  69. Added time managament should be discussed in comitee after this Euro.

    Total misscalculation and not bring aware how many minutes should be added .

    On one hand we have Makkelie that adds 8 minutes.
    On the other hand we have Letexier and Vincic that tolerate every Spain timewasting and do not add up any seconds.

    That's ridiculous and should be matter of improvement.

    My stopwatch says that the ball was in actual play for a measly grand total of 57.82 seconds out of the 4 that were supposedly added. Make of that what yPu will.

    *On a side note. I am yet to fully grasp this concept.
    A) Player scores and celebrates by removing his shirt. He's Yellow Carded.
    B) Player scores and his entire bench runs the length of the pitch (sometimes running onto the pitch) to celebrate. And there's no disciplinary action?

  81. IMHO, it was a very good performance by François Letexier in tonight's final match. It's really pleasing to see that he had a good game in such a huge achievement for a young referee. The game never developed into a challenging one, but it was surely well controlled.

    I have to say I'm quite satisfied with the technical accuracy displayed in this performance, with only a few minor exceptions. Foul detection was on a good level overall, and quite optimal for this type of match, with a consistent line and Letexier not falling for some soft contacts, as well as assessing correct play ons on a number of occasions (e.g. 38', 45', 57'). He again ensured complete control over the game and players, displaying his usual calm and unobtrusive authority, but was always close, using prevention skills well and being ready to react on any potential troubles in a calm and efficient way (e.g. a small conflict in 62'). It should be noted that he seems to be completely unfazed by potential troubles, instead focusing on taking correct decisions without fear and never letting himself be influenced by the players (they sure tried on some occasions, especially in the 1H, although I don't think any of these instances required anything more than some efficient management). However, it should also be noted there were two wrong decisions in this area: missed foul on Foden in 33' (a step on foot, although not of a reckless nature) and a missed CK for ENG in 65', although the latter one was very difficult to properly see (the ball only grazed Le Normand without changing its trajectory). The level of fitness and movement on the FoP were excellent IMO, without any issues whatsoever. I would also like to highlight a very good advantage given just before the 1-1 goal by ENG as a sign of excellent game reading by Letexier, which I observed in many of his games.

    Disciplinary line was well-chosen and consistently applied during the whole match, with 4 cautions correctly given: 25' (ENG9, reckless follow-through tackle), 31' (ESP10, very reckless kick to the body), 53' (ENG5, tactical holding/SPA) and 90+1' (ENG19, reckless kick to the body). Although the 25' and 31' situations came close to SFP, I think both were correctly deemed as reckless (not enough intensity in both situations), however with both being mandatory YCs which Letexier shouldn't have tried to manage, and he didn't, thus ensuring that the low temperature of the match (which could have misled his judgement) remained such. There was also a number of possible YC situations in this match: 24' (ESP2, potential SPA, although I think the no card decision was optimal), 45' (ESP17, potential SPA, again a correct no card decision IMO), 62' (ESP17, borderline careless-reckless tackle, but still on the careless side for me) and 90+3' (ENG7, reckless use of elbow, which I would actually prefer to have been given, but Letexier can probably be supported here as well).

Three PAI situations presented themselves in this match, and I think Letexier correctly solved all of them: 16' (potential penalty for ENG, but without significant contact and correctly rejected); 35' (potential penalty for ESP, with Rice holding and tripping Laporte at the same time, but I'd strongly argue both were not significant enough to cause a fall and Laporte rather fell on his own immediately after feeling the contact); 67' (potential penalty for ESP, with Rice holding his opponent again, but with the same impression of a non-significant action for my taste). It's fair to say the 35' incident was closest to a PK, and I'm sure it would have been supported by VAR if Letexier awarded it, but I strongly prefer his decision to play on in this instance, as a certain level of contact needs to be allowed in a sport such as football.

      Teamwork and communication among the team members were on an optimal level IMO, with AR1 taking an excellent onside decision to allow the 2-1 goal by ESP in 86', in a really tight situation. I also think Marciniak was of much help to Letexier tonight, controlling the benches well using his reputation and natural authority and thus enabling Letexier to focus on the FoP and preserve his concentration in the first big final he faced in his career. I wouldn't be surprised if Marciniak's role of FO also included some mentoring of his younger colleague, which would be a really positive thing (if it happened, of course).

      Many commenters rightly complained about the added time management, and I agree that at least one more minute should have been added, to compensate for the substitutions and time wasting that was clearly visible. However, it's probably fair to say Letexier took a smart decision from a self-preservation standpoint, and I can't actually blame him for trying to avoid a potentially catastrophic incident in the last seconds of the match, given everything we saw in recent weeks (late goals, Marciniak's premature offside decision in UCL SF etc.). Of course, this is not the criterion that should be used in determining the added time, however I strongly think that it's the question for the Referee Committee, which never managed to articulate some consistent and predictable instructions in this regard. As long as they do not adopt a clear criterion, we will have various referees dealing with this aspect in different ways, and I can't actually blame them for trying to avoid potential troubles, although it is technically a point for improvement (and certainly one negative aspect of this performance).

      Taking everything into consideration, I think it's fair to say François Letexier delivered a very good performance in this final and he can be more than proud of his refereeing at this tournament. IMHO, he again showed that he is a referee of the highest caliber and I'm sure we will watch many excellent performances by him and his team in the years to come, with this final being just the first in a line of great achievements for Letexier. With this being said, I think it's time to finish the last of the (too) long analyses of referee performances at this tournament. I sincerely hope they were of some small use to the readers of this blog.

      Disciplinary actions: Agree all

      Fouls with no disciplinary action: 62m agree was borderline and felt right at the time. It was in line with the rest of his game so a good call. 90+3 I didn’t think was reckless, it was simulation by the Spanish player that made it seem reckless. Good call.

      PAI: The standard has been set throughout the whole tournament. There has been much of this at set pieces throughout the tournament and referees have clearly been directed that it needs to be a very high threshold for a penalty. I think these calls were all correct and correct not to call a penalty or VAR for OFR.

      Added Time: Agree, again I think this here is a directive to referees from RefCom/UEFA in terms of time added, you can’t blame Letexier for following the directives, calling it at 4m was certainly within his remit. I don’t feel this has a big impact on his performance level because this is a greater issue for UEFA/RefCom to deal.

    1) The Final started 1 hour and 22 minutes late due to lack of security, planning, and organization outside of the stadium.

    2) The halftime period lasted a whopping 26 minutes! Because in CONMEBOL's all mighty wisdom. They decided to have a Shakira concert during the halftime period. Mind you, earlier in the tournament, various coaches were suspended by CONMEBOL for bringing their teams out beyond the 15-minute halftime limit.

    CONMEBOL = Mediocre leadership. Mediocre organization. Mediocre football. Mediocre referees.

An incident to discuss from the very end of the game: could/should Colombia have been awarded a penalty for careless kicking?

    2. Mikael, CONMEBOL referees are a joke!
      What a messy and nonsensical ending all created by Claus.
      The Argentina keeper literally walked around in possession of the ball for 33 seconds!
      At no point did Claus ever blow his whistle. So, I have no idea why he would then take the ball from the Argentina keeper and restart with a drop ball.
      CONMEBOL referees seriously "make it up" as they go.

      Unsurprisingly, there were no decent replays shown of the incident you mentioned. So, based on what is available. It is hard to say whether it was or wasn't a PK.

  83. Last night was a great example of a referee creating an easy game for himself. Letexier let the game flow in the first 15-20 minutes. When he had to step in (Kane and Olmo YC's), he did. He created respect there en from that moment on he had an easy game. Very, very good performance, for me actually the best performance in the tournament, in the most important game. Congratulations!

    On top of that, I have to say, the general level of refereeing during the whole tournament was very low, with the disaster of Zwayer in the semi final as greatest example. If a team had played like that, I think the manager would have been sacked by now. There's no possible wy this referee manager can remain in position after this tournament.

    2:05 Very similar foul to Olmo’s last night (in fact contact is less and a bit lower down), widely agreed in Aus as a correct RC by Alex King, and no complaints from players.

    So England have now lost the opportunity to play against 10 men in 2 successive finals because the referee has refused to send a player off (Jorginho also). Correct no intervention, but better decision has to be SFP!

    1. You are comparing two very different situations here. With Olmo, the ball is clearly within reach and he is trying to play it. His challenge is clumsy, definitely reckless, but SFP is way too much there. With King, the ball is nowhere near, he started his challenge way too late and hits his opponent. Clear SFP. So I'm sorry, but this comparison is rather wrong, imo

      People who are willing to go to extremes (AFC style) to not show cards. They think that if they massage the players egos speak gently and sensually into the players ears they'll behave.

Not even need for one VAR call, a game that could be easily destroyed in the hands of Kovacs, Turpin,....... This referee was flawless and the real deal.

Very good performance by Letexier, excellent card management, full control of the game, most important to say before other things, he didn't officiate the match like it was a final (that's a "problem" we see in modern refereeing). To add, in this regard, that the last game about I have memory, in which Letexier was not the referee we know, was exactly the Super Cup one year ago. In that game he didn't show very obvious cards and he changed his style. I was afraid about yesterday, he could have done that before, but luckily he didn't. Mandatory cards when needed. In my opinion he is not a law enforcer like one can describe Kovacs, but a referee with more flexibility, nevertheless he will never spare cards. He is able to read the game and jump in when needed. Absolutely supportable no penalty, the arm blocking attacker can't be questioned by VAR, not clear how much this contact is used, then it's also true that there is something like a tripping, but not an objective one, to be honest I think one can describe the full action by defender as very dangerous, but still no penalty is OK decision.
    Wouldn't have created big discussion to whistle it, but I think there would have been more people disagreeing.
    The big problem remains the management of added time and here Letexier was poor, indeed, but in the overall context this can become a secondary argument (somebody already wrote that above and I agree). Committee should study solutions, I don't know if they were in disagreement with Makkelie when he gave 8 minutes, or they don't like Marciniak for the same reason (Collina's guidelines), but for sure at moment, given that if players don't want to play and they waste time during all time, the only way is to increase it and to continue to play until it's fully reached the minimum of minutes to be added.
    A topic for Rosetti and the committee, if the Italian will still continue to occupy his position for the start or 2024/25 season...
    But all in all, they can be absolutely proud of Letexier, the performance justified the appointment!

    Michael Oliver
    Not really my type of referee, but really improved the last years. Still lacks trust and respect of players after the infamous Juventus match back in 2017. Had a fine group stage, deserved R16 appointment, but after 3 VAR interventions a QF wasn’t justified.

    Anthony Taylor
    Doesn’t have the stability expected of an Elite referee. Seems to have only two forms: really good or really bad. Group stage was good, Spain – Germany was a bit “all over the place”.

    François Letexier
    After R16 I said Letexier proved to belong to the top of Elite referees and is more than a “talent” for the moment. Never expected the final appointment due to lack of experience, but deserved on his tournament and season. Showed he was worth it in the final. Amazing tournament and looking forward to see him in the big matches coming years.

    Clément Turpin
    I really like to see Turpin, a great manager and gained respect over the years. Maybe too many technical mistakes, also in the opening match. I think this cost him the finale. I don’t know how his relationship with Letexier is and how the final appointment will affect that. I hope there’s no jealousy and they get along well together.

    Daniel Siebert
    He was clearly brought too fast during the last years. In my eyes an good Elite referee, but nothing more than that.

    Had a really good tournament in my opinion. I think he deserved the semi final appointment. To me he didn’t even perform bad, like many people say. From a neutral perspective the performance in NED – ENG was fine, but he was killed by the media already before the match. At first I liked the sign of the committee, I think they are overly protective avoiding all appointments with history. They are professionals and to me Zwayer proved to be professional enough to referee that match, but for media he was chanceless.

    Really pushed by Rosetti, just because he’s Italian. Showed he doesn’t have the level for an Elite. In my eyes should have been the referee leaving the tournament with just 1 group stage match.

    Daniele Orsato
    Had a wonderful career and should’ve got a semi final as farewell match. In my eyes not good (and fit) enough for the final. He can be proud of all he has achieved.

    Danny Makkelie
    I don’t know what’s the problem between Makkelie and Rosetti, but again Makkelie wasn’t treated correctly. Had the toughest group stage game of them all. In my eyes a masterclass in managing a heated match. The missed handball shouldn’t be enough to send him home. I hope he keeps his head up after another bat treatment.

    Szymon Marciniak
    Still one of the best referees, but had a bit disappointing season. After the huge mistake in UCL SF didn’t get a fair chance this tournament. Performed expected during the tournament and earned more than he got. Another bad treatment by Rosetti.
    Artur Soares Dias
    Form being a barely good enough Elite referee the last years, this tournament was different. After the UECL final he seemed to have got a boost and had a great Euro. At least quarterfinal appointment would’ve been deserved, but he can be very happy.

      Never been fan of his style. And it has been this style which brought him into problems. Totally lost control in the finale group stage match and a correct sending home. I hope he learns and will be able to adapt his style a bit to the matches.

      Never expected seeing him in the Euros. Had some expected performances, but not too special. 2 group stage matches and some 4th official duties in the knockouts, good tournament for him.

      Slavko Vincic
      Another example of bad treatment, but in this case in his advantage. Didn’t seem in control in Italy – Spain group stage match, but for the committee it was enough to assign him straight to a semi final. Or let’s say to avoid any other appointments to keep Ceferin satisfied. In my eyes should’ve got a match in R16 and maximum QF in case of good performance. Had a relatively easy, but good SF by the way.

      Jesús Gil Manzano
      Had a really bad season and didn’t convince in that one match he got this tournament. But wasn’t worse than Guida. I think he deserved a second group stage match, before sending him home.

      Glenn Nyberg
      Has done what we saw from him the whole season. Absolutely the potential to become one of the upper Elites in the coming years.

      Sandro Schärer
      After a tough season had an okay Euro. Don’t think he could’ve done more, can be happy he even made it to the Euro. Still one of the young guys, will become a decent Elite referee I think.

      Halil Umut Meler
      Also one of the big talents. Showed to be a great manager with good flexibility to referee in the flow of the game. I think he will get this years Super Cup and can expect more coming season.

      Facundo Tello
      Is the difference between UEFA and CONMEBOL referee really this big? One of the best CONMEBOL referees deservingly sent home after group stage, while a 1st category UEFA referee deservingly gets a QF in the Copa America. Really expected more from Tello, after a good run in the World Cup in 2022.

    3. Don't embellish or overstate what Mariani did in the Copa America. He wasn't exactly tested by being assigned to any of the "tough" or "decisive" matches. His QF, on paper was the most lopsided match and it turned out to be just that.

      Having said that.
      There is zero doubt that UEFA is indeed light years ahead of CONMEBOL and CONCACAF in terms of refereeing. And that says a lot, because the 2024 Euro officiating overall wasn't exactly the best.
      The fact that the supposed (pre-chosen) 2026 Final referee Elfath only got a single group match assignment speaks volumes.
      Instead of keeping pace with UEFA. CONMEBOL and CONCACAF seem to be regressing in the direction of AFC and CAF. Maybe once they hit rock bottom by reaching OFC levels, they'll clean house and change their ways.

    There is always something missing that doesn't allow you to think that time has come for a further step, indeed, he officiates games, he takes important decisions, but it looks like he does his job and nothing else. Last assignment was in my opinion a replacement after changed plans. Maybe still OK to see him in a further game, but as you said, number of VAR interventions didn't talk in his favor. At the end, better tournament for sure than Taylor, but still not seen as 100% top Elite referee (at least, my opinion). The tournament is nevertheless positive for him.

    A huge disappointment in the famous game Spain - Germany. We can rule out the penalty from the analysis and we can still say that he was very poor during the game. Big trust by Rosetti who seems to have a very particular appreciation, but the English didn't show to have deserved it. Time to think about the career, given also the age, and many teams he can't now handle.

    François Letexier
    No need to add more, I think. Maybe we can say that the original idea was not to appoint him for the final, and we can be sure Turpin was considered before him, but all he achieved at the age of 35, has been simply excellent. Deserved the final, to be mentioned the very challenging Denmark - Serbia, not all games were easy for him. Brilliant future.

    Too poor in the first game to dream the final, but he was clearly a big candidate for Rosetti, he can only be angry with himself to have lost the chance in favor of Letexier, but in the rest of the tournament he showed to be the referee we know. Not lucky in most of big tournaments he attended, but still a top Elite referee.

    Daniel Siebert
    Called as second German, and it was unexpected, didn't distinguish too much himself. The feeling is that in all cases he couldn't have achieved more, with the focus on Zwayer.

    Mostly, I agree with your particular analysis, it's true that reading the condition of the German can be a very ambiguous affair, he is not the bad referee some people always report, but at the same time, he never showed a real excellence. To me, given the path by committee in recent times, he gained reeputation by ending very big games mostly without issues, but that's not enough, even though this seems what Rosetti considers OK for a next step. Overall, his semifinal appointment, let's say, was not a scandal, but surely he could have done better. Let's say that technically he is not at level of other referees, but indeed too much in focus for being "relaxed" and people ready to scream after his mistakes. He brings with him this story from the past in which only DFB must be blamed, definitely. Hard to think he could get CL final, but for sure candodate for other finals. We will see.

      Called by Rosetti following also his excellent form in serie A, the Italian referee didn't manage to use the occasion, if we can say that first game was OK, second game definitely not. It was almost impossible to get a game after GS, but I think Guida should have done things better in the 180 minutes, he didn't make a possible second step after the tournament. But he wasn't very poor, just average.

      On paper, the referee for the final, already assigned? And we discovered that this wasn't true, or at least the plans by committee changed. At the end the referee assigned for the final can be described as the contrary if compared to the Italian, very young and fit. Not the same for Orsato, but yes, Kuipers was a "similar Orsato" in 2021, but he got the final. Times have changed... apart from POR - SVN and all happened, I think he was too poor in SUI - GER, moreover in the first game of the tournament, he officiated according to his style, ignoring 100% guidelines by committee, for sure I think that they were not really happy...

      Danny Makkelie
      The refereeing of Croatia - Italy can be described as the best of the tournament, sent home by committee after the game for unknown reasons, the Dutch got another very unfair treatment after the famous PSG story. To be honest, I think he should have a big patience to bear that, because other referees with OFRs, if the reason was the handball, were kepèt. We can easy think that he was sent home to a reaction, external reason, and not for a proper refereeing assessment, very sad, after the CRO - ITA game he was big option for KO stage, OK, maybe not the final and quite unlikely after Kuipers 3 years ago, but this treatment... without explanations. A referee with such skills still with only Europa League final... we will see the next season!

      The treatment after CL semifinal doesn't need to be described again, unacceptable management, they didn't want to appoint him with a very late first game and then a KO stage involving Italy. The absurd thing is that, given the poorest management even seen by committee, he could have officiated final without France, because no other options. Rosetti should strongly reflects on how he treated some officials at this tournament. The Polish was at least kept, working without questioning the policy by committee, until the end, with FO duties in the final. We will see the future, he is another time that at a certain time can be very bored about this treatment.

      A victim of his officiating, as you said, really sad for him, but the last game of the tournament was something that committee would have never liked to see. Started being a top name for big games, he had to leave for that. We will see in future which changes he wil adapt for being maybe more flexible in the application of laws of the game, without exaggerating, of course.

      Ivan Kruzliak
      To me, given the expectations and the background of the referee, a rather "honest" tournament, the hanbdall incident shouldn't have happened, but still, committee was quite satisfied we could argue, given the involvments in KO stage as fourth official. Not so bad, but like Guida didn't use the occasion to get more from his status.

      Slavko Vincic
      Coming from CL final, he got a big game in GS and then he was kept for a semifinal, like a "suspended judgment" for the Slovenian, and that's absolutely unfair if you compare that to, as example, Makkelie. The Slovenian was then very good in semifinal, but after ESP - ITA, he wouldn't have deserved it. Not the type of referee I can like, at least the recent Vincic, but when he was Category 1, in my opinion he was another referee (but that's a different story...).

      Jesús Gil Manzano
      Like Marciniak, he started the tournament with the worst consideration by committee, I'm convinced in all cases he was among the referees without big chances for something more, but it's definitely unfair to treat in this way. A poor season didn't contribute to allow a different management by Rosetti. Very rare to see a EURO tournament with only 1 Spanish appointment, I think this almost never happened...

      Glenn Nyberg
      He confirmed the expectations, reaching the goal, officiating a game in KO stage. Definitely enough for a referee ready for the future, not fautless in his games, but never controversial and quite solid. Appreciated his style.

      To me, disappointing tournament for the Swiss, after the long injury the choice by committee was surely difficult to make, but I think we didn't see the referee that we knew before, last game was rather poor in my opinion, he could have got definitely more, because being called in that situation (out from the field for very long time) was already a signal committee had big plans fro him... I think he rather failed, but in the context of the moment of his career, also very very unlucky. Should wait for the next occasions in future. Not a poor tournament, to clarify, but surely below expectations.

      Excellent tournament for the Turkish referee with only some "agitated moments" in the last part of his KO game, until then, he had showed definitely his abilities, he will have to fix something but basically a very good hope for the future. Strong character, not afraid of taking decisions.

      Facundo Tello
      After a quite good first game, trying to follow Rapallini path of three years ago, he definitely failed in the second game, too poor to get more and awful work by Herandez Hernandez who could have saved him in a way... it is interesting to notice that this performance was mostly assessed as good by some readers of the blog, but the importance of the crucial mistakes he made was definitely too big to dream more. Appeared in KO stage as fourth official once just to make a courtesy to CONMEBOL, I think, otherwise, given how committee very likely assessed the game, no chance to have any further game, not even as fourth official.

  91. Soo ... in my oppinion the Letexier's final was a good performance. Why not exellent? Because during the 96 minutes of the match i have seen 4-5 errors. They weren't crucial's errors. So? They were all against the same team (ENG). I hope it's only my way of how i have seen the match but i didn't like it.

    1. - 23,5% of VAR and 22% of all three roles are Germans
      - van Boekel is the only one with more than one game in each role. He also did 2 out of 3 VAR games in KO stage.
      - Most officials did either VAR+AVAR2 or AVAR1 - with small exceptions
      - Ulusoy and Popa obviously weren't really required, probably just selected for more country variety.
      - 1 game only for Valeri is a bit surprising given his heavy involvement in CL

  94. So after these analyses we can conclude the following.

    Referees that made significant errors or had performances that could be rejected because of lack of management/control: Turpin (opener), Tello (SCOHUN), Kruzliak (NEDAUT), Kovacs (CZETUR), Scharer (GEOPOR), Vincic (SPAITA), Zwayer (NEDENG), Taylor (SPAGER), Orsato (SUIGER).

    That's already 9 out of 19 referees (50%)

    Of the other 9, 4 had weird management situaties:
    - Gil Manzano. Why was he even there if they were not gonna use him? They could have taken another referee with more chances
    - Guida. Selection was already very questionable, didn't deserve to be there.
    - Makkelie. Performed quite well, but was send home for no reason
    - Marciniak. Great, experienced referee, nothing wrong in his first two games, but was managed in a very weird way.
    - When it comes to management, we should also name both Orsato and Vincic.

    So, out of 19 referees we can only name Nyberg, Oliver, Soares Dias, Siebert (even though you could ask why a second German appointment was needed), Meler (even though I personally thought his performance in ENGSVK was not that good, with missing a clear 2YC) and of course Letexier performed well.

    To summarize, this must the worst officiated tournament in years and we should be really, really sad as referee watchers. Rosetti HAS to go!

  95. This tournament is probably going to change a lot the hierarchy in the refereeing world in Europe.

    My opinion from the referees that I watched :
    Letexier : Very good tournament (again). He shows no signs of stopping, and confirmed all the hopes we had for him after a fantastic year domestically and in the european competitions. Excellent positionning, good decision making and this finals tops it all. Very deserved for him.

    Turpin: Despite the terrible opener, I don't think that Turpin had a bad tournament. In fact, in my opinion, his opener wasn't a 'disaster'. Yes, he missed a red card, had to use VAR to correct his decision, but I still think that he was in control of that game. I still believe that he is considered as an elite referee.

    Marciniak: The treatment of Marciniak this Euros has been unfair and very unexpected. Clearly, they still have the Bayern incident in mind, and even despite some solid performances this Euros, they never changed their minds about him. I am curious to see how he will be treated next year.

    Oliver: Well, I see so many comments about Oliver not being liked a lot, and criticized, but for me, he was definitely successful in this tournament and amongst the best performers. I even think that he might start to be seen ahead of Taylor in the future.

    Taylor: Unsure what to say about him. Excellent in Netherlands-France, he manages to pull out one of the worst performances in Spain-Germany, and takes away all his chances to get the final. Still inconsistent for me.

    Vincic : The big question mark is Mr Vincic. I still don't see what Rosetti sees in him. He manages to get the semi final, after for me having the WORST performance in the tournament in that Spain-Italy. Still, his semi final was very smooth, but one has to say that he didn't deserve it at all.

    1. Meler : The surprise of the tournament by a mile. I wasn't expecting much from him and yet he delivered. Very good performances across all his appointments.

      Kovacs: He is a referee way too strict, and I clearly don't like his style, yet his treatment in this tournament was just terrible. I was completely against them sending him home, and he had a very good year overall.

      Soares Dias: Very good officiating, making me not understand even more how he didn't get any single KO stage game in the UCL this year. I think that this referee is badly treated by the committee.

      Orsato : Favorite for the final prior to the tournament, favorite for the final even during the tournament and surprisingly, sent home after very good performance, making the credibility of the committee to be questionned.

  96. With the next big tournament being away less than a year, I made some thoughts about referees for the CWC 2025, assuming mostly WC26 candidates will be used there. I didn't find the pre-selected lists for all confederations, so some uncertainty there - and it would not be a closed list anyway.
    I made a version with the (assumed) minimum of 24 referees and then added further names in brackets to either fill up to 36 (as in WC22) or be support referees.

      I miss the referee from CAF that leads the final of Africa cup this year (the name i have forgotten) . Its a good referee

      @Marciniak: Yes, I know. But still hard to imagine for me that he really is not considered.
      @Zwayer: This EURO proved that he is one of UEFA's top referees and it seems nearly certain, he will go to WC26 (also Siebert not pre-selected). As his last FIFA tournament was in 2015, it makes sense to use him at CWC.
      @Beida: Of course also an option, but as he already had U17WC and Olympics, I would prefere to try other African candidates.
      @Falahi: There are many interesting referees from the Arab countries, he is certainly one of them. Also Al Hoaish and Al Naqbi (who is at the Olympics) besides Al Ali, Al Kaf and Makhadmeh.
      @Italy: Very interesting situation. My first idea was, that Guida should be the current number 1 after his CL KO stage and EURO selection. However he is not pre-selected, therefore I wrote Massa above. But I guess, Guida could still be added, if that's the new choice. And Mariani also possible, although he might have needed an Elite promotion this summer. No Italian seems unlikely with the extended number of teams and probably referees.
      @Soares Dias: I don't think, one should rate him too highly only because of one very good EURO R16 game. He could go to the WC, but currently I would prefer younger alternatives.
      @France: 2 referees at WC26 seem quite likely at the moment. But not really neccessary for the CWC, I think. Turpin doesn't need that experience (but maybe rather a relaxing summer...)

  98. Good comments above, about the Euro 2024 and the management of referees. We can only draw a few painful conclusions, about the mis-management of referees at this EURO 2024.

    *Criterion*
    First of all, when can a referee stay and when not? What is the criterion to send a referee home?

    Ratings?
    OFR’s?
    “External circumstances” (fuss)
    Or whether Ceferin likes the referee or not?

    Clément Turpin had 3 OFRs, Michael Oliver also had 3 OFRs. Roberto Rosetti wants active referees, taking decisions themselves on the pitch. Gil Manzano and Makkelie were sent home. The former missed 2 corner-kicks; Austria conceded a goal. The latter was blamed for the amount of injury time and a goal in 90+7, while Croatia also conceded a goal versus Albania in 90+5 (ironically, with the final referee in the middle: Letexier). Nobody on the Croatian bench complained about 8 minutes until they conceded a goal.
    Let me admit: I wasn’t sold on Manzano and Makkelie and their form - in general they both can perform better and should aim for that. Nevertheless, the criterion “to send a referee home” is super random.

    *Level of difficulty*
    In addition, some games are more challenging due to its nature and the teams involved. While some countries just take their loss. Some ‘emotional’ teams are more likely to blame a referee after a loss.
    To give an easy example: Gil Manzano was appointed to a hyper-dynamic Austria vs France. Makkelie was assigned to the German NT at its home soil (which is more sensitive in its nature) and a decisive Croatia-Italy. Two games were a referee easily can be burned in the headlines. Makkelie’s faith probably would have be different in case he had a game in group E or Spain vs Albania (MD3) to give an example.

    Right now, a less-experiended referee (e.g. Nyberg and Meler) can benefit from the fact that they are not trusted in the most challenging contexts. Is that fair?
    Even Letexier benefitted from the fact that he avoided the big teams in groupstage, followed by one of the “easier” R16 games.

    *Ceferin*
    Furthermore, what is the role of Ceferin in this complete mess? As a president, he should be neutral, objective and independent, but he certainly isn’t. Why can a referee be blamed and rejected for taking a correct decision against PSG, Italian teams or Slovenia NT? What the *** is going on.

    1. My opinions on that:
      - A referee should be sent home after a very bad performance in a single game. And by "very bad" I mean worse than anything that happened at the EURO. Otherwise every participant should get 2 games at a tournament. Then you can pick the e.g. 12 best for the remaining games - based mainly on performance, but also considering pre-tournament form and experience. So the mindset should rather be "picking the best" than "sending home the worst".
      - OFRs should not automatically mean a big rating decrease, if the final decision is correct. Getting a KMI right on the field should mean a better rating, and if you need an OFR for that, you are obviously missing this bonus, so this already gives you a worse rating.
      - General foul detection, card selection and management should be more important for the rating than KMIs
      - Level of difficulty should play a role in the rating. At least by giving the referee the opportunity to show his skills, e.g. in assessing difficult situations or manage conflicts. A normal difficulty game should also mean a ceiling for your rating.
      - Is there any substantial evidence regarding Ceferin and Orsato? I mean, it would be completely justified based on tournament performance to not give Orsato a SF or final. You don't need any additional reason...
      But yes, Ceferin obviously should be neutral and not interfere with the referee selection.

  99. I expect 9 names from UEFA for CWC.
    In current situation, 5 names are fixed in my opinion:
    Letexier (because Euro final), Marciniak (because WC final), Vincic (because UCL final & Euro SF), Zwayer (because German and Euro SF), Oliver (because English Nr1 in FIFA)

    Then for the 4 places left:
    Turpin (but 2nd French?), Kovacs (UEL final), Taylor (but 2nd English?), Guida/Massa (because Italian), Gil Manzano/Sanchez (because Spanish), Soares Dias (UECL final), Nyberg (possible Scandinavian at the next WC), Makkelie (but not a good status at the moment).
