  1. Not so great appointments for the two Austrian First group referees.
    On the other hand, Hernandez and di Bello get matches were I expected a referee from a higher category.
    Interesting idea with Kruzliak to give him some international match fitness during his domestic punishment.

    1. Maybe an unpopular opinion but i think Di bello Guido e.a. only get these appointments because they are Italian and UEFA/FIFA is desperate to create a New Italian elite ref...... I dont see the performances internationally that warrant these choices... But maybe thats just my biased opinion.

    4. I would indeed have expected a Category 1 (at least) in this match, very sonorous between two important national teams, but we can't know, maye he is a replacement for another referee. In any case, I would say, his season so far, including last game Roma - Napoli on Sunday, has been more than excellent, so I'm sure he will be absolutely good in the game. However, taking into account the context (big game and Category 2 referee) is surely a very particular choice. I don't know more, maybe another referee was planned to be there... but be sure, he will do well.

  2. Montenegro - Gibraltar had a change on the appointment. It was originally Christofi from Cyprus who was appointed but got changed due to COVID reasons.

    3. This season, Di Bello has refereed practically every top clash in Serie A with outstanding performances. He's having an extraordinary season as he managed to overcome a serious family problem that deeply affected his performance on the pitch in the last years. IMO it is absolutely deserved to give room to one of the best referees among Europe's top leagues right now. However, we all know he won't have great chance to officiate regularly in EL or CL due to his age, late UEFA badge nominees in Italian federation and all the problems we know...

The ridiculous problem with Italian referees is that, since the two groups of Serie A and Serie B were foolishly split in 2010, Italian referees have been promoted to Serie A at the age of 35-40. It goes without saying that becoming UEFA at 38yo doesn't allow to start a proper international career. That's why among the best Serie A referees (Doveri, Mariani, Valeri, Di Bello, Orsato), Orsato is the only one who has reached CL as he managed to be promoted to Serie A Group before the crazy splitting in 2010. The other referees are regularly offering excellent performances in domestic leagues with more than 150 matches, but were never able to start an international career. Let's take Mariani, who is a very talented referee: he became a referee at 16yo, was promoted to Serie A at 33yo and became UEFA at 37yo. It is clear that this system does not work... and that's why the Italian federation finally decided to unite again the two groups of Serie A and Serie B after 10 years. And has it happened for the splitting in 2010, we will be observing the benefits of this reunification only in 2030, when Italy will be having again 30-35yo UEFA referees

    5. Are you afraid that Di Bello and HDZ HDZ are not ready to referee these matches ? If there is a mistake it is that the Commission did not let them do them earlier. In their countries they referee matches that are two or three times more difficult than today's matches. They are not to blame. UEFA, being European, must send referees from all European countries to referee these matches. And it forces excellent Spanish and Italian referees to a very low rotation. But I assure you that Di Bello and HDZ HDZ are better than some current elites

    8. I disagree with people criticizing Forlan here. Actually I agree with him. It’s not a debate about the qualities of Di Bello, it’s about the appointment of a Cat2 referee to this match, which obviously is beyond what Cat2 referees are usually appointed for.
      UEFA does not consider domestic performances / form nor do they take domestic promotion/relegation systematics into account. If Italy chooses to use the current promotion/relegation system they are responsible and accountable for the consequences to their referees. With this appointment Rosetti cs (again) give the impression to be very generous to the Italian referees.
      Having said that I’m happy that Di Bello did a good job, because again, my statement (and Forlan’s I’m quite sure) does not relate to him personally.

  9. I must say quite a pleasant piece of officiating by Marco Di Bello in Sochi. Three cautions given, all three of them correct. Di Bello is highly accepted on the pitch due to his balanced personality: he finds the right moments to connect with the players (by having little chats and giving them little smiles) but is also quite firm when necessary in his gestures and mimics (see the caution issued at 43'). Good stuff so far IMO, Di Bello totally justifies his appointment!

    1. Second half continued on this level. Perhaps a missing caution for an illegal use of arms (around 60'ish), but for the rest, Di Bello confirmed the very positive image displayed in the first half.

  12. Very happy to read that Di Bello is doing well.
    This season he has been phenomenal in serie A, while until last season his performances had been not good (unluckily he had serious personal problems and maybe this contributed to that) and in the crucial moment he missed internationally the chance of a promotion from Category 2 to Category 1. Really a pity, he had a great potential, after Massa and Guida he was the one to follow, but for the reasons I mentioned Mariani took his place.
    1981 born, I don't know whether he has still chances for a promotion.

    2. SFP. In my opinion not easy to see the exact point of impact and this made the difference between YC (wrong) and RC (to be issued). VAR would have intervened. We have also an interesting management by Frappart after the foul, I liked how she did, she was aware.

    7. I didn't watch the game but I'm actually not convinced at all on how she dealt with the situation. Besides the (forgiveable on expectation-perception-recognition) missed RC, she delays too much the showing of the card while ordering ad nauseam the Latvian player to 'come here', I think that a quick procedure issuing the card could have avoided the confrontation to escalate (thus avoiding the YC for Dutch player). Also, she should have asked the player if he needed medical assistance for such a rough tackle...

However, player wasn’t injured and I have to say to Quilava that Frappart had already her yellow card on her hand. But clearly with replays a cristal RC. But no influence on score and good players acceptance.

    13. Rik - everyone can have their view of course!

      Frappart is appointed because she is a woman. I don't blame anyone for not, but I guess nobody took the time to watch her Malta - Latvia game last year. If you did, you'd have seen a referee really out of their depth. Her performance in Molde - Hoffenheim was really not a strong resume for a EURO place at all - but she'll be likely be there regardless.

      And when you are familiar with referees from smaller nations, who get good marks in their games, but don't get the opportunities their performances merit, it becomes very hard to accept egregious mistakes like this one.

      This is a refereeing blog, so I don't want to say too much, but I really detest the view that we can overcome discrimination by... more discrimination.

      Again this is just my view - when you see posts from people who (quite understandably!) don't follow refereeing closely, celebrating Frappart / Monzul / Alves Batista appointments, they assume that they took the same path to those games as their male colleagues.

      In my view, it is our 'job' as a blog, to explain that these appointments for those aforementioned referees are not 'gender blind', they are specifically discriminatory in their nature.

      Writing "absurd" was probably too much (though that remains my personal view), but we would have failed as a blog IMO if we don't point out these appointments for what they are - tokenism.

And if i follow your reasoning the same can be said for all Italian refs who get matches way above their uefa categorisation right this moment just because they are Italian (di bello, mariani, guida et al) Indeed Frappart got her kickstart because she is a woman. But from what i saw today she convinces me way more when i compare her to
      for example Guida yesterday and Mariani, who is screwing up right now in NL-GER U21 IMO.

    16. Mikael - thank you for your long and solid response. However, if I look at qualification matches equal to NED - LTV I see:
      EST - NED: Bojko (UKR)
      NED - BLR: Massa (ITA)
      NED - LUX (2017): Frankowski (POL)
      NED - LTV: Liany (ISR)
      SMR - NED: Evans (WAL)
      NED - SMR: Liany (ISR)

      My point is: I don't think Frappart is less far in her development than these referees were at the moment they got a game like this.

      I agree with you of course, that MLT - LTV or NED - LTV are hardly games that mean a ticket to EURO. An EL or CL appointment neither. I think we agree on that. Frappart has time enough, and I think that EURO 2024 would be much better.
      But we can't really say that another FIFA referee from France would not get appointed for NED - LTV after joining the FIFA list. They start in the 2nd group, and that should qualify for a match like this.

      So I think we agree that the way Frappart got the Super Cup (which she did well I think) and the CL match (which she also did fine) were mainly because she's a woman. But MLT - LTV or NED - LTV should not be seen as that I think - I think they are pretty standard appointments for a French FIFA referee.

      And I keep my point: in this match, she did convince me. Positioning, body language, decision taking were all fine and good and she was a respected authority on the pitch.
      So if you link the word 'absurd tokenism' or even 'tokenism' to this match, I disagree.
      We should also remember, that for a woman to reach this levels is not easier than for a man. I am honestly sure she faced a lot of troubles to get there. Once she was there, she got appointments above the standard for a just starting referee, and I disagreed to that, even if I liked it for her and for women in refereeing. But this game is not an example of that, for me.

      But I am really curious to how you feel about this.

    17. A couple of things:

      1) First of all, we can all agree this was a clear missed SFP.

      2) I mostly agree with Mikael, though I'm not so pessimistic about Frappart's performances so far. I haven't watched all of them (I didn't watch Malta-Latvia or today's match), but I've watched some halves here or there of her club games, and she's looked fine in them; nothing spectacular, nothing particularly bad. Until this mistake, of course, but let's not overreact, because even the best refs miss some.

      3) I agree that female referees should follow the same path to the top as male referees. Unfortunately, this is pretty objectively not the case right now.

      4) I agree that it bothers me seeing people celebrating these "achievements" when they are not really earned through the same criteria. I also am bothered when I see people blindly praising her, or scared to criticize her for mistakes such as this one. Had it not been for this blog, I would not have been aware of anything related to her performance beyond the familiar, patronizing chorus of "Great job Stephanie!" "Very good performance!" "See how good she is?"

      Like I said, I don't think Frappart is a bad referee for men's games; I think she's capable of this level. But, from what I've seen, she definitely hasn't done enough to earn a spot at the EUROs. She's at about the same level as a bunch of mid-tier UEFA refs, in my opinion.

    18. I'd only make two points here.

      First, I don't think it's difficult at all to detect that point of contact. Anyone--from me, to you to the top referee in the world--can see something incorrectly or maybe not believe their own eyes. So I don't condemn Frappart for the miss. But this idea that "oh it was difficult, but VAR would have caught it" is dangerous. VAR is supposed to be an insurance against bad mistakes. But they are still bad mistakes. This was a clear red card.

      Second, to the idea of "tokenism." I have no strong opinion on whether or not Frappart is at the level needed for Netherlands-Latvia. That's debatable. But if she's being pushed into these matches in order to justify a EURO 2020 appointment, then that is definitely "tokenism." By no objective standard is she ready for that call. We shall see soon if she gets it anyway.

    This is the second major incident in a few days. FIFA and UEFA must do something. We are talking about games that decide the teams that will go to WC.
    Can you blame the officials here?

    6. I agree with Nathan, you can't say this is perfect after a big error like that. The call was impossibly difficult though, I can't really blame the AR for saying no goal here. No human could have known for sure whether or not the ball was in. I can hardly count it against them for missing this one (but "perfect" is still the wrong word).

      It's perplexing that UEFA does not have VAR for these games, especially after the huge controversies in the playoffs 4 years ago. I understand they maybe don't see the value in GLT given its prohibitive costs, but VAR should definitely be here for these situations.

    1. VAR is enough, I don't think GLT is necessary for this competition. VAR on its own will correct 95% of these close goal-line situations; there's no need for UEFA to pay the exorbitant prices for GLT in every single stadium in Europe in which these games might be played.

  37. I see here a lot of complaints about lack of GLT and i agree but it is not reason to abolish AR from this huge mistake. AR knows that he doesn't have technology at disposal and has to be alert in these situations. It is AR's fault and that's it.

It looks like a goal i agree, but I think Diks/Makkelie couldnt be 100 percent sure. It is not as clear as Ronaldo and some people here claim it is.

    1. Collum: Overall good refereeing in a normal match without much difficulty. Only one thing and I have already mentioned it, an inopportune whistle for half-time of the match without additionnal time while the Czech team was in possession of the ball in the attacking phase near the penalty area with a real possibility of a goal opportunity, hence a lot of protests from the players. My personal note; 8.3/8.4.

    1. Would you say the same if it was per exemple title deciding match in some league that doesn't have GLT nor VAR? Having GLT is great for everyone but when it is not in use refs have to be at full alert, be ready and take decisions about ball crossing the line if they have to and take full responsibility for those decisions

The goal is the goal but from what I saw in the picture, it was very close to the line. As Nole mentioned below, it is reasonable that AR could not see because of the post. Again, do not have GLT is a shame in FIFA-related matches, I do not blame AR because I understand that it was extremely hard to tell whether a goal or not from his angle. The fault is from GLT, not from AR

  43. I think ARs lost their feeling and awareness for goal line (goal or no goal) decisions.
    VAR and GLT taught referees (especially ARs) that in doubt better solution is to wait and not to make decision.
    Overtime, this way of thinking become a habit.

I remember that I read on this blog lot of times, great number of times when you justified YCs in incidents like in Belgrade: trailing leg, low point of contact no matter of intensity... Now I read that many people justify RC just because it was Makkelie’s decision.... 2. About goal: AR2 was just late to have proper angle to see whether it was a goal. Probably he couldn’t see that because of the post. The ball is in, but only few centimeters (not even close as Ronaldo showed with his hands). Interesting is that exactly at that goal in the history referees failed to see that it was a goal I’m much clearer situation when the ball was half a meter or more inside, in much more important international matches.

    1. This tackle was not only a trailing leg tackle, achilles tendon was hit with the studs as well. Together with the high speed and Milenkovic jumping in with no contact to the ground when initiating the tackle the RC is supportable at the very least.

  45. Have to agree that a lot of ARs probably lose their feel for these goal/no goal situations. Not a coincidence the officials in both incidents this week are from countries with GLT.
    On the flipside I very rarely see officials get these decisions wrong in Scotland where there is no GLT

    1. Actually there’s no GLT in the Netherlands, only VAR.
      And your comparison seems quite opportunistic. I do believe that Scottish officials rarely get these decisions wrong, but actually Dutch, English, and German officials don’t either. Simply because these kind of situations are quite rare in the first place. Your conclusion based on these last two incidents is not very valid IMO, let’s make this comparison again after the entire WC qualifying stage has finished.

  46. I'm going to play the devil's advocate re: goal-line decision in the Portugal game. It's impossible to say whether that ball is over the line UNLESS you have a camera directly overhead.

    The ball is a sphere, there can still be "green in between the ball and the line" in the angles we're seeing in the pictures even if the ball is not over the line.

    I refuse to pass judgement on the AR until I see an angle that definitively shows the ball over the line.

    1. Well said, Joe. I completely agree with you. People should understand that AR can not see everything clearly because of positioning and angel problem. It is very unfair to blame AR, and more importantly, it is ridiculous that GLT is not available. Lampard's goal was disallowed in 2010 World Cup due to the lack of GLT. 11 years later, GLT is still not available. What a joke...

    2. Agreed totally. PRO went through this with visual examples last season after a goal wasn't given but the camera angle wasn't perfect. The showed various situations to illustrate the point that a ball can look several inches to a foot over a line when the angle is like that yet still be in touch with the line.

      I am shocked people say this is a clear goal. It illustrates a lack of competency in geometry.

      It might have been a goal. It might not have. It was really close.

You make a good point here, the discusion is getting personal as to who the referee is rather than is the decision correct. the English Premiership has an excellent system where their watch bleeps if the ball in over the goal line. Being neutral regarding which referee is involved, I thought the camera proved the ball was over the line
