    1. Quite sure we will see indeed Makkelie and a Spanish on June, but don't forget that Karasev was forced to stay out. Quite clearly, he could have handled a game in case of "normal situation" without postponed and annulled matches.

    3. Vague assumption!!! Russia was at the other side of the draw, the winner of the draw would have faced Russia probably !! I do not think Karrassev was. Going to be appointed for the semi finals.

  2. Expected appointments with Taylor kept away from spotlights for being assigned to this game. Committee expected a possible Portugal - Italy, as we discussed.
    About Orsato, appointment reported before by Polish media, there was a leak. A remark can be made about his assistant referees in such games: very often Preti is replaced by Giallatini, so in my opinion it is not 100% sure that Preti and Giallatini will be his team at WC, chances for Carbone as well. Italy should have managed at least two referees at WC for rewarding all the best assistant referees we have, but of course it is absolutely fair to see only Orsato (I write that before being attacked...). I dare to say that Italian assistant referees are really good.

    1. Given his physical shape i dont see an Elite in Orsato any more since Euro 2021, however skill wise he is still really good and he will be in Quatar unless he will get injured.

    2. Guys, I don’t understand why Italian refs are so much attacked in this blog. Undeserved IMO. Italy has ‘just’ two Elites. Come on! Thats not a lot if you compare to other top countries. Germany f.e. has 4 while only 1 performs on top elite level. I also don’t think that Italian referees are getting more matches than Spanish or Germans.

      Good point regarding the AR’s. I want to say something about AR’s in general;
      they deserve more credits. They do halve of the work by advising and communicating for 90 min. Flawless assistents can make a mediocre referee look very good. For this reason I totally understand why Massa and Guida are appointed to KO-matches. It’s all about teamwork :) Italy also has well-trained VAR’s. Not unimportant as well.

      Its actually sad that a great AR is not selected for WC while being better than some of the AR’s that will be selected.

    4. Juan, I don’t know if Massa is better because I don’t watch a lot Italian football, but he is clearly more experienced and challenged. You can’t compare Serie A with the domestic leagues of Ekberg and Treimanis. Bigger stadiums and interests.

      Also the well-trained AR’s and VAR’s are a big plus to me, so I totally understand the promotion.

      Some big countries should consider the option to relegate though.

      In case of Germany, the problem is that both 1st div referees (Osmers, Stegemann) are not exactly elite material either. Relegating Stieler for one of them would be pretty much zero sum. I think the best strategy would be to keep Aytekins retirement slot (age limit) for one of Jablonski/Schlager, whoever develops faster.

    3. @Kaer: I think the problem with Aytekin is the same problem as with Gräfe. There style just doesnt fit in international matches, were I believe, a more "statesman" referee is required. I'm not saying Zwayer is that kind of referee, just explaining why Aytekin is not as relevant in UEFA as he's in Bundesliga. Might also be the reason why Brych was a top 3 referee in UEFA for years, though it never seemed to me he had the same standing (with players and DFL officials) in Bundesliga as international. Of course a big reason for Brych not getting highclass Bundesliga matches often, was that as a Munich native, he wasnt allowed to handle Bayern games.

  5. One could possibly argue about the 'physical' of Orsato, but frankly speaking I can count on one hand the UEFA Elite referees with a top personality and who dare to make unpopular correct decisions e.g. against the home club.

  6. For those who are interested, AIA made a press conference yesterday mostly to explain what had happened in Torino - Inter, the game with the famous mistake by VAR Massa, who didn't invite referee Guida to OFR for a clear penalty to be whistled.

    After the incident, Guida asked repeatedly: "Did he play ball?". Massa answered: "Let me check, wait [...]. Yes, he played ball! Let's go on. I can confirm he played ball, AT FIRST BALL, THEN FOOT."

    According to Rocchi, Massa did this mistake for two reasons: he took a decision bein too much superficial and maybe a nit influenced by the assessment of Guida, then Rocchi also explained that in his opinion, Massa acted too much like he was on the pitch and not in front of a monitor to help the referee. If Guida could miss the incident, still according to Rocchi's statement, Massa was definitely not allowed to do that. In any case, they don't want to "lose" two of the best Italian referees, so they will return soon. As reported, the mistake by VAR has been assessed as definitely more serious. Guida should return in serie B after the break on next week-end, while Massa still out for a round and then he should be back in serie B the matchday after.

    My personal conclusion is that Massa did an extremely significant mistake, even more worse than what Rocchi said, but of course the latter couldn't be so harsh in the press conference against him. Indeed, saying something like "at first ball, then foot", looking at the video, is quite shocking. He didn't watch the video at all, one could say, being influenced by referee and his questions from the pitch and maybe feeling to be in the same condition... I can't find other arguments!

    1. I agree with this observation, even before this appointment for WC Play Off final, the big assignments for him had been remarkable, we can also include UEFA Super Cup in 2020.
      He has been rewarded by committe, also because one can be aware that very often there will be English teams in CL final.
      He can still keep a hope for the future, I don't know how long he will stay, as there aren't age limits, but on next years the first opportunity of a final without English teams will see him as favorite if he keeps the status.

    2. I said a few weeks back on Rate the Ref that the next time there is a UCL final with no English team in, Taylor will referee.

      I don't see it this year though as I think at least one English team will be in the final

      Is he an option if there are two though? Although he has done Chelsea vs Liverpool twice already this season and is likely to do Man City vs Liverpool at Wembley or Etihad.

    3. I don't think, those two finals are a strong argument against Taylor. If there is no English team and if he seems to be the best candidate after QF and SF, he could still get it, I think. If he and someone else are considered equal, it might be a tiebreaker though.
      Having him referee a final with two English teams would be very unusual as this has never happened (even in normal KO rounds) as far as I know. But maybe we need to expect the unexpected...
      The most important thing for Taylor is a good performance on Tuesday though. If it went very wrong, there would be a compatriot ready to take over as England's No 1.

      For Cakir, I think, it depends on how fast he is appointed again in Turkey - and when UEFA makes the appointments. I don't think someone without domestic top league matches in the last weeks should be appointed in an European quarterfinal.
      The same counts for Massa as well, of course.

    1. About England - Switzerland, I agree with you. Ekberg should have spotted the handball by himself. The last replay at the end of the video shows that he didn't react when he had to make such assessment, looking rather passive, despite of being in a good position to see that. Then, merely according to LotG this should have been YC, shot on goal blocked by hand, no matter it was a friendly, this was objective.

      In Scotland - Poland I would call this "a perfect simulation", attacker knows that keeper is trying a save and there isn't VAR in the game, so he had a try for the penalty, he managed success. It is always difficult in such situations without VAR, though. I wouldn't blame the Irish officials, rather, the attacker for his behavior.

  10. This appointment shows Stuart Attwell has falling of UEFA Radar!! It pains me so that PGMOL are practically to blame for all this!! To operate as VAR with 2 different styles is problematic to say the least and it will certainly show one way or the other!! Christopher Kavanagh that’s the leading English VAR has had his troubles domestically and one hope that he doesn’t show the fragility that Attwell showed on European stage recently… appearing as AVAR is a road to redemption for him tho because he is the only English VAR on the World Cup list, and thinking that 2 English refs might be at the World Cup, Attwell just has to go.

    Almeria's player missed penalty, goalkeaper saved and another Almeria's player (who too early ran into penalty area) hit goal post. After this and VAR intervention referee repeat penalty..

  13. Now watching Usa vs Panama, ref is Barton.

    Penalty with no booking that he whistled shows why is big difference between them CONCACAF and CONMEBOL or UEFA refs.

    Usa player crosses the ball, Panama player smacks Usa player in the face, ref whistles nothing.

    Moment gies by, he gets called for OFR decides that it is a penalty, points to the spot and to my shock, no booking at all.

    Im sure that UEFA or CONMEBOL ref would have knowledge to show YC.

    Not to mention his lenient style and allowing dirty fouls and plays all over the pitch.

    3. I definitely wouldn't say this was Barton's best night, he was far too lenient even by Concacaf standards (which have, honestly, been improving a bit). In particular, the play that I think M is referencing, just before halftime, a big mass confrontation in front of the benches, during which someone on the Panamanian bench kicked a ball forcefully at two American players on the pitch, somehow escaped without sanction. In particular, I'm surprised that the VAR Marco Ortiz did not intervene here! The kicking of the ball, at a minimum, was a clear red card offense.

    4. @smala017,yep that is the olay I was reffering to, I mean someone on the Panama bench kicked the ball straight at Pulisic and they ecaped wothout any kind of punishment.

      Too much leniency,missed calls and no clear line, these are the things that European refs are far more better than anyone in the world.

  15. Shocking news from Romania. Ovidiu Hațegan suffered a heart attack on Sunday and underwent emergency surgery in Timisoara. The press says that he started to feel chest pain after a regular training and decided to go volunteer at the hospital in his homecity of Arad where the doctors told him that he had a heart attack. He underwent emergency surgery nearby in Timișoara and had a sternum fitted.

    1. A close person of Hațegan stated: "He felt a chest pain during training. As a doctor, he noticed the symptoms and got into the car, going to the hospital alone. He arrived in Timisoara and, following an EKG, was told that he had a clogged vein. A stent was fitted."

  16. Two very interesting and quite similar VAR scenes from around the confederations in WCQ. Both potential penalties for handling offences, when the referees' final decisions were both for a defensive freekick for a prior foul infraction.

    The former was given as a penalty on the FoP and then efficiently revoked, the latter was a very long review process for a missed handling offence. Clips below:

    1. NGAvsGHA: Correct decision, clear trip. Furthermore, I think the handball decision was clearly wrong in the first place: the defender's arms are clearly used to support his body and nothing more.

      IRQvsUAE: The foul is definitely more subjective here. The handball offense is clear. To me, I see the foul as soft. The contact between the arm of IRQ #21 is mostly to the defender's shoulder. If there is a foul here, I would prefer the earlier shirt pull by UAE #4; to me, that was a much more clear offense than this possible striking.

    Just wondering. Which of the 4 Champions League games do we consider as the most difficult one to officiate? And which one would be the 'highest profile' one?

    I think the RMA-CHE could be a very tight and obviously a high profile game, but I have the feeling that it won't be near PSG-RMA in terms of difficulty. Perhaps the Atletico game might be the toughest one to officiate of this round, because of the players. What do you guys think?

    1. Yes, I think so too. Although MCI-ATM can turn into an easy game if the scoreline is not tight :-) Hard to predict.

      RMA-CHE: I remember the semi-final of last year. Two sportive teams focused on playing football. However it was an empty stadium, so things can be different this time.

    2. Manchester City vs Atletico Madrid will be the hardest. Team that want to play football against the masters of the dark arts? City players will become frustrated if Atleti take control of the tie either through scoreline or antics and a strong referee will need to keep some strong personalities in check for them as well as dealing with the usual Atleti behaviour. The potential for manager's pantomime behaviour to influence crowds and players will also be massive.

  21. So, we know Hategan was probably appointed to RMA-CHE. I started puzzling a bit.

    The available options, based on the rule that a referee can’t officiate the same team in R16 and QF (although, I can see committee breaking that rule, considering how narrow the AA+ poule is…):

    -Bayern - Villareal : Taylor / Vincic / Jovanovic / Makkelie / Orsato / Kovacs
    -Atletico Madrid - Man City : Turpin / Marciniak / Siebert / Makkelie / Orsato / Kovacs
    -Liverpool - Benfica : Turpin / Gil Manzano / Siebert / Jovanovic / Orsato / Kovacs
    -Real Madrid - Chelsea : (Hategan) / Turpin / Vincic / Marciniak / Siebert / Jovanovic / Kovacs

    Out:
    -Mateu Lahoz (Liverpool in R16), Oliver (Bayern in R16), DCG (Benfica in R16).

    Doubts:
    -Kovacs?
    -Cakir?
    -Makkelie (saved for CL SF or F?)
    -Orsato (saved for CL SF?)

    Analysis:
    - BAY - VIL: Taylor is a good bet; no other options for him. 2nd name: Perhaps Vincic, as I understood that he was critized a bit in England after the last R16 game and the other games are not possible based on his R16 appointments. On the other hand, I wouldn’t be surprised to see a new Elite (like Jovanovic) appointed to BAY-VIL. Game is suitable for a new Elite.
    - ATM - MCI: This is a tricky one. Most of the referees mentioned above have some history with Atletico (f.e. a RC’s Atletico in group stages or lost control). Not sure committee cares about that. Marciniak is well-known for his management skills and did not referee Atletico this season. I’d bet on him. The 2nd name: perhaps Siebert (committee used him before in hot clashes) or if they want to play it safe: Orsato / Makkelie. I’d love to see Turpin though.
    - LIV - BEN: obviously a Spanish ref (Gil Manzano); no other options available for Spain. 2nd name is more difficult. Plenty of options. Siebert, Jovanovic or even Orsato. Makkelie already officiated Liverpool twice in group stage and therefore less likely.
    - RMA - CHE: Hategan originally appointed to first leg. I expect a very big name in the 2nd leg. Orsato & Makkelie officiated RMA in R16. Taylor is not possible. Turpin seems a nice obvious choice. Had some troubles with Atletico in group stage, so I’d rather bet on CHE-RMA to be assigned to him. Replacement for Hategan is difficult. One could think, the other appointments were already made, so they need to appoint a referee who was initially assigned to EL. Perhaps his compatriot Kovacs, Vincic, Jovanovic, or Cakir back on the international stage?

    I’m looking forward to all appointments.

    1. I mostly agree with your analysis, but I think, they could also move around something to replace Hategan, i.e. give the match to someone, who was planned for another CL QF.
      That way, a possibly less experienced replacement could get VIL-BAY or BEN-LIV and not the bigger CHE-RMA.

    2. Agree Philipp, I was just thinking the same. If Vincic was initially for example appointed to Villareal-Bayern, they could easily swap things, appoint Vincic to RMA-CHE and appoint f.e. Jovanovic or Kovacs to the Bayern game.

  22. Does anyone subscribe to the argument that Turpin is being "saved" for the final and Makkelie is the "save pair of hands" that can do all the big matches this year?

    I just think Makkelie's assignments (thinking Real-PSG, in particular) have been risky, whereas Turpin's have mostly not. So I wonder if you'll see Makkelie used on something like Atletico-City and Turpin saved for the Final.

    1. It's possible, but IMO one could use Turpin in e.g. Chelsea-Real AND in the final.
      With Makkelie, Marciniak and Turpin there are three options for the CL final, who can referee all remaining teams, so it's unlikely that you stay without remaining option, even if all three work in difficult quarterfinals.

      - Makkelie did VAR in CL Final (2019), EL Final (2020), EURO SF and CL SF (2021).
      - Turpin did “just” EL SF (2019), EL Final (2021).

      I think Turpin could get a big QF AND a SF this year.
      Makkelie has less chance in QF: he cant do Chelsea Real Madrid (ref in R16), he cant do Bayern Villarreal (Taylor’s game), Liverpool Benfica (spanish ref’s game, and he did LIV twice in group stage). For ATM-MCI, he already got a hot game before (PSG-RMA).
      Maybe I could appoiny him in 2nd leg, because there are really few top referees

  24. The amount of laser pointers fans in Dakar are using is shameful. It looks like there are constantly lasers on every Egyptian player including the coach. Games have been halted in other confederations for far less serious crowd issues (i.e. mean chants in Concacaf). IMO these conditions are not safe for players; laser pointers in the eyes can be dangerous. CAF should do something about this...

      At first I thought, Orsato would be saved for a SF (like often happened in the past..), but if we look at last years appointments, Brych, Kuipers and Orsato were all appointed to a QF and a SF. Interesting fact: the two biggest games (on paper) in QF were officiated by these three. The fourth name was the CL final ref Mateu Lahoz.

      This committee takes no risks. I guess we can definitely expect Orsato in the QF.

      After a closer look, I would argue that VAR assessed it as NO INTERVENTION because you can't say how much responsibility has attacker as well for putting (deliberately?) her leg ahead of defender. Not a clear action by defender on attacker, to say it in other words, but overall expected whistle for penalty when we see such situations on the pitch.

  44. There is shortage of top referees for the end of the Uefa season so it's difficult to find 8 ore more names for CL QF and SF. On other hard if something wrong happen in the QF, big names like Orsato or Turpin and Fired and nobody is remaining for SF.
    I would be prudent protecting Orsato, Makkelie Turpin and Vincic for SF matches keeping them away from QF.
    So the 8 names would be Marciniak, Taylor, Mateu L, Siebert, Jovanovic, Kovacs and..... Bastien+Grinfeeld.
    It would be too much the two last ones? We need to prepare a new generation

    2. It is not necessary to protect all 4 prospective SF referees; it is highly unlikely that they will ALL mess up so greatly so as to put themselves out of a semifinal. Therefore you can give most of them QFs with the expectation that at most one or two of them will fail, and you can fill those gaps with Marciniak or Siebert or (depending upon the results of the English and Spanish teams) Taylor / Mateu Lahoz.

      I think one will be saved for the final.

  47. "BTW the ref yesterday was a joke" - a Tweet from Depay (Netherlands #10) about Craig Pawson after VAR intervention and OFR changed penalty to no-penalty.

    I think it has been discussed elsewhere that it was never VAR stuff in the first place, anyone can see this. It now means that there have been problems with Attwell, Kavanagh and now England as VAR's in international matches, a very bad look for the Premier League - however it is no real surprise.

    As an EPL viewer, I still have the opinion that the use of VAR in the EPL is of a poor standard.

    I remember at WC2018 and EURO2020, EPL were fans giving referees and VAR huge praise (rightly so in many cases), but only because it was demonstrated how it should work, unlike in the EPL. I understand that these tournaments have, on paper, only the best referees and VARs, but the overall point is that VAR in England needs many improvements.

    It seems that once an English VAR calls an OFR, the original decision is 100% guaranteed to be overturned. In fact, it begs the question why bother doing an OFR in the EPL - the VAR may as well just tell the on field referee to change the decision.

    If it was done correctly, in NED-GER yesterday, England firstly wouldn't call Pawson for OFR given lack of obvious error. However, once he has, Pawson should be able to rewatch and see that he has made a supportable call and to stick with it. In the EPL, this is unimaginable, however I want to ask viewers of other leagues if on field referees ever stick with decisions even after OFR?

    English officials will struggle for UCL appointments from now on given high presence of English teams. Nevertheless, I would suggest that English referee appointments from now on across the competitions use VARs from other countries, who have demonstrated they are more competent in this position.

    1. In Dutch league, it happened at least twice that a referee on the pitch sticked with his original decision after an OFR. If I remember correctly, Gozubuyuk and Makkelie. The VAR was quite in-experienced, so that made sense.

      I guess this is not the image that UEFA wants to see though. We remember Mateu Lahoz was called for an OFR (rangers-dortmund) and he clearly didn't agree but still changed his original decision. I hope, it's not an obligation to change decision after an OFR because VAR is human and could be wrong too.
