    2. Brooks added to the FIFA list as a main referee and not as VAR, that's very surprising considering both that he's only ever done seven PL games and also that he's got quite sonorous appointments as VAR.

    6. PGMOL is delighted to announce that The FA Referees’ Committee has unanimously approved the nominations for the 2023 FIFA Referees, Assistant Referees and Video Match Officials lists.

      The key changes see John Brooks, Jarred Gillet and Rob Jones included on the Men’s Referees List while Emily Heaslip has been included on the Women’s Referees List, with the number of officials operating on field in FIFA competitions from the start of the new year increasing to 16.

      Paul Tierney has decided to step down from international football, while Peter Bankes and David Coote will now act solely as FIFA Video Match Officials – part of a 12-strong group of VARs from PGMOL.

      Managing Director Mike Riley said: “I’d like to start by congratulating John, Jarred, Rob and Emily on their nominations for inclusion on the 2023 FIFA List – this is testament to them for performances both domestically and internationally, as well as their credentials as ambassadors of the game.

      “They will find themselves in very good company on the respective lists and I’m sure the growing number our officials will continue to do us proud on the international stage.”

      Mike added: “Paul Tierney has been a part of the Men’s List for four years and I’d like to take this opportunity to congratulate him as well as thank him for delivering the high standards we want to achieve when our officials are selected for fixtures on the international stage.

      “Just as importantly, I would like to express my gratitude to Peter and David who have volunteered to step down from the Men’s Referees List in order to create the opportunities for John, Jarred and Rob. This is incredibly selfless of them and typical of the values that make them the great ambassadors for refereeing that they are.”

    7. Alexander, have you read the news about Elleray in the last year? Have you heard about his proven accusations of discrimination toward some referees in England? If not, just do a google search and you will find all the details; it is public information. He was not officially "dismissed", but was forced to "retire" instead. You can read it the way you want, but it is the same outcome, with his reputation definitely tarnished.

    9. Big changes! Unheard of in England to remove people to make space or freshen the list. What a turnaround - in recent years, there were never enough eligible referees to even nominate! I suppose if it is made clear that refs are not ‘progressing’ with UEFA, it’s tempting to replace with others.

    10. Great changes- Gillett from australia gets fifa badge in another country. Jones has been solid enough and brooks at 31 referee’d all his premier league games so far without major issues so shows huge potential.

  10. Now a very interesting situation in Belgium - Wales, Kalkavan called for OFR after a whistled penalty. Significant touch on the ball, and then also contact with opponent, the decision was changed by Palabiyk.
    We can draw conclusion that when there is clear touch on the ball, most of times OFR is called, but stricly according to protocol one could still say not a clear and obvious mistake. I would add that this radical change about intervention took place in recent times, we could have expected many different decisions in past when such situations occurred.

    2. Agreed^^ 23:31. He rightly sent off for Martínez for not releasing the ball in additional time, but very weak level presented by Palabiyik. So many clear fouls only whistled after long delay, he was only one incident away from a big confrontation at the end of the game - control of the players actions was virtually zero by the end. To be honest if I saw any development in this Turkish referee over the years, it was a -tive one. UEFA should focus on other TFF names.

  13. I must say, I am not impressed by Hernandez Hernandez. He seems isolated on the pitch and I can't find a clear line in his disciplinary management. The yellow card for Weghorst was a bit too much, and I've seen other fouls that were worthy of a yellow card, for example around the 90th minute for blatant holding and protesting. For my taste, a YC would have been appropriate there.

  14. I didn't like Alejandro Hernández' performance today. Nothing crucial but chaotic and too lenient. Many dissents resulting from his shaky foul selection and UEFA RefCom will be angry he didn't punish them accordingly. He tried with warning once but then he just kept both eyes closed.

    He tried to play as many advantages as possible and be in verbal contact with players - that's good - but even then he lacked in prevention. Many tactical fouls just whistled and nothing followed.

    Good cooperation with assistants and fourth official, they were one team, many 'thumbs up' gestures in direction of ARs.

    There was only one KMI, a penalty appeal by NED in 74', but no replay was shown (well, the quality of broadcast in UNL and EURO/WC Qualifiers is always so amateur...).

  15. Agree with all about Hernandez. It is all this small misstakes in very easy game almost of friendly caracter. He looked very uncomfort all the time and changed his la liga style as much as he could. I like him in la liga most of times but in Europe he looks lost.

      With references to Scottish referee Mr Collum .
      Some people do not like him as a referee and have made that absolutely clear here.
      Yes referees make mistakes.
      There is absolutely No perfect referee on a football match .
      Plus some write about other referees and some that have moved on .And think there are the best referees to blow a whistle.
      If you did not put in the hard work ,committed and dedication to refereeing you would not be at that level that he has achieved.
      And he has certainly down that over his time in refereeing.
      So can we just look at the decision of a referee and take out this very clear comments and the person .
      There are excellent referees at Uefa .
      And I have absolutely no doubt there will be mistakes made by them during the season .
      And I will finish with this .
      Even the world’s best referee made mistakes in his career .

      I praise German VARs, replay from the camera below is clear, the red card can indeed be only for SFP because in case of assessed DOGSO, it would have been YC due to genuine attempt to play ball. Very particular incident, as we rarely see SFPs leading to penalties (in the box defender try to be always very careful and it they commit foul it's very often no more than reckless and YC). About Siebert, I think that he could have spotted the foul, but maybe not the red card? I think that he was "distracted" by following the ball, focusing on the pair of involved players maybe too late to be alert to read the incident.

    2. Let me also add that most of Italian VARs in this case, unless decision by referee himself, would have called just for penalty. YC would have been assessed as OK, with the focus on the big call to do. This is a real example of pure refereeing, nowadays quite rare, I must say.

      Once the referee is at the monitor to review the situation, he makes a new evaluation of it and is looking for the best possible decision, independent from his previous one. Even more: As he obviously had missed the foul before, he had not yet made a decision on the colour of the card before the OFR anyway, so there simply was no decision regarding the severity, that could be clearly wrong.

    5. The question can be raised for other incidents as well, I often hear something like: "Wrong intervention, nobody would have complained, impossible to see for referee..." and so on.
      So, now one should try to answer to this: should VAR work merely on LotG or should it adapt to the reality of refereeing (common sense and so on...)? Since it is a technology, opposed to human being (but held by him/her), you will always see this diffference in its application.

    6. Commenting initially on the incident, this is a very, very, very clear SFP for me. (I would write "very" a few more times, but I already sound like Commandant Lassard here.)
      I have to say this seems to me like a really poor miss by Siebert. I understand Chefren's words about "distraction", but, watching the footage, it seems he was in a good position to assess the whole incident. I admit that I'm disappointed by this, being quite satisfied (even impressed) with Siebert's technical accuracy during EURO 2020.

      About the philosophical question raised by usaref, I think Philipp S explained the issue perfectly, that would be my opinion also. However, being frank, I strongly believe that a VAR intervention for SFP is a must here, regardless of other issues in this scene.

    7. Only working on LotG would not be possible, because the wording there is not always precise enough and even sometimes contradicts the common interpretation. So VAR needs to also consider instructions by the associations and IMO also the "usual decision".
      I mean, the main purpose of VAR is to erase errors, where nearly every spectator thought, it was the wrong decision - and not to find the theoretically best solution.

    3. Second penalty was difficult to see on the pitch, but Sieber HAD to see that there was a clear foul in the first scene. Maybe his position was too central but it is not acceptable to miss such a clear foul. Nice to see that he did not go for the „easy“ decision (penalty + YC) but for the correct decision (RC, SFP). From these incidents, very good performance by the VAR team. As I have mentioned above, Storks is one of the best VARs in Germany together with Brand and Müller.

    1. I try to find explanations for mistakes / missed incidents for all referees, it's not only about Siebert, and my last statement should be clear. Not good for him, as Elite to end the game with two crucial mistakes and a possible 7.4 as mark.
      BTW I would be very curious to know how many crucial mistakes are assigned in UEFA reports nowadays if compared to past, I would bet on less severityi by observers compared to strict Collina's times.. they can find, if they want, arguments, for backing eveery singular choice.

    4. I fully agree with “recovery” games, however a referee that performed
      1) very well at the EURO
      2) is Germany’s number 1 ; and
      3) is invited to the World Cup - should not recover in a qualification round Conference League, Kazakhstan or Estonia. In ugly games where a Elite referee simply can’t win, only loose, and it doesn’t do anything good for his confidence either. Give him an average Europa League game, or low profile CL game, or two, or three, but not this.

    5. I could answer to your point nr. 3: "an Elite referee can't win in such games", the contrary. Exactly because he is an Elite referee, he should win all games. This is the best style for a referee, trying to change himself for every context, if you go on the field and you do always same things, you can make mistakes. This was indeed a problem months ago for Siebert exactly in the games of teams from Spain, Italy and we know how much different it is from German mentality. I think that one of the biggest problem in recent times for Germany is how referees officiate in Bundesliga, it seems definitely a different world than the rest of Europe. A rare case of very intelligent referee changing himself has been surely Felix Brych. It doesn't surprise me that according to German refereeing expert (I talked once with Collina's Erben about that), in his country he wasn't recognized as the top class referee he has been outside his country. Yes, we criticize him as well on the blog, but basically one must recognize that at moment he is by far the German "winner" of recent times, if compared to all those names like Aytekin, Zwayer, Stieler and maybe even Siebert... I see only Stark before Brych, then the rest of German referees never very top level in last years.

  34. I saw the second half of Finland-Romania; a convincing display by CdCG, full control, good foul detection and disciplinary measures, the players respected him. The only questionable moment was a penalty request by Finland in 81', however, I think at least supportable to play on. I didn't notice anything elese in the media for the first half, so I suposse there were no problems for the Spaniard tonight.

  39. I think the referee committee could well have foreseen that England's game at Wembley could be meaningless, as we could all foresee that beating Italy at home won’t be easy.

    On the other hand, Hungary and Italy would always fight for something (regardless of their result in MD5).

    Am I saying something weird if I presume that the ref committee appoints ON PURPOSE a non-WC referee in Budapest? Because this match could potentially “damage” a WC referee a few weeks before a WC?

  40. I read that they say that referees are very soft, not like English referees who allow one player to split the leg of another and not take out even yellow (Oliver last season). To say that about Spanish referees when English referees do not last even two years in FIFA is very daring and ignorant.

    4. I haven’t seen the game, but I use to look at the stats. During last UCL season, the average amount of fouls in a fair game was approx 15-22.
      Gil Manzano whistled 29 fouls yesterday. 29 fouls is “normal” if the game was a very intense or dirty one, with many duels in the midfield. If this wasn’t the case: you can argue that a referee didn’t make the best contribution to let the game flow.

    5. Spain only country with 4 elite referee. La liga is much harder for referee then english league. I think last 20 years best referee had Italy with Collina,Rosetti,Rizzoli,Rocchi,Orsato but now when Orsato retire I really do not like Italian set up with Doveri,Massa,Mariani,Marescha as I can not see any of them get some big final in next 5 years. France have some very good young referee In Delajod and Pignard who will be elite when Turpin and Bastien retire. From England I do not see any elite soon. But ofc Oliver and Taylor are top 10 refs in Europe.

    6. I think baseless comparisons will only backfire against anyone. In this case there are only similarities in the situation of Germany, England, Spain and Italy. Italy and Spain will be left behind by Orsato, Lahoz and DCG next season and they do not have a solid successor. Gil Manzano, Massa is definitely not a top elite referee, they won't be in the final of any UEFA tournament in the next 5 years unless the "big federation" political aspect is involved. France besides Turpin still has Letexier who has very good capital, England can still rely on Oliver if Taylor doesn't want to be like Kuipers (retired at 49), Germany still has Siebert, but outside of Letexier, Siebert, and Oliver I think the 5 biggest federations in Europe really going through a crisis. Italy used to be very successful with Rizzoli, Tagliavento, Rocchi, and even Orsato, as well as England had Webb, Atkinson, Clattenburg, Marriner and Taylor. Spain and Germany also they have many choices, clearly different from now where they only have a maximum of 2 names that deserve to be called elite referees. I think if the big federations don't make changes, in the next 5-7 years I'm not surprised that the UEFA competition finals will be dominated by elite referees from third world countries, even if the names of the big federations come in it's just the names of the ones I mentioned above or they are purely political decisions.

    8. You may not forget, that referees can also develop. So why shouldn't some of the younger referees, who don't seem to be on Elite level at the moment, don't take two or three more years and gain experience in Europa and Conference League. Maybe they improve so much, that they then are good candidates for Elite.
      Furthermore promotion to Elite doesn't mean you have to be ready for a CL final. They can again given some time after the promotion to develop further until they reach top Elite level.
      So from the top leagues, I think e.g. the following referees could still reach the top: Brisard, de Burgos, Frappart, Osmers, Stegemann, Cuadra, Delajod, Madley, Gillett, Chiffi, Fabbri
      And obviously Gil Manzano, Letexier and Siebert are already in Elite and could stay there for quite some time due to their age.

Like talent and interest or something like that obviously there are some referees who have that "advantage" from their natural/talent and some who don't but they are capitalized because they are from the big association, see other comments why Lithuania can't have 2 category 1 referees in this case if Lucjancukas is indeed on par with Rumsas, why not? I think we apply double standards too often, especially when it comes to political factors in terms of the big association (country equality for the chances) and gender equality.

    Ok the first YC for the reaction, but what about the gesture by player after that? Could have been definitely a second YC, straight RC, in a strict refereeing approach.
    These issues are very often seen in Gil Manzano games, but still "supportable context" I would say, he can ensure a certain control and for committee this is definitely enough nowadays.

      I wanted to check this game, but couldn't find a decent download.
      Looks like a very good performance by referee in a challenging context. Also helped by assistant referees.
      All mandatory cards for what I can see, about the possible SFP in 39', in addition to the card, one must highlight the reaction of referee, he noticed there had been something more than a "normal" foul. One can agree that YC is not clear and obvious mistake due to the low impact of the tackle, but about the rest it is definitely a RC. If opponent had not jumped...

About 39’ I think we have to see it even the level of the match and the players, if a referee stays very strict to LOTG every match when those kind of team plays then we will see at least 3 or 4 RC (direct or 2YC) and this is not good for the football. YC is enough for this tackle in this match at the way I see football
      Watching all the YC he showed IMO Xhaja chose a very good approach to all tackles. The “OLD STYLE” strong whistle and sprint into direction where foul occurred, to prevent any mas confrontation after the tackle and to show that I’m here and will not tolerate any of those bad tackles. As we see not a single YC for tackle in the 2half, so this style worked for him in this match.
      About @anonymous 17:42 VAR doesn’t work in the way you described, if a referee takes his time, he is consulting with his assistant or 4official not waiting what VAR has to say.

    3. My impression was of good and especially PREPARED performances by Fesnic and Xhaja. You have to act as a firm law-enforcer in games like this and it seems they did, based on these clips (thx Anthony!).

      Just a small remark re. Xhaja - he could probably have avoided 39' tackle happening at all (IMO it is rather SFP but can understand YC/no intv.) if he managed the 35' caution a bit differently. Better to pull LIE no.17 out when cautioning him - the tackle was quite flying (never red tho) and you could feel that Xhaja didn't really 'win' the scene by booking him from a distance. He could have calmed the players down / underlined his authority here. But criticism on a high level! :)

    4. Anthony - you described perfectly what I meant! So many referees lose control of games involving Andorra, Kazakhstan et al. because they are not prepared and act in a lenient/normal way, when you have to be very strict in order to assure match control, as you rightly outlined.

  45. huge work Anthony, I truly appreciate it. Did not see if Pairetto wanted Xhaja to check on monitor if it was red card or did he just told him no red keep play? For me this is red every day, home team played very dirty before this one to and many tackles were on the edge of red card. Observer here was Garibian and he can not be happy as he told french refs to always show red in this kind of situations.

  46. I think if Xhaja waited few seconds like many referee do and waited to hear what Pairetto thinks he shows red then. But when he already showed yellow it is over as this is not 100 % obviuos misstake. He was to fast there with yellow I think, should at least check with his assistent referee on right side who had better view.

  48. Wow, Visser's game 'exploded' now. Controversial penalty appeal for Slovenia (64'), Belgian ref played on - IMO correctly. He then managed consequent dissent by SVN players quite choatically, cautioning two players (tense atmosphere generated by a full crowd in Ljubljana btw).

    1. It is worth underlining to those who didn't watch the game that the atmosphere (quite surprisingly to me) was VERY intense in the stadium. The game was accordingly of quite high difficulty for Visser. I only watched the 2H but I saw the Belgian's limitations here - foul recognition not so good when the game is played fast (though v. good disciplinary choices), limited athletic profile / personality skills. I'm sure he'll achieve Elite status and Rosetti should be satisfied today, but Visser's overall progress in UEFA is a bit exaggerated in my opinion, given the skills that he brings to the table.

    6. Good play on decision in 64' IMO, I really don't see a foul there. It would have been a mistake to whistle a penalty IMO.

      Regarding subsequent dissent, I agree with Mikael W in describing the management as somewhat chaotic. More firmness was needed by the referee here, a clear, assertive explanation that enough is enough. What I don't like in Visser's approach is a somewhat passive stance, initially just giving YC's and walking away from problems, which created more chaos without sending any clear messages to the players. However, I have to say that I'm writing this based on provided replays, without watching the full game, so I can't properly evaluate if this scene was in line with the entire performance.

    8. I don't think he had any other choice. Because he already called a player out with a verbal warning earlier in the game. He was forced to give a disciplinary sanction when the player went 50 meters to complain to the referee... his authority would be questioned if he had not sanctioned the players.

Rumsas had 44:30 excellent minutes, and then he produced an "unforced" mistake: The Albanian Ajeti fouled the Israeli Haziza not far from the Albanian penalty-area, but the ball was still in the Israeli team's posession. It seemed Rumsas is going for the advantage and letting play-on. But unfortunately he made his mind up, whistled for a free-kick and hence robbed Israel of a goal-scoring opporunity. What will Trefoloni write in his notebook?

    1. After 70 minutes, another missed advantage, this time near the halfway line. He might be excused as Haziza deceived the ref by pretending to be heavily injured. About three and a half minutes later, Rumsas assured everyone that he knows how to use the advantage rule in another Israeli attack. To sum up the ref's performance: a very confident and convincing display of refereeing.

  53. Anybody is there who saw the 1st half of CZ vs POR? There was no need of referee for that half except the penalty call( I mean very clean game no foul, no aggressiveness, calm and cool). Penalty discission is 100% correct.

  54. Can not understand how Kulbakov as elite referee did not punish with yellow cards this stamps on foot with high intensity only because it is first half. He doing this in all games in Europe. He and Serdar Gozbuyak are only of elite refs that not giving cards for this if first half.

    Sco- Irl it would be to much with second yellow there as first one was for time wasting already in first half. But of some refs would go there with second yellow.

  61. Got a chance to watch ESPSUI. Turpin did fine, calm and assuring. A bit lenient in first 20-30 minutes I think but quickly develop after Swiss scored. Addressed the players well (quickly spotted potential arguments so no chaotic moments) foul recognition’s good. 2 penalty claims (as long as I can remember) but both are soft so no big problem.

  63. Amazing atmosphere yesterday on the Rajko Mitich Stadium with more than 10 000 children.

    Very good performance by Kabakov and his team in normal game which was in full control by the Bulgarians. Extremely difficult situation for AR 2 for the 3rd goal on-field decision Offside, corrected by VAR - impossible to be detected life.
    Very good man-management, disciplinary control, TOP fitness and positionig during the game.

    I've red many criticism for him in the blog but when, something is positive has to be mentions as well. It looks that Bulgarian is back.
