    For those who were complaining about Di Bello penalty in Manchester United - Real Sociedad.
    Today in Cremonese - Lazio Orsato has been called to OFR for whistling this penalty:

    Ball on the chest before, and then very open and raised arm.
    This is how it works in Italy, I can imagine English VAR not intervening or playing on. Extremely strict application of "clear and obvious mistake" regarding handballs, and the first important thing in all cases is ARM POSITION, nothing more.
    I know it is different in other countries and the issue will last forever.
    What should a VAR do in an international competition?

      I can tell you that according to UEFA it's a 100% penalty and VAR intervention required if not given by the referee.

      It's important to differentiate PLAYING the ball at his hand (never a penalty unless an additional movement of hand towards the ball) and DEFLECTION from body to outstretched hand (when trying to block a shot or pass -> always penalty, in other situations dependant on whether the hand position is natural / part of movement or not)

      I also think this one is a penalty, however this situation seems different than the one from Di Bello's match you mentioned. Here we have a "very open and raised arm", as you correctly stated. But, IIRC, the arm was not outstretched so much in Di Bello's game. I'm using the word "arm" deliberately, because the ball struck the player's elbow, which was not so much away from the body (it also seemed to be a natural part of body movement, but I cannot be sure). I won't take this to off-topic any further, but the two mentioned situations just seem different to me.

      To me, YC for SPA, not DOGSO. But I agree that VAR can't intervene. Having to say my opinion: 85% SPA 15% DOGSO, more or less.

      In my opinion, much more DOGSO than SPA. If you stop the video in the exact moment of foul, other defenders are quite far away to intervene and the attacker has a straight path towards the goal.

      Fully agree with Euro Soccer Ref on this one, DOGSO RC for me. We need to take the attacker's inertia into consideration here: without the foul by the defender, I think none of the other defenders would have had the chance to intervene, making this situation a clear OGSO for the attacker.

      I’d say no more than a yellow for wreckless follow through, what is the point of playing if everytime someone kicks the ball and there foot catches someone because their foot can’t just stop moving (because physics exists) there is a red card then the game is gone - more common sense needed these days

      To answer your question, it's a "classic" RC with the Ligue 1 directives for studs offenses.

      As long as the point of contact is above the ankle and the foul is with studs-up, referees are told to deem the foul as SFP - hence to show a RC - and ignore any other factor (e.g. hitting opponent after hitting/ slipping on the ball)

      This should not be a RC for me. Important is also, that the striker comes into the defenders space and not the other way around. The striker is more 'to blame' for this unfortunate accident than the defender.

      About Chiffi, all people can surely agree that these penalty appeals were not enough to whistle and it is absolutely OK to support referee, but today the problem in his performance was the weak presence. He didn't start the game with the needed approach for such challenging atmoshpere, if you ask me. In the early minutes he should have stopped immediately game for a collision involving keeper (missing in alterness), the latter was forced to leave the pitch later. Then, a mandatory YC was missed, once whistled, because he didn't want to book players (vey often he has this approach). But only some minutes latre the first card of the game was absoluteluy needed. So why not the one before? Didn't find the best moment in which starting to book players, but most important aspect body language in crucial decisions, that allowed Mourinho (again) to make his show and to get a deserved RC.
      I must say after a good performance in Milan's derby, the old Chiffi was back in this game, but the degree of difficulty in officiating AS Roma and SS Lazio, especially at home, is very high if compared to other teams in serie A. Also, I would dare to say, with another referee, Mourinho wouldn't have done what he did again...
      I already said that in past on the blog, for me Chiffi can be a good referee, but every time for unknown reasons it seems he doesn't want to "officiate" the game, he is just there, trying to spare cards and decisions all time long.. why? A matter of personality, for sure, but why not understanding that in some occasions you must change a bit yourself?

      That's why Orsato is Orsato,and Mariani is also in great form.

      They would have never lost control of this match,I dont know why Chiffi is being forced in these big matches cause he has same problems over and over again-no control,no criterium ,being not strong enough in his decisions.

      Now I'm watching Mariani in Milan-Napoli,what a great match from him so far,how he showed and explained YC to Rahmani was excellent refeereeing.

      I've watched the game in full and fully agree with Chefren's perfect analysis. It's a pity after good officiating in Milan derby, but today's performance by Chiffi indicated all of the problems he has with presence, management, natural authority etc., from time to time. Nothing else to add.

    Mariani has been very good in the overall control of the game and a reasonable card management as well, but he missed the very crucial incident so far, OFR and penalty. A replay showed that, from behind, he could have spotted the contact only on attacker and not on the ball.

      Agree with you fully, I would even say it was a great performance from Mariani. However, speaking about the penalty situation: he could have spotted it, but I'm not sure it is a situation to blame him very much. It certainly tricked me watching it live on TV, I needed the replays to confirm the actual contact on the attacker (although it's completely different angle and perspective than what Mariani had).

      He was fantastic IMO! The minutes after the penalty (I agree with Dukat about detecting it) were very hot but Mariani absolutely 'killed' the tension after a few minutes and showed that he was the boss quite excellently, always in control.

      I didnt like him in the past,too much leniency and passive refereeing from him last few seasons,but towards the end of last and certainly in this season he is proven me wrong,maybe he is the next big thing in Italy after Collina,Rizzoli,Orsato and Rocchi,altough he is already 40 yrs old.

      But hey,Del Cerro also thrived in his later career years, so why not Mariani?

    Watched Mariani and Marescha in 4,5 gsmes lately and would not agree with Chefren that they are lenient. Did very good job and giving cards when they need to. I would more tend that Doveri and Massa are very lenient of the big Italian refs.

    Extremely soft 2nd YC to Hermoso in ATL-RMA, lots of theater by his opponent and the referee falling for it. Especially with regard to other, more serious incidents which went unpunished this sending off is rather wrong to my taste.

    I think that Hermoso was very close to red card before played a part for that soft second yellow. But all in all Munuera Montero looked very unsafe and in some part even affraid. This game should only go to Lahoz,Manzano,DSG or Sanchez Martinez. You have this derby only two times per year and mainly this one when Atletic is home team you know it will be very tough so do not try this semi amatuer refs.

      Well ,they want to get Munuera Montero to experience more challenging matches in his young age,but that can also backfire.

      Today,he was average.

      He had excellent first 10 minutes of the game where he solved every foul and every altercation with his talkative and lenient approach.

      But as we all know,you have to adapt to the match and he hasnt done that.
      Not consisent in his criterium and too much leniency throuout the match.

      There was stat right at the end that Vinicius made 6 fouls,but of course no booking for him cause who counts fouls these days :)

      Also,altercation right after Carvajal's foul was not solved well,more players there needed to be booked,not just Carvajal and Hermoso.
      Eespecially Oblak who was running from his goal and was involved in that inicdent.

      But at the end,no crucial mistake,but then again,very average.

      Shame that Lahoz was not in charge,would be joy to see that.

      I watched the last ≈fifteen minutes after Mariani's game. I agree with M that he basically 'gave up' trying to be really in control after the Carvahal confrontation scene, though Oblak's presence was 'choatic', it does seem as though he was trying to be a 'peacemaker' there. I think Munuera M. was just 'playing for time' and to survive until fulltime whistle. To be fair, the SYC actually looked correct from the live sequence (to me), but replays revealed obviously that it was very exaggerated. At least he wasn't shy, but you can see how demonstrative he is when sending Hermoso off, trying to 'overcompensate' by acting like a dictator on the FoP. This is the same thread as his CL qualifier in Poland.

      Munuera Montero isn't really a natural, but my feeling is still that he actually improved quite significantly in a small time period(?). His relatively youthful looks disguise that he is 1983-born though.

    That is such a weird appointment for Stieler and disastrous from a 'people management' perspective: you promote him to Elite, ignore him for a year, finally give him a CL game again in which he gives at least an acceptable performance and then he is given a Group C game whilst groups A and B are full of referees with a lower category?     @Quilava. What do you mean with Garibian as observer we will se at least 2 red cards in Andorra-Liechenstein? Albanian referee is not at all that card happy and this two teams played 2 months ago with only 19 fouls. Do not see this game to be that challenging. I see more problem in Latvia vs Moldova good choice they put Nobre there who has plenty big derbies in Portugal behind him.

      He failed fitness test in preseason seminar (I've been told he was sick, cuz for *Alberola Rojas* himself to fail a fitness test it had to be something serious), so for now he's only on AVAR duties.

      Also, non-FIFA Valentín Pizarro Gómez hasn't make his season debut yet, apparently he was involved in a motorbike crash before the start of the season and still isn't 100% fit and recovered from his injuries. As Alberola Rojas, only AVAR appointments so far.

    In my opinion, Lindhout has not been great so far this season. It is clear that he was 'saved' for this match, given his appointments this season. During Fortuna-FC Utrecht his performance was poor; very, very soft PK for Utrecht, stopping the match for 10 minutes, losing control of the match in the second half. Refusing to show a red card after OFR. He also did this during AZ-Go Ahead Eagles on matchday 1.
    And not sure if being number 3 of the Netherlands at this moment says more about Lindhout or the rest.

    Why is it so that almost every RC in the Eredivisie that is not given for DOGSO results in a suspension of 2 matches? It seems it doesn't make any sense what kind of fould the RC was given for, it is always 2 matches. Is that the same in other countries?

      KNVB has got a file with all guidelines for suspensions (https://www.knvb.nl/assist-wedstrijdsecretarissen/tuchtzaken/richtlijnen-straftoemeting).
      As you can see SFP is a suspension of 2 matches, with 1 additional match for recidivism.
      It's quite logical to have some standard suspensions. Judging every situation on it's own would cause differences in suspensions, so that would cause a lot of discussions. Especially when a player of Ajax, PSV or Feyenoord would get a shorter suspension than a Cambuur player.

      So I don't think it's weird, but I don't know how other countries deal with that

      Interesting, I didn't know that SFP RCs resulted in 2 matches bans in The Netherlands. In Spain RCs result in a 1 match ban in case of 2YC, DOGSO or SFP, but straight RCs not involving ball dispute (VC, spitting, abusive language/gestures...) are at least 2 matches.

      @Ref_0307 In Hungary, the only set tariff we have is for YYR which is a 1 match suspension, every other red card is treated on merit. The disciplinary committee meet every Tuesday (and Wednesday & Thursday if it's been a 'busy' weekend). They review all the red cards in the NBI, NBII, NBIII and women's leagues. They judge them on the circumstances and issue anything from 1 match suspension to a 4 month suspension!! Normally 1-5 games depending on severity. Same across all leagues and all teams. Works well.

      I think it's a reward after his very good performance in Benfica - M. Haifa. He adapted the new instructions re. match control very well, was very proactive and alert. I was initially surprised he got another UCL chance in MD1 but he fully succeeded and his next appointment should also be in UCL.

      I think if Ekberg keep up the good performances, he will be promoted at next recategorisation. After first two UCL matchdays, Ekberg - Nyberg 1:0. The latter's performance in Shakhtar - Celtic was not bad but he missed a penalty (and Higler didn't help him).

      For the ‘real’ RC, there is VAR as a back-up, so if you pair a young referee with an experienced VAR there shouldn’t be problems. 34 RC’s after 8 matchdays is definitely a lot though and I would agree that it is too much

    I think it is just variance as last season Ligue1 had 106 red cards, la liga 95 and Serie A 88. When it comes to yellow cards France has much less then Seria A and La Liga. Why I point out yellow cards because that tell us that teams in France are taking much less cards then Italy and Spain but still has more red cards. So it must be up to referee, it seems they have order to give red card for more or less any elbow,any step on foot etc.

    Someone asked what has Pascal Garibian to do with referee giving red cards. Well he is in charge of FFF, leauge that has so far 34 red cards in ligue 1 and 43 red cards in ligue 2. Compared to England only 4 red cards,Germany 12 red cards or Italy 15 red cards so far in season.

    For Kruzliak, I'm sure that hot atsmosphere in Tbilisi would make a challenging match for him.
    Again another ridicilous management for top elite referees or maybe for Siebert in the last few appoinments for him, after he must flew all the way to Kazakhstan for qualifier, now he must fly to Estonia for league D which now not important at all since the new regulation about playoff that abolished slot for League D, I have no explanation for the reason why must Siebert in Tallinn.

    The most interesting connection between a referee and a VAR is surely Vilhjálmur Alvar Þórarinsson (ISL) - Pascal Müller (GER).
    The appointment has been left to DFB, it seems as the latter has a big trust on him. I would be curious about how they interact, Iceland a country without VAR, and then a NO FIFA Video Assistant Referee from another country.

      Müller has already worked in 7 1. Bundesliga matches this season (the most together with Storks), so indeed he is a leading VAR for DFB. Normally, he referees in 2. Bundesliga, but is injured for already nearly three years.
      He was also VAR for Kruashvili on EL MD1 and for Viljanen NL MD3, so some experience with referees from no-VAR-countries.

      I can add that Pascal Müller, together with Benjamin Brand and IMO Sören Storks, is indeed one of the Top 3 VARs in Germany. They are or have been injured for a long time and therefore gained a lot of experience. While other VAR specialists also have had many matches, it is IMO very rare that Müller, Storks and Brand make mistakes as VARs.

      They are not very often used in the national leagues. Dingert had a very, very bad last season as VAR. The controversial opening game was his only match as VAR and there was another very controversial game in second division after which he did not get another match as VAR (so 1 match in Bundesliga, 3 in Second Division). Fritz and Dankert got some more matches (4 matches in Bundesliga) but this is also not a lot. Fritz was VAR in Dortmund-Bayern with a missed intervention for a penalty. Dankert had a solid season from what I remember.
      So far, Dingert, Fritz and Dankert had 1 match in this Bundesliga season. Dingert should have intervened for a handball penalty. Nationally, there are other VARs who are relied on: Dingert because of his performances, Fritz and Dankert rather due to their international matches, to give them time to rest.

    Upsetting News in Denmark where Head of Refereeing Michael Johansen confirmed that HE called the penalty in Superliga top match Nordsjælland-Midtjylland. Johansen was appointed “VAR Observer” but admitted on TV that he called the penalty to referee Sandi Putros after neither he nor VAR Jonas Hansen intervened after a handball that looked completely incidental. Thoughts here @Chefren or other VAR-experts? I have never heard something like it in other Leagues or associations.

      Unbelievable if true, a similar idea was in my mind but only as joke! Sometimes in past, when I saw evident mistakes from referees, I thought something like that: "Well, but if Rocchi and/or one of his committee is there in VAR room, why he didn't intervene if they see clear mistakes live?". And well, it seems as in another country this happened. Having said that, absolutely unacceptable to violate the privacy of a game for the officials, it is something like going into the pitch, taking the whistle for while and then giving it back to referee, after a decision...

      Spain-Switzerland is not an easy match on paper (the first match was a hot one). Important match, however it is true that referees in round 6/6 will be more exposed to media attention, especially when a controversial decision has been taken in a decisive match for promotion, relegation and qualification SF (same as the return legs in UCL).

      Sure we will see those elite names in MD6, as to the appointments, Makkelie, Orsato and Taylor will surely be handed decisive match. Also still hoping that Oliver can have a chance to step up.     Nyberg and Visser close to promotion with this appointment. Coming to the selection of new Elite referees, they should be in first places.
    To answer to a comment above, the path of the Swedish has been more than good, definitely not a warning, but just big test for him...

      I don't know, I can just make speculations, after World Cup would be too late, only a few days before the end of the year, I think the decisions will be taken before, maybe even before the start of WC, when UEFA competitions for 2022 will be over? We will see.

    Turpin is my early shout for the opening game at WC Qatar.

    At the Euro 2016, WC 2018 and Euro 2020 he didn't make it to the knock-outs. Now, after the surprising UCL final assignment (for many of us), he is imo designated for "something big" in Qatar.

      Impossibile to see Taylor, Makkelie is a name for Hungary - Italy. Observer Albano Janku (ALB), this should mean an experienced Elite referee without any "test" by committee.

    Definitely not 'charging as an attack', foul is no more than reckless. DOGSO would be my call as the attacker would definitely meet the goalkeeper 1-on-1 in this run (other defenders wouldn't be able to catch up), but as he would do so somewhat wide, I guess that UEFA expected call is YC.

      Btw: in the 1990s, when professional foul/DOGSO was 'created' by UEFA/FIFA, this clip could be used educationally as a *paramount* example of a scene requiring a red card to be given. A bit less focus on 'specific positions' of other defenders, more focus on 'cynicism' of the action back then. I think it is important to remember why the DOGSO law exists in the first place before lining up to say that Mariani's call is acceptable, Irrati was right not to intervene, etc (and btw I agree with both those statements).

      I agree with you. Surely no VC there (reckless charging) but it's DOGSO in my opinion - other defenders not close enough but, on the other hand, close enough to support the call as VAR (btw, Irrati is well known from supporting referees, his threshold for intervention is extremely high).

      Agree with both of you, not a RC (no SFP or VC), reckless challenge for me as well, however I strongly prefer a RC for DOGSO here. I am sure no other defender would have had a chance to intervene there, and Mikael perfectly described the attacker's position as "somewhat" wide. That "somewhat" is, IMO, not enough to deem this a SPA, it seems like an a clear OGSO position for the attacker.

      Irrati right not to intervene IMO, for the reasons stated by Mikael and Euro Soccer Ref.

      I was at Hampden and felt this referee was pretty poor, positional play was a wee bit ‘all over the place’ and thought his decision making wasn’t convincing and all round poor performance. Nothing that would have affected the result, but was expecting better from the Italian.

    Quite curious about the VAR appointments for the rest of the UNL matches... It's better to begin pairing Oliver or Taylor (pretty sure they will be given MD6) with VAR from other countries since there will be no English VAR in WC2022 (makes sense after all the commotions in EPL :D)

    Van Driessche VAR for Visser. Normally, if Visser has Belgian VAR, it is Erik Lambrechts. Maybe this suggests, Lambrechts has an appointment on matchday 6?
