DeleteIs first half delaying the start, but second restart ;-) I think safest to completely ignore, no one expects or wants anything like that, and let the competition organizer fine for delayed kick off should they wish
DeleteRestart play and call in the player when appropriate. You do not need to wait for them to be 11 because they aren’t ready.
