  1. As I guessed earlier and now it is confirmed I think - Tobias Stieler will probably become new German elite by the end of the year. It is interesting that Rosetti, Uilenberg, Dallas are appointed again after matchday 1 which means they decided to put a lot of referees to a test I guess and that list for EURO is still not final.
    Kabakov is appointed which means that Rizzoli was satisfied with his performance in Nations League and they think that missed red card wqs just a bad day nothing more. Happy for him because I think he is very good referee.

    1. Interesting to see that Florian Badstübner is appointed at fourth official in this important match for Stieler. Badstübner was promoted to Bundesliga at the beginning of the season and has only the experience of one Bundesliga game (Leipzig - Schalke on MD 3)

    3. Badstübner as 4th official is of course surprising, but a logical consequence of the treatment he recieved in the recent time.
      He had an absolutely successful debut in Bundesliga and he is only 29 years old.
      One cannot deny Badstübner's huge potential and it is very likely that he will recieve the FIFA-badge in the future in my opinion.
      I think, we can interpret the appointment on Tuesday as the first prudent approximation of more appointments.

  2. I'd like this set of appointments. Stieler with an important test to replace Aytekin in the Elite category. Siebert chosen above Zwayer for a CL match also indicated the bad performances of the last mentioned.

    Grinfeld with Uilenberg suggests the committee have big plans for him; mayme a KO match or Euro?

    And Guida, well another Italian.

  3. Very good games for Georgi and Marco as First Category referees. Seems like a final test before promotion for Tobias in front of the boss. Surprising Raczkowski-Dallas combination, do UEFA consider Paweł as potential elite referee? Damir appointed to what could be a really enjoyable game.

    1. Gil appointed as VAR to Raczkowski, so it seems that Marciniak is going to miss first two UCL matchdays (maybe a UEL appointment this time) what would be reasonable after two blunders in SWEFRA and Dynamo Kyiv-Gent.

    2. That was also my thought. Gil appointed with Raczkowski could indicate Marciniak appointed in Europa League. On the other hand, Marciniak could be appointed for Manchester-Leipzig and since Manchester and Liverpool are very close it is possible Gil is appointed on Tuesday and Wednesday both.

  7. An overall good set of appointments.

    I think that Stieler is a prime candidate for a promotion in order to replace Aytekin or Zwayer. Rosetti is appointed again after Munich.

    Also a very good appointment for Grinfeld. I think that there are still open spots for next years' Euro and the Israeli is definitely a candidate for one of them.

    Good matches for Kabakov, Guida, Siebert and Raczkowski as part of their development process.

  9. I didn't expect Kabakov in Kyiv, very important game for him. After the results of MD1 in the group, this game becomes more than crucial. We are very far away from Inter - Shakhtar 5-0 EL semifinal of some months ago. As Italian teams in UEFA competitions are always very polemical, this can turn in a very challenging task for the Bulgarian. However, I see that he has full trust by committee and that's good. Let's see how he will perform.

    1. I see nothing wrong with it as long as the covering is safe and doesn’t go around the neck. I don’t think the typical ear-loop masks are unsafe usually.

      Where I am from, amateur football has resumed, but referees and youth players are required by the government to wear face coverings (although referees are asked to not enforce this at the field). Furthermore, the refereeing leadership has directed that referees should not allow “neck gaiters” to be worn as they are not safe for players’ necks.

According to some informations I could get, it seems as Guida was in contact with a person who then tested positive for Covid so for this reason there wasn't time before the game to have the result of the test for him (hopefully negative). More generally, this can be also the reason for other replacements, not necessarily the official is tested positive, but he must be 100% sure he wasn't in contact with positive people too short time before the international game.
    I don't know if for Bebek was the same... we will know more about Guida soon, whether he will appear or not for serie A on next matchday. Then I think another appointment for him could be possible on next week in Champions League or Europa League if everything will be OK.
    Also, no changes regarding fourth official and VAR because we see very often Hategan appointed with Italian VARs, so a full replacement was not needed...

    1. VAR is expected to stay, but why ARs replaced and not the fourth official? Only the ARs were in contact with Guida?

    2. There are many options, maybe Romanian fourth officials were not available, but also, once you send Italian VAR it is easy to send the fourth official from the same country. Assistant referees changed, I guess, only because Guida was replaced, not because they were directly involved. So Hategan could get the game with his regular assistant referees.

    3. It was a similar case with Kovacs, when he was replaced in Sweden with Makkelie, and the FO was from Danemark, not Netherlands.

    4. There were also cases when only one AR was replaced. The question is why the replacements are not applicable to the entire on-field referee team (referee, ARs, FO)?

    1. A foul before the first YC he issued, in my opinion was a very clear YC (29'). He wanted to delay the start of bookings but he was then forced a few later.

    2. Always the same... I often say, Don't think ever that you might show cards too early. A foul is worth a card or not, whenever it happens, 20th or 85th minute. If you start too lenient, you will very probably regret that.

  21. 76' penalty appeal by Inter, there was a kind of holding on Lukaku but I think referee's decision to play on can be supported. Not very blatant action.

    1. The holding was fairly significant, I think a penalty could have been given there.

      In addition, in my opinion Shakhtar should have been awarded a penalty (+ YC, 'follow-through SFP' incident) a few minutes earlier, but I think everybody is satisfied with classing such contacts as accidental.

      Both are archetypal situations which are not "clear and obvious" enough for a UEFA VAR to intervene.

    2. I think I missed the situation you mentioned about the possible penalty for Shakhtar. Generally, I share the same feelings, Kabakov was not accurate during the game, missing (deliberately?) some fouls and cards. If you back him for the penalty incident, one can still talk about an average performance, but with a downward trend. One can expect more from a referee who is considered for a promotion to Elite.

  22. OT. By the way, will be some change in Romania with the referees. So, Coltescu who is 43 and Marius Avram who is 41, will be replaced by Andrei Chivulete and Marian Barbu, both 33. And last week in Liga 1, the first division in Romania, it was the first game for Andrei Moroiță, a young and a talented referee, with a tough game between Viitorul and Argeș.

  24. Penalty given to Ajax for a very dangerous challenge, player hit the ball, but also opponent. I think it is absolutely reasonable to whistle this penalty. Skomina instructed Atalanta's goalkeeper in Italian.

  31. From what I saw Tobias Stieler had a quite easy-going game with only 3 YCs that had to be given. Important YC in 71' after a very reckless tackle (advantage was played, YC shown in next break). Strong onside decision by AR2 Gittelmann leading to 0-3 for ManCity, VAR confirmed the goal. Seemed like a satisfying performance in front of Rosetti.

  32. Raczkowski: penalty and YC. Was that a SPA or DOGSO assessment? In my opinion it wasn't a genuine attempt to play ball. In case of DOGSO, Red card for me. Touch from behind, not targeted on the ball.

    1. For me YC is correct as the contact was accidental. It was not a clear deliberate movement towards Salah. I think one can still speak of a 'genuine attempt to play ball' in sense of LotG.

    2. My initial reaction was DOGSO RC for the contact, but we know there's the push behind the scenes that 'football expects' a YC for a trip even if it's not a clear 'attempt to play the ball', the trip thus making it YC and explaining no VAR intervention even.

    3. Exactly my point, you rarely see red card giving for DOGSO in the penalty area as long as they was no pushing or pulling, referee tend to lean towards yellow cards for tackles even if really there was no genuine chance of getting to the ball...

    2. That's a clear penalty, VAR should have intervened. I think VAR missed the touch by arm, no other explanations. The fact that it was a long ball without close deflections makes the action as very punishable.

    1. 74' is outside the penalty area, so VAR can't intervene unless he classifies the foul as SFP (I think it's reckless)

      74' - I agree with Anonymous at 12:57, I would assess the foul as reckless ('follow-through SFP' incident) and clearly outside the penalty area; though, I really wouldn't expect VAR to intervene if hypothetically the foul took place inside the penalty area (to consider: ESPRSA incident at WWC 2019?).

      76' - with current refereeing trends it is better to play on [and not intervene as VAR], but as the holding is very unsporting and probably prevents the attacker from reaching the ball, my strong preference is for a penalty + RC.

      74' - FK and YC should be given.
      76' - Penalty and RC would be the better decision, however VAR is right in mit intervening, as the holding does not seem to be a clear mistake.

  36. Is it correct that both referee and VAR in Milan-Roma match are not appointed until mid November because penalty mistakes in that match? This was written in several media.

    1. They will be out from serie A for the next two matchdays then there will be the break for national teams, so if you sum everything youn have a month of suspension but on paper it will be less.

    2. Deservedly, Giacomelli was not good example of Seroe A referee in that match.
      Not consistent foul line, not consistent on his bookings,and also his penalty mistakes and his arrogant and lenient attitude.

    3. I wouldn't be so harsh, overall he is good referee, but surely not FIFA level, indeed he never became international referee, the same must be said for Calvarese. However, I think the latter is better referee. The problem is that both got a derogation just for being a pair safe of hands for those games, but this didn't work in Milan - Roma.
