  1. Third game for Haţegan in three matchdays, remarkable. That's becuse he replaced Guida on MD2 but still excellent achievement because committee has trust in him. I hope he is now gaining more credits for next big games in future and of course also a possible appointment for a final.
    Gözübüyük with maybe a good report by observer in previous game and he finds regularity in CL with his second game this season.
    Some interesting appointments regarding AVARs, this seems to be a deliberate choice by committe, for example in Russia Turkish AVAR comes from the same nationality of observer, Murat Ilgaz, seems to have been made on purpose by committee.
    Bastian again in Russia with a big team on paper away from home, very similar game to previous one.
    Big credit as well for Stefano Podeschi, first observer from San Marino getting so high games at UEFA level.

    1. Kovacs is also getting prepared to eventually become VAR for Hategan. In 1-2 years, all top referees will work with VARs from their country to avoid any possible language issues when it comes to details. The entire referee team should ideally be from the same country.

    1. You are probably refering to Marciniak. Sorry, but based on his last performancea with several crucial mistakes he simply did not deserve to get some high profile Champions League match. And this is nothing new, referee to miss two matchday as due his performance, we all remember Cakir last year.

  3. Based on standings IMO elite could be apppointed in Shakhtar-Monchengladbach and first category referee in Salzburg-Bayern. I know Spanish referees could only be appointed in four groups but I think Porto-Marseille also could be given to someone less experienced than Lahoz.
    Top clash for Turpin, expected and deserved IMO.

  8. Marciniak is not injured,in the Polish league referees regularly,i thint that Polish referees are needed Rosetti to patch holes in Var,and group Champions League insignificant matches

    1. I dont think that he is punish because in last season he has been referee too many times and in this season he was referee in Euro play off, so maybe it is possible that Rosetti needs polish referees in Var, we will see

    2. He can't officiate in groups F and H due to German teams involved, also, very unlikely to meet again Juventus.
      So, three possible games:
      Barcelona - Dynamo Kyiv
      Sevilla - Krasnodar
      Chelsea - Rennes

  10. Turpin gets the big one of the day. Deservedly, I would say so.

    The appointments on Group C are expected. Not many options for Spanish referees.

    Finally, it seems that UEFA hasn't changed the appointments policy. MD 1-2 were appointed together and I guess we will have the same for 3-4. This means that most Elite referees will get 3 matches.

  11. Interesting situation with VAR in La liga match Real Betis-Elche.

    First 3 min checking something after penalty save by Elche gk.

    Then in the 2nd half hardly explainable situation, because VAR called for OFR in situation which there was a pk that wasnt whistled, but before which was offside not registered by the AR. So, VAR didnt change anything except showing referees that they made 2 mistakes. Is this violating the protocol?

    1. And the situation before Betis 3rd goal looked to me like milimetrical on/offside but VAR checking was super fast. I am not sure how they could check it that fast, especially considering previous situations where they were not so fast.

  12. Kulbakov replaced by Makkelie in Salzburg, Italian fourth official Daniele Doveri will join the team (coming with VAR Irrati).
    Very particular situation now with Makkelie and Irrati in the same game, the meeting of the most known UEFA VARs :)
    Also, Miroslav Liba (CZE) removed as observer from Madden game, replacement not still made.

    1. The first idea was that Kulbakov's "double" appointment was originally, as he was refereing on Thursday in Rome, and immediately after that the match on Tuesday to avoid unnecessary flights to and from Belarus. Is it possible that restrictions in Austria were imposed on citizenship?

    2. Yes indeed very possible as he was coming from Italy (Rome) with Italian VAR (Irrati). Maybe for COVID restrictions he hasn't been accepted in Austria.

    3. But as far as I understand in case you can provide negative PCR test not older than 48 hours you may enter Austria (just as majority of EU countries)? On case that his nationality is reason then I guess UEFA will appoint him in MD4 in some country he will be able to enter (maybe some non EU country as Turkey, Russia, Ukraine)...

  14. Strange Sunday gor some refs.

    Lets start with Graham Scott.
    IMO, we have to talk his biggest mistake in TOT-BRI match and that is not calling foul right before Brighton goal.
    He even went to the monitor and confirmed his decision which is even more shocking.
    Luckily, Tottenham won the match.

    Next we have Ruddy Buquet and his penalty decision in favour of Monaco.
    Yes, opposing player did handle the ball and it is the oenalty by all laws but the oroblem is that ball went right into the goal!
    However it all turned out just fine as Monaco player scored penalty and MON won.

    And 3rd we had the privilege to watch Vazquez with very tough match that he handled pretty well.
    13 yellows, 2 red cards, 1 penalty in 96 min.in a very challenging match.

    2. Graham Scott should not be refereeing in the Premier League. Disgraceful decision. He stuffed it up in real time when he was 5 metres away and to make things worse he looks at the monitor for another minute and still doesn't think it's a foul. Ridiculous!

  15. Clips from Jorge Figueroa Vázquez's performance in Valencia-Getafe. It was an interesting appointment for a referee in his LaLiga debut season as since a couple of years and specially 2019 Copa del Rey SF 2nd leg Valencia-Getafe is considered a hot and difficult match to handle.

    1. I just watched the incident in 72nd minute. Can anyone see a contact at all? I can understand the caution for a reckless tackle but the reaction of the "fouled" valencia layer is worth a caution for simulation as well. in my opinion. what do you think?

      As far as I can judge after seeing those clips, I would say that it was a good performance.

      56' - Absolutely correc.
      72' - Correct decision in the end, but he could've spot it himself.
      90+6' - Correct decision and well handeled.

    2. I think UEFA did not inform associations that appointments for EL will be publishes on Tuesday now. Last week Slovenian FA announced their Europa league appointments also on Monday (ok only Darko Ceferin was appointed as observer) but certanly indicates that there is possibility UEFA did not inform FAs about change.

  22. Is it not a rule that if the ball comes of a body part (like leg, chest) and hits the arm, it is not considered a handball? Or am I wrong?

    1. Not always a rule, sometimes can be penalty.
      Only situation in which a first touch makes the subsequent handball as not punishable, is a deliberate play by the same player (header, shot), this wasn't the case.
      However, given that it wasn't a "direct" handball, but the ball touched at first another part of the body maybe the situation was less clear and obivous mistake.

It is not always a rule, penalty are given dispite deflection of your own body or team mate if you hand is clearly outstretched and made unnaturally bigger, having your hand in such position makes the deflection of your body inadmissible because the hand is out of position but deliberate are usually not considered any more because you might not deliberately use your hand to stop the ball but referee tend to take it as reckless to have your arm in such manner and hence there by running the risk and also I forgot to add if the ball is traveling from a long distance as well. I hope this helps a little with how interpretation of the handball rule holds in respect to deflection from your own body part or team mate

  23. I don’t know what to think of this PK whistled after OFR by Bastien in LMO-ATM...
    The handball is obvious and far from the body, but the ball directly comes from the player’s head/torso... This is a case in which the LotG contradict themselves IMO.
    Probably Bastien missed it (weird though, he had a clear view) otherwise he wouldn’t have been invited to rewatch it. IMO the notion of obvious mistake is debatable as there are arguments against it. However a frozen image was shown to Bastien, so he couldn’t take the bounce on the head into account, and was a bit "forced" to whistle the PK.
    BTW Suarez booked during the process for entering the review area, first time I see that.

Rosseti spoke about this kinds of penalty late last year and gave the example of a penalty awarded to Liverpool against Tottenham in the ucl final and said those kinds of penalty will be given. If the hands is made larger and not in an unnatural position a foul is given irrespective of it deflecting off any part of your body.. it's been up for debate through out this season and it has often been given for example in machweek 1 of the epl this season between Liverpool and Leeds

    3. Suarez tries his luck alot, I am sure if it was Mateo Lahoz he continued like that he would have gotten his second yellow card but Bastien worked away from Suarez after repeatedly telling him to leave

    4. Completely agree with Chiagozie. The most important fact i think is the UNNATURAL position of spanish arm in this action. So PK is supportable even correct IMO. And brave and charismatic YC for Suarez.

  24. In Ukraine an easy going 1. half for the refereeing team. Apart from a missed caution for Lars Stindl for a stamp on opponent’s achilles tendon (41. minute) nothing to report.

    1. I don't think he got to finish the review, he got interrupted by suarez then told suarez to leave then instead of returning back to the review he left and made the decision! Maybe he just wanted to see if it struck an arm or to fulfil all protocols of OFR because with the way handball is going, it is becoming a factual decision of maybe it struck the arm or not

    1. For me clearly only reckless. The point of contact is not everything, and here we had neither a straight leg nor high intensity.
      I would only go for RC, if it was a deliberate frustration kick, but that's also not clear there.

  29. 71' possible deliberate backpass, it was a clear deliberate action, but maybe not targeted to keeper who had to reach the ball.
    Bastien whistled a previous foul in favor of defending team before that.

  30. Overall good performance by Bastien in a quite challenging match. Interesting situation on the PK after OFR. Good disciplinary control and very fit movements as usual for him. Calm and confident. Good impression. Perhaps foul forgotten at the end and consequently YC for russian coach.

  31. I think the caution in 63. minute can still be considered sufficient. In 78. minute after VAR-intervention a German goal was awarded after VAR-intervention, when initially the goal was ruled out for offside. Apart from that no problems in a quite easy match.
    8.3 performance (clear missed caution in 41.) if the caution in 63. is assessed as correct.

  33. Penalty given by Makkelie in Salzburg. After OFR he overturned his decision into a defensive freekick.IMO (I am from Munich) absolutely correct by Makkelie, foul by attacker

    2. Probably because it was shot to his hand by his teammate, but if you consider the absolutely unnatural stretched off arm position by Tolisso, this should habe been a penalty IMO. Makkelie waved off immediately so I think he was 100% sure about no penalty

    3. I didn't watch situation, but if ball came from teammate, strong argument in favor of play on. For very clear penalties, ball must come always from opponents... but I need to watch situation.

    4. It was a punishable handball, therefore a penalty should have been given. Ball was not shot to defender's hand by his teammate but by the opponent, distance was far, hand far away from body. As some of you have already said: I don't see arguments against a penalty.

    8. Realy YoungRef? Makkelie's performance in Juvr-Barca was one of the best referee performances I have ever seen. An if I am not wrong, everybody (but you obiously) agreed last week with that.

    9. Well, if you report only the "controversial decision to award penalty" in Juventus - Barcelona, you are not objective. In my opinion it was a correct decision in an excellent context by Makkelie.
      Regarding yesterday, first penalty decision is clear mistake and VAR intervention is correct, but then after that I agree with all the rest. The second penalty call is correct, simulation as well. No penalty for handball (I checked the video online, maybe I will be able to post it later) is definitely OK because ball comes from a teammate who tries to make a save and therefore is absolutely unexpected. This decision would be accepted also in Italy, and we had a similar case on last season in a game. Regarding the offside we must trust VAR. So, apart from first incident, it can be 7.9 but after that 8.5 for the rest of the performance.

    10. I would really like to know which passage in the LOTG is an argument to accept yesterday’s handball as not punishable. The arm is far out of the body, almost outstretched. Penalties were called and by UEFA deemed as correct for far less. Do we for example remember the penalty Skomina called in Champions League Play-offs (Midtjylland-Prague)?

  38. Mateu Lahoz with already three penalties whistled, now after this whistled he screamed to all players in Spanish "mano clara, mano clara" (clear handball), but sorry, it wasn't... he is definitely a very particular referee!

  39. Does anyone have the picture of the potential offside position by Lewandowski before Bayern's 2nd goal? It looked like offside but I guess we have to trust VAR on that.

    1. For sure the assessment was made by VAR but indeed it wasn't an easy situation. If you remember the frame, I think that a defender below kept onside attacker, while the one above made it look like a clear offside.

    3. German TV drew a line which showed that Lewandowski was in an offside position. If they got the right point of contact, the picture confirmes my first impression. Today, I'm not convinced by the work of the VAR team in Salzburg. Missed OFR for a punishable handball and possibly an offside position prior Munich's 1-2 in first half.

    7. But there was no 'break' to wait for VAR's confirmation or am I wrong? In case of VAR checking a possible offside position prior 1-2, we would have had to wait at least a minute until VAR could have drawn lines.

    8. I think it is quite impossible that a so experienced VAR like Irrati, has missed to check offside? No explanations. We must assume that it was regularly allowed.

Well mention of Hategan and his team not so challenging yellow cards and one being for the Liverpool head coach, really didn't like his call tho, any small challenge which referees tend to allow he blew for all, I will say he didn't take risk lol but okay all around and his assistants who are often prone to offiside misharp got all correct decision even a very late goal scored by atlanta.
