  2. Andris Treimanis with a new assistant referee, one could have expected that. Also, still on focus by committee with Vassaras as observer for him. Not so many debuts, the particular thing is that committee allowed more debuts when games were more important, now with more chance, we have only Balakin. Really happy for the Ukrainian, though, hope this time no problems for him.
    Bebek appointment could sound like a farewell, given also the referees appointed on earlier matchdays for Dundalk...
    Visser is the most important appointment in terms of observation by committee, with Dallas.

    1. Wow, that's a huge detail about Treimanis' AR2 in my view!

      Our user @The Referee, do you have any more information - is this choice for Thursday with a view to permanently remove Spasjonņikovs from the Latvian trio?

    2. I think it’s very unprofessional to remove whatever referee or AR for one mistake. It is a lot of examples from elite referee’s mistake, the team still together for long time.

    3. Treimanis and Spasjonņikovs in FIFA list since 2011 and all international matches were together. In a start of international career Spasjonņikovs was AR1, but he never misses even one international match, always together. New his AR- Martins Svipsts only second year in the list, maybe the reason of changing AR is Covid restrictions. For Treimanis in such important match for him to take young unexperienced AR from small country is huge risk.

    4. Simply Spasjonnikovs is out due to last month’s mistake.
      He reminds me Maskyanka, (Kulbakov AR2) who was out about tho months due to repetitive mistakes and was replaced by Komchanka. Now he is again with de Belarusian

    5. Indeed Mikael, an intriguing development!

      Unfortunately I am not sure whether the reason is indeed related to the tremendous mistake (I confidently guess it is) or issues in regards to Covid-19 (such as a positive test or prolonged contact with an infected individual) (unlikely because the other guys should then probably also be in quarantine), or another consideration, as no information has been published.

      Accordingly I also do not know whether the choice is just temporary or with permanent plans. Seems as only time will show...

  4. Looks like all important matches for the first place in the group and clashes is for elite or talented referees from the 1st group.
    I think some matches will be more difficult then UCL matches

    Young Boys - Cluj Benoît Bastien (FRA) this will be real Champions league match for play off, very challenging game, good luck Benoit
    Rapid Wien – Molde, Marco Guida (ITA)- important match for Rapid and also for referee
    Napoli - Real Sociedad Orel Grinfeld (ISR), Napoli more or less in play off, draw will be enough, but for Orel to show again, that he is ready for Euro.
    M. Tel-Aviv - Sivasspor Andris Treimanis (LVA) -Looks like Treimanis recovered after ManC mistake and again test in important match with Vassaras.
    Wolfsberg - Feyenoord Szymon Marciniak (POL)-big clash for Szymon, he needs to show his capacity after terrible match Rus-Turkey.
    Rijeka - Alkmaar Sergei Karasev (RUS)- Russian referees back in row, important match for Karasev, good signal for candidate in Euro and also Meshkov has a first match in the group.
    Little disappointment about Kulbakov, elite referee but still not trust from the Rosseti
    Very strange appointment in group E-two Scottish referees in one group.
    Bayer Leverkusen-Slavia-Anastasios Sidiropoulos ( GRE)-both team in play off but still important for 1st place.
    Good signal for Lawrence Visser (BEL) with Dallas, not important match, but for referee career very important.
    Fábio José Costa Veríssimo (POR)-looks like new talent from Portugal with 3 UEL group and 2 UNL matches.
    Mattias Gestranius (FIN)-good referee with UCL experience, but uefa still don’t trust him so much, to appoint for more serious matches.
    Mykola Balakin (UKR)- finally debut for Balakin, good luck


    Very surprised about Kabakov and Jovanovic, not good signal for them, after good matches and big matches in UNL.

    3. I wouldn't be so pessimist about Kulbakov, there are Elite referees in a definitely worse situation. This game in EL can be just a presence because he had to be replaced in Salzurg in Champions League...
      It is true that he isn't in his best period and after the promotion to Elite he has been rather disappointing than convincing but to be honest the first Elite who should be worried at moment is surely Kralovec...
      I'm also curious about what committee will decide for Karasev, is EURO 2020 still possible for him?

  5. Only one debut this round with Balakin, but IMO absolutely deserved.
    I have expected one of two more - as Philipp S wrote yesterday maybe Anufrijevs (LVA), Lambrechts (BEL) or Robertson (SCO) would have been deserved for me too.
    Also again a very disappointing season for Austrian referees.

    1. As far as I read here, Lechner's last performance(s) might have been under-par. One could have expected Schüttengruber on matchday 6. Given his long-period stagnation, I cannot imagine that Lechner will reach Elite level any more. In Austria, he is - also concerning his personal interaction with players and officials - regarded the clear number 1 since years but at international competitions, I rather see him getting overtaken by Weinberger (also from our capital Vienna).

    2. Thank‘s Peter, but in general it can be said that the situation is very bad for years in Austria. I guess the last one was Plautz in 2008, correct me if I‘m wrong.
      IMO we had in Switzerland the same Situation after the retirement from Bussaca, but with Schärer hopefully it will get better.

    3. The current international situation just reflects the current quality of our referees, in my opinion. It is neither a consequence of lacking lobbying nor of another "external effect" - Austria's referees simply make severe mistakes in almost every international match. Other factors like the personality also do not seem to speak in their favour ...

    4. I do not agree to this opinion. I think that the referees and the league improved very much in the last two-three seasons.
      Gishamer, Ebner and Ciochirca look really good in the games I have seen so far.
      The main problem could be the volunteer comitee members and the missing VAR system so far. Starting next season (VAR start) the refs will have better chances if the organization is getting more professional. Every country is moving to professional referees, unfortunatly I did not hear about something similar in our neighbor country.

    5. I rather talked about our current FIFA referees, not about promising ones. Some people held Fritz Stuchlik responsible for the missing success. Now, without him, the situation is still the same (if not even worse).

      I don't think that we would have a UCL referee with the VAR system implemented some years earlier. The truth is that Austria does not even get a KO match in the Europa League. We are far away from the Champions League.

    6. I think it is not correct to compare times when Collina was in charge with nowadays. Rosetti gives also an opertunity to smaller countries - this did not happen in the years you described!
      Maybe due to the VAR systems the organization will also change to professional referees and also the recognazability of the referees from Austria.
      I think Stuchlik did also not achieve much in/for Azerbaijan at the moment.

    7. In 2011, Europe was represented by (only) 6 referees at the U-21 UEFA tournament und by (also only) 6 referees at the U-20 FIFA tournament. Schörgenhofer was invited to both tournaments - and even in the same year.

      One can really not argue that Austria didn't get a chance. He just didn't have two assistant referees that were on an according level and he had a very faulty game when he had the chance to be promoted to Elite.

      Also Lechner and some other "successors" make big mistakes in almost every international match (Cluj ...).

    -CTA-RFEF wanted to see less penalties for small contacts and data suggests that they accomplished it for now: 0.36 PK calls per match on average for now, while in 19/20 season average was 0.43

    -Emphasis in 'in dubio non interventio' principle. Only clear and obvious mistakes. Out of 52 VAR interventions this season, CTA-RFEF assessed 51 as correct, only one as wrong/unnecesary. Also, 4 missed interventions for clear and obvious mistakes.

    -Out of 263 penalty incidents, CTA-RFEF assessed as correct original decisions 240 of them. Out of 23 mistakes, 19 were corrected by VAR and 4 weren't.

    -Yellow cards: 526 YCs given and according to CTA 54 mandatory YC were missed. Out of 526 YCs, 501 assessed as correct and 25 harsh/wrong.

    -Red cards: 16 2YCs given and 10 straight RCs given (6 of them after VAR intervention). CTA says that there have been 4 straight RCs missed, 2 after non-intervention and 2 after referee wrongly ignoring VAR advice after OFR (I'm 90% sure that those are the cases of Del Cerro Grande in Granada-Alavés and Cordero Vega in Eibar-Athletic)

    -20 VAR interventions for PKs: 12 to concede a missed PK, 5 to cancel the PK for wrong assessment and 3 to cancel a PK for previous infringement.

    -9 interventions for RC, 8 for missed RC (as I said above, 6 times decision was changed and twice referee decided to uphold his original decision and ignore VAR) and 1 to cancel a wrong RC (Figueroa Vázquez in Valencia-Getafe)

    -CTA-RFEF's admitted self-criticism: Too much time spent on checking/reviewing, 23 missed PKs, 4 missed RC, sometimes added time in 90th minute was not enough

    -Also, Marta Huerta de Aza and Guadalupe Porras Ayuso have been pre-selected for 2023 Women's WC (let's see how Huerta de Aza comes back because she's pregnant)

If we see the Elite list, for me only, Kuipers (no 1 in the world), Skomina, Brych, Cakir, Lahozz are big refs. Of course Taylor, Makkelie also. But if you see the Elite list, I think 7-10 are ready in very short time to change. Most will stopped because of age, but more names as I read here many times are not Elite ref!!   21. Minute 24' and 25' the game for Grinfled becomes challenging.
    At first a possible DOGSO situation with the attacker that would have been alone toward keeper, Grinfeld assessed a fair tackle on the ball, assigning corner kick. I think that he can't be denied but the tackle was very dangerous because after ball defender touched opponent in a very blatant action. Assessing it as reckless wouldn't have been wrong. Also, to check whether attacker was offside or not, replay was not shown, AR1 didn't raise but live it looked tight offside. Then, player from Napoli was booked for protests, and after that before the corner kick possible violent conduct by the same player (Mertens), impossible to see for referee and assistant referee. He was aware that opponent was very close to him and he loaded his arm against him. Not a very blatant action, but still according to LotG RC is possible.

  33. The biggest problem with this blog is people supporting obvious mistakes from their favourites yet killing referees they are not so keen on. In watched the game in Rijeka as it was important for the group. Karasev not perfect but my opinion on the key incidents mentioned.

    19th minute. No VC. Attacker runs into defender.
    28th minute. No VC. Push made no contact with face so yellow correct.
    45th minute. No SFP. Didn’t endanger safety as very little contact. AZ 6 correctly cautioned for his reaction.

    Minute 23' and 24' at first possible RC for DOGSO, then before corner kick possible RC for violent conduct.
    Minute 68' possible RC for DOGSO.
    A few minutes before that, maybe 64' or 65', I don't remember exactly, penalty appeal by Real Sociedad but not clear situation.
    Apart from that, the rest was OK, no clear cards missed.

      First off, the "presence" of the defender exists solely because the defender charges into the scene to challenge.

      Second, the leg it not straight. Studs are not exposed. There's no deliberate action to kick. Contact is actually rather minimal. There are a myriad of mitigating reasons that any well-trained referee would use to eliminate SFP/excessive force. None of the factors we are taught to look for are present.

      It's an unfortunate incident where a high boot makes contact with the face. It's a foul. You could argue it was reckless and needed a yellow card. But saying a red card is "supportable" here stretches that definition beyond recognition. I would be shocked if UEFA wanted or supported a red card on this.

    The more debatable decision is this penalty call, for sure not 100% clear. But well, the GK must control his gestures and raising the fist like this can lead to penalty kick.
    If the RC is for the foul, very harsh. If it is for the reaction, deserved.

    Second RC is absolutely correct and mandatory IMO. Look at the leg, if this is not endangering the opponent’s integrity, I don’t know what is.

    Third RC absolutely correct of course, good to see players sent off for this kind of reaction.

  57. Wow, Bastien completely lost the game. Here are my opinions:
    Penalty is more than doubtful and wrong for me. Goalkeeper plays the ball and afterwards touches the opponent very slightly.
    Red card fo goalkeeper difficult to assess because we don‘t know what was said but it might have been better to only caution him for a (understandable) reaction at this crucial moment
    2nd red card I can understand and I think this is a brave decision which is not wrong although I would have given a YC card only. Yes, there is a lot of force but no dangerous point of contact.
    3rd red card completely correct such a disgusting behaviour by Romanian player.
    In general Bastien definetly lacked authority and his body language was bad in the end. Besides the decisions themselves he made a very bad impression and did not covince me at all.

  60. The penalty by Bastien in my opinion shouldn't have been whistled.
    Maybe if you make a deep analysis of the incident you find a touch on opponent, but it is a classic situation in which nobody would protest. I'm not saying that this must be reason for playing on, but the penalty seems to be definitely out of context and it led to a very challenging and problematic final of the game.
    Hopefully we will have soon videos of all incidents.

  65. Sparta Praha - AC Milan. Daniel Siebert sadly not very convincing in an easy game. He is in my opinion very inconsistent with his foul detection and card policy. Yellow cards awarded for comparably soft fouls by Polidar (Sparta) and Maldini (Milan) while some clearer YCs are not even whistled as fouls (e.g. situation exactly before Maldini's YC). He moreover ignored when Castillejo kicked the ball towards him after whistle when the game stopped.

    Siebert does not have problems with control nor has his decisions had effect on the match's outcome, but the game is fairly easy and the group is decided, so I think the mistakes would create much more trouble for him if this match was played on MD4 for instance.

  66. I had the pleasure to watch the last two matches of Kristo Tohver from Estonia, first in Russia and now in Israel. I'm positively impressed with the way he managed both games, not only regarding decision-making (accurate yellow cards and second yellow card last week, good card management with one exception reported above (11') today). He sets the scene, is anticipative, and most important he uses his personality starting at the coin toss. Most readers will agree this has become a bit rare (I'm deliberately referring to many young guns used even in Champions League, who, in my humble opinion, often lack charisma and standing in the perception of the players). I have no clue how K. Tohver did in the past years, so I'm missing the big picture. Strange that after successful mini-tournaments he wasn't too much in focus anymore. But what I have seen MD4 and MD6 gives me good faith he has the format needed to referee higher games with maturity, experience and confidence in his appearance. Chapeau, really.

    1. I didn't watch those games but I agree with your comment. It is nice to see a 'real' referee nowadays, if you know what I mean. Tohver had a nightmare evening last season in Slovan Bratislava - Beşiktaş but it seems he recovered well.

      By the way - as Peljto and Dabanović he handled games in Saudi Arabia with VAR, so perhaps naïvely I expected them all to handle a CL GS match this season. Maybe EL R32 for them all?

    2. With 40 matches in the first two European weeks, UEFA could cover them with the 44 referees used in CL GS (even with some injuries and Kralovec deducted). So at least not necessary to bring someone else in. Last year only Estrada and Sanchez were used without CL experience in EL R32, and they have VAR at home.
      It seems nowadays, the debut in CL GS comes before the first EL KO match.

      But maybe those referees can show themselves during the U21 EURO.

    The biggest 'take home' for me in UEFA's assessment of challenges c. EURO 2016 is that the result of them is paramount. That sounds axiomatic, but I disagree:

    Let's take this case study: RC given by Makkelie in BIHGRE was assessed as "clearly wrong" by UEFA. Pjanić's tackle was POTENTIALLY very dangerous (and ticked lots of SFP boxes I think, one can disagree I suppose), but due to the ball being there, the contact did not endanger his opponent's safety.
    -> For UEFA - "clear YC".

    usaref is right to say that most of the boxes for SFP remain 'unticked' in Karasëv's game, but the RESULT is studs to the face. And we all remember Ekberg's RC in U21 EURO. SFP is being recast in the image of "high chance of serious injury" (you can see this in the continued focus on scissor tackles) as opposed to the WC 1994-2010 definition of "POTENTIAL to cause serious injury".
    -> I could well imagine that UEFA will back this call.


    It's a really interesting nuance in my opinion! Needed revision of an outdated view of SFP / VC, or dangerous corporate revisionism in order to keep 11v11 at all costs? :)

    3. Are you sure about the SFP call? The contact is clearly reckless and I am not that convinced it was a 'tackle as an attack' - it seems genuinely ball-orientated to me.

      I guess it was a control choice; YC and a strong signal to the players that such late and (only) reckless fouls would not be tolerated would be better IMO.

      I saw many worse tackles go without a RC in this UEFA GS.

    5. @mikael i agree that we had a lot more crucial tackles in this GS and i think we agree that some of them weren't punished correctly (either "only" yc, or for some softer ones "even" rc). however i think a yc here is just not enough...the tempo of the attacker is very high and the defender has the only intention to stop the play. it is more due to the speed and less to the contact, that i think the rc is supportable. and also that i think if you wanna stop a promising attack a holding is a lot less risky than a full-speed sliding tackle. so i think here it is the momentum and also that at this speed a foot tackle can be really dangerous...but i think a yc would have been supported, too...

Overall good performance by Treimanis crew in challenging match, some problem with advantage application, big area for improvement regarding fouls interpretation, some late whistles, not good cooperation with AR2, in second half AR1 ghost offside.       90' - having reviewed the situation, I must say I was a bit saddened to read Chefren (of course everyone can have their view!) write "shouldn't have been whistled... nobody would have protested (if it hadn't been given)". In my opinion, we should praise Bastien's courage! It would be to more referees' credit if they gave penalties for these challenges (of course you CAN close your eyes there; doesn't mean you SHOULD). There are words to be said about long-term damage from strikes to the head that should be made too.

      +95' - an almost comical situation, look how far the YB player runs to make that 'tackle'! I can understand why some people would say "never SFP", but I wonder if one can have too rigid a definition. Given how deliberate this foul 'as an attack' is, I don't have a problem with Bastien giving this (clearly tactically valuable) RC.

      Well done for having the courage to issues those RCs for OffInAbus offences; seems to be impressive calmness (and courage) throughout those additional minutes.

    2. thank you mikael, that's excellent footage as always (thumbs up)...tough decisions, right? first penalty, i wonder if the rc is issued for the foul or for the mobbing afterwards? if you play it frame by frame you can see that the gk plays the ball first and then the attacker - undeliberatly - clashes into the fist of the gk...i think no pk would have been the better option here....second rc for ybb, for me no rc, strong tackle, knee on knee, no studs up tackle, hence reckless so only yc...last rc, clearly a result of the frustration by cfr and IMO ok, yc wouldnt make sence...all in all, unfortunately, not so well done :-(

      About 00:45 in the video.
      The contact with ball (player's head and keeper's punch) happens exactly at the same time, it is impossible to say who is late in his action here, so this could confirm the assessment of normal collision after that, with punch slightly hitting head. I would have never whistled this penalty, and I think that from Bastien's position, the fact that player fell down touching his head played a decisive role in whistling penalty. He couldn't have other elements to whistle that, if you ask me. I don't dare to say that it was a simulation by attacker to get penalty, but at the same time we really can't know how much this touch by keeper, after having clearly hit the ball before, was strong. For me, no penalty.
      RC to keeper for protest can't be questioned.

      90'+5 this RC is in my opinion rather wrong, maybe small chances that it will be supported because player was in a way "focused" on hitting opponent, but this shouldn't be enough, I think Bastien (and AR?) thought the incident had been by far worsee than it really was. However, watching the incident live, one can understand the heated moment and why referee made this choice, but for me, rather mistake. I think he also thought that player was about to make something even more serious than that. Diffiocult to explain this concept by words...

      90'+7: 100% correct RC nothing to say there. Would have been serious mistake to miss it aftr the action by player.

    4. 90* GK touched the ball then the player. The motion is natural, the contact is minimal. UEFA RAP doesn't want these to be called as fouls for goalkeepers when they get the ball and then the player with the hand or body as a natural follow through contact.

      95: Never ever SFP. Reckless at best but not even that. THat's just lack of respect for the game, unsporting conduct.

      97: CLear dissent from the player.

      Either referees should punish all these situations, or none. UEFA should be very clear in the RefNetwork about what they want.

      If the authorities really want to take such goalkeeper challenges out of football, there will have to be a real 'revolution' which totally changes the goalkeeper's psyche. It is not really fair to them if Ref X always gives that as a penalty, whereas Ref Y always will assess it as a fair challenge.

Chefren The AR had a perfect view of the incident and I dare say he told Benoit to whistle the penalty, and after the goalkeeper was sent of he was shown shouting at the AR as if he made the decision and Benoit had conveyed that his assistant had spotted the contact. To me that was the principal element here, Benoit is an Elite referee even tho we might argue that he doesn't deserve such status yet but common he can't blue such a decisive penalty just from the player falling down and clutching his head, in such a game and time even the worst of referee would not do such.

      24' - for me the foul is CLEAR. I would prefer a YC than a RC (ball-playing standing leg tackle), but I guess that is a minority view.

      25' - clear VC, I hope Grinfeld simply didn't perceive what happened but he does seem to catch it live...

      68' - either a defensive freekick (which IMO would be wrong) or a DOGSO, I can't really understand how Grinfeld has given a YC there.

    3. 24'and 68' both situations are clear DOGSO. If you freeze the moment when the foul happens then in both cases attacker could clearly control the ball and run towards the goal. No other defender to intervene, so no other choice but red cards.
      Weird that in the first case the foul was not even given, but probably from Grinfelds angle he had a wrong perception about who played the ball.
      Honestly to me a top referee can be someone who had the courage to take these decisions. And even in such a decisive game applying the rules is key factor.
      I like Grinfeld's leadership skills but he must take these decisions no matter what in order to become a top referee.

  75. Personally I think that Bastien did a good job. PK can be discussed, grey area, but not a clear mistake in my eyes. First RC was for the reaction of the GK, what was also communicated to the players on field.
    Second RC is very brave in my eyes. Unecpected and unpopular od course, but the only intention of YB player was to challenge the opponent without any even slight intention to play the ball. Not brutal I assume but can be seen as very unsporting behaviour.
    Third RC is very clear.
    Body language could have been better but I do not think that Bastien lost control. If you have to give such a crucial PK for something players don‘t understand you have final minutes like this. There is not much a referee can do about it other than to be consistent and act according to LotG.

    1. There is no red card in the LOTG for "very unsporting behaviour". Red cards are only for violent conduct, serious foul play and DOGSO, which was not the case.
      Penalty to Young Boys was wrong.

    1. Raczkowski had quite an easy game, but also made it easy by applying a very good management style from the beginning. For example booked WAC#9 for deliberately delaying a free kick early and his style worked. Everything Karasev didn't do in his match he did. Very good performance.

    But the strangest decision of the match had to be when the Lille goalkeeper was awarded a free kick when he came out and tripped over his own player at a corner...
