    1. No VAR in this tournament, differently from 2019 edition in Italy and San Marino, it was not possible to organize, I think also due to COVID issues.

    2. There isn't anything strange, all four committee members are in Hungary and Slovenia for the tournament. They are the four observers for the games. Moreover, when you read the name of another committee member, very likely the one who is not mentioned is there as well.

    1. This should have be a penalty. Apart from unnatural position of the arm, ball touched the arm which was above shoulder. Laws giving no room for playing on here in my opinion.

Update: it seems as before the handball by defender, the ball is touched by arm by attacker as well, so this would in a way "annul" what happened later, but still one can't be 100% sure about the touch by hand by attacker, this is the best replay and one can just make speculations. VAR would have solved the issue, but very likely something had to be whistled there.

  19. Second YC for Italy. Maybe AR1 (very active in foul detection in this game) involved again. A holding that impeded the opponent to reach the ball was punished. Once whistled, should be clear card. Very challenging game for the Dutch referee.

    1. @Chefren how did Higler do in terms of game management? I didn't see the game (watched Oliver) but I see many games of Higler in Dutch league and I think he sometimes lacks convincing body language and the skill to de-escalate games when needed. Very curious how he did!

    2. I didn't find particular point for improvement in body language, he looked to be always sure about his decisions, starting from the handball case in first half, making clear gestures. Then, also after the penalty appeal in the last minute of game, he was sure and booked the player. But about the other argument, I can agree with you, I think in this game with a different management and a stronger approach he could have avoided so many cards and two sending-off. Of course, once happened, the decisions he took can be correct or at least supportable (one must discuss about second YC in the last minutes) but what I overall perceived is that he looks like a "decisions taker", when things have already happened. Not bad, because it is important to take decisions, but with more authority he could become better. This assessment is based only on this game, so I will be curious to follow him on next games, but indeed I think that another referee would have managed things in a different way. Some cards looked to be quite easy. Maybe in future he will improve.

    1. Brilliant management by Schärer in this easy first half. He spent several excellent warnings (for delaying the restart, foul, mobbing) - that's how the preventive refereeing should look like. So, the referee also had the positive influence on the atmosphere the first half was played in..

    1. As the FK had been awarded before three added minutes passed, the FK should have been allowed. Furthermore, YC for SPA was imo needed there. The only bad moment for the Suiss team in this game though :)

    3. Agreed, a bit weird, nothing more, nothing less. Maybe not awarding the free kick and just blowing the final whistle would have been the best solution. Apart from that, the Dutch could have played for another 45 minutes, they wouldn’t have scored a single goal anymore :)
      Good performance by Sandro Schärer and his team, a pleasure to watch him I have to say. Communicative referee, preventative approach, stepped in with disciplinary sanctions when needed and was in full control.
      With Schärer Switzerland has a big asset for future major tournaments IMHO.

    1. You didn’t use the word “mistake”, you did use the word “unbelievable”, which strongly suggests a mistake.
      And anonymous comments are allowed to include as many people as possible without requiring to first set up an account. And in the end it makes no difference if “Hans” posts a message or “Anonymous”. It’s mostly aliases used anyway.

      52' - I would like a YC here (UB).

    Managing the game:

    The key incident in this match was 27' - having correctly issued two sanctions to Slovenia players (SPA; tackle), the French ref booked (tackle) a third player from the same team in a few minutes, in the conviction it would encourage an atmosphere of fair play on the pitch.

    It succeeded - match was much calmer after that. Slovenia began by playing an aggressive but still fair way, after this passage (21'-27'), both teams accepted the refereeing and were focused on playing football. One more YC, 81', for a treading offence (acceptable/correct).

    Otherwise, small problems in assessing holding fouls (30' balancing call; 65'), moving very well (inc. dynamic sprints), and a convicing way of dealing with the players.

    Understandable slightly delayed calls from ARs used to working with VAR every week :D; correct flags by both Cyril Mugnier (61') and Mehdi Rahmouni (67').

    French trio ready for an interesting second appointment.

    Managing the game:

    Not the most interesting game :D; Spanish officials did a good job. Strongest point of Cuadra's performance was the success of his player interactions, they responded really well to him (even when he ordered a freekick retaken, which would have been a bit irritating).

    He didn't immediately perceive the 58' incident and a teammate had to shout in the comms - definitely not enough for VC IMO. Otherwise correct caution at 46' (striking), missed YC at 9' (https://streamable.com/3vgqn6).

    In terms of style, Cuadra reminded me of Aussie Mark Shield (WC 2002 + 2006). On the whole solid, but his central positioning puts him in trouble in terms of a) assessing incidents on a high level b) taking the initiative in the game.

    Good onside played by Íñigo Prieto López de Ceráin for Germany's second goal, otherwise a quiet one for the ARs.

    Hopefully the Spaniard's next game is more challenging so we can better assess him!

    Managing the game:

    Kruashvili opted for a lenient approach regarding potential cautions (10', 51', 77'), in each case not changing his whistle tone / warning verbally. Good warning for persistent (dissent?) at 40'.

    Final three cautions after those above for: re-entering the FoP without ref's permission; delaying the restart (good after SPA(-esque) foul); SPA trip.

    Georgian referee looked a bit nervous - a lot of basic decisions with a visible delay (eg. 6', 10', 43', 43', 47', 80'), especially when he had to communicate with AR(2). Foul detection was not more than okay.

    Satisfactory performance on the whole, but one of the weaker shows so far at the tournament IMO.

      33' - no PK, the ball comes from the defender's leg.
      44' - Hard to come to a final conclusion, but it seems that the decision is supportable.
      60' - YC for me.
      63' - Supportable call, if the foul is whistled, it should be not more than a YC, as there is no realistic chance for the attcker to score (ball too far away). Maybe, play-on would be sensible as well, as there is only a little amount of contact.

      With the key match incidents assessed correctly, the performance of the Turkish referee offered some points for improvement.

      After calm first 20 minutes, Meler decided to hold back with opening cards in 21' after a late high foot challenge by Glebov (RUS), issuing only a warning. Still acceptable choice, even more that the first YC still went to a Russian player after a well detected reckless stamp in 28'.

      Besides the correct another YC (for SPA) and good advantage prior to the third Russia's goal, there wasn't much more to assess for the Turk. However, I was a bit surprised seeing a FK awarded for handball in 33' as the ball was deliberately played onto the hand by Russian player.

      The second half was not the best piece of refereeing to be honest. The match was already decided but Meler somehow managed to annoy players by making some strange calls:

      I don't want to be too harsh as the above mentioned incidents are not so serious. I have a gut feeling that Meler wanted to play it safely and avoid any controversy, thinking too much about 'the mark from observer', if you know what I mean.

    Managing the game:

    Polish ref delivered the game, well done. But this was not a strong performance IMO.

    Frankowski's (confidence in his own) perception accuracy was a bit too low for this level. This was visible in terms of foul detection (eg. 28') and especially disciplinary control (13', 18', 63', 70') - with the missed stamp at 63' the most egregious mistake.

    On the other hand, there were some good play on calls (35', 39') and the highlight of this performance was a smart warning at 89', to combat the rising tension / frustration of the Croatia players. Last minutes were tense, but Frankowski saw it through to the end.

    Good evening for his ARs, Jakub Winkler (33', 68', 87') and Dawid Igor Golis (27', +92'). Overall, this was not a bad performance by Bartosz Frankowski, but one leaving quite significant doubts at the same time.
