    1. There were only two observers in Hungary: Rosetti and Batta. Batta can neither observe RUS-FRA (he is from France) nor ISL-DEN (he already observed Schärer on Matchday 1) that day.

      One could have avoided this situation by sending Batta to Slovenia instead where he would have been more flexible (no involvement of "his" national team). Another option would have been to swap Schärer and Cuadra Fernández so that Batta could have observed the latter.

  6. What a rough game for Visser in this first half, despite of many yellow cards in a few minutes, there are very dangerous challenges, close to SFP. I guess there will be at least a sending off in this game.

  16. You can find my full report in due course - if we support him at 7' re. the potential VC(s), then despite his shy manner, Lawrence Visser, who rode his luck a bit, certainly navigated through the 1H very well.

    Unfortunately, Visser lost it in the 2H (chaos in the penalty appeal at 50', clear missed foul before the Hungary goal), even if he kept control in the most basic sense.

    What a game for the Belgian ref! Report will be out once a full video is available and I can cut some clips :)

  17. Pretty tough and physical start in Mariani's game. I think he missed a mandatory YC for Germany #10 in 5' and a possible one for Germany #5 in 8' and now another one for Dutch #20 in 11'. No cards given yet, this could get feisty.

  20. Tough 1st half for Mariani, quite a messy game. A bit of a lenient approach but he managed to keep the game under control so far, he showed 2 correct YC. Excellent athletic performance. For the potential penalty, IMO play on is the best decision, no clear holding can be seen and both defender and attacker fell easily.

  21. Another stonewall YC missed by Mariani for Germany #13 in 56th minute. Same player made another reckless foul a couple of minutes earlier and it caused a little outburst between two players. I think Mariani is just missing too much here. Game's still in control but not because of the referee.

    3. And two of these RCs were simply wrong. Illegal use of arm by Scamacca was nothing more than careless. The Spaniard who got the straight red card did nothing. Osmers totally lost it.

    6. 2 wrong RCs. Osmers is a young brave ref... But in situations like that - loaded with aggressions - I saw him getting things completely wrong even before. So without Videoref he sometimes gets in serious trouble. I am not really convinced by him. IMO he got his FIFA badge a bit too early. But he has strong support by DFB.

German referees have some troubles when they officiate games with teams from Italy and Spain, the attitude of players is very different from other countries, we had already a clue of that in Napoli - Granada (Italian - Spanish clash as well) with Siebert. In that case, the game didn't escalate, but in the big picture I don't see so much difference with Osmers performance today, similar scenes happened. In Bundesliga football is different because players have a different approach and referees can take it easier. In my opinion only a big name like Brych can understand that, the rest must make international experience.

      This is - sorry - absolutely nonsens. Bundesliga is full of southern players and we have clashes like that nearly every weekend somewhere. Some German refs like Aytekin or Brych handle those situations with their natural authority, some still need to learn and get more self-consciousness for such situations. Or, like Ismers, should wait some moments and involve their ARs instead of judging everything quickly alone and getting into trouble that way. That's all.

    We will know more about this choice when appointments for MD3 will be released.
    It could be just a technical choice and a change of appointments, otherwise problems for Swiss trio (not my wish of course).

    Managing the game:

    I was curious to see how an U21 tradition of this derby would play out, and how Belgian referee Lawrence Visser would approach such a game. At any rate - it certainly wasn't boring!

    The game started in a really intense way - four cards in the opening 15mins (SPA, above incident at 6', tackle), and Visser's hand was forced in all those scenes.

    Ref from Belgium reacted well, operating a more pedantic foul selection (12', 17') than he otherwise might have. Good preparation or just smart reactive officiating? Either way, it was simpy smart and deserves praise.

    Visser's very discrete and shy manner didn't necessarily play into his favour, but he navigated the first half rather well, correctly determining the careless challenges (30', 33', 38') from the reckless ones (eg. 45').

    He did very well to keep the players 'onside' in the 1H - especially the Romania players might have been tempted into physical retribution, but they retained the impression that the ref was adequately dealing with rough play (from both teams).

    Unfortunately this good work in the 1H was undone after the break - Visser (and AR1 Thibaud Nijssen?) totally failed at 50', with the ref (presumably) looking very visibly at fourth official Espen Eskås (!) for help. In a different atmosphere, his credibility as a leader on the FoP would have been totally shot thereafter.

    His technical accuracy dropped quite a lot in the 2H too, most importantly when he missed a clear foul before Hungary's goal. Visible in in other scenes too, such as when he and AR Nijssen overlooked a clear reckless stamp at 79'.

    While he kept control in the most basic sense, in the last minutes, the Belgian officials were no longer really in charge of procedings (81', +93'). Blowing the final whistle must have been sth of a relief!

    In terms of assistants - it was a much quieter evening for the replacement AR2, Ruben Wyns, than near-side Thibaud Nijssen. Besides everything else mentioned, Nijssen correctly raised his flag at 60', but was incorrect to signal an offside at 73'.

    To summarise - despite equipping himself well in the 1H, Lawrence Visser ultimately lost it in the second in a rumbustous Hungary - Romania U21 derby. He avoided a bigger disaster in spite of his manner and presence, not because of it.

    1. I can see why Visser didn't give the PK. The defender was commited, and to an untrained eye this looks like a very clear PK. But he may had something telling him, that the attacker fell unnaturally. And he kinda did. After the defender left the leg out, he draged his left leg along the floor to make the contact, which would probably have happened eather way, more obvious. This for me not such an easy decision as Chefren stated. Still, I would have given a PK, mainly because the challenge from the defender was careless and he didn't get the ball.

      For me, not whistling at 56' was a big mistake. Sometimes top referees don't see the foul exactly, but they know, that often, the attacker has much more to gain from winning the challenge than the defender, and thus they often challenge quite aggressively.

    Managing the game:

    Our user Michel summed up the first half of this match perfectly - "quite messy". Maurizio Mariani had a number of opportunities to issue a caution early on (5', 8', 11', 18'), but the Italian ref opened the cards on a reckless scisssor challenge at 27' instead.

    While Mariani did make mistakes in the 1H - foul not given at 8', poor advantage at 19', missed foul throw +47' - I was convinced by his leniency. He kept his hand on the 'overview' (eg. warning at 5'), and the players accepted his approach.

    The match's character changed in the 2H, and became more intense. A player-player conflict at 50' exemplifies this, and both instigators were correctly booked. To be fair to Mariani, I don't think he could really have predicted this 'outburst' based on the players' actions in the specific scene.

    Italian ref missed a reckless stamp at 56' by Germany no.13, and when the same player committed a potential SPA foul at 64', it would have been smart to caution him, also with regards to increasing his presence at that stage of the match.

    Even the English commentator remarked that this game felt like it had potential to 'boil over', and while you felt that Mariani had to 'run the gauntlet' a couple of times (67', 76'), he passed through and blew the final whistle as a winner of the evening.

    I am surprised at the tone of comments about this performance - for me it was a good, expected level one! Also by the assistant referees, who were quiet.

    Managing the game:

    What an exciting football match! Really enjoyable one for the fans, and was a thriller at the end. In terms of game-management (not KMIs), a pretty quiet one for Dennis Higler.

    As in his first match, but in a smaller way, the theme of irritating players with his foul detection / selection was visible (36', 51', 88').

    He struggled a bit at the end of the 1H. Cautioning at 42' (deliberate trip) would have prevented what followed, but Higler just gave an ineffective warning - just shouting at the offender.

    It is to the Dutchman's credit that he sensed he needed to increase his presence, but it seemed he lacked the tools in his armoury to successfully use that information.

    Cards at 48' (trip from behind) and 90' (dissent) were / seemed harsh, though I liked his no card at 56' - sliding careless fouls do exist!

    For the eagle eyed referee observer, you could see that the players didn't really respond to this referee in the best way; we can reflect that Higler is perhaps not the most talented of the twelve referees at this tournament.

    However, that is insignificant in the bigger picture on this afternoon. Dennis Higler delivered this game game, with lots of very important and not necessarily easy incidents to assess - well done.

    Managing the game:

    Halil Umut Meler had to face an absolute war in this match! Especially in the 1H, but both halves presented different (and very significant) tasks for the Turkish ref.

    In the first, he almost totally ignored the LotG regarding sanctions - but managed the game effectively. Mobbed at 9', dissent at 14', stamp at 16', deliberate foul at 30', penalty at 37' - all mandatory YCs, but Meler chose to ignore them.

    Only two sanctions of the half were for a player altercation (25'). Initially, I thought this was an unwise tactic to deal with the ultra-aggressive attitude of the Iceland players (towards opponents and officials).

    But by being proactive with warnings, Meler was successful, even if his acceptance was not great amongst (Iceland) players and he rode his luck at times, especially in foul detection (1', 9', 21', 24').

    In the 2H, there were lots of counter-attacks, which were stopped six times by tactical fouls (or rather five, 63' rather a dive) - each time, the Turkish referee punished the offender with a caution.

    He was still lenient with the physical and dissenting play of the Iceland players in this half, but everyone was more focused on football in the 2H.

    It's very hard to balance this performance - on the one hand it is actually very rare to see a show at this level which bends the LotG so much (especially in front of a senior figure like Rosetti).

    On the other, Halil Umut Meler did remarkably well to succeed in this game, especially taking Sandro Schärer's place at late notice. I guess nobody wants a game with >15 cards and that was certainly possible here with a law-enforcer approach.

    For me anyway - this was a good performance by Meler in extremely trying circumstances.

    1. As someone here said, turkish referees are used to combative and marginally-within-limits games, it is enough to watch a single Istanbul derby (with fans especially) to know that. I am always very curious when the referee decides to make his own rules, it shows remarkable self- confidence, unless it is just a passive approach. I think it is in line with FIFA vision, regardless of what we think about it here :)

  33. Quiet evening for Guillermo Cuadra Fernandez in RUSFRA, after an eventless 2H, with only one more YC shown for reckless use of arms.
    While the Spaniard has passed through this game easily, one could regret he wasn't more challenged, like in his first game.

    On paper he deserves a further appointment, but will UEFA prefer a referee with good display on higher challenging games (e.g Meler) for high profile games ?I guess we will know soon.

    This being said, I'm pleased the trio from Spain are performing well. I had the feeling that De Burgos Bengoetxea would have done well, but Cuadra has substitued him decently so far. In case of another game with good display, it could benefit the UEFA career of the latter.
