My thoughts exactly. If you take away the miss, this has been perhaps the best referee performance so far, in a really challenging game. The miss really spoils it.

Wow, what a game for Sampaio. All YCs were correct, he seems to be in full control of the match. BUT the 2ndYC for POL#2 in 19' was MANDATORY. It was a very reckless use of the elbow. He came with high force and jumped elbow-first into his opponent, hitting the face. Foul was not whistled. FO should have cooperated, it cannot be accepted to miss such an incident. Unfortunately the missed 2nd YC can become more than relevant...

DeletePerfect VAR work by Fischer (intervention for clear careless kick, then no intervention for goalkeeper just on the line/no clear evidence), but Cash HAD to be sent off - the Saudi player had the better path to the ball and jumped with reckless arms at his opponent. It is good that Sampaio is ready to card (though you'd be eaten alive in such a game for not doing so...), but the Brazilian was quite insecure overall IMO, with regards personality, recognition of offences etc.

Then with regard to the penalty intervention we clearly disagree on how a clear careless kick is defined :) IMO there was only a minimal contact to the leg, which the attacker used to perform a wonderful imitation of Michel Fokine’s dying swan. The touch did not cause the attacker to fall, and that’s why Fischer should have kept the on field decision stand as far as I’m concerned. Would a penalty have been given on field, it should have been supported as well.
DeleteFrom management perspective, matches of Saudi Arabia are by far most challenging in the tournament so far. Colina was well prepared and put the referees with the strongest personality to these matches. I wonder who will get Saudi Arabia - Mexico.

If Sampaio had trusted his first decision to refuse the PK and so had refused the VAR intervention, we would praise him to be a hero. But hey, still he was very strong and is an absolute trustworthy ref for tge knock-out phase.
ReplyDeletePenalty - correct decision. Defender clearly creates kicking contact. The contact (knee to upper calf) traps the attacker's foot into ground, impacting their movement. Although intensity of contact is lower, foot being trapped is the key impact.
ReplyDeleteKeeper heel clearly holds line. KSA encroaching player reaching ball first is not reviewable (after miss).
It‘s a bit strange. The overall picture of Sampaio today is quite or very good. He is alert and does not hesitate to give cards if necessary. I do not feel that he loses match control although the match is very challenging. But, as I said, IMO the incident in 18‘ cannot be something else than a 2ndYC. I do not see any room to justify a warning. Sampaio totally missed it. Then, I definitely disagree with the penalty call. Not every touch is punishable. The attacker‘s fall is not natural, it is not a result of the contact, but result of the attacker‘s will to get a penalty. VAR was overwhelmed by the normal contact and thought it was enough. Sampaio, who did not seem to be convinced in front of the monitor either, decided to follow Fischer. Then, after the penalty, he should have given an IDFK for entering the penalty area too early. VAR would have intervened if the player had shot a goal. The biggest issue is that I see no consistency in VAR interventions. Honestly, I cannot explain or guess when the VAR will intervene.

DeleteIt is very difficult for a referee to see slight encroachment (did KSA encroacher's lead foot hit ground or not before kick?). Since a goal is not scored, VAR does not intervene.
Overall, VAR intervenes with clear and obvious errors. So far, their standard has been very solid.
Again Cash involved in foul that could have resulted in 2nd YC.

ReplyDeleteI noticed an interesting fact. Referees with VARs from a different country (so not "their" VAR if you know what I mean) are more likely to be called to OFR. Villareal (USA) supported Elfath (USA) at penalty on Ronaldo, Hernandez (Spain) supported Lahoz on no penalty decision yesterday. On contrary, Klaus went to OFR for minor holding (VAR from Uruguay), Vincic for off-the-ball soft holding (VAR from the Netherlands), Sampaio for soft kick (VAR from Canada).
As VARs would like to "protect" themselves more than a referee if there isn't any bound between them.
I noticed that as well, but it is too small of a sample size for me to call it a "trend" yet, though with more information it could be seen as notable.

Lahoz decision - correct decision on field due to attacker's movement to create contact. Any VAR saying differently would be in serious error.
Others - all had IMPACT despite the contact being "soft". FIFA (and even IFAB in their wording) is wanting referees to focus on impact. A strong challenge/hold may have no impact; a soft challenge/slight hold can have significant impact. This is the art of refereeing at its core and seems to be poorly understood by a few too many here.

ReplyDeleteIf you take away the KMIs, this was a great performance in a difficult match, perhaps even the best performance of the tournament. The game was very intense from the start, but a good disciplinary control convinced players to amend their behavior. His communication, body language, and lack of tolerance for dissent was very positive to see.
ReplyDeleteSadly, his one mistake in the game was a big one: Matty Cash should have been sent off for a second yellow card in the 18th minute for a reckless elbow to the face. Sampaio unfortunately missed the foul.
One more incident to discuss, the penalty kick intervention by Fischer. Was it too soft of a contact to constitute a clear and obvious foul? I wonder if FIFA supports this.
Although a YC might be obvious here, the KSA player also has an onus of responsibility as they go in attempting to win a ball that is clearly being won (position and timing wise) by the Polish defender.
DeleteSo we have an arm put up as a tool with elbow as contact point (normally an easy YC), but the opponent moving in toward it (reducing things a bit).
Certainly worthy a discussion.
Note that referee (at point of contact) is poorly positioned for this challenge and is blocked out by two players very near to his position.
A decent refereeing performance unfortunately marred by a couple of big errors, most notably to not send Cash off for a flailing elbow. Penalty incident is debatable but not one for VAR to be getting involved in, should have stuck with his original call. General foul detection, communication with players etc was good but I can't see past the errors imo
ReplyDeleteA strong performance by Sampaio in a very difficult match, marred by missed 2YC and a soft VAR penalty. Excellent carding and foul detection early on to settle the game down. His isolated appearance might not be to everyone's liking, but I thought him much more proactive than in SENNED.

2 very experienced referees left on the sidelines, unfortunate.
I dont agree in terms of "isolated appearance" he sas very talk-active, giving small warnings and signs to players, without any big gestures and that helped him getting full acceptance and maintaining his full authority, together wuth his impressive mimic and bodylanguage. Good foul detection. The mentioned possible 2nd YC would have been too early IMO, the use of the elbow was far away from a "weapon", so it was supportable to leave the player on the field. By the way: Brilliant management of possible head-injuries, stopping tge game immediately and taking care of the possibly injured player. Only the wrong PK was a serious mistake, but in that difficult match we still saw a ref acting brilliantly, and having a great personality. Congrats!

DeleteFIRST HALF
(2) Tough from the start! Two slightly chaotic play on calls by Sampaio. He was right both times but if you look closely ,in the first he starts running as if to carry on play before changing his mind, whereas in the second he runs quite close after the duel before finally deciding.
(4) No warning after a blatant kicking the ball away but given that the game was still in a ‘flux’ at this point, that’s fair enough.
(5) Correct play on call, very good mimic.
(9) Connection isn’t at the top, but still good warning for what should be a pre-throw ‘tussel’.
(11) Wrong freekick given against KSA, Kanno pokes the ball away before Krychowiak, who kicks him. That being said, very good reaction against mobbing.
(12) Chaoticly managed scene which seemed to go under everyone’s radar but was actually quite a big mistake. Cash 100% fairly plays the ball, and in coming back to penalise him when he got up in a bit of a ‘panic’, Sampaio denied Poland a 1-on-1 chance and probable goal (Lewandowski)!! BUT - justice was served in the end. Sampaio punished Cash, but you can see an impeding foul by Krychowiak who tries to stop a one-two a second later… so, Sampaio WAS correct to annul this excellent goal chance for Poland, BUT he was verrryyyy lucky.
(15) Very good decision for the game - opening YC goes to Kiwior quite rightly for reckless foot-up. After an intense start, this was the optimal moment to ‘draw the line in the sand’ and the Brazilian referee rightly took it. However, he wasn’t immediately convinced of the merit for the caution and it seems that injury/mini-mobbing managed to seal the decision. Sampaio at first defends his call by ‘reiterating’ his freekick signal (14:34) and it only slightly later that you can see that he changes the pace of his gait (:35) and books Kiwior. So not 100% convincing procedure - but most important is the call itself, which was nailed on, both technically and tactically.
(16) Another very good decision to IMMEDIATELY caution again, now Cash, for a clear reckless tackle. Sampaio needed to present himself firmly here, and he completely succeeded, no hesitation at all to draw the yellow card. Good.
(18) Not the best that Sampaio de facto misses this very borderline-to-reckless stamp and only gives the freekick by intuition… however, we are far away from a *clear* missed caution here.
(19) Excellent caution, now the third to Poland, for a tactical foul pretty deep in the Saudi half. ‘Dangerous’ moments for the Brazilian ref as he was now in the hands of the players and had to ‘hope’ that he had called their bluff enough to avoid mountains of paperwork… (hint: it did).

DeleteKMI (20) Unfortunately Cash’s striking foul is the paramount of example of a reckless use of arms, and the player on the team who ultimately won 2-0 should have taken no further part in the game with over seventy mins remaining and the score at nil-all… I looked carefully to see if you can charge the Saudi player with undercutting, but nope, he had by far the better ‘path’ to the ball and Cash only beat him to it by raising his elbow in such a manner.
A clear mistake. BUT, I would like to say this in the defense of Wilton Pereira Sampaio:
a- this offence was very hard to spot from his (good) positiion, according to the diagonal control path
b- the man who *could* have seen it was the Peruvian fourth official Ortega, and I was slightly curious as to how he missed it… and after carefully studying the replays, I worked it out; Ortega is trying to calm down the Poland bench after the third caution to them and isn’t following play, see the screenshot below:

c- Sampaio is pretty unlucky generally with this scene. FIFA have changed their interpretations of the laws in order to almost-always have some LotG argument against an SFP/VC call, and also SYCs (rightly) have to be *clear* and not ‘maybe’ calls, regarding reckless, SPA etc. However, somehow, elbows don’t fit into this idea and are always ‘automatic’ cautions. For sure, Saudi can feel hard done by (and brilliant ‘assist’ by the Poland coach who was recieving Ortega’s explanations ;)), but I don’t think this should count against the Brazilian referee TOO much.
Of course, Saudi no.8’s caution was for an off-camera dissent.
(23) Advantage well-played on Glik’s holding (was it enough for foul anyway?).
(29) Slightly invented freekick call for match control, but okay.
(30) Poland demand a yellow card for Kanno’s handball. In reality, it ought to have been given because a) ultra-deliberate and b) it was actually quite a wise choice by Kanno to stop a counterattack, which is well-disguised by the camera angles but we can be sure it was promising position if they played it towards the near side. Understandably not given by technically/tactically, but, should have been.
(33) Very good no YC for Al-Shehri, just because his sliding tackle foul was by the benches, it doesn’t mean it was reckless!
(34) Hard but fair tackle correctly judged as so by the officials.
(35) Interesting decision went against Lewandowski, at first it seemed bogus to me, but the replays show that he put his leg between his opponent’s (who was in a better position for this ball) to stop him. Good call. Like SENNED, he also waited for the promising chance to peeter out before blowing up.

DeleteKMI (43) Penalty given after OFR! Drew Fischer continues his very good World Cup. I don’t say this to inflame discussions, but as an observation - not everyone lives in PL/BL/NL world where for sure expected call would be play on for “exaggerated fall”. Fischer was right. Is there EVIDENCE of a careless kick. YES! Saudi player, contrary to Qatar/Canada’s, does NOT put his leg in a weird place, he simply wants to move and is kicked. IMO: very good intervention by the Canadian match official.
KMI (46) Fischer obviously checked carefully if there was any CLEAR evidence that the goalkeeper left his goalline. The answer was rightly: no. More interesting is to guess what would have happened if the immediate rebound wasn’t saved.

Surely a retake because:
a- Poland player surely in the arc (though foot isn’t planted it seems…);
b- foot on the line of nearmost Pole so hence
-> c for common-sense at the end.
Tricky for Fischer and crew though and I bet they were glad that instead we had a corner! I guess that the dissent you can see at Sampaio briefly is Poland players pointing out that Al-Breik entered too quickly.
(49) We never get the live sequence, but it seems that Al-Amri was cautioned for clattering thru Lewandowski after KSA were already awarded a freekick for a prior handling. Sampaio’s characteristic many whistles, but it seems wise caution given (also for balancing).
(52) Total dive by Al-Malki who was never struck at all (perhaps he used Bilić logic and just did everything to not be punished himself?). Sampaio wrongly gives the freekick but much better to praise the Brazilian for not giving a caution, rather than criticise for errent freekick call.
SECOND HALF
KMI (49) Actually rather clear SYC missed, at least by the book, to Al-Malki for tactical foul (holding). The promising attack stopped should be quite clear, if well-disguised. I’m surprised that Poland didn’t react more (probably they would have done if they processed that no.8 was already booked - he was the dissent one and likely many players, like the cameraman, missed it). Still, I don’t count this against Sampaio tbh as FIFA will want to keep 11 vs. 11 much as possible, apparently nobody really noticed etc.
KMI (66) Trying to kick the BALL and just missing, only giving your opponent a light kick in the process is the paramount definition of CARELESS. 100% correct non-SYC for Cash here, even if after 20’ it might ‘feel’ a tad sour.
(there isn’t too much sense in detailedly analysing each call in the 2H; after his good work in the 1H, Sampaio had extinguished the match of great tension and ‘secured’ the game; indeed, no cards were actually necessary after halftime as a consequence :))
BALANCE
Wilton Sampaio held his nerve. In one of the toughest games of Qatar 2022 so far, the Brazilian got the game under control despite a frenetic opening period by taking proficient decisions (reading the game well) and sticking to his guns. The caution at 19’ must have been an ‘anxious’ moment, but contrary to eg. Ghorbal who surely would have turned a blind eye and hoped for the best after that, Sampaio’s action WORKED and he succeeded in this game. There were some smaller doubts and perhaps an even more difficult game could ‘blow up’ for him as a consequence. BUT, to be clear, this was an overall positive performance without any doubt.
You can agree or disagree with the penalty call and intervention (for me very good), though I expect FIFA to see it the same way as me on this occasion. The big problem with this performance is Cash’s sparing at 20’. I strongly hope that FIFA don’t reject Sampaio for this, though I guess it is plausible (I reckon they won’t but let’s see). Sampaio did well (as his unchallenged linesmen btw) in a tough game and deserves a third assignment as a consequence!
