  4. The highlights of this set of appointment is surely Kovacs and his big assignment in Barcelona. I was sure about an "upper" Elite, but the Romanian has definitely started his journey to become one of the very trusted referees from the Elite Category.
    Still, I think, quite early to say that he is in competition with Hategan, the latter has a more than huge background and he should be still considerd nr. 1 but it is also sure that in a so long time until today he didn't manage to get a final and now one could say Kovacs is deserving a bit more certain assignments. Let's see however the next assignment of Hategan.
    Gözübüyük will have a very hot game in Porto indeed, while Makkelie seems hidden by committee, after this game, for sure a CL assignments will follow. In case of good performance by Gözübüyük another interesting game in EL could follow as well.
    Schaerer in Bergamo with Velasco is another interesting choice: new Elite referees are followed closely by committee members, after Jovanovic and Kuipers in CL.
    No Spanish assignment for all week's game, and that's very particular indeed, on next week I think we will have not less than three Spanish crews. This could also help in terms of predictions.

    1. German referees without appointments as well: so the question about Zwayer stays suspended. However, after Brych retirement, we have four Elite rather on paper than in reality.
      Only Siebert seems the very trusted, Stieler doesn't get important games, Aytekin is always Low Elite, Zwayer has now this situation... I'm very curious about the latter, I think in case of assignment he will get something like the game of Makkelie in EL First Legs, but for other reasons.

      Zwayer will return in 1. Bundesliga this weekend, so he could be appointed in Europe next week, but I rather expect that for the following window.
      So I think, next week we will see Siebert (CL or EL) and Aytekin (EL or ECL).

  5. Big match for Kovacs, this is for sure the more important news for the appointment and as you said Chefren, we should start to consider him as a top elite.
    Busy period for Turpin just back from the CWC where he refereed almost all matches considering his duty as IV. No rest and no time for his children :-)
    Very low profile appointment for Makkelie and Cakir but I guess in two divergent directions: Makkelie maybe is protected by the spotlight for a further sonorous appointment while Cakir is probably on the descent phase of his extraordinary carrier.
    Happy to see Bastien in a quite important match, good to try to recover him him.
    Finally in my opinion Guzubuyuk is really overrated and for his lenient way doesn't deserve a big match like Porto - Lazio. I see many officials better than him

    1. To add sth on Turpin - I watched all of his SF and most of his 3/4playoff at the Club WC, and I thought the Frenchman showed a simply spectacular way of refereeing IMO. Very good disciplinary control (besides a small epoch in the SF game), and his mimics/gestures/presence/soft skills were superlatively good.

      It wouldn't be wrong to say that CWC games have only tenuous links to how UEFA club comp matches are played, but on that form, I think Turpin is the no.1 of all European referees!

    2. Taylor and Makkelie certainly shows more capabilities on the pitch than Turpin. Not a successful EURO for Turpin either. Top 3 referees on my list are Makkelie, Taylor, Lahoz. I can't choose which one is the "best" (it is just too difficult to pick the best one.......)

    3. Every referee has its strong aspects. It can be facial expressions, a confident body language, decision making, card management, etc. etc.

      In my opinion, Turpin doesn't have the natural authority based on for example his length or his physics, however he compensates that very well with his mimics and facial expressions. This is one of his strong and well-trained aspects- if you ask me.

      I think Taylor, Orsato, Makkelie and Marciniak don't use as much facial epressions as Turpin. They are very calm and confident. Besides that, especially Marciniak and Makkelie seem to rely a lot on communication to manage players.

  7. Millot is appointed as VAR although he wasn't at the UEFA course (at least not on the list from December) - so we now know, that this is possible. Martinez Munuera is another obvious candidate for that.
    In general, the situation with French VARs is interesting:
    Delajod was at the CWC with Turpin, who however mostly works with Brisard in UEFA.

    2. After the live sequence, my first impression had been outside the box and not punishable. Replay confirms that in my opinion it is not punishable because defender tries everything to avoid a contact with arms in rather natural position. The problem with handballs, without VAR, can't be solved, but what I can say is that too often we see easy whistles, referees immediately think that a handball is punishable and I would guess that most of the times they don't take a moment to try to understand more the nature of the action. It is very difficult without VAR, as said, but I don't see other solutions...

  12. Hmm I must say, Makkelie's appointments a bit different since EURO 2020. For sure some potentially problematic matches, but he is kept away from the real high profile games. The only exception was LIV-ATM.

He was shocking in Finland - Russia and England - Denmarrk in addition to Serbia - Portugal and it was clearly acknowledge by the Committee in starking contrast to his fanclub here in this blog. Also I have noticed that some of the Dutch "readers" connected with Kuipers have suspiciously disappeared from the blog since his retirement.

  14. I watched all three of those matches and Makkelie definitely wasn't "shocking" in any of them. There were many comments during the EURO on Law5 where reason, to varying degrees, gave way to passion; I don't think your remark about (now-retired, btw) Kuipers 'fans' is really fair either.

During the EURO I have read many comments from not-so-objective (maybe chauvinistic) people who were obviously rooting for a certain referee and being very negative about strong competitors, however... I don't think those people were all Dutch and obviously it has nothing to do with the discussion icedteatower has opened. :)

  16. Kovács so far with a good performance. A check by VAR for 0-1, possible offside, but the goal was regular. A few later, minute 31', Barcelona asked for a free kick at the edge of penalty area, it happened after a defensive mistake. Could have been even red card for DOGSO in case of whistle (but rather YC for SPA), playing on not a mistake. Now the game can become more challenging with Barça trying to do something.

    2. Of the 3 OFR for handballs this should be the one spotted by the referee all based on the position of Makkelie!! He was standing just in front of the incident based on the video above, the only credit I can give him is that it’s probably a perception error, because of how high on the arm it struck!! Maybe he thought it struck his shoulder.

      The contact with arm is clear, the concept of "harsh" can't be applied to handball, you have just to detect whether there is touch or not and the position of the arm.

    3. I agree with Chefren, one can have an opinion on the current interpretation of handball offences, but UEFA’s guidelines are quite clear in this respect. I don’t see another option as to recommend an Ofr.

    4. IMO the position of the arm is not enough, you also have to consider the movement. If the arm is there only as part of the natural running movement, it would be not punishable, I think. However the arm also moves into the path of the ball, therefore penalty is OK.
      But not as clear as the other penalties today. So here I would use Chefren's sentence from above: "Maybe some German referees wouldn't have whistled it" (or at least some VARs would not have intervened).

    5. The fact that this penalty has been called by German VARs shows us that indeed they are applying committee's guidelines, as Chiagozie wrote below, as well. And that's the only partial solution to solve problem, because it is better that than having some very clear penalties not whistled for too much particular reasons.

  26. Kovács: considering the difficulty of the game and the background, we must start our analysis from a different point of view than Orsato and Marciniak games in Champions League of recent days. This was by far a more important test for the Romanian and I think he did overall very well, showing to committee that indeed he can be a name for something more inside the Elite pool. I found all his decisions very correct, good foul detection, a wise card management, I can't find any very clear missed card or, on the contrary, a wrongly given one.
    Most important thing is control of a so hot game until the end.
    Very positive point: management of added time and YC for time wasting. I also have a feeling that he has a certain ascendant on players without having to do so much for being respected. This is something I don't see in Hategan, personal opinion of course.
    The penalty call, after OFR: no faults at all for him because it was impossible to detect that, ball didn't have a significant change of the path but this is not important, VAR was there to check that touch has occurred. If you ask me, committee can be fully satisfied.
    My mark is 7.9 (8.5). A crucial mistake that stays only on paper.

    1. The only doubt can be about the intensity of the contact, to be honest, not really clear, but in this scenario a penalty call is definitely expected. Attacker tries to jump and we can believe he would have been interested in reaching ball and scoring, without the foul. DOGSO scenario seems quite clear, good to wait before whistle (defender's save on the line).

    In general, that was a normal difficulty game with long periods of very boring game from the refereeing point of view.

    The key match incident was Sheriff's penalty appeal (handball) initially waved away and disallowed Sheriff's goal due to offside signalled by AR2. Most likely there was an offside offence (although the lines were not shown by broadcaster) and VAR checked the previous penalty appeal. The handling was very blatant - arm unnaturally and widely outstretched, never a part of natural movement - and penalty was given after an on-field review. There was a second Sheriff's penalty appeal for handball in 59' but the arm didn't make a defender bigger, so no penalty was the only correct outcome in this case.

    As for disciplinary control, the Dutchman excellently spotted SPA character of tripping in 15' and without hesitation correctly cautioned 3SHE. He could have balanced yellow cards in 32' (high kick deemed as careless only because of the player committing a foul being strongly focused on playing the ball) and in 36' (play-on after SPA impeding in case of FK given). In 45+6', a reckless studs challenge was committed by SHE player but maybe it was smart to close one eye after not sanctioning two fouls of Braga players earlier in the game.
    Another possible yellow cards not given in 46' (step on foot) and 63' (play-on after very difficult to detect trailing leg contact after fairly playing the ball). All in all, maybe not optimal but also nothing serious I think.

    Also it is worth to note that Makkelie was very alert at the beginning with regard to stealing metres at throw-ins. He ordered players to take some steps back several times in first twenty minutes.

    A type of game in which you can only loose as a referee. No occasions to shine as a leader or manager and there always will be one or two mistakes. Today, 7.9 (8.3) would be my mark.

      I think that VAR couldn't prove the evidence of a simulation, but I hardly see a contact there, most is made by attacker. One can maybe accuse the defender of knowing that opponent is behind and then deliberately obstructing him by not moving, but rather a too soft call.

Irrati is very strict with protocol, as long as you can find even a very small contact, he supports, differently from most of the other VARs, in this cas I can easily guess that another VAR would have intervened. Still, Cakir rewatching it would have never whistled. This is the problem of VAR protocol, such situations must be always accepted.

    11. The replays arent great, but I think this PK is supportable. The contact from the defenders hand on the knee could be enough to make him stumble. With no better or conclusive replays, I think VAR was right.

    12. I would support the PK as well. The arm which hit the knee of attacker, doesn't allow him to continue his regular run. We don't know how strong that contact, but with the arm defender enlarges his area and blocks the attacker. It is soft maybe but supportable call.

  37. How did schärer and Gözübüyük do?

    I saw a fraction of the 2nd halve (POR-LAZ) and it seemed pretty calm. Both teams accepted the scoreline and didnt take any risks. Next week is going to be more tensed for sure.

    1. I was live in Bergamo, solid easy game for Schaerer. First atalanta goal was scored by corner kick wrongly given by AR (quite easy to see from the stadium). Olympiacos trainer complaint about the ref but, except from this, I didn't found any other wrong decision from the team

    At first (74:18) possible second YC for reckless challenge, player immediatelt apologized, aware of his action. Then (74:40) not clear contact if you ask me, but rather too passive attitude from fourth official. Maybe reckless however it is not clear based on the only replay shown.

    Maybe he could have booked player, but one can't be 100% sure that player was totally aware about the whistle when he kicked ball away (dissenting gesture of frustration?).

    Also a short remark about some "short whistles" that in this game (especially the situation of the possible second YC, first incident in 75' clip) were very particular, I would have expected a bit longer whistles from most of referees.

    1. I can report that in serie A this season we are experienced such kind of VAR interventions for all the goals in which there is a player in offside close to play, but not playing ball.
      Some goals have been disallowed, among them I can remember Milan - Napoli, I posted the clip on the blog (maybe you saw it) and then another situation as well a few time ago in Torino - Venezia. A player was jumping trying to play ball close to the other attackers and he was assessed as punishable, despite the evidence of this influence was missing. This is a very similar case. Also, AIA said that they followed the guidelines of UEFA and for UEFA it seems as all these goals should be disallowed for offside to find consistency, but I strongly disagree.

      Still, not a very clear replay if you ask me, but I think indeed ball touched directly open arm, in this case should be penalty.
      In Italy referees are very strict with handballs, and that's true, but still I don't understand which criteria are used by German referees and VARs to be honest... accidental can mean both everything and nothing!

    3. In my view, the disallowed goal is simply a mistake. The attacker is not directly influencing the defenders - they are rather concentrated on the player who actually scores with his header.
      I think, directly disallowing the goal would be somewhat supportable on the field because of the visible participation in the header duel (which seems to be quite an important factor nowadays like Chefren said). But the VAR intervention is quite clearly wrong IMO.
      Regarding 2', I struggle to find arguments against a penalty here to be honest. The defender has his arm lifted unnaturally and the ball is expected (long distance, not significanty changed path) - probably, they assessed it as accidental because of the confusing situation with another defender, but I disagree and I would like the VAR to intervene.

      In general, again an unconvincing performance by Benjamin Cortus and I'm surprised that the experienced VAR Tobias Welz showed a lack of accuracy yesterday.

  44. OT: De Bruyne gets taken down by a tactical foul at about 63' in Man City v. Tottenham and then pushes the Tottenham player down with two hands. Taylor gives YC to Tottenham player and nothing to De Bruyne. It's moments like this that makes one lose faith in an otherwise good referee. Likewise, Oliver often does well, but it's hard to forget not giving a RC to the player who ended van Dijk's season last year. Actually, there was no foul called on that play. Even if the ball was already out of play, a RC could still have been given.
