2022/23 UEFA Pre-Season Preparatory Course for Top Referees

The 2022/23 UEFA Summer course for Top Referees will be held in Frankfurt, Germany, from 27 to 29 July 2022. 


UEFA informs that, due to the tournaments and competitions that will be played during the period of the gathering, it was not possible to invite all Elite and Category 1 referees. For this reason, a selection has been made according to the lists below.

The referees not participating in the course will be followed closely and expected to complete the same fitness tests, getting appointments in the period of the course. 

A women-dedicated course will be held later in the year. 

Men's Elite

  1. So I think we could argue that, according to this release by UEFA, there shouldn't be updates of categories this summer (otherwise they would have informed referees), but, as it happened for the last year, all maybe on December.
    Having said that, the Elite referees missing are Karasev, Kulbakov and Sanchez Martinez, the latter because busy as VAR at Women's EURO.
    The Category 1 referees missing are the Russians, the Ukrainians, Schuettengruber (AUT), Bebek (CRO), Kehlet (DEN), Kavanagh (ENG), Pawson (ENG), Tohver (EST), Gestranius (FIN, retired), Buquet (FRA), Frappart (FRA), Osmers (GER), Bognar (HUN), Vad (HUN), Mariani (ITA), Stavrev (MKD), Frankowski (POL), Stefanski (POL), Lopes Martins (POR), Madden (SCO).

    1. To add, since Belarus is not a banned country, the situation of Kulbakov is indeed very particular... being forced to stay out.

    5. I was surprised about Kavanagh, Gestranius and Mariani's missing but now it's clear and justified why. Probably the absence of Pawson says that England has a wide gap between Taylor/Oliver and the other FIFA referees. Said to see that Buquet and Madden, extremely experts, are now out of focus but I guess that time has passed for them and they are approaching to retire

    1. 25' OK, difficult to see from the pitch, correct intervention to change FK in PK.
      35' never VAR stuff, I can fully understand the arguments for calling this penalty very soft, and I wouldn't give it, but once whistled, you can't intervene as VAR.
      62' Interesting that VAR check about the red card appeared before referee showed RC to player, so he communicated to VAR before what was his decision. Then, the rest seems without explanation, once given, you can never change it in YC. I can only find as argument that tackle is not high and the point of impact stays still quite low, but just to find reasons for the intervention, for me it is a clear RC. I think that Collina and Busacca will have many things to explain to VAR from all confederations, some decisions can't really be explained.
      70' penalty that you can whistle from the pitch, normal situation, never VAR stuff, in this case OK to play on.

    2. @62': Probably the referee didn't see the contact with the ball and the VAR wanted to show it to him (some interpretation of the missed incident clause). But if the decision taken by the referee is the better one, this should obviously don't lead to an OFR anyway.

    3. Honestly, I thought this was a good performance by Alex King.

      The first penalty inside/outside is impossible to tell on the pitch.

      Taking the penalty back - I love it, because the defender pulled his leg back in and the attacker only wanted the penalty. Yes, no VAR stuff by FIFA standards, but IMHO the right outcome.

      RC was fine, 4Of clearly communicated that one to him as well.
      Evans may have checked this and the 70th minute situation, but didn't impose himself.

      Overall, I liked it.

    35' There is a clear contact. IMO never a VAR stuff.

  10. Update: Kulbakov has been added to the list of participants, so confirmed that now officials from Belarus have green light, I think the situation before was because still didn't know what to do with them.

  13. It’s quite a small list of Elite referees but I suppose those guys only do Champions League anyway. Yes England Taylor and Oliver elite then nobody in the next tier, this shows how bad English officiating has become
