  1. So, as expected, now the same should be with Foster in Semifinal 2.
    Sometimes I have a feeling that committee already know the referee to appoint but they just wait before official announcement without reasons... clearly if Staubli and Foster are confirmed for semifinal, this was planned by several days!
    Sara Telek is back as AR, a group stage game and directly a semifinal for her, maybe some issues in the middle, good that she recovered.

  3. So, there are still 3 options. Committee obviously knows how to ‘hide’ their choice ;)

    -Frappart in the final if France is out (Qatar - big picture argument bla bla)
    -Lehtovaara straight in the final. I still haven’t found a good argument to keep her out
    -Monzul ….. but in that case, the 4th official assigment in SF is a bit strange. Plenty of other options…

    1. Also, and I haven’t seen this argument yet: if France fails to reach the final, Germany is obviously in. That would mean that Frappart would officiate the final with a team she made a crucial mistake AGAINST. I am really begging UEFA has sent Frappart (and obviously Welch too) home already

    2. I think Lehtovaara would be out if Sweden reach the final. She seems to be ethnically Swedish (her maiden name is Långbacka according to Wikipedia). While I wouldn't want to question her impartiality, I don't think UEFA would risk any media attention to this fact if Sweden were to reach the final.

    3. There are two official languages in Finland; Finnish and Swedish. Lots of Finnish people have names that might sound Swedish to you, but that does not mean they are of Swedish ethnicity.

    6. If Monzul isn’t planned for the final, why was she given a quarter final (the least interesting on paper) instead of a semi-final? While Staubli is a logical appointment for this game, Monzul made a better impression this tournament and also has a higher standing, so why would they not have switched names?

  7. Did you read tomorrow's appointement ?? Monzul is FO on first semi-final. Do you seriously think she is planned for second semi following day ? What happens if she has to come into play if Esther Staubli gets injured tomorrow ? I really wonder if some can read or can understand how are made appointements.

    3. The teams in final are not yet known. Betting on final ref with appoint her in SF could be risky if she has to sub the ref. It's not impossible. I'm not sure UEFA will take such a decision if she wants Monzul to ref final, she would be at rest. I might mistake about final ref and you may be right by saying Monzul, wait and see. Friday we should have the breaking news of final ref by uefa. Maybe Welsh to please you english ref (lol) if France goes to final.

  9. The comment by Anonymous (22:46) made me think.

    Imagine that Staubli gets injured during the semi final and Monzul has to take over. It's a small chance, but I don't think committee would take the risk to appoint Monzul as 4th official in SF if she is anticipated for the final. And besides, there are plenty of other options. It would be strange management.

    Frappart and Lehtovaara are the frontrunners imo, depending on the countries in the final.

    The head VAR's in the semi final are van Boekel and Kwiatkowski with Foster (expected). Tiago Martins for the final?

    1. Van Boekel is VAR on SF1, I don't expect to see him on SF2 as well. It will be the Polish and Portuguese combination on SF2
      As Valeri is AVAR 2 and whomever is AVAR 2 on this SF will combine to be in charge of the Final I would guess

    2. Please read carefully. I wrote that van Boekel and Kwiatkowski are the head VAR's in the semi finals, because I expect Kwiatkowski with Foster.

      Therefore, there is a chance that Tiago Martins could get final. Or the Italians, however they were responsible for the longest VAR check of this EURO, so that would be not deserved imo

  12. Well, with Monzul & Lehtovaara as 4th's on the semis one could argue that they are really hedging their bets on Germany reaching the final for Frappart to take the whistle. The only other choices would seem to be Huerta or Martincic.

      Lehtovaara and Monzul are still in the running. The fact that both their VAR's do not work as 'main VAR' in the SF could be a clue.

      But I agree that Frappart remains a possiblity if FRA is out.

  14. Anyone from inside the camp - does Irodotou have COVID/injury etc? If not, then an absolutely shameful and charistically weak political decision by Rosetti/Damková to replace her. I watched both NEDSWE and FRABEL in full: there was absolutely NO reason to switch out the Cypriot woman at all, who didn't put a foot wrong in either game. The funniest thing would be if Irodotou is the reserve lineswoman for this game (as appointed in all KO matches) as 'compensation'. Does anyone have that info, I don't really have (m)any sources inside UEFA women's?

Btw: Porras Ayuso has also been without fault so far (and we all remember how she played an onside too excellent for Sánchez/Cuadra...), but besides that one incident, is not like the Spaniard was especially excellent, facing difficult scenes, or sth like that. So is not like a SF is 'undeserved' for the experienced (Primera-level) AR. But I'm sure you understand that this isn't the point.

    2. Can we be sure that we won't see Irodotou in the final? Maybe UEFA reorganizes the teams in order to appoint the best ARs available (just as Porras Ayuso did not assist Foster in the group stage)? If Irodotou's performances were really that outstanding so far, I would not be surprised about this option.

    Tbh it sounds like another political decision (and compensation). If we consider that the Spanish VAR was sent home and Huerta was assigned to just 2 games in group stage, after a sound opener(!) under the eyes of Damkova. I'm presuming that Spain was expecting a bit more

    1. For sure. Assuming all published info was correct, they already tried to kick out Irodotou from Foster's team too. Massey-Ellis was down to work with the Welshwoman in FRABEL, before presumably a big internal drama to save Welch from (a 100% deserved) rejection after FRAITA. For all the cr*p that people write about Rosetti giving small associations a chance, he showed his true colours here (eg: no, giving a country's ref chief son a chance in order to secure his own position is NOT worthy of praise). Deciding that a strong performing AR with no lobby behind her is completely dispensible so that he can give sth to a powerful RFEF, keep also powerful Velasco on his side, shows exactly what the Italian really thinks of these small associations.

      Probably Huerta de Aza was pretty close to getting this semifinal too, and it would have been undeserved IMO. Nothing really happened in the opener, blatant wrong penalty (and 84' scenes) + de facto zero disciplinary control in SWESUI. Foster was lucky that NEDSWE wasn't harder, verrryyy passive and not-so-good foul recognition. But she convinced more in FRABEL, focused performance, cards when needed, intervention not really counting against her IMO - but she did miss a clear penalty to France (6') which I saw nobody noticed on the blog (so according to UEFA scale, her mark should actually have been 7,4 max...). Overall, I'd say that Foster is a much more satisfying choice over Huerta for this appmnt.

    5. Did they show a replay, and should VAR intervene in your opinion? I haven’t seen the full game tbh.

      Reality is that the over-all level of refereeing wasn’t that great this EURO. Not a single ref was faultess and stood out for me. That gives committee even more a “free pass” to divide the cake in equal pieces, amongst the biggest associations, to give 2nd chances to referees with a performance below par, like Welch.

  19. What would be the reason that Damkova is observing Staubli and not Foster? Surely Foster should be the one to be observed by the most important member, as she still has things to achieve?

  20. I bring up a name that has not been mentioned here before: anyone noticed that Jana Adámková has been missing out of appointments since KO stage, as referee and fourth official? Could that be a hint that she will get the final assignment?

  21. We don't know what is the reason of so many replacements for assistant referees if compared to original teams and there can be COVID issues, but let me say that I really don't like this management. It seems as in Women's tournaments it is easier to see such changes.
    Unless the Cypriot is again not available (one must write that, because, let's repeat again, we can't know), this treatment is definitely unacceptable. Even more because the replacement is coming from a strong federation if compared to the other.
    Definitely not fair, in addition we know that an appointment for the Spanish was expected, but at the end very likely performance didn't allow that, so they appointed only the assistant referee, to give something to RFEF because Spain has been eliminated.
    That's incredibile, The same officials should be the first people complaining for that, because they are used as committee want. there are strong elements, there are weak elements... as Mikael said this is not written against the Spanish assistant referee, but it shouldn't be done in a fair context.
    Now, into the final argument: I think the most interesting choice will be in case of England - France, and in that case it will be very likely Monzul, despite of having appearead as fourth official. I think they appointed her as fourth in semifinal because they couldn't know before the teams, and very likely it will be Frappart without France or Welch without England. Let's see.
    Impossible to appoint Martincic because if they had to renounce to Huerta, the same after the penalty missed by the Croatian should be applied, at least that.

  24. I hate whatever the "big picture" results this time, their way to doing the "big picture" really breaks the whole system. It's not just a matter of designated referee, from the very beginning selection of the venue has been problematic. How come they chose a small capacity stadiums, I don't know why but this indicates they "underestimate" women's football matches, but on the other hand they always say "gender equality" and so on. At the end, the audience's enthusiasm was very high, the application of double standards which in the end should have slapped themselves right on the face.

    1. At the previous EURO's, there was a game with an attendance of under 1000. In the end, the venues that were complained about the most (Leigh and Manchester) were never sold out, so strategically speaking no mistakes were made. The games in Manchester could all be played at Old Trafford, sure, but a 10% capacity is terrible advertisement for women's football

    3. If you are arguing about the use of the Academy Stadium, you must be clear about which tendencies to emphasize. Old Trafford, 10%? It doesn't make sense if from the beginning the teams that will played in the group were not a team with a minimal fan base (already predictable) but here what is more important is that advertisements should not be done at the academy stadium, the reason for those who are against the venue is why not move to another "city" that has a small capacity stadium as well. The strategy should still prioritize the ethics and dignity of the tournament.

    4. Totally agree, women are not appreciated the same. For example there are only 15-19 VAR cameras at the stadiums eventhough at men's games minimum VAR cameras were 35 according to local big newspaper.

  28. Clear SPA by the Swedish defender, YC intentionally not given by Staubli. You could easily see that the defender thought it was possible to stop the attack by a foul without getting a YC because Staubli would not go for a card so early.

  38. With England in final, Welch out. Now it seems to be an affair between Frappart and Monzul. If England - France, it will be a very big final, because home team vs. one of the best women national team in the world, in my opinion absolutely more than England - Germany.
    Frappart will handle if England - Germany, but in the other case at moment I can't find other referees than Monzul. If a different name, it will be a big surprise in all cases for me.
    We will see.

    1. Frappart has had two crucial decisions so far. One of them was absolutely wrong (which should automatically exclude her from the final!) and was to the disadvantage of Germany. The other one was solved in an acceptable way, but created some headlines and was to the advantage of England. You simply cannot referee an England-Germany final in that case, but I fear that you're right.

      To break the unwritten rule of not giving a referee both the World Cup and EURO's final is one thing (acceptable for me), but surely it shouldn't be used to give a referee back-to-back finals?! If what you wrote is true I will be hoping for a French win tomorrow.

    2. There is no such rule. Dienst and Gonella already refereed both World Cup final and Euro final in men's football, so why not Frappart or Monzul in women's football?

    3. Why not Frappart? Because solely based on current form and latest performances. She doesn't deserve it. Furthermore, others have been better and are more deserving.

      Monzul on the other hand, I am in favor of her being assigned.

    4. Both Dienst (WC 1966, Euro 1968) and Gonella (Euro 1976, WC 1978) refereed back-to-back finals, so, if Frappart gets the WEuro 2022 final after her WWC 2019 final, it will not be the first time in the refereeing history.

    3. Let´s not forget that Lehtovaara missed quite a clear penalty in the first game and wasn´t that convining in the first half in Italy - Iceland. I think the final should go to Monzul, also looking at performance.

    5. Lehtovaara deserved more, at least in my opinion. Contrary to many of the 'new age'-type referees who attended this EURO, she actually showed the ability to solve a challenging game, namely ITAISL. Sure, her performance wasn't exemplery - her theses for success were authority generated from her height and then calls (in that order) - but it deserved some recognition IMO. My strong feeling is that this game would have sunk many of the 'fair weather' refs at this EURO, where too deficient foul recognition / disciplinary would have finally tripped them up. I'm quite sure that the Finn payed for having a less 'scenic' impression than others, and that's a shame tbh.

    2. I would say, that there are 5 quite experienced referees: Adamkova, Frappart, Hussein, Monzul, Staubli
      The others are all on a similar experience level with around 10 CL matches an no previous big tournament.

  43. DFB has made a clarfication regarding handball:
    Still, it is primarily the intention that is punished. Then there is the enlargement of the body area. And here it is important that the referee clearly recognises that this is a deliberate enlargement of this area in order to stop the ball. A "turning away" or "bracing while falling", where the ball then touches the hand, is clearly not supposed to be punishable. But if someone sprawls in goalkeeper style and is then shot at from three metres, he still has the intention of blocking the ball - so that is punishable.

    By my understanding, this should mean less handballs whistled. "Clearly deliberate in order to stop the ball" is quite a constraint for the "unnaturally bigger" condition.

    I don't know, whether UEFA/FIFA give the same instructions.

    1. We all know that, compared to other countries and to UEFA level, German referees (with some exceptions) hesitated more in punishing handballs. Also, German football fans have a different view on what is punishable. They rather want to have less handballs punished. So, the instructions are not very new for the German interpretation.
      Interesting will be to see, how other countries deal with these adaptions. I predict that it will still be somewhat similiar to the interpretation we have seen in the last seasons. Remember, we started with a very "lenient" approach in Euro 2020 but it became stricter over time. Actually, we have already had the intention to tighten the range of what must be whistled.

    3. Well, last season it was not required, that the player has control of the ball to make a "deliberate play" possible - and now it is. So this is a change IMO and explains some of the video examples.
      Now we only need a common interpretation of "has control", therefore they added some guidelines for that.
      E.g. in the INTBAR example, where the defender is in a duel, I wouldn't have said, he is in control by normal understanding. But looking at the 5 bullet points, it makes more sense, because he could see and expect the ball's direction for a sufficient time to react to it.

  45. Once again, VAR failed miserably yesterday. Unbelievable that England's 2-0 goal was allowed. Totally incompetent decision. Clear images show the England player's foot is half covered by the blue line. Good advice to UEFA, hire Jonas Eriksson. There is no one as intelligent, fair and competent as Jonas in the UEFA or FIFA Referee Committee.

  46. It is also clearly visible that it is offside as the shadow from the crossbar is guaranteed to be a correct line. The English player is clearly below the Swedish player. Just need a camera to make a correct decision.
    Not 2 minutes to make the wrong decision.

      E.g. in 29:40 it seemed, that the whistle was already out of her mouth, when the second sound was heard.

  49. Foster has a tendency to whistle / interrupt quite late. She did so in her first 2 games when there was an injury for which the game had to be interrupted, but she just did it with the foul on the French GK as well. First she didn’t give a FK, Germany continued playing and as they were about to shoot she blew for a foul - not pleasant

  51. According to Wikipedia, Cheryl Foster was named on the FIFA referees' list in her THIRD season as a referee; how is this possible?! I know she has superb playing pedigree (63 caps for Wales), but third season?!

    1. If you’re good enough, you’re old / experienced enough. Just like ex-players sometimes get preferential treatment as coach, this could also be the case for a referee (and it probably helps that there are very few female referees so that it’s easier to stand out)

    2. Especially in smaller countries as a female referee it's basically possible to get FIFA within 2 years. You just have to be one of the best ones. And if there are only about 4-6 talented once then here you go.

    3. According to a source from 2015 (when Wales got their first female FIFA referee ever), there were only 20 female referees in total in Wales back then.

    1. I will go for something different and say:
      ENG-GER: Adamkova, Ratajova (CZE), Sukenikova (SVK), Frappart (FRA) - Martins, Godinho (POR), Cuadra (ESP)

      But I think, with this pairing, we now have four realistic options: Adamkova, Frappart, Martincic and Monzul.
      Among those, it's up to anyone's opinion, who is more or less likely.
      Some arguments:
      - Adamkova, Martincic and Monzul didn't have any of the teams. Frappart had ENG in the QF and made a big error against GER in the GS.
      - Frappart goes to the men's WC
      - Frappart and Monzul already had a WC final
      - Monzul already was 4th official in a SF
      - Adamkova wasn't appointed in KO stage at all
      - In 2013, there were 7 different refs for the 7 last games - so that is possible.

    3. with a very high probability of breaking the female football attendances record at the UEFA Women's Euro, here it would be crazy if the referee was Frappart (error againt GER), realistic and political if Monzul (the argument for appointment would make sense and can kill two birds with one stone bcs regional situation now if you know what I mean), whereas if it was based on performance it should belong to Lehtoovara or Adamkova and that should be expected for purely refereeing observers. For me, of course, Monzul is much better than Frappart, I really hate it if Frappart will be chosen because it is clear that it will be smoothing "the big picture" in Qatar in the end.

    2. Because it would be an insult to Monzul or Lehtovaara to make them 4th official for Frappart and UEFA knows that. Martincic did really well for a first tournament, Foster and Welch are out and for me it would not make sense to have someone 4th official who didn’t have a knockout game

      what division does she ref in wales ? does she blows on mens' league in Wales ?

  62. As I have seen many times on this blog, almost all referees have been criticised. Now, however, there is nothing left for Ms Foster to criticise either, as she missed around 4 yellow cards (two in the first 15 minutes) and one of them for stamp on foot against Oberdorf, who would then actually have been sent off with a yellow-red. In addition, she completely lacked game nearness (Was the game too cadenced for her anyway?...) Foul management was set very high, that could have got out of hand now and then. Well, the most convincing 90 minutes were played by Martincic in the quarter-final; she then blew it in overtime...

    How was Staubli yesterday? Satisfying?

    1. I think, the foul (and hand) detection by Foster was actually quite good including finding a appropriate line for the game. The card management was still OK, I would say. I don't think, there were that many mandatory cards missed, but surely some room for improvement.
      However I agree a lot on the "game nearness" (I like that expression). Some late whistles, rarely making more than the absolute minimum of gestures, not explaining her decisions, rarely speaking to players.

    3. You must have watched a different game to me. If you accept the ‘modern’ Uefa / Fifa way, this was an excellent performance. Found the balance very well - allowed lots of play (playing on for nothing ‘fouls’ or when players went down too easily) but gave YC to the players who went too far. Unlike Staubli, didn’t ignore blatant YC offences and served to have total acceptance from players. Calm, professional, firm when needed. Thought it was an excellent performance.

    4. 100 procent agree, a lot at this block only critiscised the referees. Maybe Ms Foster missed some fouls or we can discuss about one or two situations for yellow card. But in the end no big errors. No decision that influenced the game. And for those who only look at mistakes: There will never be a referee who does not make a mistake in a game. But: Referees don't make as many mistakes as players.

I agree that we’ve been criticizing every referee on every possible detail but what I just don’t understand is the passiveness in management which then leads to lack of game nearness followed by missed YC and other key-decisions.. that’s what I like about stricter referees as Staubli (and Monzul) which just won’t ever let the game flow on his on.
      Don’t get me wrong. I’m quite impressed by Fosters performances but in the end, there were thes 3-4 missed YC.

    1. Unless UEFA will appoint a referee directly from the group stage (Ie Adamkova), the most likely choice is Frappart with either Huerta or Martincic as fourth official. Of course, if Germany will not veto Frappart due to her missed KMI against them in the group stage.

    Deniz Aytekin (Germany, Men Elite) surprisingly won't continue his international career after 12 years.
    He ends his duty as FIFA referee immediately, focusing on national activities (Bundesliga, etc.) in the following years.
    As main reason for this decision, he mentions the significant expenditure of time that goes along with international duties and he rather wants to spend this time with family and friends. Additionally, he justifies this decision with his lack of perspective within UEFA refereeing.
    The decision was taken in personal agreement with Roberto Rosetti.

  70. Foster clearly does not have good coaching, she is very delayed in whistling fouls almost like she waits to see how injured a player is before giving decision. She only at this level because she was player. She could improve so much but this was uefa saying that former players can do good and ifab must have pushed cherry foster too. I think if this was a normal referee, then they get sent home

    3. What you see is the future of how to referee a game. The trend is clear and the "trigger happy" refs who always "calls them as they see them", will have to step aside for the ones with a good and developed skill for understanding the game, more than to be able to be a fast executor. The "delay" opens up to play on advantage to create a more fluent game with less interruptions caused by time delaying free kicks.

    1. Was she used as 4th official in any other knock-out game? Calderas had an appointment as 4th official in the quarter finals and with the Copa America directly having semi-finals this might be the closest thing? I don’t think Calderas will be used again
