    1. Very likely, since other Austrian referees did not convince when they were given opportunities.

  2. 2nd penalty decision in Víkingur Reykjavík v The New Saints is terrible

  3. Henrik Nalbandyan (ARM) in Vitória SC (POR) - Puskás Akadémia FC (HUN).
Unfortunately for the Armenian crew, I must admit that they didn't convince too much under the eyes of Konrad Plautz. If this was the real first occasion for a referee from Armenia to make a certain step, we could say that time is still needed and Nalbandyan didn't offer a positive impression, mostly in second half.
The game had a quite particular progress, with a relatively easy first half, and a more challenging second half, but how much referee could have worked more to prevent some situations? And we will discover that for some incidents there isn't, unluckily, a positive feedback at all. If we merely look at the outcome, with an early goal scored by home team, and the visitors never able to make opponents worry, we could even say that this was a fully easy game... but it wasn't. In first half some positive skills by referee were clearly visible, but when things changed 45 minutes later it wasn't the same thing.
He seems to be a very unobtrusive person (maybe too much?), short whistles, few warnings and no gestures after key situations.
He based his first half almost exclusively on warnings, and he tried to continue in second half, but the game changed.
I'm in trouble about the mark, really, because there is a situation extremely difficult to assess.

Replay showed that it was less serious than it looked to be live. I can accept no card.

21' - Off the ball confrontation between two players
      https://streamff.com/v/e6c038
Not exactly clear what has happening, very likely a head to head duel, and referee was very good in preventing something serious. This was one aspect of the positive skills he showed in first half.

      23' - Play on decision
      https://streamff.com/v/8898d1
If this was the idea of referee: "attacker looking for contact", better to enforce such decision with a YC for simulation? The play on in this case looks difficult to explain, replay shows that foul could have been whistled, but one can understand a different point of view, with referee thinking attacker tried to use contact.

      34' - Maybe wrong offside by AR2
      https://streamff.com/v/9bbe7f

48' - YC for SPA - Repeated foul (holding)
      https://streamff.com/v/2a8a0b
      Ok decision.

49' - Missed YC for a very stupid action off the ball
      https://streamff.com/v/e7d3ed
To me, clearly reckless, and a significant mistake by referee in missing it. The first signals of a totally different second half...

52' - Stopping the game or not? Management, no head collision.
      https://streamff.com/v/7947b6

53' - Missed very clear reckless challenge and YC
      https://streamff.com/v/1e88e1
In case of goal, expected VAR intervention, definitely too blatant. The argument "ball before" can't be valid.

62' - Warning after evident pulling
      https://streamff.com/v/7a774c
Still acceptable not to book player in this case. Short pull, no blatant LoR.

      64' - Good ONSIDE AR1 for 3-0 goal
      https://streamff.com/v/b3d9bd

66' - YC for reckless challenge?
      https://streamff.com/v/de7190
And now... we have the most discussed incident of the game. In myy opinion clearly reckless use of elbow if not more (but YC OK), however what about the management? Game was not stopped, to me referee didn't realize any foul, impossible to think about advantage because ball was played by the same team, and then, at the first break of the game, this YC... unless it was for protests, it is a technical mistake by referee, I must say. You can't give a card for something you didn't see, even more because not a whistled foul. Only reason can save referee is protests, but I doubt that.

86' - Following a dangerous collision close to head - neck, breathing issues for a player. Referee didn't notice that and we have a contrary situation than the previous one in which game had been without a forcing reason. Not good management.
      https://streamff.com/v/35fe61

      90'+2 Another head collision
      https://streamff.com/v/57308a
In this case quicker alertness by referee, but still he didn't realize immediately that.

      90'+2 YC for reckless challenge
      https://streamff.com/v/877554
      Correct decision.

90'+8 Kind of reckless challenge exactly during final whistle
      https://streamff.com/v/656fd6
Referee strives for calming down players and a few later he finds the player to be booked. Not a positive impression as final action of his performance.

In my opinion the second half shows us too many deficiencies for officiating at top level. Still no crucial mistake, but maybe a techical one and overall a too passive approach to players. An important development is needed, one could go maybe for 8.0, unclear how to read that YC or maybe even including it...

    1. 1st two clips correct decisions but the 3rd one is not a penalty

    2. 21': absolutely correct decision, the SPA is expected, VAR would back, but a RC wouldn't be 100% wrong and VAR would support as well.

62' : very clear reckless challenge and a mandatory booking.

90'+4: fair intervention by keeper, never a penalty to me, I don't understand the decision making by Kikacheishvili, at first he played on, even with blatant gesture, then the call. I would say that, given such facts, he was maybe informed / convinced by AR1 about the decision, a pity... still nice to see his body language, though.

    3. @Chefren, the referee doesn't call a PK by the keeper (that's why he makes 'play on' gesture) but by #33 in the action inmediately after, Astana defender clears the ball but 'slips' and accidentally makes a tackle on Raków attacker, I think it's a very interesting situation regarding the 'follow-up challenges' debate

      Delete
    4. Thanks for this clarification! And sorry for previous comment :D
Indeed you are right, this call can be supported, but basically people watching football expect a play on here. It is quite harsh to decide for a penalty, I also think that he was really close and maybe he made exactly this reasoning. Under this aspect, observer can back, but for me must be something "more reckless" for a penalty, after having played ball in that quite clear way before. The contact is extremely low and not really dangerous for attacker.

  5. Jérémie Pignard in Levski Sofia - PAOK.
At first, let me say sorry for the quality of videos, but I think we can still manage a decent report, then I must also add that broadcaster was not the best, several replays were missing and it wasn't exactly clear what had happened in some circumstances, however, apart from the clips I made, I think there weren't further important situations.
Great atmosphere for this game in Bulgaria: full stadium and many fans for what we can describe surely as something more than the games we see in these rounds, given also the pedigree of the visitors from Greece. The game immediately found its outcome, with Bulgarian side scoring two goals in the first part of first half, and this was the key of their success. In the rest of the game PAOK tried to do something but they didn't manage any effort.
The difficult can be described as normal, but extremely close to quite challenging for the atmosphere, however referee was never in trouble in this game and he did overall well. Good foul detection, reasonable card management, he seems to be (French readers maybe can confirm) a referee that doesn't wait too muich with warnings or management before booking players and he has a quite active approach to the game. In addition I can report a few penalty area incidents, but let's say nothing really "serious", at least in my opinion. It is interesting to point out that almost all cards issued were given for holdings in different contexts.

Very fair game when the two goals were scored at the beginning.

    23' - Warning
    https://streamff.com/v/5dd413

    28' - Holding / SPA
    https://streamff.com/v/ac7f07

34' - Strong tackle, on the ball
    https://streamff.com/v/a868f6

    41' - Penalty area incident
    https://streamff.com/v/a0cb57
In my opinion a penalty that you can whistle for a careless use of arm (let's remember the EURO game with Frappart...), but absolutely supportable to play on. Never VAR stuff, also, one can have the sensation that it is attacker to go "under" the arm of defender, I know this isn't an argument and penalty can be whistled, but to me never the real idea of an expected whistle.

43' - Warning after late challenge
    https://streamff.com/v/4ea4c0

    56' - YC for holding / LoR
    https://streamff.com/v/ff2475

    68' - Penalty area incident
    https://streamff.com/v/55954c
Nothing to report, still a better replay would be needed, but I think basically attacker fell alone before and then he committed foul on defender.

75' - Another holding and YC, Reported by AR1 as well
    https://streamff.com/v/795ec3

81' - YC for an off the ball charge, not a violent conduct, one can agree
    https://streamff.com/v/8cf03f

83' - YC for reckless challenge, I think, after advantage, well played. No help from broadcaster, we can't know more about the foul. Still good by referee to find again the player, later on.
    https://streamff.com/v/ef2066

90' - Quick counterattack after corner and another correct YC for holding / SPA
    https://streamff.com/v/0c4582

I think it was an expected level by referee, to be mentioned an important offside call by AR2 in first half. The mark can be a full 8.4 if you back him for the penalty appeal. Normal game.

    1. Rewatching the clip in 83', it is possible card was given afterwards for protests, as the PAOK player fell down after a contact with opponent, as well. In case, advantage without booking the player. Still, we must trust referee.

Bonus clip: 2-0 goal, checking carefully, unclear whether the attacker close to keeper was in offside or not at the moment of the shot, if so, he could have been assessed as active due to his position, but it stays as too theoretical, never in reality, I think good decision to allow goal, impossible to make a save and I think there wasn't a real impact.

    2. Thanks for the clips !

As his countryman who often watches his games, Pignard is the biggest talent France has to monitor at the moment, closely followed by Delajod (the latter being younger).
Back when he was in Ligue 2, he was already above the other officials in terms of leadership and body language, very mature displays that one could recognize from an international referee.

His style relies a lot on an active appraoch, combined with a very confident self-presentation, which works well for him domestically (he is quite trusted by the teams to lead the game).
His refereeing's philosophy reminds me of a quote I heard from Busacca: "A good referee anticipates the problems, and don't wait for them to come". He's very proactive and don't hesitate to show cards when needed (switch to a law-enforcer appraoch), while often being able to win over players with personality and warnings.

What makes me think he has all the tools to succeed in UEFA is his versatility/ his ability to adapt his refereeing to the different types of games he might face. A natural talent which can aspire to reach more, IMO.

    1. Thanks for this work! I see the classic Chiffi, always afraid of entering more in the game, a few cards, many play on. Regarding crucial incidents, excellent spot of the handball before possible goal, but for me YC for simulation to be issued in the other case. I really see this trend of going on at all costs, hoping that in the game nothing will happen, without using personality. I also noticed an extremely standardized body language when whisling a foul, that I didn't remember from his serie A games. I would say mechanical refereeing, I don't see something more in him, I hope I can be wrong, but first matter is personality and maybe with the challenges in this game he could have shown something about that... overall not a bad referee, but for me limited to his work.

      Delete
    2. I share your impressions in general. Orsato's or rather current Italian style - distant, rather serious presence, not talkative, lenient, just doing what is necessary and no more; I have a gut feeling that he can reach something if consistent enough and improve some aspects like personality / visible leadership, ability to recognize moments to come out of the shadow in order to ensure better control.

As for the performance, two correctly rejected penalty appeals (2', 53') were most important, YC for simulation would be preferable in the latter incident, imo; some cards possible for SPA-like infringements (19', 20', 41') but not giving them was most likely optimal for UEFA as they were no 100% SPAs; two step on foot fouls without sanction as well (24', 84'); very interesting if the card for controlling the ball by deliberate handling is the new UEFA's trend for this season or he did something commonsensical and booked a player for unsporting behaviour when it should've been but is not done nowadays (52'); unfortunately, I think he lost focus in the last ~15 minutes, allowing too much and not being enough preventative - the poor use of advantage in 90+2' was something strange...

  12. Tbh I'm quite curious about Soto Grado in PAOK-Levski tonight. I think it's rare to see a referee in his very first calendar year as a FIFA referee to be assigned such a game (in terms of atmosphere in Greece, two historic clubs with big fanbases, possible 'geopolitical' component...)

With PAOK needing a comeback after 2-0 in 1st leg, the game could be very interesting if they score the first goal.

    1. Dear me.

When did Phil Dowd move to NI, change names and become a FIFA ref?

Classical British style. Lenient, passive, and then yellow cards for stuff that aren't actual yellow cards.

And a very clear penalty in overtime...

I'm not the kind of guy who says that all referees should be athletes or make the same kind of gestures, by no means, this guy's fitness and body language is also bad.

      Delete
    2. I was shocked by the amount of rough, cynical challenges of KR players that went unpunished. Absolutely no control over the game and players' behaviour (don't even talk about prevention or anticipation - how can you not even detect the fury of 8KR in 90+3...). And indeed, there should've been a penalty to Pogoń in 90+1' - clear careless kick and the exaggerated reaction shouldn't matter in this case. In 71', I think there was a missed handball (unless it's deliberately played by the KR player himself, replays are not the best) in a quite interesting SPA vs DOGSO scenario. What would be your choice in case of punishable handball?
