    In my opinion the intervention by VAR is correct, clearly defender didn't play ball, but there is something more to say. One could maybe have the idea that attacker deliberately put herself between defender and ball to get the foul and the penalty, the contact happened a few later and it was less evident than the regular interventions by VAR that we see. Reading some comments written yesterday, I think that this can be the reason for which some pople don't agree, but in such a situation you can't expect a different call than penalty, attacker was very clever. In my opinion the contact could have been avoided by attacker and maybe this makes the incident particular, but main argument is that with that tackle ball was never reached. Also,I think Martincic couldn't do a proper assessment as she didn't make any signal, so even more expected intervention. Going for a "not enough contact" makes this situation too sophisticated than it is.
    Having said that, an OFR that could (should?) cost the final to the Croatian, who had been quite good until that incident, but it was very decisive.

    1. Clearly a foul and one the ref (with AR if needed) should have given without VAR. Whether the need for VAR to ‘save’ her costs her with Uefa, I don’t know.

      A lot of fouls these days are ‘bought’ by the attacker who deliberately puts themselves in the position at the last moment that the defender goes into the back of them. It’s been accepted that the onus is on the defender to avoid it.
      However, the type of ‘foul’ I wish were highlighted is where the attacker suddenly and unnaturally puts his/her leg across the front of the defender, causing contact the lower leg/calf - this is effectively a foul the other way, tripping/impeding the defender but often gets given as a penalty.

Yesterday’s penalty for France was for me a more “clear and obvious” penalty than the one whistled in NED-POR after requested OFR (Valeri), as the intensity of that contact was zero and where we needed a super-slowmo and magnifying glass to see the contact. I hope we won’t see an Italian VAR in the final tbh.

    FRA-NED was (at least) “reckless”, no ball played, therefore clear and obvious mistake and correct OFR. Sure, smart movement by attacker but we can’t consider that. Simply stupid defending by Janssen

    1. Of Monzul gets the final, it will be an Italian VAR (again). We already saw Italian VARs in the men Conference League final, Women CL final… The favoritsm continues. And I don’t like how VAR is used in Serie A at all (too much ‘nitpicking’) and still they are always favored because of Rosetti.

      Kwiatkowski or Martins deserve the final. Very reliable VAR’s.

    And so it has been since the beginning of time. Providing attacker does not make contact with defender and is still in playing distance, surely they can stand/place their foot where they like?

  5. to the dear readers of this blog, has anyone seen almost every match? i am interested in if we can give an "average mark" for the tournament so far. when we go by uefa scale 8.4-system i think we would be somewhere at around 8.05-8.15? or even less? i see at least 1-2 missed/wrong card per match? plus now at least two dozen on-field-reviews...and more than a handful of missed ones...and that is only the technical aspect where we not talk about the positioning, the personalitay (if available) or stuff like teamwork...the level of refereeing is really worrying...was it that bad in the past, like in france 2019? and i must admit the level of refereeing really kills the joy of the game, sadly...

    61' Missed YC for reckless challenge

    Monzul was looking at the incident, but she didn't make any signal of advantage, the choice of a warning for the same player 10 minutes later makes me think she didn't detect what had happened, very strange because positioning was good.

    63' Penalty appeal for handball

    The last replay shows that ball was rather hit by head, but still not 100% sure. Nevertheless, even in case of touch by arm not punishable because not increasing body's volume.

    72' Possible YC for reckless challenge

    The same player involved in the previous situation, giving a warning in this case means that referee was not aware of what she had done before, and ending the game without a card for the player it was more than a success. Nobody would have complained in case of red card after second YC.

    78' Management of a confrontation

    In nowadays football it is mostly done without cards but only talking to players. Many years ago confrontations (even more the mass ones) meant always at least a red card to be issued...

    In these videos I think that we can find the trend of modern refereeing, apart from the incident in 61' for which I think she was absolutely not aware, otherwise maybe she would have issued a warning. All these decisions were against the winning team, so nothing to complain by the other side and that' s another argument...

  7. I saw many games. Not all, but i have the same opinion that the level of referees ar worrying. The question is: why? one person wrote that Uefa observer don't give good marks on games that should give a good mark. I've heard that too. this between 8.0-8.2. so that uefa did not intervene. that's not how you get the best referees together for a tournament like this. one should also get judged on the performance of the referees in the domestic games. which league, which level. like others, i missed referees like kulcar, antoniou, grundbaher, zadinova, urban. I hope to see some of these people next time.

  8. I think kulcar is pregnent and zadinova has stopped after second child. Grundbacher was last year in germany my country and wistle a friendly game from our A National women team again Norway. She is great! I dont know whats happen with her now. I don't know the others.

    1. Grundbacher is still refereeing at 3rd highest men’s level in Switzerland. But swiss comittee doesn’t want to have 2 female referees at the same time. As Staubli is refereeing Super League, Grundbacher is blockef by swiss conservatism

  9. Interesting that Mukansanga (who's going to Qatar) has been appointed to the Women's AFCON Final.
    Question for others: If France fail to qet to the final, Frappart to be appointed?
    Something tells me this is what UEFA want!

  10. I just wondered who would be the most likely candidate(s) for the final when UEFA applies the common rule to

    - not appoint the same referee for more than one EURO final;
    - not appoint the same referee for a World Cup and a EURO final;
    - appoint a referee with the experience of former major tournaments.

    Applying these rules, Adamkova and Hussein would be the most probable candidates - each of them with the experience of the World Cup 2019 and a Champions League final ...

    1. Neither of them are real candidates imo, 2 who would fill those criteria are not there for different reasons, which screws UEFA now: Pustovoitova (RUS) and Kulcsar (HUN), with the latter being the favorite had she been able to attend the tournament, I think.

      Unrelated question: what happened with Claudia Umpiérrez? She was the favorite for the 2019 World Cup Final if I remember correctly, but she hasn’t been called up to the Women’s Copa America. Is she still active / can we expect her at the 2023 WC?

About the possible appointment of Frappart for the final (waiting for France game), I think a possible argument is that all people are expecting her to officiate the last game of the tournament because she has been selected, as only UEFA woman, for WC. So for this reason she should be the best at moment. Appointing another referee, without France in final, could maybe lead to some contradictions. For example in case of Monzul, one could ask: "so why not Monzul at WC?". Frappart must be the best referee.
    Well, I disagree with this potential argument because all tournaments have a different story, but in the big picture... we must also remember that she never officiated a Women's CL final, but she officiated Women's WC final. Maybe it is time for her to get something very big in UEFA' women. We can also remember that one year ago he had the opportunity to officiate Women's CL final, but she was out very likely due to a poor performance in KO stage before, this surprised me, because it was absolutely expected, without French teams, to see her. So we must wait for France game but I think at moment it is difficult to think to a third name for the final if not the Ukrainian or the French. About the latter, the mistake by VAR seems to have been paid only by VAR himself. Let's wait for the next assignments.

The argument of her being poor in the KO stage of the CL and not giving her the final because of that would be very ironic, as she has been poor all tournament here - so her being poor in CL leads to her not getting CL final which would lead to her officiating the EURO final despite her being poor during the entirety of the tournament. That sentence alone should be more than enough to reconsider every single position in the referee committee

    2. Yep I agree Chefren - the bigger picture for me is the World Cup in Qatar. Hence why I mentioned Mukansanga, so CAF got what they wanted, I would be surprised if UEFA didn't want the same and are wanting Germany in the final.
      I also think it's hard to see beyond Monzul and Frappart if I'm honest

Watching Frappart many a time in the French Leadue 1, French Cup and at Internationals, including as VAR, I came to the worrying conclusion - her foul detection is more guesswork than understanding, as I never saw a clear line or consistency in any given match.   13. but regardless of who led the final, with her performance in this tournament so far Frappart is not worthy to lead the men's World Cup even only 1 match (only to break the record) is very unworthy for her (she is only category 1 at the men's level). I hope that my worries wouldn't happened that "nonsense" political interests such as gender equality could be very influential at the current level of football.

  14. Of the referees 5 were not involved in QFs. From those 5 Germany and Sweden have both progrssed suggesting their referees' time is at an end.
    This will mean at least 1 of the QF officials will be involved. Frappart and Welch out.
    I think Monzul for the final, possibly with Martincic as 4th.

  15. Eng v Swe is the slightly "easier" game & it would not surprise me if UEFA chose to reward the Spanish referee who shows great promise. Ger v Fra could be very tense and the choice would probably favour Staubli over Foster, the latter impressed in her CL SF as well as her 2 group games whereas Staubli has the experience and has had relatively easy group games. Monzul has had straightforward group games and her QF performance was OK but not outstanding. Martincic had the hardest QF as well as the "potential to become fraught" NEL v POR group game, not error-free but pretty consistent. 3 games, whoever is chosen has to be on top of her game. If none are mentioned afterwards, they'll have done well.

    1. Martincic did really well in her games during regular time. Sadly, the extra time in FRA-NED was among the worst officiated parts of this tournament. It’s a pity, since it really was the final stretch towards a possible great achievement, but another game would be too much in this case, maybe she can be 4th official. She has, however, still a lot of years and tournaments left, so she needs to learn from this in order to present herself as a very strong candidate in future tournaments.

  16. If France fails to reach the Final. Guaranteed it's Frappart's Final. Not because she deserves it. Based on her performances, she doesn't. But because the UEFA Referee Committee will continue to go out of its way to cater to her.

    If England fails to reach the Final. It will be Welch in the Final. Not because she deserves it either. But because there has to be some sort of English representation in the Final to please the host English FA. So Rosetti and his referee committee will continue to bend over backward to please them.

      There were already two referees (Dienst - SUI and Gonella - ITA) who did both finals.
