  2. We can assume that Skomina and Brych are there due to their previous performances in Champions League: Valencia - Juventus and Hoffenheim - Manchester City.
    Not a good news for Královec to be appointed in Europa League, it seems as he can't keep a high standard, it was reported here on the blog that his performance had been overall maybe close to expected level but with some small mistakes. If you ask me, at a certain point one could also say that he never fully convinced as Elite referee.
    Kehlet, among the referees who got their CL debut, is the only one who will appear in EL as second appointment: clear signal that his performance was assessed as not so much good. We discussed about some incidents here on the blog.
    I'm very glad to see debuts from Albania and Bosnia & Herzegovina, fresh blood in Europa League as well.
    Good for Guida that after his first game, he immediately gets the second one with Herbert Fandel. This will be a big test. As I said in another discussion, after 4 years of "nothing" as Category 2 referee, now he is catching the big chance.

    3. I had forgotten Gil Manzano, indeed, soft penalties in Gelsenkirchen. But what about Raczkowski? I don't remember significant mistakes in Roma - Viktoria Plzen.

    4. About Guida in Derby della Madonnina.

      I agree with fednik, overall good performance.
      In my opinion, he missed a RC for Biglia, very dangerous standing leg tackle made with a high intensity. VAR Irrati supported a YC.

    5. YC is acceptable. Strong contacts with ankle are usually deemed as only reckless in UEFA nowadays. One can argue with that, but refs have to adapt their rules.

      As for Raczkowski, overall it was an expected level performance in an easy game. However, with an observer being strict, he missed 3-4 yellow cards.

    6. I disagree, look how he traps Naingolan's leg together with his knee and other foot, and this is only a slow motion replay not showing the force.
      I agree if it was just the strong ankle contact then YC would be the solution.
      It reminded me a bit on situation from last RAP in FEY-MNC with Marciniak, where UEFA asked for a RC.
      Naingolan had to be substituted after this tackle, which is self-evident of the danger of tackles like this.

    9. I think it was impossible for Guida to make the correct assessment live, at the same time I can agree with Irrati that this was not a clear mistake, so you have this result. The decision that all referees would take as standard one in this case: YC for the player who tried the tackle.

  4. Good matches for Nijhuis and Blom btw. Rangers is never easy and the same can be said for AC Milan - Betis.

    I don't think we should look for too much behind Rackzowski. Not all of them can be appointed immediately in CL again. There are more matches to come.

  6. These appointments allow to see the difference between the French league and the Spanish: the Clasico will be refereed by a FIFA 2nd group, and the French classic by an Elite. Could you see Millot or Letexier on an OM / PSG or Lyon / OM?

    1. They definitely could, but a more experience referee or one from the top 3 (Turpin,Bastien,Buquet) is usually chosen for OM / PSG , OL / OM and OL / ASSE. I hope they will have the opportunite do handle one of these matches this season.

    2. Well, Millot can't officiate PSG since he's from Paris and he's done Marseille-Lyon last year in the French Cup (but if IIRC, it didn't go that well). And at the beginning of this season, he was chosen for Monaco-Marseille (also normally officiated by the big four, e.g. Turpin, Buquet, Bastien and Gautier).

      Letexier will still need a bit of time before he can handle these clashes, but he is the French future of refereeing and has even had other hot games (e.g. Metz-Nancy in 2017, hot derby usually and that one was crucial for both teams in terms of relegation - Monaco-Nice, Bordeaux-Lyon, Monaco-PSG).

      Schneider had quite some good games during 2016/17 (including the League Cup Final), but after that his form dropped a bit.

      To speak as well about Lyon-Saint-Etienne (mentioned by Nathan): undoubtedly this is always the hottest game in France and normally it was officiated by Tony Chapron (the only occasion to referee both teams for him, because he lives in the same region).

      Short: other referees don't get these games simply because they are not experienced enough (e.g. Letexier, Brisard - but I expect both to handle such games in the future) and others simply do not have the level (e.g. Abed).

    1. 1) Penalty is a correct decision, I think referee missed the touch so it was justified to invite him to rewatch.
      2) Since the ball is not played by defender, in this scenario I think this action was enough to assess the incident as foul. Obvious mistake for a missed RC? This is the big question. I think if referee makes an OFR there, he whistles for sure foul and he issues RC, but "obvious mistake" stays sometimes as very difficult concept. One must be sure about the foul and then that it was a DOGSO. I can understand the reasons for which VAR didn't intervene but at the same time I would have liked an OFR.
      3) In my opinion correct decision, the action by Robben can be assessed as reckless foul.
      4) Not a clear situation. In this case VAR should have intervened only to assess INSIDE / OUTSIDE in case of foul whistled against defender.

    1. I am not impressed by Kavanagh, his foul detection is rather poor. But the biggest problem is that he is lack of soft skills and he has no personality. Not a great leader and his body language gives the impression that he is not confident at all.

      It's just poor that in England basically if you become top level referee that means you will be automatically a FIFA referee.... And it's even more unfair (compare to smaller federations) that they start in the 2nd category on UEFA level...

    5. Well, the foul is made even before the pass by teammate... still YC in my opinion. In any case, a very particular situation. I don't want to say that RC for DOGSO is a fully wrong decision, but for sure also in this case one can't be sure that player would have controlled the ball.

  16. Moen has been assigned a huge match in the Norwegian premier league this weekend, between the top two teams, a match that might decide the league title with only four match days left. I dont know why he has not officiated a match in over a month in Norway, his last assignment was as 4th official a month ago. As said over, he has not performed at the highest standard internationally in the last years, and was demoted to 1st group last year. But if he can up the game, he still has some years ahead of him internationally I think. Maybe UEFA are awaiting his performance this weekend to assess him for the last part of the group stage.

  18. I watched Sergey Ivanov officiate Dinamo Moskva - Zenit St. Petersburg on Sunday, ahead of his EL debut. He showed to be a good referee, his soft skills impressed me, but I think he missed a RC for violent elbow (12') where he only gave a caution, and could have avoided his 2nd YC with a bit of management. Good luck to him Frankfurt, he should have good chances to attend UEFA First Category in his career for my taste.

    Victor Gomes showed a very convincing performance in Setif - Al Ahly, CAF CL Semifinal. His player management is a fair distance above solid, making him one of Africa's best match-managers. Besides his irritating use of advantage, we should see him in FIFA U20/U17 WC next year as a promising referee.

    2. This is a ridiculous reaction, Sheriff. Everyone can make a mistake. Haven't seen the situation involving Blom, but referees make mistakes. Blom has always been an over-all reliable referee, which is why is is trusted by UEFA with so many matches.

    3. I have nothing against Dutch refs in general but Blom is not as reliable as you say. There were several high-profile mistakes from him in the past and yesterdays performance was very unsure. He allowed some rough tackles without punishment and then booked Morelos for virtually nothing. Though to be fair to Blom the match wasn't easy to referee, high tempo and play-acting from both sides esp Spartak.

Yes, he lost quite a bit of self-assurance inducing not so perfect performance in recent months but his matches are quite OK and yesterday’s is no exception. He needs matches to regain self-confidence and it is unrealistically to expect that his performance is going to be flawless. He is human after all. So Sheriff please do not demean the referee unless you know everything about him and the background for his ''not so good ''performance lately.

    7. It's really un fair to blame Skomina; I didn't see yesterday match but it's out of discussion that except to last year semifinal in Roma, he always had outstanding level of refereeing. Probably somebody cannot appreciate his style, but very rarely he shown crucial mistakes and his matches were always under control. Eriksson was a master of lenient style in the matches, but nobody were complaining his performances even if very often the control was lost.
      Yes Skomina probably has reduced his self-confidence due to low recognition obtained in spite of great performances in the past (See champion league final). IMO Rosetti needs him and cannot sleep very comfortable if he leave the pitch, especially now that Uefa is missing Kuipers, Mazic and soon Rocchi and Undiano.
      One question: Mazic and Kuipers will leave end of December ?

    1. So what if there is a big injury for example minut 55 and they add 10 minutes extra and the minute 92 there is a big injury and the player must be replaced, are they supposed to play with 1 less?

      Not an appropriate solution. Just stop the time as soon as you blow the whistle for the sub and start the time when play is restarted.

    2. Or do what most referee's shy away from doing. Add the appropriate amount of time when a team uses substitutions as a time wasting tactic in added time.

      So many examples of a referee adding lets say 3 minutes, having a substitution made and then ending the match at the 93rd minute without adding time for the substitution.

    1. I can add to f's post with some words on the AFC Champions League Semifinal returns, as promised.
      ------
      Valentin Kovalenko, no2 referee from Uzbekistan, handled Persepolis - Al Ahly at the famous Azadi Stadium in Tehran.
      Absolutely solid performance from the Uzbek. For the most part, match was actually pretty friendly, but the referee was there when he was needed. Only YC given was correct, no others were missed. He managed the game using verbal warnings, to both GKs for time-wasting, and most importantly during a small confrontation in the 2H.
      Al Ahly did everything to gain penalty decisions in 2H, and Kovalenko never whistled one. He showed a world-class decision not to give a penalty at 76', in live I was totally convinced it was a foul, but replays showed referee got it 'spot on'.
      Kovalenko is the antithesis of his compatriot Irmatov. Said with all the respect, not the most naturally talented referee, and without the flamboyancy in player management, and ready to use 'un-modern' authoritative gestures (he reminded me on David Fernández Borbalán a bit)- irrespective, he really 'got it right' in this match, and succeeded totally in his management on the pitch.
      We should expect to see this referee at AFC Asian Cup 2019.

      Mark Geiger was invited as part of a AFC-CONCACAF exchange program to officiate Suwon Bluewings - Kashima Antlers.
      American whistled a good match, very good disciplinary control and exceptional positioning and movement (his formula for success in his matches). Maybe he missed a RC at +94', which actually could have been avoided by whistling the offside that AR2 flagged. Still, I have the impression that he whistles 'on the edge' in every match he referees, but this not necessarily a bad thing, so long as the match doesn't 'boil over'.
      A possible explanation for this was offered by the user refinho, during the last WC-

      FIFA made an unfair designation to send Geiger to ENG-COL, against the background their instructions disarmed him; in my opinion, I don't really blame him too much for what happened.
      I wonder what is left for Geiger, as he won't attend WC 2022. Gold Cup Final? Anyway, he should reflect on a great career when he retires.

      As "f" eluded to, Bernard Camille returned to top level of CAF refereeing. I watched him in ES Sétif - Wydad Casablanca earlier this month (CAF CL QF), and he showed a convincing performance. Shame he got injured (?) as IMO, he would have been a better option than (at least) one of the CAF officials who attended last WC.

  38. Marco Guida in Standard Liège - FC Krasnodar.
    This was his second EL group stage game, after the debut made three weeks ago on MD2.
    Overall the game has been not challenging for the Italian crew. There weren't really crucial situations in penalty areas. Both additional assistant referees with an expected level perfoormance.
    Foul detection by referee was in my opinion at an expected level, but maybe something still missing for saying "very good". Here and there referee gave the impression that he would have whistled some situations if he had spotted properly them. However, not a big issue in the overall context.
    In first half there were some positioning problems (you can watch the video in this regard), referee didn't react in due time, he could have avoided that.
    The two YC isseud were fully correct, about the second one, it is not clear the real nature of the contact, and one could even discuss about a straight RC but the evidence is missing. It was a blatant foul to stop a counterattack in the last seconds of the game.
    In first half, the only situation in which another YC could have been possible (raised leg hitting also the opponent, after the ball, so direct free kick).
    Good performance by both assistant referee. AR2 more challenged than AR1, but the latter with a crucial ONSIDE in occasion of the goal scored by Krasnodar for 0-1 in first half. AR2 with, among other decisions, a very important offside flag in 54'.
    I think this performance could be assessed as expected level by Fandel, no real problems, but one could have expected something better in the same context and for sure referee has some points for improvement. My mark would be in the 8.3 area.

    Starting from Monday 29/10 to Thursday 01/11 there will be the second UEFA course for VAR introduction in UEFA competitions.
    In addition, the last day of the course (1 November) a meeting between the group of Elite referees (25) and the committee is planned.
    Hopefully we will get more infos on next week.
    I don't know whether the referees attending this second course for VAR are the same of the previous one or another selection has been made.
    It is also something new that committee meets all Elite referees when group stage of CL and EL is exactly halfway through the course.
    That's another good innovation.

  41. Good/expected performance by Cordero Vega in Espanyol-Valladolid (very interesting clash for a "newcomer" as both teams are currently in European positions)

    Great disciplinary control, almost full acceptance from players (besides a YC for dissent in very last minute after a goal in injury time), okayish foul-detection.

    But... as too often in Spain, bad injury time management. Cordero Vega decided to add 4 minutes, and with a free-kick goal being scored and celebrated in 90+1, he anyway whistled in 94:10.

  42. I can report another very good performance from Bartosz Frankowski. In hot Tricity Derby between Lechia Gdańsk and Arka Gdynia he showed ability to handle hot clashes offering high level of anticipation, prevention and game feeling.

    Instead of two quick yellow cards, he warned one player from each team. Then, with two VAR interventions (disallowed goal due to offside and penalty given for handball) and usual tensions he was able to control everything with natural authority.

    The procedure of showing two yellow cards for dissent after penalty award was outstanding. Six YCs in total (one second YC to Arka player), all mandatory.

    2. Good performance by Massa with a reasonable YC for simulation, among other decisions. Excellent performance by AR2 Peretti. It is very rare to see an AR so busy getting everything right. He disallowed two goals, correctly assessed the 0-1 and 1-1, and he also assessed correctly at least other 5 calls. VAR was never needed Impressive, he has deserved to be a new FIFA AR. In UEFA scale, his performance would be not less than 8.8.

  54. Although Suárez should be sent off for my taste and foul in the box was initially missed, Mr Sánchez Martínez excelled in managing players in El Clásico. The public warning in 6', some silent warnings later in the game and standing face-to-face with each dissenting player (for example: 65') indicated that he's able to reach much in UEFA. Strong personality, some actions reminded me Mateu Lahoz - of course, to a lesser extent, because the latter is the refereeing special one.

    1. Really good. The fact that game was still at the beginning was not an obstacle for VAR intervention.
      Absolutely correct decision: I think that Makkelie was also encouraged to intervene because he saw on the monitor that Kuipers was very far away from the incident, and therefore he hadn't the chance to assess properly the incident. AR could have helped but not his main duty there (not a real fault).
      Sometimes the contacts with studs up are really difficult to catch. VAR is the solution.

    1. These appointments mean that very likely Mateu Lahoz has a match in UCL next week. Also, the best appointments are for del Cerro (again), with a valencian derby, and also Prieto Iglesias. IMO, Eibar - Alavés, although a derby, is not that interesting given current standings. And precisely because of that, maybe Valencia - Girona is an interesting match too, along with Betis - Celta.

    5. He is only possible in groups C or D. Napoli-PSG might be the biggest match on the MD, so I could imagine a bigger name (e.g. Kuipers) there. An appointment for Mateu is however possible and would be a good sign for him.
      Schalke-Galatasaray is also important and could be Mateu's match, if Gil Manzano's performance in Schalke's first home match is not a problem (should not be, but who knows).
      Belgrade-Liverpool would be the "not such a good match" option for him, but also possible.
      In Porto it seems quite unlikely to have an Elite referee.

    This was the only (yellow) card shown by Galimov (35yrs, non-FIFA referee) in the whole match; he showed a big leniency. It was possible to show at least four other cards, but referee 'kept the cards in his pocket'- okay, but I would have liked to see a bit more management in these situations to be honest.
    He was quite expressive in his gestures and presented himself quite affably; probably he is a "player's referee" format of official.
    Let's see if he will enter the FIFA list for next year.

    1. Wow, thank you for this report. Indeed, a very interesting situation. At first I want to praise referee because it was not easy to spot live, he was also far from the incident, but he saw it. I think YC supportable decision, but RC wouldn't have been wrong. It seems a very accurate (long) pass, so very likely attacker would have controlled the ball. I wouldn't in any case penalize a referee for this incident, I just want to praise him for the alertness and the quick decision he made.

    1. I agree with the deliberate handball, very difficult if not impossible to spot live. Despite of a short (if not totally inexistent) distance, arm is in a punishable position.
      I have some doubts about the foul called and the disallowed goal, in this case for me not a clear mistake.
      The stepping on the opponent is very borderline, I think YC is supportable, in any case for me not a 100% clear RC there, so I would say if VAR intervened, this time was not needed and referee on the pitch did a supportable choice to keep his previous idea.

    2. DFB stated that 1) was a clear and obvious error (and not missing perception). I had another opinion (grey area), when first seeing it, but I can accept this explanation.
      For 2) they explained, that the referee missed the foot contact, therefore the VAR could intervene without seeing a clear mistake. I agree with that, but still would have preferred the goal to stand after the OFR.
      In 3) the correctness of the VAR intervention also depends on how much the referee has seen of it. On the situation itself I agree with you - both colours are possible.

  64. Report about Benoît Bastien’s performance yesterday in French Classique OM-PSG :

    Really impressive Bastien during the 80 first minutes of the game, the match was fully under his control, he gave the impression that he truly was the boss on the pitch.

    One must also add that the atmosphere was very complicated for the referees to deal with : I was in the stadium and the referees were shouted at at their entry for the warm up! Later every decision in favor of Paris created hoos (the Vélodrome contains 67’000 People...)

    He used really well the recall, which avoided too many cards to be shown (« only » 6 cards in the end, including 3 for dissent). Very clever and efficient man management, for a game which was not very challenging, but which could have become with a less experiented referee.

    The last 10 minutes were way much challenging for the referee, with 1 coach sent off, 1 goal refused, 1 penalty appeal and 5 mins of additionnal time.
    One can still discuss about the management of this last 10 minutes but Bastien showed really good skills at calming everybody down, especially when he felt the nevosity increase. The penalty appeal was correclty rejected, no point for discussion here.

    However one action is doing contreversy in France today : the goal refused for Marseille at the end of the match, for a foul from Strootman on Marquinhos. Bastien blows his whistle a few seconds before the goal, which explains the impossibility of using VAR.

    To sum up : Overall really good Bastien in this game, clever recalls and advantages all along the game. One point for discussion is this goal cancelled for Marseille, so I would say 8.4 or 7.9 (8.4) if the goal is assessed as a crucial mistake (which would be harsh IMO, I personnally consider Bastien’s décision as supportable).

    1. I don't think it can be considered as a crucial mistake since we are not sure if the goal would have been scored since some of the players stopped when they heard the whistle.

    Question regarding VAR,

    A player scored a goal and celebrated by removing his shirt and got booked.

    After checking VAR, the goal has been disallowed, what happens to the yellow card? Does it get rescinded or remain and why?

      Would also be the case, if there is a late offside decision without VAR.

  66. Svein Oddvar Moen officiated the crucial match in the race for the Eliteserien, Brann Bergen - Rosenborg, on Sunday evening.

    Moen ended the game without bigger controversy, the most important thing from such matches. Full control, and only one card (and that was for DTR in +94'); surely we can see the Norwegian fulfilled the most basic, and crucial, requirements of this match.

    However, in my opinion we saw the typical performance by Mr Moen, a big leniency without any real management skills shown. I am not saying that all these should be cards, but I would hope for a more proactive, preventative, stepped approach.

    Still, for my taste overall decent work by Moen in this big game (he was actually quite chatty, it wasn't like he was especially distant from the players), and probably we can expect him to have an inset in the next round of EL matches.

  68. I watched Hugo Miguel in Vitória Guimarães v Braga, a very hot Dérbi do Minho. You can read more about the atmosphere here:

    I was negatively surprised by Miguel's image of "tired, sad man". It's not the same referee who was considered to enter First Category three-two years ago. His fitness is not the best, to say it kindly, and the game was very demanding in this regard. The control of the game could have been better, even though that was a game more and more boiling over.

    The big calls - rejected Braga's penalty appeals after clearly undeliberate handball in 32' and disallowed Braga's goal due to foul (jumping at an opponent) in 73' - were fully OK.

    Miguel, although communicative, showed deficiencies in anticipation and prevention. At least strong public warning was missed in 9', missed some fouls (one close to the benches in 43', what ended in Vitória's team member sent off), missed chance for advantage what made players extremely upset in 58'.

    Not the best impression of AR1, Ricardo Santos, who made some mistakes (evaluation of on/offside, foul detection) that pissed off players.

    In a nutshell, Hugo Miguel used his experience to control the game and players but there were not extra factors to make the performance better what surely was possible.

  69. Artur Soares Dias handled Belenenses v Benfica (small Lisbon derby) in a calm manner, staying in the background as much as possible. His relaxed attitude helps him in such rather easy-going games.

    He missed some fouls including the one in the Belenenses' penalty area (27'). VAR invited him to review the incident and after ~three minutes of watching Soares Dias pointed to the spot and booked a player who committed the foul (SPA without an attempt to play the ball, most likely). Penalty was saved by the excellently performed Belenenses' goalkeeper and three minutes later there was a clear foul of Benfica's goallie at the second box. Penalty whistled immediately, no yellow card as it was an attempt to play the ball and not even a clear SPA.

    One can say that Soares Dias was a bit too passive, but my feeling is that he knew well when he should step in. For example, he issued a stern public warning in 66' for dissenting at AR1.

    I should emphasize a very good performance by Rui Licínio. Several really good calls at tight on/offside situations, including onside at 2-0 goal.

    Good, expected-level performance, stepping in only when really needed. The difference between him and, for example, Moen is that Soares Dias knows when to intervene. So, as long as it works well and there is a balance, he should be praised for such approach.

  70. Some interesting incidents from the two River goals during the River Plate-Gremio Copa Libertadores 2nd Leg match:

    82': Possible handball leading to River's first goal. VAR did not intervene.

    88': Penalty awarded after an OFR due to a handball by Bressan. Bressan gets a second yellow for the handball, who then physically confronts Cuhna after the penalty was awarded, starting a mass confrontation.

    I didn't watch the whole game, but I hope to watch the rest of the game and add on to this, but these two incidents alone entirely changed the game. In my opinion, the first handball was not deliberate because of the player's arm being in a natural position, thus not a clear and obvious error. Second handball leading to the penalty was deliberate because the arm was clearly stretched out, so VAR correctly recommended Cuhna to review the play. Would have liked Cuhna to whistle that the first time without having to review the play again, though. Videos of the mentioned incidents are provided below.

    1. Deliberate or not doesn’t really matter if you score a goal. Spirit of the game is to not allow goals scored by the hand/arm. That’s why the arms are not part of offside jusgements. The book says ”only parts of the body you can score with”
