  1. Important test for Kabakov under the eyes of Rizzoli after his 'controversial' performance in Midtjylland-Young Boys - and a good/expected one in POL-NED of previous Nations League MD.

Kuipers, Taylor and Gil Manzano were more or less expected, nice game for Jovanovic after ISL-ENG.

  2. Without NL match after 4 matchdays:
    Elite:
Mateu (play-off), Turpin (PO), Aytekin (injured), Karasev (replaced), Skomina (PO)
    First:
Kehlet, Estrada, Bognar, Vad (injured), Guida, Nijhuis, Petrescu, Eskov (domestic trouble), Ivanov, Meler, Ozkhaya, Aranovsky

    1. Bognar was appointed and replaced for a match today (I should have mentioned that).

      Delete
    2. Meler is second group referee.

  3. We all know that Kuipers would have got WC final without Pitana, so this appointment is surely something special in this regard. UEFA committee wanted to say something like: "We couldn't appoint you for the game two years ago, but now get it". Nice gesture. :) Of course this is a bit more important for the standings than previous one played on September. As for the rest, we can underline again Zwayer looking for a better form, he will officiate in League B. Russia - Hungary, officiated by a new Category 1 on last month, now is for an Elite.
A remark about Polish appointments, I see very often very "particular" appointments regarding fourth officials, most of the times unknown names. This sometimes also happens for assistant referees, Polish federation has a different policy in making such appointments, even officials without international experience get quite interesting clashes in minor roles.

    1. @Kuipers: Would be interesting, whether UEFA really thought about that. I mean, it would be a normal appointment anyway (also considering that Makkelie had SWE-POR in that group).
In League B, UEFA seems to have considered the table situation, because in groups 1-3 Elite referees are only used for 1st against 2nd. In group D, there is no 1st vs 2nd this time, but the Elite referee gets the Celtic derby (not sure, whether that really is a thing...).

    2. How sure are you that Kuipers was second in line for the final in 2018? Wasn’t Faghani also in contention?

      Delete
    3. Where is Soares Dias? I have not seen him very often this season, after the Champions League Final 8...

      Delete
    4. Soares Dias had a NL match on MD1 (TUR-HUN) and a EL play-off (AEK-Wolfsburg). That's a normal amount of matches at this time in the season.

    5. Kuipers never ever reach any semi final or final in his big tournaments.Even he was close any!!!He was not considered about the final at 2018 in Russia.Chefren thanks for the funny opinion but you should be realistic.Don’t try to influence any young reader here

Summary for Kuipers in his big tournaments

      EURO 2012 : Group stages 2 matches
      WC 2014 : Group stages 2 matches
      EURO 2016 : Quarter Final
      WC 2018 : Quarter Final

So Chefren, I think you forgot ghost penalty (Neymar) at 2018 world cup in Russia corrected by Danny Makkelie who is much more better referee than Kuipers.I don’t think UEFA also wish Kuipers to make final before!!!

      Delete
    6. You should have a big respect for people, indeed you call "funny" a different opinion. To clarify, I don't want to influence people, this is just what I think. You can have different views. However, reading your words, it seems as you are writing only to do that against Kuipers and not so much for other reasons.

      Delete
    7. Kuipers, WC 2014: 1/8. In that WC he was one of the best, but his country played one of the semifinals.
Bjorn Kuipers is one of the best referees I have ever seen.

      Delete
    8. This is actually interesting! Most people like Kuipers and other referees, but that does not mean they achieve higher than others. If you have the data, it would be interested to see what referees achieved what performances in the last 10-15 years (e.g. World Cup, Olympics, Euro, AFC, CONMEBOL finals or semi-finals)

      Delete
    9. Well, that's an easy research.
Semifinals and finals in the tournaments:

    10. So, the previous reader was correct in saying that Kuipers was not among them...

Cakir - the man of the semi-finals!

Faghani and Clattenburg - continental + Olympic final = remarkable achievements!

Interesting that Pitana got a FIFA WC final, but never a CONMEBOL final or semi-final...

      Delete
    11. We all know the reason why Kuipers didnt get the 2014 WC final was because NL was in SF, which ruled him out. Otherwise im almost sure Rizzoli wouldnt have got the final ;)

      Delete
    12. Pitana may be cause he is from Argentina...

      Delete
    13. @smala017

Faghani didn't get a WC Final due to sponsorship reasons.

      Delete
    14. Sponsorship or politics?

      Delete
    15. @RikB: Argentina was not present in all CONMEBOL finals or semi-finals in the last 10 years, so that cannot be the reason that Pitana missed all of them.

      Delete
    16. In my opinion faghani was the first candidate for wc 2018 final but collina choice was pitana as he liked his personality if busacca like wc 2014 was the responsable for the referees he would choose faghani to refereed wc 2018 final

      Delete
    17. Kuipers one of the best referees in the world in last decade

      Delete
    18. @fest

      You have good sources!

      Delete
    19. Can any of you explain what did you mean by "sponsorship reasons"?

      Delete
    20. "Sponsor" meaning advertisement or people?

      Delete
    21. He's from Iran. The biggest sponsors are from USA. Enough said.

      Delete
    22. So FIFA is about best sponsor, better UEFA they are objective.

      Delete
    23. Are you saying that Collina asked the sponsors whether they wanted Pitana or Faghani for the final? I would understand that FIFA leadership would be involved, as well as the teams involved, but the sponsors being able to veto a referee???

      Delete
  4. 3 different England referee teams on this day.

  5. Almost all officials from Russia including referees, delegates and observers have been replaced in recent games, so I guess there are some strict restrictions by Russian government at moment, apart from Karasev who was announced as positive for COVID. The only official from Russia still confirmed is Levnikov in Montenegro - Luxembourg for Stegemann. It is possible that he doesn't live in Russia at moment, this would be the explanation.
So, Treimanis is the referee replacing Meshkov in Iceland, interesting to see Clancy from Scotland as fourth official there. Maybe he arranged a travel with the Latvian officials.
Some changes between observers, Sippel (GER) wont go in Moldova, Bozhinovski (MKD) will replace him. The latter will be replaced in the original game for which he was appointed by Trentalange, who will observe then Pawson.

  6. Who was the best in Spain luis medina or mejuto Gonzalez ?

    ReplyDelete
    Replies
    1. In the link below you can find report / highlights for all the games Medina Cantalejo handled at WC 2006, as well as the other sixty by clicking "World Cup 2006" in the top left :)

      https://wc06refs.blogspot.com/search/label/Medina%20Cantalejo

      Delete
    2. IMO : LM Cantalejo was best spaniard ref.
Remember also is masterpiece of refereeing : CHELSEA LIVERPOOL 4-4 1/4 return leg. What a top class performance he delivered on this occasion.

      Delete
    3. I also liked Medina Cantalejo better than Mejuto Gonzalez. I always appreciated his courage to award that penalty in the last minute of Italy - Australia and his very important help given to Elizondo in sending off Zidane for the headbutt in the final.

      Delete
  7. 3’ : Offside missed by AR1 for France leading to a corner kick. Two YC early given by Kuipers. Croatian one seemed to be a SFP ?

    ReplyDelete
  8. Very alert Kuipers with already two correct YCs in the first 5 minutes of Croatia-France. (SPA-FRA#17 Reckless challenge-CRO#13)

    ReplyDelete
  9. 19’ : clear RC (dogso) and penalty missed by Kuipers...Very far from action here...

    ReplyDelete
    Replies
    1. Never a penalty IMO. Replay clearly shows that both players pulled each other. For me, penalty and expecialy RC would be very wrong call.

      Delete
    2. Waiting for neutral advice but i m not french supporter here, just refs fan ;) !

      Delete
    3. Only one replay was shown so maybe I did not see right. I will try to rewatch it and give me final opinion...

      Delete
    4. Oh we see a zoom and IMO, this is clear : croatian player is responsible of Martial’s fall. ;)

      Delete
  10. Very clear missed PK + RC for DOGSO missed by Kuipers... he was very far from the action...

    ReplyDelete
    Replies
    1. IMO it was not a penalty. But we are allowed to have different opinion. You as French, me as Croatian. We need someone neutral to make the final decision :)

      Delete
    2. If we were on the other side, my analysis would be the same ! :)

      Delete
    3. @Frenchref 100% agree ;))

@Referee12 I agree we need a neutral opinion ;) But honestly I think Martial couldn’t do anything and Kuipers was 30 meters away from the action

      Delete
    4. Well you are right about Kuipers being far away, maybe decision would be oposite if he was closer. AR obviously did't signal anything. But definitely very doubtful situation.

      Delete
  11. I have to focus on Kuipers’s physical dynamism : he is often very far from play actions...

    ReplyDelete
  12. PK missed for Croatia IMO.

    ReplyDelete
    Replies
    1. When? What situation? Clearly I missed it.

      Delete
    2. Was thinking PK too but replays seemed to show that was the ball which touched at first by defender. So-So here...

      Delete
    3. IMO ball was first touched by defender.

      Delete
    4. I wrote too quickly, not clear situation but definitely 50/50.
      Around 29’ minute

      Delete
    5. I like the play-on call because from the replays, the defender gets the ball first. Grey area therefore.

      Delete
    6. But that handball situation in French penalty area was also very interesting. Unfortunately only one replay and I did not see it right but it looked like handball, but based on that one replay can't say was it punishable.

      Delete
    7. Lot of interesting situations in penalty areas for Kuipers tonight.

      Delete
    8. Lot of tricky situations to deal with but so far (and waiting for more replays especially for the handball situation) I like how he handles those.

      Delete
  13. 35' Possible RC (DOGSO) missed by Kabakov in TUR-SRB?

    ReplyDelete
    Replies
    1. Yes, I thought exactly the same thing.

      Delete
  14. For me RC missed for SFP by Stefanski in Rumania. Only yellow card (for SPA?) was given. Does anyone else watch the game and saw this tackle?

    ReplyDelete
    Replies
    1. I agree with you. Clear RC missed for SFP in 34‘.

      Delete
    2. Clear Red Card for SFP. Similiar Situation mentioned @UEFA Refereeing Network few days ago

      Delete
  15. Offside prior second Portugal goal (AR2)?!

    ReplyDelete
  16. What about Pawson's DOGSO RC in POL-BIH?

I'd support it as VAR, despite BIH17 being around...

Mobbing/dissent from Bosnian players to be discussed, Pjanic correctly booked.

    ReplyDelete
    Replies
    1. All in all I think it's a correct decision, when we make a snapshot at the moment of the foul, BIH17 is clearly behind without chances to challenge for the ball.

      Delete
    2. Excellent Dogso red card by Craig Pawson. This is a top decision in my opinion.

      Delete
  17. https://www.youtube.com/watch?v=JbnIqsFsUsY
Red card in Bosnia and Herzegovina - Poland (DOGSO)
VAR wouldn't intervene, in my opinion, but maybe YC better decision?

    ReplyDelete
    Replies
    1. Pjanic really played with fire with that 'chest bump'...

      Delete
    2. I don't think this situation would've been var intervention and OFR, however it seems that the other defender around would've gain the possession of the ball as he seems faster than attacker in the end, so I prefer YC here.
      RC definitely supportable though.

      Delete
    3. YC in my opinion. When we remember what kind of situations were assessed as a YC in recent UEFA games, I think YC is preferrable. DOGSO is supportable though.

      Delete
    4. Red Card is correct in my view, courageous call!

Pawson is befallen in that scene by his English manner, his whole presentation ('strolling' over) gives the impression he is going to issue a yellow card, only to show a red one.

It would have been better if Pawson hadn't 'backed up' but it's impossible to succeed in scenes like that with such angry players; card presentations like the caution for dissent should be avoided, though.

      Delete
    5. I think it's an excellent call, the other defender being close does not negate the obvious goal-scoring opportunity.

      Delete
  18. Second YC for Maguirre in England - Denmark is fully correct (reckless challenge hitting opponent after ball), I don't know about the first one. In addition, a penalty was whistled by Gil Manzano.

    ReplyDelete
    Replies
    1. First one was orange!

      Delete
    2. They were both high end reckless fouls. Fully correct by the referee. I'd put them at a 7 on the UEFA foul scale.

      Delete
  19. Very doubtful penalty for Denmark, should ve been a foul in favour of England 2 seconds earlier. Poulsen using his hands too much. Red card (second yc) for Maguire is correct, it was a dangerous play despite getting the ball also.

    ReplyDelete
    Replies
    1. I don't believe that it was a foul by Poulsen before, would you give a penalty for that at the other end? For me play on, rather no PK, but PK supportable (VAR)

      Delete
  20. Gil Manzano in ENG-DEN: Correct 2YC for Maguire, soft but supportable PK for Denmark.

    ReplyDelete
    Replies
    1. https://streamye.com/v9fzr

There is a careless kick indeed, but I strongly prefer play on due to its' trifling nature and the fact it made no difference at all to the Denmark player.

SYC is a 'follow-through SFP' incident, the contact is dangerous and of a RC nature in my view.

      Delete
    2. Penalty decision doesn't convince me in this case. Agree with you, better play on.

      Delete
    3. I'm not convinced either here,no influence or excessive strength in the movement, attacker was already falling. Play on for me as well.

      Delete
  21. ISL-BEL, correct PK by Treimanis in 36', careless challenge.

    ReplyDelete
  22. 49' PK for Serbia for careless trip (Kabakov's decision) or dive?

    ReplyDelete
    Replies
    1. First replay I watched seemed like an expert dive, after last replay I think it's supportable at least.

      Delete
    2. IMO it is a dive. I haven't seen any contact.

      Delete
  23. MKD-GEO: Correct (and stupid) DOGSO RC for Macedonian goalie by Frankowski.

    ReplyDelete
  24. Incredible wrong corner kick given by Zeinstra and France had opportunity to score. Poor decision by dutch crew. Not the best Kuipers and co seen tonight !

    ReplyDelete
  25. IMO very good management and control by Kuipers, but to be honest it was not so difficult, players were very correct. Very good card management with two early YCs until 4th minute.
But - two very, very doubtful no penalty calls, one on each side (I would like to see more replays to make my final opinion). And one big mistake by Zeinstra with that wrong penalty call, very unusual for Dutch assistants.

    ReplyDelete
  26. Taylor with a good performance in an easy match.

    ReplyDelete
  27. So So performance by Kuipers team for this match. Not fit and often far from actions. AR with couple of poor decisions (including a ridiculous corner kick decided by Zeinstra).

    ReplyDelete
    Replies
    1. Maybe you could repeat one more how Kuipers’ performance was. Was there anything the refereeing team did good tonight? I have a strong feeling your comments tend to exaggerated criticism when it comes to some refs, whereas the tone of the comments is exactly the opposite when certain French refs are on the pitch...

    2. Let's forgive him: if you're used to seeing French refs every week, it's probably not very nice to see every other ref ever being better :)

      Delete
    3. Honestly guys, I really like Kuipers but one must admit he was not in his best form tonight. His management and communication with the players were outstanding as always, but his foul detection was sometimes doubtful, he wasn't fit and often far away from the action, plus one crucial mistake in my book...
Kuipers is one of the best referees in the world but I have to agree with Frenchref here : we've seen him far, far better.

      Delete
    4. @WCReferee : Everything you wrote ia correct and I agree with it. Foul detection was a bit problematic and he was often far away from the action.

      Delete
    5. People have to remember that Kuiper's is 47 years old now. He's not going to be as fit and quick as he used to be.

  29. Fully watched Anthony Taylor in Bergamo. Expected performance by the Englishman in an easy and fair match. All YCs correct.

O.k. performance by Karim Abed in Lithuania - Albania. Some minor problems in foul detection and around 30' a controversial play on decision after a "handball" by Lithuanian player in penalty area. This should be rewatched with closer replays.

Two correct penalties given João Pinheiro in Moldova - Slovenia.

Wrong penalty given by Roi Reinshreiber in Greece - Kosovo. Minimalistic contact at the arm, contact too soft for penalty.

Correct RC for a DOGSO handball for the North Macedonian goalkeeper by Bartosz Frankowski. Clearly played the ball with his arm and the attacker would have gone straight to goal. In 90' correct penalty for North Macedonia after a stretched leg by the Georgian defender plus YC.

Penalty for Serbia by Georgi Kabakov very soft. There is a contact so supportable call but IMO play on would be fine too because the defender ran straight into the contact.
Second YC for Yilmaz IMO soft too. No clear contact but also no really protest by the Turkish captain. First YC was very right.

Bosnian RC is IMO a borderline situation by Englishman Craig Pawson. Clear contact and no doubt about the foul but there was another Bosnian defender who could theoretically and practically intervene. One the other hand the player made a dangerous tackle from behind to stop him scoring the goal. Supportable decision due to recent evaluated DOGSO situation by UEFA.

Crystal clear penalty for Belgium by Andris Treimanis. No need for other explinations.

Maguire's first foul and YC is orange, second tackle also orange. But of course UEFA will be fine with both YCs and subsequently the 2nd YC.
To be honest I can not see a penalty for Denmark there, very soft contact, a natural movement to the ball and Denish player was already falling to ground.

    2. It was a very stupid thing he did, but I didn't think there was anything violent in what he did. I thought the yellow card was spot on.

      Delete
    3. I also thought red card. Ball is not there and he deliberately stands on the back of his opponent. Yellow card is not enough for such an action in my opinion.

    4. Here’s a video of the incident.

      https://streamable.com/1ec2pw

In my opinion this caution is insufficient. Although force/intensity is not that high, this is clearly a deliberate act (Dykes actually made a curve to step on his opponent’s upper leg). I think he’s extremely lucky to escape a sending off!

      Delete
    5. I will NEVER accept yellow cards for such malicious behaviours like kicking or stepping on someone. No matter force - it's so unsporting and rude that it should be eliminated without hesitation!

    6. I have no understanding of how or why that's only a yellow card.

      2) Absolutely correct decision, quite clear penalty.
      3) Penalty is correct in this case for me.
      4) There was contact, so the penalty is supportable, however it is not as clear as the other penalty in this match.
      5) RC is okay, but I doubt that it was clear enough for an VAR intervention. In the end, I would've been fine with a YC as well.
      6) Correct decision.
      7) Clear handball - correct decision.
      8) Another correct handball decision.

I've watched him twice in a northern vs southern style clash and he was awful both times (Ajax - Benfica and Getafe - Ajax), so we should not give him such an important game this time. 1. Huge test for Soto Grado, right?

      Delete
    2. Only his second season and to be honest I was very surprised when I saw him appointed to this match, so Anonymous is right to say it's a huge test. Getafe is a very physical team (most fouls committed last season in La Liga) and often employs "dirty" tactics such as wasting time, diving, complaining to the ref, etc.

Should be a very even match with a lot of different difficult situations, for that reason I expected a more experience referee here (Mateu, Martínez Munuera, etc.).

      Good luck to him anyway!

    * KNVB site reporting Steegstra as AVAR at Ajax-SC Heerenveen on 14:30 and AR2 at PEC Zwolle-PSV on 16:45, both on Sunday. I think someone else will replace him as AVAR at Ajax-SC Heerenveen.

*Jannick van der Laan (25 years old) makes his debut as referee on the highest level.

  49. UEFA assessed the following incidents as clear and obvious mistakes:
    - Marciniak's YC for DOGSO in SWEFRA
    - Marciniak's handball penalty call in Dynamo Kyiv-Gent
    - Hațegan's handball penalty call in FRACRO.

I fully agree with UEFA's evaluation of the mentioned incidents. I struggle to understand why Gil (VAR) didn't call Marciniak for an OFR in Ukraine... To be honest, after two such blatant mistakes that are difficult to understand one would expect a referee to be suspended or appointed to low-profile games in the nearest future.

    3. True. We know why Hațegan doesn't get big games. Too many mistakes with handballs. His level is not the same as other elite referees IMO.

  50. Apparently UEFA have sent out clips to Referees stating they were clear errors

    1. Hmmm... if UEFA indeed deemed them as clear and obvious errors, why Marciniak and Hategan were appointed to very important Euro play-off semi-finals? UEFA could have replaced them in case of big errors, but they did not, so I have doubts...

    1. It's remarkable that every German FIFA referee is active today, probably due to appointments during the next week (CL/EL).

    2. @Chefren : Bibiana Steinhaus is only used as a VAR.

      Delete
    3. Why? I thought she had retired.

      Delete
    4. She retired, but DFB announced that she will be active as VAR, but not as referee on the field.
      The reason is unknown.

      Delete
    5. Same as Klossner, in Switzerland, who announced retirement, but continues to be appointed as VAR? Is that a new trend?

      Delete
    6. Another example is Johann Pfeifer (2nd German division), who announced his retirement at the end of the last season, but is still active as VAR in that division.
Seems to become a trend.. :-)

      Delete
    7. If I remember well she did have some problems with injuries last years (one during World Cup due to which she refereed only one match). Maybe that was the reason....

      Delete
    8. @flip:
Pfeifer and others became VARs to stay in professional football, as the have been relegated. Same with Kempter and Kempkes which were allowed to stay as ARs

    2. IMO it's not offside. Weird decision, same as not giving Pickford a clear red card.

  54. Three incidents (mentioned on the blog, thank to those who did that) from Kabakov's game Turkey - Serbia.

    35' DOGSO?
    https://streamable.com/ba3tqc
For sure a missed foul in my opinion. After the ball, head of opponent is clearly hit, reckless challenge. One must decide whether SPA or DOGSO. The latter is possible but maybe not 100% clear one, no VAR intervention? Interesting point for discussion.

    48' Penalty given
    https://streamable.com/g8kpfh
Live, it looked like an enormous simulation by attacker. Given this attitude, I'm sure, I wouldn't have whistled this penalty. However, replay leaves room for discussion. I still dislike what attacker did, and I would accept simulation, but I can't say Kabakov was 100% wrong there.

    90' Second YC and RC
    https://streamable.com/dp9xwk
Here definitely not the best Kabakov if you ask me. Was this a clear YC? But more important than that, in my opinion, very aggressive body language after having shown the card. Player has also a certain reaction, it is not clear whether he wanted to hit deliberately referee or not, but still.... for sure not the most elegant situation if you ask me, for both referee and player.

    1. IMO, 35': Clear foul and YC.
      48': Simulation
90': Correct YC. Agree, agressive body language here, not the best management.

      Delete
    2. 35: foul + YC
      48: simulation
90: YC supportable by the letter of the law; however, could have been avoided by the spirit of the law.

      Delete
    3. IMO
      35': Foul and YC
48': Very hard to detect a foul here, no doubts that play-on would be the better Call
90': 2ndYC, but the management could have been better

  55. About the situation in the 5th minute of Everton vs Liverpool, it goes beyond me that Pickford escaped a sanction, lunging into Virgil as a torpedo... Apart from the offside decision supported by VAR (which can be disputed I think), am I the only one considering this a sending off for SFP?
