  1. Two expectable appointments, the more exciting question, who gets the other game of the pairing is adjourned to next week.

    Attwell returns on the VAR position after no games in KO stage so far. Maybe indicating that Oliver/Kavanagh have an EL game.

    Two Elite referees as 4th officials, which makes a bit stranger, why di Bello was selected in this role for Manchester.

    2. It may be unrelated, but Kavanagh withdrew from refereeing Chelsea v Brentford in the Premier League at the weekend (he was replaced by Andrew Madley), so perhaps Kavanagh is unwell or otherwise unavailable.

    4. Di Bello in Manchester as 4th official with Kovacs keeps also option open for Massa (elite 4th official) with Orsato referee the return, to avoid twice the same 4th official

    5. To me it seems like Kovacs is a replacement for Hategan, while he originally was appointed as 4th official.
      Due to this there was no Romanian Elite left as 4th official, so UEFA decided to appoint a 4th official from the same country as VAR. I guess Massa (and possibly Guida) are appointed for a match on thursday, so Di Bello was the best option available.

    6. Di Bello's appointment maybe a replacement but he was originally planned with Orsato in a UEL or UCL QF at Leicester or West Ham Thursday (he may even stay with the game and I'm not sure if this has been done before)?

    7. Good point from TF about Kavanagh's PL replacement on Saturday, I would be quite surprised if Attwell was originally planned as VAR in UCL given his circumstances.

      Also, I could be wrong, but I think it will be Pawson's first time in the studio. I believe so far we have seen Attwell, Kavanagh, England, Tierney and Bankes. Could this mean anything for EL/ECL appointments on Thursday?

    1. This appointment is absolutely mind-blowing. Attwell was ridiculously poor in almost all of his appointments as VAR in ALL competitions. And, still, he gets rewarded with a Champions League QF. It comes to show how badly is destroyed the principle of meritocracy in refereeing. Add to this the lack of demotion from the cathegories, the utter desire to be justified any referees' decision, no matter how blatantly wrong it is, and you get the ugly picture why most of the referees feel themselves untouchable and unaccountable. Sometimes I really think that this is the easiest job in the world - no matter how poor you perform you still get appointments. When you think about how much money are circling in football and the level of the sport nowadays, it is absolutely unexplainable how football people are still accepting such a poor level of refereeing.

    City Atletico: Kovacs

    I think Kovacs was really unexpected in that hard game, congrats to him.
    Taylor for the only game he could officiate, same for Gil Manzano.
    Turpin for CHE RMA means he is no longer a candidate for the final, and now is clear that Makkelie is the choice of the Committee.

    I think we will not see the Dutch anymore in QF/SF, neither Orsato and Marciniak in QF, as they are “sure bets” for SF.

    1. Sorry, maybe I'm a bit simple here but why does Turpin's appointment (especially with Dallas) mean he is no longer a candidate for the final?
      If that was the case surely another observer?
      Dallas - with a lot importance would suggest he may well be in consideration perhaps for the Conference League Final?
      As it happens, I don't think he will get the final tbh and I agree with on Makkelie - I do think DM will actually get a QF. (just trying to understand why that game means he doesn't)?.
      I think Marciniak, Orsato, perhaps Cakir (if the issue gets sorted in time), /Lahoz or Taylor (depending on results) & Vinic potentially for semi's.

    2. Yes, in fact it is not true that an ‘anticipated’ final referee is never appointed to a QF. Mateu Lahoz got a QF last year, under the eyes of Rosetti. Mr. Kuipers got a QF at the EURO 2020.

      If the choice is a meritocracy one, it should be Makkelie’s CL final for sure. Natural authority, great assistents, reliable VAR, protect the game (punish dissents), he is not fooled by theatrics, let's the game flow, always in control. A referee who can keep control in a tensed Real Madrid – PSG (return leg) must be totally ready.

      I just realized, it would be a nice gesture to van Boekel, who, I think never got a big final as a main VAR (solely as AVAR?).

      Nevertheless we all know, this committee is not always making meritocracy choices :)

    3. Thank you for the answer, but I never say a Final referee is never appointed for a QF :) I was just saying that usually a Finalist gets some GS match, then just ONE match in KO, then he goes directly to the Final.
      Committee usually wants to hide and protect the finalist from troubles, and they are not doing it with the French ref. They also appoint the finalist max 5/6 times in the competition.
      Looking at the last 10 yrs:

      5 Skomina 2019: 2 GS, R16(1&2nd leg), F

      Turpin after RMA-CHE will have 2 games in KO stage, out of 6 total appearances in his CL season, Makkelie just 5 (4 GS + R16). The French has not the same ‘curriculum’ of the Dutch (CL SF, EURO SF), and of course I think Danny Makkelie deserved it more.

      For SF I totally agree with you, Orsato Marciniak Lahoz/Taylor/Vincic are the names.

    4. Thanks for the explanation and interesting points so based on that then you would not expect to see Makkelie in a QF or SF. I think the fact that 3 officials of the calibre of Karasev, Hategan & Cakir all seemingly out at this stage may force UEFA's hand with the appointments unless they avoid DM and choose someone like Orsato/Turpin for a QF & SF unless they are bolder and go with Vinic/Soares Dias/Meiler. Be interesting to see!!

    1. I’m definitely rooting for Makkelie;

      - 2 Semi-final experiences and more sonorous (‘high profile’) matches in knock-out stages.
      - Better season over-all.
      - Capable to show his best in hot games - always in control, while Turpin often struggles in tensed matches. Remember Porto – Atletico (MD6), or the EURO? Bad match control, took some weird decisions, way too passive. If he wasn’t French… :)
      - Makkelie is one versatile ref, who is capable to adapt his style to the game he is about to officiate. This will be a great quality at the World Cup >> other football cultures. IMO he needs the CL- final experience, to compete at next World Cup with (for example) Orsato.

      Anthony Taylor would be a great shout as well, but he's a bit unlucky to have so many English teams in competition.

      *Interesting fact: Paris will host the CL-final in May. It almost never happened that a final referee and host city were from the same country. Last time in 1990 (Austria).

    2. Where Helmut Kohl (RIP :/) had an expected level performance in a normal difficulty game; very good approach to disciplinary measures, the Austrian only had to issue two cautions as a result. He did lose his notepad pen though in the 2H and tried to get a spare off a linesmen with the game still going on unsuccessfully, at least twice! :D

      I don’t understand why so much shade is thrown around at Turpin for Porto vs. Atlético - I thought he had a good performance in a very challenging tie. Especially, he displayed a masterclass in how to deal with mass confrontation incidents and be best placed to regain in control of the players actions afterwards.

      Yes - agree about regaining the control. Although I do think that a pro-active top ref should/could avoid such confrontations though. At least the second(!) one… :)

      Turpin was just a bit too passive for my taste. Game control is all about feeling/reading the game, acceptance, player management and communication. Having a natural (fysical) authority is also helpful...

  8. So I was wrong about Orsato but right about Taylor, he was expected.
    Very surprising to see Attwell working as VAR, but let me say, the game is not a 100% big match like other ones, and maybe that's partially a reason. I think he can manage to do well in this game, hopefully Taylor will not need him.
    Very important assignment for Turpin, I would say the first big game, because Bayern - Salzburg was not at this level.
    About the choices of fourth officials: Spanish and French referees with the same nationality, Taylor with Sidiropoulos that in my opinion is connected to delegate from his country (travel together?), while Di Bello with Kovacs because very likely Massa and Guida are not available, one of them will officiate in EL on Thursday or maybe will work as VAR. We will see. Given that there were other members from Italy with Kovacs, so Di Bello was selected for this role.
    An Elite fourth official seems to be expected but not mandatory.

    8 March 2022 will be forever a dark page in the history of Turkish Refereeing. The decision to remove many referees including a candidate for the World Cup 2022 from the TFF Referee list was an unfair and unbelievable decision. In the long time I’m involved in refereeing (domestic and international) I have never seen such a decision.




    As I told the President of the Referee Committee Mr. Ferhat Gündogdu already the day of the announcement I cannot support such a decision killing the career of so many referees without real facts and explanation.


    As I wrote in 2 e-mails to the President of TFF the decision to end the career of Cuneyt Cakir is an unrespectful decision as Cakir was for around 12 years the best advertising TFF ever had.




    In the period from 8 March until today it was my hope some wise men inside TFF would intervene and cancel this crazy decision. Very happy that the Appeals Body had the fairness, knowledge and the power to take the only correct decision in favour of all the referees and observers.


    The Referee Committee has the opinion they don’t need to follow the decision of an independent committee of TFF. Unbelievable the TFF Executive Committee is accepting this approach of the Referee Committee. This will not happen in any country as everywhere a decision of an Appeals Body is the final decision and have to be respected.




    I cannot SUPPORT and TRUST this Referee Committee and this Referee Committee President anymore. The way they work is not fair and honest and very dangerous for all the referees including those who are still on the list. If they can continue they even can damage more. From today I will stop the co-operation with this Referee Committee and this Referee Committee President!




    I wish TFF all the best for the future and would like to thank TFF for a wonderful time I had since 2010 with a short break of 3 years. Turkey became “my second home”, great hospitality and fine people to work with.




    Dear referees …. It was a big pleasure to work with you for so many years. I wish you all the best, stay healthy and a happy future for you and your family!

    In the Bundesliga fixture SC Freiburg against Bayern Munich the referee team around Christian Dingert missed that Bayern played for around 20 seconds with 12 players.
    Freiburg raised an objection on the result (1:4).
    In the moment of the incident the score was 1:3.

    The chances of success are almost none.

I received a private message from a reader and I want to write in public that we, as blog, make always many efforts to keep this site a place in which all people can share opinions and discussions about the world of refereeing. Unluckily, sometimes there are readers who don't follow the rules, and they want to impose their opinions. We will try to have a more detailed focus on that. I just want to say that for some people who answer in a certain way, there are by far many and many silent readers that enjoy all discussions, and maybe they find absolutely interesting what they can read here. I know that it is difficult to bear some answers, but it happened many times to us as admins in past. Limiting the posts to only blogspot accounts can't solve in full the problems. Also, very often such comments are written for a certain time, then these people disappear. We had very difficult times in past during WC and EURO, then it passed.
    I'm convinced that the quality of this blog can "overrule" the content of certain comments, even with personal attacks.
    Thanks always to all people for following the blog, I think that Mikael will agree with this words as well.

    For this situation, Beşiktaş raised an objection because of the misapplication of LOTG.

    1. IFK to the attacking team for an offence inside the opponents’ goal area must be taken from the nearest point ON THE GOAL AREA LINE which runs PARALLEL to the goal line.
      Consequently, all defenders must be positioned at least 9,15m from the ball,or ON the goal line.

  17. Today La Gazzetta dello Sport published an interesting interview with Byron Moreno. I uploaded the video in original language (Spanish), so some readers will directly understand.

    The arrest in 2010 for drugs.
    Moreno says that he was forced to do that because he received death threats, in particular involving his former wife. Then After only two years he was released from prison. In prison, he officiated games and he didn't want to change his nature. People were saying to him: "You are refereeing games between criminals!". He wasn't influenced by that. [...A football-technical part about the elimination of Italy follows...]. Asked about the possibility to change anything, if possible, in his career, he says no. What has been done, has been done. All people make mistakes, only dead people don't do that. He says that all can be sure he never acted in favor or against a certain team.

    The first memory about that game Italy - South Korea is the penalty in 4': everything was clear there. Second memory is the injury of Coco at eyebrow, with a bleeding, but caused by his teammate Gattuso.
    The first YC to Totti is the third memory, then the goal scored by Italy, if not goal, would have been penalty, but advantage was given.
    Then, the second YC and RC to Totti, in his opinion a clear decision.
    All goals scored are clean decisions, there isn't any influence on final score. The most discussed decision has been Totti second YC, he says that he didn't receive any pressure during that game, he can't say that everything was perfect, but mistakes were not relevant. The reactions and the protests are normal things that can happen, he says that Totti was the only player not protesting after that decision, this should mean something.
    Before the game, Moreno reports, that the only person trying a contact with him and his crew, was Carraro, the president of FIGC at that time, just for greeting and wishing good luck. Nobody else.
    Last question about the opportunity to give more cards to Korean players, he answers that most important thing is to take correct decisions and to have the same disciplinary criterion for both teams.

    Moreno says that he would have liked to have control on the offside decision by Rattalino, he didn't have any chance to correct that and this is his regret. At that time, only assistant referees were fully responsible for offside, maybe nowadays is a bit different.
    Then, about the mark to be assigned for his performance in that game: 8.5 (a very high mark). He also says that the most important game for him has been Copa Libertadores final in 1997, he was only 27.
    Italy - South Korea can belong to the best three games he officiated, still according to his opinion.

    1. WOW, thanks Chefren, this is a very interesting interview!

      As we know - Mr Moreno plays a a perfect pantomime villain character in popular culture. With his idiosyncratic demeanour, controversial decisions (+ what happened in Korea's next match) and drugs prosecution in 2010, he is widely regarded as a pariah figure in football refereeing, who apparently doesn't only encapsulate what it is to be a poor referee, but to be a dishonest official.

      Part of that is Moreno's fault (terrible decision to actually take part in Italian pantomime shows...), but actually this conclusion is completely untrue actually. Ironically, Moreno perhaps suffered from being too honest at WC 2002, and compensating for lost time in the famous title match back home in 2002/03 season. I would stand by saying that the Ecuadorian was an excellent referee, and also that he had a good performance in the infamous South Korea vs. Italy tie.

      The only mistakes he made were not properly perceiving a very hard intervention by Hwang Sun-hong (69'), and missing two cautions. Otherwise, he had a strong performance in a very challenging game. FIFA thought so too, until the SYC to Totti, which under pressure from Blatter, was assessed as a clear match error. His big calls can easily be explained - FIFA demanded a zero tolerance approach to both holding (penalty to Korea) and simulation (SYC to Totti) at WC 2002.

      Jorge Rattalino was a very good AR and in all his matches at the World Cup, this offside call was the ONLY mistake he made in the whole tournament... c'est la vie. On a personal note, Moreno is probably the referee I learnt most from in all football history with regards how to ref a game myself - stay calm and keep on top of all the incidents, SPA-ish incidents can be solved with strong presence but clamp down hard on reckless play, how to use body tension and gestures effectively.

      It really hurts me to see how Moreno is treated after the World Cup, I am really glad that he is back on track now. If nobody else will say it, then I can - thank you Mr Moreno, you deserved much better from the world of football refereeing than what you got!(!!)

    2. He-Who-Cannot-Be-Named every year gives interviews to Italian newspapers or appears in Italian television programs to repeat the same things: we understand that he has high self-esteem, I don't think it is necessary to remember this every time (it's the third time I read this idea of 8.5).

    3. I remember that match of Moreno very well... During the match I was absolutely convinced that his foul detection was not tge best, he ignored some fouls by the Korean team, but most of his important decisions were right. But the wrong offside and the misinterpretation of Tottis "diver" - would he had just decided to play on, everything would have been ok - completed the drama. The real scandal that time was not Moreno's performance, which was just low average in an extremely difficult match, the scandal was the reaction of Italian's officials and the lack of support for a young talented referee, who did just his best. When Moreno thinks now, that he deserved an 8.5 this is nice to read, but simply wrong. But he deserved some backing from other referees and the committee, which he never got. That is the tragedy, and I still feel sorry for him. But young refs should watch that match. They can see that a match overload with strong emotions and aggressions can bring a referee on a psychologically dangerous way: You are so proud of your coolness in the heat, that you turn into someone acting like GOD HIMSELF, and your coolness turns into an overwhelming arrogance, isolating you from the player and making you taking extremely risky decisions - turning a great performance of the first 50 minutes step by step in a complete nightmare. Watch his bodylanguage, his face. He himself gets aggressive, acceots no doubts and is more and more turning into a highrisk pokerplayer. Tge bad end is logical, it was tragic, Moreno deserved support, which he never got, but we can learn very much from this match in particulare.

      About the mark thing - I understand how arrogant the 8,5 remark is, but it is not so bad as it seems I think. Previously, FIFA assessors used an extremely arbitrary system when giving marks (so it is not 'our 8,5' as we know it today), and there are many a bit spurious stories self-reported about them by the referees themselves.

      However, Moreno is right when he says that his assessor (who was José María García-Aranda) gave him a strong mark, and that generally FIFA thought it was a top performance. They took the same view about Andrasch as Totti's SYC (and I think most football people's), and rejected him for this decision, assessed as a clear match error.

    Never a penalty, I think we don't need to discuss much here. Jöllenbeck gave an interview after the match and apologized for his "clear mistake" and obviously didn't want to throw Stieler under the bus but seemed to be upset (understandably!) about no intervention from VAR.

    1. Not a penalty for me as well, too penalizing for keeper, but we must say it is a tricky situation for VAR. One can understand the reasons for which Stieler stayed silent: after the attempt on the ball by attacker, anticipating keeper, there was a contact and this could be enough, but only on paper, to say penalty. Nobody would whistle it, but once you see the scene, I think you understand the arguments from the VAR.
      Having said that, I would say normal contact, and maybe foul in favor of keeper better than penalty. Also, I don't see the action by attacker on the ball as very clean, so this is another argument.

    2. I have to disagree with you, Chefren - just the existance of a contact does not directly mean a penalty, even on a paper. Football is a contact sport and if any contact could be punished then there should be about 50 penalties in any game. I also cannot understand how and why you are trying to defend the referee and VAR, even after Jollenbeck himself had said that it was a CLEAR mistake.

    3. Actually this is the biggest issue that people have with VAR. It is used pretty much in the way to defend the referee on the pitch - it is not used to defend football. People are seeing the same TV images that VAR sees and ask themselves: "How on earth this is a penalty?! Is VAR blind?!". People are more ready to accept a referee's mistake on the pitch if there is no VAR. But when they know that there is VAR nobody can accept that still referees make bad decisions and even more - these bad decision are justified and defended by more people (the VAR personel).

      This is the most annoying part and I still think that VAR was implemented pretty premature. There is no need to implement something that is still wrong. An excellent example of good innovation is the goal line technology - it is faultless. I am absolutely sure that if VAR does not reach a certain level of autonomy and faultlessness it will not be long before more and more football people will start doubting about its necessity and right to exist.

  24. Turpin is doing well overall in what is a very fast paced but not overly challenging match, but his foul detection doesn't always instill the most confidence in him. At 62', a Chelsea player was fouled near the Real Madrid penalty box and there was not call, and Havertz pushed Modirc down to the ground with two hands in the first half with no call. Also, my biggest pet peeve is when refs gesture for a player to get up, which Turpin did by repeatedly brining his palm up after Havertz went down in the penalty box in the first half. Refs should try to be unbiased and impersonal, and telling a player to get up is showing a personal reaction of annoyance in an untimely manner, i.e., after a player wants a foul call.

    1. I totally agree with your remarks on refs gesturing at players to get up. The way it is done so often is a sign of arrogance, sometimes even of ignorance. A player can be injured even though there was no foul in the first place

      Not arrogance but it is his way of doing. Why do you want same act to act for every ref. Makkelie is different from Kuipers, from Cakir, Etc... if way is efficient, it's ok. None coach is the same. Accept the difference from refs. He must keep his personnality. His calls were accepted. Even if the game was not so tight, the french ref did a job which will be deemed as top level by the UEFA. It's the most important.

    2. Sorry if I cannot join you in accepting arrogance for the reason of personality. A ref can show a judgement (in this case that he does not see a foul) by stretching his arms. There is no reason for showing a player to get up quickly by shoveling the hands with upward palms, because that insinuates "diving".

    3. You cannot qualify this way of doing of arrogance. May this way does not meet your way of doing. Do you know him to qualify so that ? May this way could seem arrogance for you and not to others. You have not the truth and you are not the only judge to assess a way of dealing with acts on field of play. You are not supremo ref to judge a way of dealing on field. Once again, it's not because this way of dealing does not meet your feelings that you must qualify a person of arrogant, neither his style. Im so fed up with players like Neymar Anthony and co acting as if they are dying every time they are touched by a poll of grass.....I think your "arrogant way" is a reaction to the players behavior which is IMO far worse and should be punished more severe than it is punished now.

    7. Clear penalty, you can have doubts about careless or reckless, but must be whistled. Strange that Taylor had a good positioning to spot it but he failed. About VAR, I would expect an intervention, because we can't discuss about intensity, the contact is clear. I would mark it as crucial mistake by both referee and VAR, I think the latter should have intervened, because missed incident.

    8. I was thinking no PK until the angle at 45 seconds into the clip. Then one can see the hard contact to the face. Otherwise, in live play and depending on the angle, it's very difficult to spot the severity of the contact. So more of a VAR mistake then Taylor's, IMO. And of course, once they saw the blood, that should have warranted a more careful review.

Let's consider few unexpected issues like as the health problem occurred to Hategan, the dismission of Cakir and the dramatic event involving Karasev, but I guess that we all of us should recognize that it's unacceptable to have only 4 or 5 reliable referees for CL QF and Cl SF matches. Something went wrong on Uefa referees management and growing

    1. I think there are enough refs with good quality and definitely more than those 4... But they need to be TRUSTED to improve, so what about Vincic, Letexier or Bastien, Schaerer, Soares Dias...
