    1. Btw: Mateu had more 'issues' with VAR in Basel vs. Trabzonspor (you already saw it if you downloaded the clips kindly uploaded for everyone! ;)).

      Gil Manzano (understandably but still in the end rather dubiously IMO) called him to reverse a penalty call and in the end the Spanish WC official agreed. Tricky situation though for both VMO and ref.

    2. A referee and big personality (Mateu) well-known for rejecting the VAR advise in front of the monitor and a VAR (Irrati) well-known for staying quiet when nobody understands it. Perfect! :)

    4. It is *almost* the same hype that was in September, being paired with Marco Fritz. His performance in tha game was very good. Maybe it is better this way. We have to accept that Irrati deservedly created himself a great reputation as VAR. Very difficult to loose it now, especially when there are so few trusted VARs. But still, I feel we exxagerate a little bit, he hadn't so many clear mistakes. The same should have been talked about van Boekel, I still remeber that Inter-Barcelona missed penalty together with Vincic, at Dumfries. And that was a clear mistake, unlike most of Irrati's incidents.

  4. These appointments are really uninspiring to be honest. Elite referees all through even for games that are all but settled. Very poor management to be honest

    1. At 2 goals difference, the game definitely is not settled. The only game where where 3 goals difference is Man-United - Betis Sevilla, but it is obvious that you can't risk at this one.
      Frankly, I like the appoinment. Every Elite got at least game, many of them one UCL - one UEL in this 4 weeks, which I find perfectly balanced.

  6. Standard appointments, and honestly I like them. As Anonymous commented above, they are balnced.
    Given that in the First leg of UEL were assigned Elite only, I think is absolutely justified this to happen also in the Second Leg.
    If let's say, it would have been an already decided game (but it's not) and you wanted to give it to a promising First Category ref, an important oberver was required. But all of them are at a meeting these days. The mebers from Referee Development Panel, the Members from Com and even Rosetti himself are all busy these days.
    In case you didn't notice, no big name at obervers this week. So, why to risk? Full Elite - correct and expected decison.

  9. On Belgian (Flemish) TV there was a documentry where 2 analists took on the rol of VAR in a live match. It's in dutch.
    (Normally available in the EU to watch). Referee of the match: Wesli de Cremer (who I know well because he's my trainer, has ambition to become fifa listed) VAR: Nicolas Laforge (former Fifa listed). The analists: Imke Courtois (former (women's international for Belgium) and Gert Verheyen former (men's) international for Belgium).

    Mateu & Del Cerro with two crucial relegation games (Getafe - Sevilla & Cádiz - Almería), expected considering what happened last week in two relegation games (Getafe - Cádiz & Valladolid - Elche)

    There will be another Clásico later this season, the Copa del Rey semifinal 2nd leg (1st leg was handled by Munuera Montero)

  16. A mistake you don't expect from a big name like Zeinstra and VAR intervention in Freiburg to disallow a goal scored. Classic situation in which keeper was not last defender, many players in the box and so confusing for assistant referee, but should have been detected live.

    1. Freiburg players were furious. I think there was a clear deliberate backpass to Juves goalkeeper, but Gozubuyuk awarded a defensive free kick. I didn’t catch what happened.

  25. Many lighters thrown by Fenerbahçe fans against Sevilla players in Istanbul. Keeper was hit. UEFA wants to continue, Oliver talked to UEFA delegate. I must say I'm shocked again. Let's wait for something worse to happen when game will be resumed. Sometimes I would like to see something very serious to happen to put UEFA in trouble after their shocking decisions, believe me... but of course I must say let's hope everything will stop here after the announcement made to fans.

    1. I don't think the fans could be anything more. The whole tribune overreacted to the hooligan who was throwing material on the field. Oliver gave confidence to the Sevilla players during the match. He did not give a yellow card even when the tension reached its peak and the goalkeeper held the ball for 15-18 seconds.
      If you ask how I know the atmosphere, I was in the tribune where the material was thrown on the field :)

  26. In Anderlecht (Union-Union Berlin:) clear missed 2nd YC and no foul wisteld by Sanchez 52' for clear SPA holding. He was doing really well but don't understand this decision at all.

    1. For me this is a very poor decision! Haberer plays the ball in a normal way and only hits his opponent because his opponent comes in front of him. Remarkable to see that Diogo Leite was blatantly saved from a 2nd caution after a clear holding and SPA offence and that Haberer is sent off after a normal football action…

    1. I think that is really difficult to judge. Even more difficult to spot I think. I would not give that as a backpass. He is lying on the ground, and it is more of a pushing action that an actual pass. Giving it wouldn't be wrong, but it would give you a lot of extra problems.

    1. A YC for handball offense is given not because deliberate or intentional attempt, but based on the action that the player stopped by hand. In this case it was assessed a shot on goal, you can't deny that. It is true that differently from other situations, one can't say it is 100% shot on goal, but the decision was expected on the pitch and it can be supported. As somebody wrote, in this case one must blame the rules for being so "harsh".

    Possible RC for SFP in Gil Manzano game.
    Perfect view on the incident by FO Munuera Montero.
    I think YC is supportable due to the low tackle, but given that it was frontal, very dangerous and with a borderline point of contact, RC would have been definitely better. Nevertheless, the work by VAR looks fully correct to me here, but the mistake can be assigned definitely to referee and FO. One further note: Gil Manzano immediately with the card, without waiting that short time very often useful for an assessment. I think no confrontation with FO, he was immediately sure YC was enough, could have gone differently with a bit (even one second more) delayed decision by referee.

    I think 53' clear YC for SPA, but referee didn't assess it as foul so we know the reason of his choice. I think AR could have cooperated because it was evident that attacker had been impeded from reaching ball. The argument "not enough" for whistling was not valid here.
    In 59' I think one can call the challenge as something more than a step on foot, but I agree with comments above, still OK by VAR to support. RC would have been backed as well and maybe for some aspects better decision. I also want to add that live it never looked like RC, only the replay helps us, that's another argument.
    In 80', I think he saw this contact with opponent's knee after having played ball and he booked. Strictly by book, you can't say 100% mistake, but in reality I think this was a too particular decision, focusing on a detail for making the assessment. Extremely harsh, quite sure UEFA will say wrong, but the arguments by the Spanish for giving it seem to be clear.

    1. I agree with all your comments. Question: Do you think in 53' he took the decision to not give the foul because he knew it would have to be 2nd YC. (And it was only 2-0 and early in second half. Knowing in previous game Berlin came back to draw.)

    - Daniele Orsato: had Bayern in the previous round and is not possible in Semi2. Committee can appoint him to:
    1. Real Madrid-Chelsea QF. However this could rule him out for a semi final?
    2. Save him for semi final 1. In that case a first leg, due to the Italian team in the other semi.

    - Michael Oliver: limited options available, unless he is trusted to officiate an Italian team.
    - Anthony Taylor: limited options available, already officiated Napoli in R16.

  44. Could we see some referees who are considered controversial in Italy in the all-Italian tie? If we take Oliver as an example, his name would lead to controversy if he was appointed for a clash in which one of the teams was Italian. With both teams being Italian, it is a great way for some referees to improve their reputation (same with Lahoz and Siebert, although Siebert is unlikely for other reasons)

    Benfica-Inter: Zwayer/Makkelie
    ManCity-Bayern: Kovacs/Turpin
    Real-Chelsea: Marciniak/Orsato
    Milan-Napoli: Gil Manzano/Taylor

    I think when Oliver will make his "debut" with Italian teams again, it will be in a group-stage game, not QF. But still, I would choose Taylor ahead of him. Orsato has only one option Real Madrid-Chelsea, I think of him for the second leg as I see Marciniak's last game before the final, like Turpin last season. In my opinion, Zwayer deserve another KO game after his good performance on Beranabeu. The rest of my choices come natural, I don't think it need additional expalanations.

    1. Oliver already has his "debut" with Italian teams in R16 2019/20 (Atalanta-Valencia) - followed by Lazio-Zenit in the following group stage.
      But maybe he will indeed be unlucky again due to English and Italian teams in all remaining games.
      Taylor already had Napoli in R16 (which of course doesn't rule him out completely), but otherwise your predictions look good to me.

    2. Totally forgot about these games of Oliver, it has been a while since then, thank you for reminder.
      About Taylor and Napoli, I would not rule out him for Napoli again (in contrast with Orsato and Bayern because of the high profile clash with Paris). Anyway he can be easily be swapped in my predictions with Makkelie. As a coincidence, these two second legs appointments were the last I wrote when I made the predictions. I chosed thinking of which of these two games is more suitable for each one considering their style.

    2. I think, following all rules, they got it right. Defender is not expecting the ball, and plays it unluckly. Is not in control, so no deliberate play.
      I'm just not a fan of it. We as referees are always told: "Think about what football wants and expects". I don't think any fan wants this to be given offside. Nobody noticed it, and I don't believe they made a clear and obvious error. Yes it's offside, but not factual so I expect it to be evaluated on C&O-Error.

    3. For me, this is a clear example of a non-controlled play. The defender is blocking the pass, the ball is fast and bounces just in front of the defender. He is not in a full body control. No element to support play-on in regards to last year instructions. Correct intervention.

    1. 1) IMO, there is a deflection from the head, therefore short distance, definitely the arguments for the no penalty in this situation.
      2) I personally prefer YC there, I think it is reckless foul, no more. But I also understand, that there could be arguments for VC too.

  56. What has changed in regards to handballs this week?
    I will give my opinions.
    Vincic correctly awarded the handball in Manchester - a clear touch to the defender's right hand in unnatural position. It's not important how hard the arm was hit. Based on clear UEFA instructions I can't imagine any (elite) referee not giving a penalty for that.
    Next, handball in Madrid. I fully understand Fritz calling Zwayer to OFR. AFAIK, UEFA instructions were always: deflection doesn't matter. The only element NOT to give a penalty for handball is if a player plays the ball to his hand. Look at how high was the defender's arm just after the deflection:

    I understand this is not something football wants. But Fritz was just following UEFA guidelines. It was a deflection, arm in unnatural position. Speed and direction of the ball doesn't matter.
    So please stop killing the referees for following the instructions they received.
    And after that, two incidents posted above - one from Dutch league, one from German Bundesliga. So nothing regards handball is a penalty anymore now?

    1. Yes, in UEFA that the ball deflects from another part of the body doesn't matter (contrary to deliberately playing the ball onto an own arm - always play-on) - penalty still to be given if the arm position is deemed unnatural.

    2. Yes, one should not criticize the referees, but UEFA for giving these instructions, which are quite far away from the wording in Law 12, where unnatural arm positions are defined in a much more lenient way.
      Some of the recent handball decisions simply aren't in the spirit of the game. If the defender doesn't even act carelessly, but the handball is purely accidental, a penalty doesn't feel right for most spectators and probably for most players as well.
      While it indeed provides less grey areas, I don't believe it makes the stakeholders of the game happy. Especially if those decisions after more or less random events keep deciding important games.
      And on the VAR aspect: Even if the situation is clear based on UEFA instructions, you still have the "obvious" aspect. If nobody on the field or in the stadium expects a penalty, it's not really the original purpose of VAR to act as detective and find some offences, which are only detectable in slow-motion.
      VAR should remove all mistakes, where nearly everyone thinks and understands, that the referee was wrong. Some of the recent interventions don't even remotely meet this condition.
      So while everything might be correct in UEFA's eyes, there is certainly some justified criticism among people, who watch the games.
      And after all, the referees still have the final responsibility to decide according to the "spirit of the game" as Law 5 says.

    3. IMO it's understandable not to be sure about the penalty in live speed. It's one thing to detect the arm contact, but you also need it to be deliberate or an unnaturally bigger body.
      And both conditions are not that clear IMO. I mean, surely the intention of the player was to block the ball with his torso. Then there is some arm movement towards the ball, but rather small and not really obvious. And the arm is not too far away from the body (it just increases his surface due to the angle) and might be justified by his running movement.
      You can't just make it simple and say, it has to be a penalty, because the arm prevents a goal.
      In the end and with the replays, I also think, the arguments for a penalty are stronger and it is therefore the right decision.
      But as I said, not that clear for me.
      And if Kavanagh had seen all neccessary details, I would actually have preferred no intervention, because it isn't clear and obvious (but possibly a missed incident).

      Having said that, very clear penalty thank to replay, but impossible to be sure live, too quick and the defender with a particular movement that couldn't help referee for making an assessment. At least this time a very correct use of VAR in England, but mostly because very evident situation.

  61. In the first case, I think you can be deceived, but for me the touch from behind is soft. In normal conditions, maybe not a clear ane obvious mistake, but once whistled simulation, it is indeed difficult to support it.
    Second case: I think you can never give YC for simulation live, you clearly see that there is a contact by defender with attacker. This was a very poor decision, while the previous more undestandable as mistake.

  63. He's done enough to knock his boot off his heel in the first case. I don't think you can classify that as "soft." Difficult to discern, yes. But that's a very consequential foul in the grand scheme of things and the attempted challenge is nowhere near the ball. Great and necessary use of VAR there.

    The second one is interesting for a few reasons. One, on a borderline play like that I am simply not giving simulation a second time to the same player after I was wrong once. Maybe that means Stieler has more guts than me... or maybe not. But to the actual decision, he is VERY lucky the contact was actually inside the penalty area. Because if it wasn't, he was stuck. And that was extremely close.
