      When the referee is from a Latin country, they mainly have Latin VAR’s (language barriers), but it’s not like that the other way around…

  13. Very good Eskås in a not so challenging IDNECU. He left a very firm impression, fully in control, easily reaching players on a verbal level. Excellent(!!!) lost time compensation. Thirteen minutes was exactly the amount I counted on a sheet of paper during the game! And additional two minutes perfectly followed as well for two breaks during the added time. Well done!

    YC 7ECU for simulation. The defending player's challenge is very risky but at the same time 7ECU wants to use it to win the penalty. Therefore, correct YC but perhaps no card would've been optimal.

    RC 4CAN for VC - deliberate step on an opponent's foot without the ball. But how can you not punish the initial reckless tackle? ;)

      Well, to me the first tackle by Spanish player is even a possible RC, but missing YC is a shocker. Easy to understand that they all focused on the action of Canada player far away from the ball and that's all.

      Refereeing at such tournaments is incredible, and I think we are the only people interested in that...

  17. There were severe problems in connecting with VAR for Gustavo Tejera in MLIUZB. He had to stop the game several times, including the six minutes of waiting for confirmation of Mali's third goal.

    Funny thing: the referee should've added around 19'(!!!) minutes to the second half but opted only for ten additional minutes.

    I don't know how many here keep up with and monitor the Premier League and their referee appointments but this is now the 2nd time this season they have failed to release them before the first kick off of the round.
    The PGMOL is under increasing pressure this season but I don't see that as a valid reason to fail to publish referee appointments.
    If anyone has any thoughts??

Last time folks couldn't find them was when they removed them to change the officials after the Spurs Liverpool VARs were pulled from their games. They are not up now despite being up all week so I'm assuming a late change again

    Ecuador's goal disallowed for offside (correct but what about the tackle by ECU player in the penalty area?, 45'). Good YC to 7ECU for simulation (85'). Not overly challenging game otherwise. Very good presence - firm, cool, good interactions with players.

    Roberto Bruno Pérez Gutiérrez in ESPCAN
    Red card to 4CAN for VC issued after an OFR (33'). Extremely lenient line - very reckless challenges in 1', 8' and 33' were not punished accordingly. Very athletic presence, quite good communication with players.

    Pierre Ghislain Atcho in JPNPOL
    Easy-going game for the Gabonese. Some minor mistakes but nothing serious. The game was stopped in 69' for twenty minutes due to heavy rain.

    Atilla Karaoğlan in ARGSEN
    Correct YC to 2ARG for simulation (43'). Potential impeding in Argentina's penalty area but rather will be assessed as grey area (66'). Strict (or rather surprisingly normal) disciplinary line. Firm and serious impression, surely not 'players' friend' type of referee.

    1. What a poor attitude by Argentinian players to look for contacts against opponent! Correct decision in penalty area with simulation by Karaoğlan in first half, but then it should have been the same when free kick was awarded and Argentina scored. A general observation can allow us to say that sometimes the same accurate focus we use for assessing penalty area challenges, in some situations should be the same in the rest of the field. In other words, we should expect a simulation in all circumstances, this is more valid for some teams differently from others (one must be honest).
      In penalty area incidents you can have a different approach and you can spot a simulation because you aheva already the thought in your mind that this can happen.

      In 66' I think that referee will be supported, not a penalty that would make all people agree.

      64' in my opinion is a clear penalty for hanbdall, if contact by arm inside the box. No reasons to play on.

      75' to be honest, rewatching this incident I'm not really sure about clear and obvious mistake, watched and rewatched I can't understand how much clear this kick was, I see the attacker making his action and the defender almost standing still... to follow, the responsible for the poor management is VAR because there must be always communication with referee in case of a possible OFR, we can draw conclusion that VAR was not sure when it happened then maybe rewatching it, she changed idea, but referee should have been informed about the possible penalty to be whistled and he shouldn't have been allowed to send players to cooling break and even substitutions...

      73' absolutely no offside, keeper with open view, player without particular movements, and relevant distance
      52' correct YC then 82' and 90'4 for me both possible second YC and nobody would have complained, maybe more 82' than 90'+4 but such situations are always difficult to assess as clear crucial mistakes, my opinion is that for a foul at the edge of penalty area like the first one, card should always follow but there is this trend fo save it when the circumstances allow.. still we can't talk about a real miss, but something that an observer can point out in his report...

      57' I must say you are right, while this can be assessed as a classic "not enough", the defender reaches his target to stop attacker from shoting on goal, better decision red card, but surprise for me, VAR didn't intervene (correct in UEFA and expected standard, "strange" in FIFA). Indeed it was an UEFA VAR, surely a different outcome with a VAR from another confderation :)

      90'+10 Impossible to say, looks indeed simulation, given that VAR didn't intervene should be so, absolutely missing referee's reaction, I think he didn't assess this at all...

    Augusto Aragón became the (non-UEFA) no.1 with this performance. Excellent fitness, alertness and rapport with players. Everybody knew who was in charge. He was very respected as well. One thing he could consider is slowing the game down at some moments to avoid potential conflicts. Could our South American friends confirm if he is so good in CONMEBOL as well? I definitely see him at the next WC!

      68' Should the referee be worried about that? In case of more subvstitutuions than the allowed number, teams would pay for their faults.
      81' Correct YC. Then second YC should have followed, both incidents 90'2 and 90'+4 are clear cards to me.

      Excellent fitness indeed and a very positive attitude in following play, with a trend to play advantage and let game flow. As you described, sometimes this should be indeed stopped for control purposes. But still, nice to see a referee so "inside" the game, not frequent, especially at such tournaments. I compare him witht the referee from Uruguay and I discover two different worlds. Curious about his next assignment.

  40. Looking at the VAR assignments, it seems pretty clear who are FIFA’s favorite UEFA VMO’s that have to go far this tournament. They don’t even try to hide it…

    I mean, is there any chance we will see Di Paolo (ITA) or San (SUI) paired with a CR from CAF or AFC, where referees are - in general - supposed to be of lower quality? Or are such assignment considered sacrificial — even in a U-17?

    1. 2' In my opinion that's a clear violent conduct, player is aware where opponent is and then he hits deliberately... missed VAR intervention! Be sure that a UEFA VAR, including Di Paolo, would have intervened here.

      14' For me best decision play on, I think that attacker put the leg ahead to control ball and not for other purposes, then he fall due also to the previous run. It doesn't look like a foul by defender.

      60' There is a kick by defender, penalty that you can't deny. Maybe exaggerated reaction by attacker to have more attention by referee (and VAR, in case), but we know how it works... the check could have been shorter, once you see replay from behind with that kick, all must be supported.

      Quite good, but the incident in 2'... still difficult decision to understand by US VAR...

    Well, the number of challenges to assess for Obrenovič was tremendous. He didn't do great, to be honest. A clear line in assessing duels and disciplinary control was missing. Some missed fouls and cautions, some late calls, some problems in teamwork with AR2. I had a gut feeling that the Slovenian didn't feel the game, trying to allow physical play at the beginning and therefore losing his grasp on assessing duels when things didn't go well. But, to be fair, it was a very difficult game to handle. Fortunately, players behaved really well!

      About the other incidents, 53' is clearly only careless, but reaction (simulation) by opponent caused the card. In 72' lack of awareness about the tackles, at least a card but also missed fouls. Surely a useful game for the development of the Slovenian.

    Wow, what a rough game! Mali were playing very physical football making it very hard for Spain. I missed mature leadership and charisma in Bryan López who was just making decisions and didn't offer much more than that. Some warnings, slowing the game down could've been beneficial for the game (and Spanish players). That's the problem in FIFA tournaments - very often when one of the team (or both) play in a rough manner there is no management from the referee that would allow him to stop such way of playing...

    1. 4' Referee totally unaware of the incident, you can see. Hitting point says strongly red card, but intensity can allow yellow card. In my opinion red card to be issued, but one can discuss about VAR intervention.

      31' Fully correct VAR intervention, indeed maybe showing directly the closer replay without the rest would have been the best in terms of time management, but still very good decision, also in this case referee rather unaware during the live scene

      40' Excellent decision, very good spot in this case, but to me this can also consequence of the missed alertness in some momnts of the game, allowing players to have a certian behavior

      45'+6 Good call but easy

      49' I agree, live it looked clear penalty and I'm in trouble to believe that referee assessed this as we are discussing, but still, despite of defender's leg movement, one can say that fall by attacker is not strictly related, so OK no penalty and very good by VAR again

      48' Very clear handball to be spotted live, here some observations by my side again. I really don't understand when situations are so clear (see the first replays shown during OFR), why the referee should stay so long time to watch after without looking convinced about the call (see body language when he leaves monitor). I would expect a different reaction, but maybe this aspect is related to personal character, they want to understand something more, why they missed it, why they needed VAR.. I would be definitely quicker in such situations. Then, how many VAR gesture we saw by players in front of referees without beinh punished by YC? Definitely too many, and that's another hot argument.
      83' WOW this looks like the handballs game :) in this case I agree, grey area, penalty to be confirmed only if whistled by referee, not a clear and obvious mistake, but I think due to arm movement more penalty than play on.

      19' Player lowered his head for sure, I'm always against this motivation, but in this case, kicking head was absolutely something unexpected for opponent...
      60' this shouldn't happen, maybe AR intervened!

    Again, very good impression left by Ecuadorian. Always closely following play, being even excited when making calls. Some possible SPA offences but he chose the approach of allowing much contact and whistling/carding only when 100% needed. In 41', he also let it go when an attacking player collided with a goalkeeper (rather no foul?) and stopped the game a split second before a dangerous shot. The offside mistake by AR2 - although difficult due to contrary movements - shouldn't have happened though. Still the overall picture was positive, imo.

    Quite challenging game for the Dane. He had full control and was widely respected but I didn't like his too generous approach in some scenes, especially DtR in 45+3', UB kick after whistle in 47' or step on foot in 90+8'. Sometimes he looked like he was bored or too good for such game and it's never a good impression but maybe it's his style (and FIFA instructions to be in the shadow as much as possible, of course).

      41' Not a punishable handball, given the goal directly scored, can be assessed like a crucial mistake, but still...
      53' Definitely impossible to say without replay, it looks like no handball at all.
      57' No handball, arm in natural position, I'm against the OFR, even if what you say is correct, once the referee has missed the incident, this is a classic use of VAR "FIFA style". In such situations, when a free kick is allowed, somebody must control the wall. If referee is already focused in penalty area, and AR wants to be exclusively ready for offside, then fourth official can take this role just for the kick and nothing else. Cooperation was possible, but this should be decided before the game (you can see that in such tournaments it is more difficult to see, because you have referees from different backgrounds). To me, OFR shouldn't have happened.
      88' No penalty.

      Indeed it looks like the Danish wanted to stay in the background. I think he can do even better by taking some decisions... nevertheless, he is following a good path.

    I liked Roberto Pérez' style today. It wasn't the most challenging game and he kept his calm (typical British) manner. What I didn't like was no reaction to blatant DtR by 19USA in 46' and USA GK controlling the ball for 22 seconds in 90+5' (yeah, you need to be ultrabrave to call it in such moment and result but it was too excessive to be ignored + Collina in one of the interviews stated that it's time for exactly such behaviours being punished, therefore I wonder if we'll see something being done in the upcoming games). All in all, a good game by the Peruvian.

      Definitely too long time used by keeper, he was aware when he blocked ball, he gained the time he needed in that moment, then after when standing up and kick ball he had already reached the target and referee couldn't warn him. Here I think that the reaction should have been immediate. Collina will not be happy, indeed, as we know how he wants referee to manage additional time (and so tim wasting).

      In 46' I also agree with you, US player too much free to do what he wants to kick ball away, with referee not aware and far. Poor scene to be watched regarding unsporting behavior.

      Basically I can see a good referee, he should fix something to improve.

    There were many physical duels in this game and Gustavo Tejera allowed really much - it contributed to the game but some FKs should've been awarded. Overall a good performance by the Uruguayan after first not so impressive match. He's not a lucky guy in Indonesia - huge problems with VAR communication in the first and heavy rain in the second game.

    66' - 3:[1] goal; REF-AR2-VAR had to assess whether 14POL touched the ball (then offside) or not but most likely not, so a correct goal
    88' - PAI tripping; no replay and therefore difficult to say whether there was contact or not but again you expect either penalty or YC for simulation
    90+3' - Potential VC by 6SEN; difficult to judge whether intentional or not, what do you think?

    Wow, much things to assess in this performance:
    - great advantages
    - too high threshold for a foul being given
    - VAR correcting corner/goal kicks in 37' (and most likely also in 89'); not the first time in the tournament but this time sooo blatant...
    He contributed to the game flow but was not able to distinguish fair physical challenges from cynical fouls, therefore the tension was rising. With an ill-tempered team it could end in a nightmare for the referee. In general, he was accepted by players and offered some nice interactions, so the performance should be assessed as good. Well, Al-Ali's British style shouldn't be a surprise as Emirati referees are instructed by English officials for quite long time - Stephen Bennett at first and Lee Probert currently.

    1. Rather poor impression after having watched all incidents, to be honest.
      Not deciding in crucial situations and allowing play on is too easy, I expected in both 57' and especially 88' a black or white decision.
      The scenes with corner / goal kicks after VAR suggestions are simply unacceptable, the one in 37' is very poor, because one easily understand that this invite came from the room, impossible to change idea on the field after a so long time.
      90'+3 shouldn't be deliberate, I think we can't have an evidence and my opinion is that it was accidental, so no VAR intervention is OK. Great ONSIDE by AR in 42' maybe facilitated by the fact that attacker was close to him. 66' is absolutely hard situation to judge for the same AR, here I wouldn't question possible mistakes.
      What I can point out as good skills are indeed the relations with players, but in a context made easier by deciding to officiate in a certain way...

    I have ambiguous feeling whenever I see the Portuguese. Very high accuracy regarding key match incidents but otherwise not so convincing handling of the game. It seems Argentina players use dirty tactics - delaying the restart (I don't get how FIFA has come to the conclusion that allowing DtR offences (or giving pro-forma warnings nobody cares about) is beneficial for the game... -> 11', 45', 90+2'), simulation (first game, 20', 90+3'(?)), mobbing. None of them were dealt with properly. 'FIFA style' or not convincing management?

      66' I agree, still no penalty, not enough to whistle.
      76' Not handball, I observed many times that all balls coming from teammate in penalty area (attempts to save ball before the touch by hand) shouldn't be assessed as penalty, not even in case of very open arms. This situation is quite rare to happen, otherwie there would be more discussions, I think.
      79' Not the best management by referee afterwards, to be honest he should have done differently, not a penalty then if this is your opinion book him - again I don't understand such acting...
      87' Correct decision, but he should have communicated better the decision, since both gestures for goal and free kick to defenders are similar, he should have indicated the point of the foul before and then making the free kick gesture, otherwise not clear and players think about a goal allowed.

    90+3' - PAI pushing; weird incident and no replay, rather correct play-on

    I don't like this referee's style. He had some good moments like warnings in 6', 11', 39', 40' (he lost his all munition with them) but otherwise...
    - very central positioning, often obstructed line of vision, some late FK calls after input from assistants, too much whistling,
    - (surely) broken VAR protocol with interventions in 16' (YC for studs challenge after huge delay) and 78' (corner kick changed to goal kick, and this 'thanks' gesture at the AR1...)
    - quite blatant cautions missed in 18' (holding), 30' (SPA), 45' (simulation), 54' (high kick)
    - not enough prevention after bad/cynical fouls in 54', 57', 81' (attempt to kick an opponent?), 86'.

      88' I agree, not a SPA given the direction of the player, and not reckless, only foul without card is OK
      90'+3 in all cases NO VAR stuff, but penalty could have been whistled, not a mistake.

      In 16', they clearly got input by VAR... absolutely no clue that referee wanted to book player at first glance, but we should wonder whether Collina is happy about that? one can't believe... 78' another case of VAR intervening, indeed.

      18' is a clear YC, in 30' you can see AR flagging for something but ignored by referee, I think advantage given. Then at the next foul blatant reaction by referee.
      45' very bad imagine, referee not even looking and interested in the simulation!
      In 54' unacceptable as well to miss the card...
      Well I must say a very poor officiating TBH.

  63. It’s difficult to discern a pattern regarding which referees are appointed to the semifinals and finals.

    Typically, the pattern involves only three matches in total, with referees appointed for the semi and final often officiating only one group match.
    However, this doesn’t seem to be the case for any referees this year.
    Eskås does appear to be a favorite for the final. Do you think there might be other referees in contention for the semifinals and final?

    99' - PAI tackle; well, the tackle is far from perfect but after touching the ball the contact with an opponent is negligible, so correct play-on here

    Very high accuracy regarding key match incidents. Apart from that, a decent performance but with a typical FIFA style - pretending to be in control but refraining from issuing disciplinary sanctions. The tolerance of blatant DtR offences (1', 20', 26', 52', 90+10') and holding (90+9') is way too much for my taste - it really hurts watching it live ;(

    1. 22' I think that we can't have evidence that holding ended before the line, we can only trust VAR.
      40' Absolutely excellent decision, even more remarkable because after the first replay you could maybe be still in doubt because rather low tackle, about the point of impact, the following replay is absolutely confirmation for RC. The duration of the whistle suggests us that referee immediately spotted it.
      81' Well, basically I agree that such penalties are never whistled and the decision is brave by referee, once keeper didn't play ball, but I have doubts about the intensity of the bow. Was really reckless or only careless? Still one should think it was reckless in this situation, but without closer replay I wouldn't exclude that attacker made it a bit bigger than it really was to get penalty. Still, the call is justified. To add, very good delayed whistle, as the Turkish waited for a possible goal before.
      90' Delayed fall, not related to previous soft holding, OK Play on, YC for simulation possible.
      99' Excellent assessment once again, live one could have been easily deceived on a clear penalty call. Replay said us that referee was absolutely right (but still very risky action by defender, just lucky to get ball before).

      I hadn't watched the Turkish before this set of highlights and I must say he showed very good skills in assessing crucial incidents. Coming into the tolerance of blatant offences, 26' is definitely too much and clearly made on purpose after referee's whistle. Given his accuracy in other fields of refereeing, and after having watched similar missed actions by other referees at this tournament, I think that indeed there can be an instruction by FIFA that referee shouldn't be very harsh against such behaviors (maybe because player are very young? u17? but to be honest, the argument should be exactly the contrary, for this reason, educating them).

    Not the most challenging game for the Mauritanian. Despite the ignored blatant DtR in 1' and decision to not open card in 3' after a rather reckless tackle, he was able to get a grip on the game by cautioning holding (11'; we haven't seen similar offences punished at this tournament, though), tackle (35'; quite harsh, tbh) and SPA tackle (38'). Then, he could've booked another player for holding one minute later but decided not to. German players questioned several FKs against them but nothing major (in 45+5' I'd love to see the referee reacting against undermining his authority though). Another DtR in 52' was, expectedly, ignored. In general, I liked Beida's "normal" style of refereeing, he even had some nice chats with players and after the game everybody thanked him, so we can talk about a good performance.

    1. Correct penalty call, but I think missing YC for SPA, not a genuine attempt to play ball? Would you assess it as NO SPA?
      In 3' a YC could have easily followed for a clearly reckless tackle, but we know about such management... in 35' you can support the card, but to me no big responsibility for the player, with an original fair action on the ball and then impossible to avoid contact with opponent.

    79' - 1:[1] goal; long VAR check regarding possible offside after the pass from GK, at the end no offside detected by VAR
    90+5' - Possible 2YC 3ECU for reckless tackle; I think not mandatory - neither reckless nor SPA

    Fu Ming started not so well with some late FK awards and missed quite blatant pushing at AR2. Then, some good warnings followed: 12' - step on foot, 26' - provocative behaviour, 35' - off-the-ball conflict (a pity we couldn't assess it as no replay was shown). It helped him to take control. In 45+4', we had another case of VAR changing a wrong corner kick to a goal kick - FIFA is a different world :) I was shocked to see clear SPA-holding in 57' not whistled. Also in 72' (see above) and 82' (SPA) another YCs should've followed.
    In general it was a decent performance with full control and correct big calls but the technical accuracy and 'feeling the incidents' is not the strongest point of AFC officials. Good lost time compensation and strong presence by 4OF Atcho.

      36' - 41' - 45+5'.88' all correct decisions.
      72' Very particular incident, live I didn't have the exact perception of what had happened and I thought about a normal foul, with player trying to reach ball, but then indeed replay shows something more. Still, I think one can't be sure about VC, so VAR righjt in not intervening, but definitely YC is missing. But I would say also YC very difficult to see from the pitch.
      79' regular goal
      90'+5 Risky action but at the end "soft" tackle, not real effect on opponent, not SPA, so OK only foul. These situations are very difficult to read from the pitch, here I think it is a classic case in which many referees see the scene and they book for reckless challenge, so I would say very good from Chinese referee.
      In 57', player trying to continue the action despite of holding, didn't help referee in his assessment, sad to say but that's reality. More evident reaction by fouled player, and surely foul + YC would have followed. He tried to play on.
      In 82' if you think foul, and I agree, careless, clear SPA. Missing YC.
      So, not the best accuracy in minor incident by referee, but still decent in his control and major calls of the game.

      With Busacca and Collina in charge, it is a bit too predictable that San (SUI) will work on a semi-final (after his FIFA final last year) and Di Paolo (ITA) will have the final. As always, a political circus.

    2. I would have said, the reason against di Paolo is, that he had Argentina already in the QF.
      However, Carvajal has Mali in both rounds, so that argument becomes void.
      So your explanation could be true...

      Pinheiro is the first appointment to break confederation neutrality, but it is probably the old story, that Argentina prefers UEFA referees (which they got in every match except against Poland).

      Tejera gets Mali for the third time in the tournament...

    45+5' - PAI charging; typical collision and nothing more, correct play-on

    Many big incidents to assess in the first half. I agree with Eskås in 3 on 4 cases - the first PAI should've been a penalty, imo. It was a fair game and the cards shown were correct (maybe one more for SPA impeding was possible in 51'). In general, a very strong presence by the Norwegian - strong / smiling / chatty when needed, another excellent manager from Scandinavia after Nyberg and surely the best at the tournament.

    1. 10' Looks like a very clear penalty, I agree, maybe in UEFA approach NO VAR stuff, but for FIFA.... I wouldn't have been surprised in case of OFR, but a whistle by referee was expected here.
      13' No foul seems to be the right choice here.
      26' No need of an OFR, but we know FIFA world. VAR should call to monitor only in case of evidence about a punishable handball, not for other purposes. I really don't like this use of VAR, to be honest, first of all because very unnecessary and against the reasons for which this tool was created.
      45'5 No penalty, OK decision.

    The overall performance was okayish but not optimal either. Troublemakers not identified: 10POL with dissent (11') and cynical tripping (14'), good warning to 11ARG after bad behaviour (79') but not followed by a caution for cynical charging (90'). Some possible SPA offences not cautioned (17', 32', 59', 88', 90+4'). Only a warning after blatant kicking the ball after whistle (38'). VAR correcting corner kick to goal kick (44'). No clear line in foul selection, too. In case of a closer / hotter game, the things could've gone differently for the Costa Rican.

      65' Correct decision, no handball.

      About the disciplinary management, in 14' you can clearly understand by the tone and the shortness of the whistle, that indeed he was not aware player had left his leg there on purpose for exactly a cynical foul as you described.
      90' is missed YC as well. Here referee "more aware" but AR should have suggested YC. It seems the referee wanted to make things easy by using a rather very soft approach, but, as you said, in a different game what would have happened...

      'Treble' for the Norwegian referee in national team youth tournaments after U17 EURO 2019 & U21 EURO this year. And to think that Eskas only attended the former as a last-minute replacement to his injured compatriot Kai-Erik Steen! In refereeing, and in life itself, you sometimes must be in the right place at the right time...
