César Ramos in Round of 16 Portugal - Switzerland (discussion)

A deserved Round of 16 for César Ramos, full European clash between Portugal and Switzerland. Let's comment his performance here.

    2. Are you sure that this rule (Falkland Islands) is indeed applied? Horacio Elizondo handled England - Portugal during the World Cup 2006, for example. Anthony Taylor also handled a (friendly) game Spain - Argentina, and so on.

    3. I'm not sure if it's a rule, I think tensions have increased after a quiet period in recent years (since 2006) so that's my feeling. I'd be surprised if they appointed Oliver to Taylor to that match
      As and Englishman (with Italian roots too) I'd be happy for someone like Rappalini to handle an English game as I think he's a quality official!!

    4. I think the active day-to-day passions in this geopolitical conflict run in one direction. An Argentinian referee on an England match is, in reality, much more palatable than England than the inverse would be in Argentina. Not to say Oliver or Taylor couldn't handle it. But I think it is to be avoided, if at all possible.

      It's a shame, I do think FIFA will avoid if at all possible too for many reasons.

  5. Ramos going full CONCACAF with the card selection. He's missed two (three with the elbow) 100% cautions.

  6. I don‘t know about Ramos so far. As mentioned 2 or maybe 3 cards could (lr should) have been shown. Besides that he seems very hesident at deciding. Some late whistles and somewhat not convincing body language. Nothing major so far but I can imagine if the Swiss would score he will have to improve massively.

    1. Sure... plus the one actually shown it would have been 4 YCs. Completely unnecessary for the level of agonism that characterized the first half. I really don't get comments like 'he will have to improve massively' in the context of a fair performance and a relatively correct game.

    2. Like I said, nothing big so far and no problems. I‘m sure he is capable to improve as the game might get heated since Ramos is a good referee and absutely deserves being in this game! I just wanted to mention that he probably has to change a bit if needed. Not all criticisms in this blog are against a referee as a person, I think pointing out „negative aspects“ (in my personal view) in a politite manner has to be allowed here… All the best for second half!

    3. Cesar Ramos always looks too indolent, whatever the match. I don't get it.

      He's always been known for his shaky foul detection and disciplinary line. I've lost count of the number of fouls and Ycs he missed.

      If merit-based assessment still is a thing, Ramos is done. He should be happy for having been given three games.

  9. Let's admit that all Round of 16 games have been quite fair and not difficult to handle, the only interesting situation was handball at the end of France - Poland, the rest nothing relevant, we can talk just about a few missed cards... the work by all referees was not challenging.
    Different scenario in Quarterfinals?

    1. For me that was not a handball - the elbow (which was hit) was against/near the body

    2. It was a very clear penalty. The (outstretched) hand was hit, not the elbow. Mandatory intervention, mandatory penalty to be awarded.

A rule question, does a team captain designated on the match sheet have the right to give up his armband during the match to a reservist entering the field if this titular captain does not leave the field? In the Portugal-Switzeland match, Pepe, without leaving the field, gave up his captain's armband to Ronaldo, who entered the game. Is this allowed? No reaction from Cesar Ramos? In advance, thank you for your answers.

    1. There are no rules in the LotG regarding this. I would guess teams can do what they want provided the rules of competition are upheld.

In my view, the designated captain must carry out his duties as captain until the end of the match as long as he remains an effective player on the field and it is only if he leaves the game during the match that he must give up his armband either to a teammate on the pitch or to the incoming player replacing him.
      If this rule is not respected, we could witness a change of captain's armband all over the place during the match and have several players wear it, which would be a mess...

    3. Oh yeah, this seems like a major concern. Chaos could ensue.

      Is this a serious question? What was done with Ronaldo and Pepe today has gone on since the advent of substitutes. On a near weekly basis, Jordan Henderson takes the Liverpool armband when he enters as a substitute. There is nothing to see here and your view has zero founding in the LOTG.

    4. Nothing in the LOTG regarding this. A team captain is, in all honesty, a token figure who has responsibility for their team's behaviour and joins the referee team for the coin toss(es).

    5. It happens offently in different competitions, but I do agree with RPC.
      IMO, it's nothing about the LOTG, but about the FIFA WC Qatar 2022 Competition Regulations which stipulate clearly in Art. 31.3 that the captain must be indicated on the start list. You can never change the start list (substitutes' players, team officials) after the the kick-off.

      I actually think Sampaio is the best option to officiate Portugal-Morocco.

    3. That has never been an issue. Why would it be this time around?
      So, a French referee can take a French-speaking nation, a Spanish-speaking referee can take Spain, but a Portuguese-speaking referee can't take Portugal? Does not make sense.

  14. Cesar Ramos being Cesar Ramos. Incredibly inconsistent foul detection and disciplinary line.

    Missed lots of YCs and his fitness could be much better.

  15. Analysis

    The appealing difference of level between the two teams and the progress of the game have helped César Ramos quite significantly. While no events resulted in the Mexican losing control/his grip on the match, there are a few points allowing me to comfortably say a more challenging tie (understand a closer score) would've been quite the problem for him.

    The first thing is his rather uncertain foul identification, Ramos much struggled in this area, leading in many delayed/late whistles (8',40',59',73'). It was concerning because he was hesitant with quite basic offenses. All in all, that didn't allowed him to make him appear as a confident leader. That's even an euphemism when you observe some interactions with the players(4',22',23',43',59'). The mexican opted for his known distanced appraoch coupled with a serious and unflustered face. At some point switching to a more expressive demeanor might have been helpful, and in fact a wiser move.

    I wasn't satisfied with his disciplinary control as well: the 1H was especially shaky in the assessment of potential bookable offenses:
    -3': missed blatant FK and YC for a reckless use of arms right in front of AR1, who was only focused on spotting who touched the ball last, missing the plot. Ramos didn't caught the offense either.
    -10': good and quick verbal warning before a throw-in (off the ball charging/impeding)
    -20': missed YC for reckless step on foot, restricting the sanction to a FK only wasn't enough in this case.
    -29': Borderline SPA offense (player committed two LoR holdings in the same action), no visible reaction or player management
    -40' careless vs reckless foul, late whistle, again Ramos stayed in the background.
    43'- Very good YC for reckless challenge after advantage, Mexican referee finally chose to show the first card, a mandatory one !
    2H was calmer, considering the match was driven to its end by the scoreboard's difference.
    -55': charging offense, quite engaged, still ok to leave it to a FK (a warning would've been optimal,but...)
    -59': correct YC for SPA-impeding, hovewer I missed a reaction towards the cautioned player asking for an explanation (Ramos just stared at him, without a word)
    -75': possible SPA, by the book it's more YC-than-not but there wasn't any tactical value to show it, so no sanction was rather expected here
    -86' LoR holding, the SPA criteria not being fulfilled justified FK only.

    Overall I missed a leadership figure in this game, of course each referee has his own sensibility and personality, and I obviously don't ask César Ramos to interact with players like eg Orsato, nonetheless it's a shame that the Mexican let pretty much anything go (Brian Hall's CONCACAF style), because the context of the game allowed him to do so without leaving the pitch scathered.

    Besides his aforemetioned big miss at 3', AR1 made a good appearance including two very good consecutive onsides prior to 5-1. AR2 remained focused correcltly flagging thrice for offside.
