    1. About Paweł Raczkowski, it seems hbe is OK for a friendly, even a very good one, but no appointments in UEFA. Do you know more about the investigations on the Greek incident? I think there will not be an answer soon, or maybe never, so what to do? I'm really sorry when such things happen, because a referee can't prove he is absolutely innocent.

  3. The management of referees from Ukraine is sensible these days, but from what I can see they receive quite regularly international games. The situation is a little bit different in the European games. There were no referees at all from Ukrayine in the KO stage. And in the group stage, they had about 1 crew in every matchday. It's not a little(there are countries in Europe that get even less) but not a lot either.


    About Grinfeld, I didn't see much progress from him in the recent times. I think that even his spot for EURO 24 is in danger. And by the way, regarding Euro24, I can't wait to see Rosetti's decision about France Nr.2. Will it be Letexier (meriotcracy) or Frappart (politics)? Because if he'll choose politics and let Letexier home, then I'm sorry but the only word that comes to my mind to describe him is cynical.

  4. I expected Gil Manzano to follow Turpin’s path; mainly high paced games, easier to manage, focused on playing football, particularly English / German teams;
    And Sanchez to be used as a Bastien; the more heated or ugly games, being a firefighter.
    However, after a full Italian derby and now a Balkanic game, this isn’t the case and I’m glad to see that.
    Spanish referees are often appointed in Eastern Europe tbf.

    1. I think that UEFA tried to develop him for a promotion on Category 1 before Pinheiro, but they failed. Nevertheless, I must admit, if compared to other referees, this test lasted a quite short time...

  6. OT: Looking for some help from our readers regarding an old tournament, namely EURO 1984. Trying to compile the full appointments for this competition has been quite tricky, as unlike FIFA, UEFA did not keep a close record of who was reserve referee for the fifteen matches. Below is what I've got so far, and am only missing a couple of officials who haven't been identified. The caveat is that while UEFA were happy for local refs to be the 'fourth officials' for the non-France games, a neutral reserve referee would be on the boards for the games of 'Les Blues'. This was the same in EURO 1988, where Michał Listkiewicz was fourth man for the four West Germany matches. My strong feeling was that, following the '1988 principle' an official from Luxembourg would play the 'Listkiewicz' role in 1984 - a politically relevant country, who hadn't qualified, and didn't have a main refs trio at the finals. However, the men in question were not Norbert Rolles or Paul Rion, who it seems were the two Luxembourgeoise FIFA officials operating at the time. In a comment below is the full appmnts so far with the 'templates' for the two thus-unidentified officials, and then the footage of them working on the games below this. Appreciate that this is ultra-niche, but would extremely grateful for any help on this! (BR Referee?).

Indeed strong arguments, the only problem for Orsato will be Italian national team, but in my opinion it is always sad to have already a name for a final of a major tournament, even one year before the competition. The other candidates are not encouraged to do the best. And when the decision comes, you already understand that everything was planned.

I think designated final referee is not 100% bad idea because one could say (including me) it was meritocracy, another referee especially from big country could push himself to become another contender or plan B if in this case Italy on semifinal and so on. They could follow footsteps of Marciniak in WC22, Kuipers in Euro20, Brych in Euro20, or become unfortunate like Cakir. We can’t exclude appointment like DCG in UECL and Undiano Mallenco in final UNL, it is a dream to have ending fairy like that.

    2. In some countries like Romania (but I remember also Croatia) we see often such appointments. Fourth officials more experienced than referee and not expected on paper for such stages. While other countries like Italy appoint without problems even NO FIFA officials in that roles. There isn't a written rule, but it seems as some associations act in this way. About Romania, we must also remember what happened with Coltescu (BTW nice to see him again) as fourth official, so maybe Vassaras also for this reason doesn't want to take risks.

    1. To be honest, the first OFR in Belarus - Israel is out of reality, I needed to rewatch it, but definitely full Premier Leagfue style, terrible, one doesn't even understand where is the foul.

    2. About the offside in Kosovo, I think another VAR wouldn't have called it. Theoretical offside, yes, because attacker challenges for the ball defender, but the feeling is that defender makes his action without being too much aware of opponent behind him. As concept, we have offside, but how much valid for VAR intervention? This is very tricky, in doubt, officials must be supported, I think.

  15. Who knows or get info who will be the ref for Indonesia-Argentina, no VAR and will be played in full house? Because Indonesia-Palestina was lead by mediocre Malaysian referee, Australia-Argentina was lead by Ma Ning as host representative. Now Indonesia-Argentina, the ideal referee will be coming from Japan or South Korea, but if geography factor include on calculation, I think the ideal were going to Sivakorn Pu-Udom or Moh. Taqi Al Jaafari bin Jahari. The last time unbalance game happened in Indonesia was Indonesia-Netherlands lead by Nagor Amir Mohamed from Malaysia, another mediocre. I hope this time will be different given the context it is Argentina, world champion.

    3. Fernando Guerrero is an overrated and mediocre referee. Who is best suited to work exclusively as a 4th Official. Where he's unable to influence/ruin a match. Currently Mexico most likely has the worst batch of FIFA referees in recent history. But he's amongst the poorest of the lot.

    1. Both yc were correct in my view, Mcginn's foul was naughty without any attempt to play the ball. Overall good half from Jug though he seems a bit of a homer, missed 2 or 3 clear fouls from Norway.

  20. 55’ Potential penalty for Norway, Jug rejected, I think he could give the penalty but it would be soft (still supportable), so more correct for him to reject penalty appeal from Norwegian side.

  22. Looking at reports, was it not advisable to have an elite referee in charge of match in Norway. Such an important match for the home team and battle for qualification. Having watched the match I feel that the penalty was very soft as his line of foul detection was pretty low so I am surprised it was given. I think the performance has been below average.

Given the context incident in 55’ and 61’, indeed his consistency of foul detection was questionable, but IMO it’s not very soft penalty, it was silly action by defender, the action from defender was put his fate on referee’s whistle. So when the referee blew the whistle, it’s supportable, you can’t blame the referee. You can “blame” for his inconsistency and I agree with you his foul line is too low.

  26. To be fair I expected an Elite referee in Norway vs Scotland. Tight game on beforehand and very important for qualification.
    If the Refcom watched the R16 game AZ-Lazio (return), they knew it wasn’t a good idea to assign Jug. Indeed messy, foul detection and card management all over the place, leaving 22 players confused.

  27. Having a look at Jug penalty, I think we must say that it can be whistled, but watching closer replay, it appears more simulation than a real foul. Attacker uses the opportunity to get a whistle by referee.
    Also, in my opinion in such incidents, off the ball action by defenders on attackers in penalty area, it is always difficult to have the exact perception, quite sure Jug whistled thinking about something more. VAR can't intervene, but the call definitely looks as soft, close to wronr (my opinion of course).

    1. Correct penalty. Haaland already passed the defender who used his arms to stop the attacker. The ball went directly to Haaland who was unable to get the ball only because the defender held him. I see one Anonymous user talking to himself can influence page admin also :-)

  28. Gil Manzano the standout best performer on the pitch in the very dire Montenegro v Hungary game. Not the hardest game he will ever get but games like that are the easiest to lose focus in. Lovely manner with the players, lots of smiles between them & they clearly respected him. Fitness excellent, decisions fair and consistent. No controversies, nothing of note at all. He and his team can go home happy with their contribution to the game.

  31. Having watched the match i believe the biggest problem with Jug was the foul detection, he allowed so much to go in certain situations, the penalty goes against his approach for the match. Personally I think the penalty is acceptable but allowing this with the context of the match I believe it to be incorrect. I have no idea why an elite referee was not used in this match. Overall a performance lacking consistency but no crucial mistakes.

  34. Levante vs Alaves: Bad penalty call that completely decided the outcome. Pro refs still get handball calls wrong when it's very simple. Why are they punishing natural position? When a player is jumping the arm will swing. They aren't penguins.

    2. Sorry, but I strongly disagree. The penalty call, with the current rules and guidelines, is completely correct. The debate should be whether the current handball rules and guidelines are fit for purpose and are fair for the game, which I think they are not. I'd rather go back to the rules that considered the actions taken by the defender (movement towards ball or ball towards arm) or the chances to avoid the handball rather than an unclear definition of what "unnatural" is, which is different for everybody. I think that a great deal of the handball doubts and lack of consistency comes from this.

    5. From my point of view that's a clear penalty, although it's in elevation the arm doesn't naturally move backwards and makes the volume of the body greater, but the referee should have whistled it live

    7. Extremely tricky situation, as it happens very often, I can understand both point of view and that's the problem. This belongs to the category of penalties that sometimes are whistled, also in Italy. Spain and Italy have a very similar approach about handballs. We can stay here and discuss for a very long time, but as long as an arm will be out of body and the ball will be stopped by that, the perception will be always about a punishable action. The defender takes the risk by jumping and moving arm in that position, he could have avoided that. I know it's harsh but this is the problem with handballs, and it will be never solved. You can find some VARs having the courage to support the call, but here, given the scenario and the minute of the incident, well you had everything in favor of an OFR. I hope in future something can change about handballs, but it is difficult.
