  1. Harry M. Been (NED) will be a delegate in Liverpool.

    1. After what happened at Liverpool - Manchester City, it seems wise to send Harry Been who was UEFA's delegate for Serbia - Albania eg, for this semifinal.

    2. Mikael, you know more than UEFA about refereeing and delegates, that's a compliment ;) A pleasure to read a so big expert here on the blog, for sure.

    2. That was a surprise for sure... But reading Brych's name 4 times in the CL KO stage has been extremely boring !!

    3. Me thinks it bothers you because you continue see and read names that you personally don't like. As an assigner you've gotta go with the people who performing above and beyond all others. Maybe then those others will also step their game up. If not, they can continue to enjoy the games on their telly at home.

    4. For the avoidance of doubt Brych is among my top 5 most favourite European referees of the current generation!!

  3. Great season for Brych, no doubt. I hope he will continue with his good performances in Russia. If not Rocchi, then Cakir in Munich I guess.

  4. Fully deserved appointment. Felix Brych is on top form for two-three seasons and surely the best performer from elite group this season. I also like his style presented in UEFA games (I know in Germany he's way too lenient and not keen to whistle even clear penalties, but hey!, it's common in Germany, isn't it? ;)) - he just whistles what is in front of him, not overmanaging games.

  5. I don't think we will see Skomina this week nor next week. Vincic has a match this Wednesday and Skomina next Sunday in 2nd Division without his regular assistants. It should be the final ...

    ReplyDelete
  6. For sure a deserved game for Brych, I also agree with what RayHD said about his style. He is not a manager, he whistles and he shows cards based on what he sees, without hesitation, and that's good. A "pure" referee.
The small mistakes by assistant referees in previous games were not considered as relevant and one can agree. There will be always situations like these.
However, at the same time, one must be honest and must admit that it is a poor management of appointments. With so many Elite referees, one must say that the big trust by committee is only for 5 or maximum 6 referees...
Also, to be underlined that Brych has been confirmed although there is Bayern in the other game.

  7. UEFA's UCL Semifinal appointments remain the most predictable ones: There is always (at least) one referee from a country with (at least) one still active club (solely) in the first-leg. Therefore one could have expected Brych or Mateu Lahoz in Liverpool and/or Rocchi in Munich (if we focus on the World Cup referees) - with Brych being the clear number 1 out of those 3:

2017/18: BRYCH will handle the first-leg match FC LIVERPOOL - AS ROMA (the other one being FC BAYERN MÜNCHEN - REAL MADRID CF).

2016/17: MATEU LAHOZ handled the first-leg match AS MONACO FC - JUVENTUS (the other one was REAL MADRID CF - CLUB ATLÉTICO DE MADRID).

2015/16: CLATTENBURG handled the first-leg match CLUB ATLÉTICO DE MADRID - FC BAYERN MÜNCHEN (the other one was MANCHESTER CITY FC - REAL MADRID CF).

2014/15: RIZZOLI handled the first-leg match FC BARCELONA - FC BAYERN MÜNCHEN (the other one was JUVENTUS - REAL MADRID CF).

2013/14: WEBB handled the first-leg match REAL MADRID CF - FC BAYERN MÜNCHEN (the other one was CLUB ATLÉTICO DE MADRID - CHELSEA FC).

2012/13: Both matches (FC BAYERN MÜNCHEN - FC BARCELONA and BORUSSIA DORTMUND - REAL MADRID CF) between GER and ESP, therefore no referees from GER and ESP appointable.

2011/12: BRYCH handled the first-leg match CHELSEA FC - FC BARCELONA (the other one was FC BAYERN MÜNCHEN - REAL MADRID CF).

2010/11: STARK handled the first-leg match REAL MADRID CF - FC BARCELONA (the other one was FC SCHALKE 04 - MANCHESTER UNITED FC).

2010/11: VELASCO CARBALLO handled the first-leg match FC SCHALKE 04 - MANCHESTER UNITED FC (the other one was REAL MADRID CF - FC BARCELONA).

2009/10: ROSETTI handled the first-leg match FC BAYERN MÜNCHEN - OLYMPIQUE LYONNAIS (the other one was FC INTERNAZIONALE MILANO - FC BARCELONA).

  8. Expected appointment. For other three matches we will probably see Cakir, Kuipers and Skomina/mazic (it depends who will get the final).
OT (I wrote in previous page, but this news is new one, so I'll write it here as an information):
In Serbia, referee automatically retires at the end of the season during which he becomes 46 years old. So, for Mazic that means that (if nothing changes) next season 2018/19 will be the last, because he will be 46 on March 23, 2019. He will finish his career when next season ends.

    1. Thank you @Teo for this crucial information!

      Delete
    2. Thanks for the answer, so we should know whether Serbian federation has planned to confirm Mazic on the list for 2019, despite of his domestic retirement planned on June 2019. He could spend only 6 months as FIFA referee in 2019, maybe just to get a final (if this wont happen now, of course). Maybe Mazic himself will inform federation about his plans and ideas...

    3. As I wrote above, Vincic with an appointment on Wednesday which rules out Skomina (unless Slovenian FA is "lazy" with changes again).

    1. Indeed, according to the info I got, all 13 VAR will attend both weeks. We have Orsato and Makkelie as possible referees in charge of a game...

Anyone watching Martin Atkinson in the FA Cup semi-final Chelsea v Southampton??

    ReplyDelete
    Replies
    1. Watched the second half, was a good performance. Only major talking point was the incident around 70-75 minutes when the Chelsea GK spilled the ball across the goal line but was adjudged to have been fouled. A soft one but VAR was correct not to suggest it was a goal.

VAR in both the of the semi-finals looks to have been used without controversy or much delay, doing the job in the background as it should.

    2. Though we did have Graham Poll on BT Sport suggesting that once the GK is off the ground in the goal area they cannot be touched - where is that mentioned in the LOTG?!

    3. So we have a Chelsea v Manchester United Final in the FA Cup... I think it has Michael Oliver written all over it...

    4. I agree with Chefren, I think we will see Cakir's name tommorow. It is interesting that, if appointed, all Cakir's appointments this season would be first leg matches. For the second legs I think Turpin in Rome and Kuipers in Madrid, Skomina for the final. In Europa league Collum, Marciniak, Makkelie and not sure for the last name (Rocchi, Hategan, Undiano). Mažić for the final. About Skomina vs Mažić - it all goes in favour of Skomina for CL final and Mažić for EL final. I know this is Mažić's last season but history of committee's behavior (they don't care a lot if someone is doing his last season, we saw that in cases of Bo Larsen, De Bleeckere or Stark). Skomina has already officiated three CL semi-finals and EL final, while Mažić officiated nothing of that so the history of their appointments indicate Skomina for CL final. Third, I don't think they would appoint Mažić for CL final without a single knock-out match in CL before a final. My guess is Mažić won't see CL knoc-out stage this season, but will get EL final, Fandel as observers in his last match indicate committee has a plan for Mažić - EL final. I really don't know why Rocchi was not appointed since PSG-Real, I don't remember he did some very wrong that he would not be appointed again. Moreover, Marciniak is appointed for CL/EL semi-final, even that in his only match this year he was bad, so I really don't understand what is wrong with Rocchi.

      Delete
    5. Rocchi, if not appointed in CL, can be a very good candidate for Atletico Madrid v Arsenal... Plus I'm strongly expecting Mazic in a CL Semi-final... It would be weird to see him not appear in CL at all when he isn't injured and neither is there any poor performance or anything!!

  17. Interesting opening minutes for Rocchi in Italy's top clash. Correct YC for reckless tackle after an advantage, then a YC:SPA for JUV#04- could have been DOGSO but I think YC was better choice here.

    ReplyDelete
    Replies
    1. Now another correct YC:SPA.
Brave by Rocchi, three cautions after less than fifteen minutes- all deserved. The older, sharper Rocchi was required tonight- I like it!

      Delete
    2. 100% agree, excellent Rocchi, especially in the first situation, two yellow cards in a row. Third YC was fully correct as well. Faultless. I don't know why he doesn't officiate always in this manner, he would have reached definitely more... maybe it is also because he prepared this game for a long time (I'm sure he had been already informed that he would have got it).

      Delete
    3. (One of) the best times that iveI seen Rocchi. Players very nervous, so Rocchi's active approach basically fully succeeded. Great warning for dissent at around 26', excellent management of the riot at 31'. Only very small, minor mistakes, maybe a missing YC:SPA at 41'.
For what it's worth huge praise of the refereeing on English television! I am fully agreed with them.

      Delete
    4. Excellent Rocchi tonight, much calmer second half solved without cards. First thirty minutes 'won' the match for the Italian WC referee.
Candidate for Bayern - Real? I think he could make sth big during WC in any case, one of the not-so-many UEFA referees who could handle a South American clash (IMO).
      Anyway, top class performance tonight!

      Delete
    5. This is an interesting topic... Who are the candidates according to you suitable of handling South American matches? Lovely topic to discuss this!

      Delete
    6. I agree that Rocchi could go far during the WC, especially without national team and with VARs from his country (same conditions as Kuipers).
For Latin-American clashes: Among others Cakir, Brych and Kuipers should be quite able to handle those.

https://youtu.be/B08dHBOsvUs?t=185 - incident at 72 mins (hopefully it can be viewed outside the UK)

Some quotes from ex-ref Graham Poll: "the GK within the 6 yard area is protected by law...when his feet come off the ground he needs protecting..."
"yes, there is a different law for an outfield player"
"law states you have to protect the GK"

The incident was probably correctly called as a foul, but can anyone tell me where in the LOTG it gives special protection to a GK?

    ReplyDelete
    Replies
    1. Basically nothing Graham said was from the laws of the game. What is he talking about ''the goalkeeper is protected by law in the 6 yard box''? Since when? There is no such thing in the laws of the game.

He should be saying ''If a goalkeeper has possession of the ball he can't be challenged for it'' That's the only thing the law says.

PS: I haven't seen the incident.

    ReplyDelete
  28. The asistant referee with no flag, just the beep stick. He called an offaide with the stick in one hand and the actual flag in the other. The FO walked around to pick up the pieces from the extra flag they brought AR2

  29. Allowing play to continue in such circumstances was a totally bad choice from Brych. How can Lupp focus on the offside?!

  30. A minute after the potential missed offside for Lupp, Borsch flagged for offside but it looked level? And then in minute 17 there was another super close onside call by Borsch that it would be worth looking at again.

  34. OT. There is a very critical derby between Galatasaray-Besiktas on this Sunday evening in Turkish Super League. This would be some kind of championship decisive game. Logic says Cuneyt Cakir should be in the middle. However, if he is to be appointed on Tuesday for Real-Bayern this would be impossible, i think. So, ref appointments of TFF on Thursday might give us some hints :)

Possible offside but in case, very difficult to detect for AR1 (obstructing line of vision at the moment of the shot).

  38. With that score in first leg, perhaps we could expect a little surprise for the second leg? I'm thinking about someone like Marciniak, Hategan...
Or the Committe won't take any risk after Oliver's performance in Madrid and appoints Mazic?

    ReplyDelete
    Replies
    1. Hopefully the Ref Com have a better memory than you do. Have we already forgotten that Roma was able to overcome a similar deficit against Barcelona? No need for a Oliver part 2 this time. Send those who have been good if not great this season. No more tests ,speculations, or misjudging the series.

      Delete
    2. Don't worry, I remember the match between Real and Juventus refereed by Michael Oliver quite well. And I wrote that comment when the score was 5:0, and I think that the choice of Marciniak or Hategan would be a different one to Oliver because both have much more experience than the English. Since the final score is 5:2, there isn't any room for such appointments, my choice would be Mazic, but I also think that Marciniak isn't thaaaat unlikely, especially when Mazic is planned for a final.

We'll wait for UEFA RAP to know what do they think... Brych was bad positioned, he couldn't see the incident properly. He stood much from the side, but gave penalty immediately and didn't wait for AAR2's suggestion.

    5. According to UEFA’s guidelines it’s wrong. They don’t call handballs like this.

      Delete
    6. Handling in PK area really annoys me. For example, in Premier league this handball is never a penalty. Ever. Only this season there were at least 20 similar situations, or situations that are much more PKs, and refs never gave penalties. On the other side, if I understood RayHD correctly, in Poland this kind of handballs are always PKs. There shouldn't be different rules in European competitions and in national championships.

    8. Polish Referee Department adapted its guidelines to UEFA interpretations at the last seminar, after receiving an e-mail from same Pierluigi Collina (he kindly asked to be informed what exactly is the situation with interpretations of handling offences in Poland).

In the situation from today's game, the key factor is whether the player expected the ball. If yes, and his action was directed to block the shot, he had enough time to avoid contact. Some kind of grey area, but I tend to agree with Brych's call more than with a potential play-on call.

      Delete
    9. I don't know...
Is there any action from Milner in order to block the shot?
Did he have time to move his arm and avoid contact?
For me, on both question the answer is no. Short distance, fast ball, might be the ball touched his body first (could be I am wrong)... From the Brych's position maybe it looked like a PK, but as I said - he didn't have good angle to see the incident properly.

    10. Penalty inexistent. One gift for Roma.

    3. They informed that he will handle one of the second legs but it's still to be determined (on 27 April) whether it's a CL or EL semi-final.

    4. EL! He hasn't been up to CL standards this season. What is right and just needs to be done. This way the Ref Comm can try to save at least some of it's almost non existent credibility.

  45. Great refereeing. But the penalty for me was a harsh handball decision on Milner. It was impossible for him to avoid it. Anyway, I don’t think it’ll affect the 2nd leg. Liverpool will go through.

  46. My marks for today:
    Brych - 8.3/4 (situation with assistant's flag)
    Borsch - 8.7 (three excellent onside/offside calls)
Lupp - 8.3 (one missed offside)

    1. Please can you tell me more about how the marks are allocated. What does the "/4" after the 8.3 mean? I am new to watching referees :) Thank you.

    2. It's my feeling that the mark should be either 8.3 or 8.4.

      9.0 - 10.0 Excellent performance.
8.5 - 8.9 Very good, with important decisions correctly taken.
      8.3 - 8.4 Good, expected level.
8.2 Satisfactory, with small areas for improvement.
8.0 - 8.1 Satisfactory, with important areas for improvement.
7.9 One clear and important error; otherwise 8.3 or higher.
7.8 One clear and important error; otherwise 8.0 - 8.2.
7.5 - 7.7 Below expectations, with important areas for improvement (match control).
7.0 - 7.4 Poor performance, with two or more clear and important errors.
      6.0 - 6.9 Very poor, unacceptable performance.

    3. I agree except the penalty call which was wrong for me (never deliberately). A normal Brych thing: He decides 4 minutes additional time, there is another substitution during the additional time and his final whistle is after 3:58...

    4. Penalty inexistent. Brych, 8,00

  47. Do you remember situation in Bayern-Arsenal (Mazic as a ref), when Robben tried to score and Arsenal's defender stopped the ball with his hand (it is in UEFA's this year RAP)? Defender was 2-3 meters from the goal, his arm was outstretched and enlarged his body quite a lot, he defended a goal, but there was no movement from him and the ball clearly hit his arm. Mazic and AAR1 Grujic decided for the corner kick, and for UEFA this was correct call. And this situation is much more penalty situation than Milner's one. You can compare it (not the same situation, but they are comparable) and see by yourself. So, if that was not a penalty in Munchen, for me this one is surely not in Liverpool.

  48. Why so much hate for Michael Oliver? Was the match controversial? Yes. But was Michael absolutely correct in the big incidents and overall had a good game? Also yes!

    1. Are you sure? Do you know something we don't know? Do you know how he was evaluated by his match assessor? Unless you know these things, you're simply ASSuming.

Not surprised by Soham's agreeing with you. He's already making the necessary transition/conversion to become a Oliver mega-fan/fanboy once Kuipers finally retires(thankfully).

  49. Marciniak is not ready to handle the second leg of CL/EL semi-final. He was interviewed by a radio today. He told that he still needs 7-10 days to fully recover from the injury and you need to be 100% ready for such game. In another circumstances, he would have risked refereeing that game perhaps but with the WC ahead it's not a wise move. He will handle some games in Ekstraklasa before the WC in order to jump in the match rhythm.

    1. So, is the appointment officially annulled?

    2. Well, in that case: What about Brych one more time? ;-)

    3. @Chefren - Yes, he said he had to give up on that game.

    5. So, who will get his SF then? Assuming Rocchi or Orsato will have one SF, I think the options for the second SF are (in the order of my preference)
      Rocchi/Orsato (i.e. 2 Italians)
      Makkelie
      Karasev
      Skomina/Mazic

    6. Real-Bayern, Çakir
      Roma-Liverpool, Mazic
      Atlético-Arsenal, Rocchi
      Salzburg-Marseille, Matéu

    7. He should have never even been in the conversation to begin with. At least not this season. So strictly basing it performance wise. It's a resounding "NO" for the Polaks.

  50. Thanks! Nice appointment for the Hungarian, expected IMO.

Exciting number of options for the final this year:
Adamkova? Zadinova? Larsson? Persson? Hussein? Frappart? Vitulano? Mularczyk?

  51. I tend to say this:
    - If Lyon will not go to the final: Stéphanie Frappart
    - If Lyon goes to the final: Jana Adamkova

  52. I'm not so expert in UEFA Women's refereeing, but I have really appreciated Frappart development in recent times.
However, I would not still appoint her for the "big game", because she is still quite young and she can assure several seasons at high level. Maybe this time we will see Carina Vitulano?

  53. Vitulano had a poor Women's Euro... My bet will be on Jana Adamkova!!

    ReplyDelete
  54. Poor? Are you sure? Did you check RAP? She was excellent in all decisions, only mistake was made by AR Lucia Abruzzese.

  55. As I remember, Vitulano didn't whistle a good EURO, at least she struggled in FRA-ISL.
One problem for the Italian, she hasn't led one match this season in CL, so I think it is impossible to expect her in the final.
IMO a shame Vitulano didn't get it in 2016.

  56. @Chefren I basically knew the name of Vitulano from her struggles in the Netherlands :)
